Abstract:In recent years,some latecomer firms are able to challenge leading companies with better resource platform,broader learning approaches and richer capability base.These changes are closely associated with the positions,scopes and speed of "new technological catch-up".Based on the view of dynamic capabilities,this study tries to open the "black box" of how latecomers adjust strategically by means of dynamic capabilities and transform from the state of catch-up to that of leapfrog.It first illustrates the differences between "new technological catch-up" and traditional ones;then summarizes longitudinally the changes in strategic orientation and the efficacy of dynamic capabilities in different stages;and compares horizontally the reasons underlying diverse paths from the state of catch-up to that of leapfrog among three companies.It expects to inspire these latecomers who are approaching frontiers,in terms of forming globally competitive capabilities.

Abstract:How latecomers from emerging countries catch up on technological innovation is an important topic for industrial practitioners, policymakers, and academic researchers. This study systematically reviews 37 empirical studies on the precursors of industry catch-up in emerging countries. A general framework on what makes a successful catch-up in latecomer industries is suggested based on literature review. The framework comprises six generic determinants, including technological capability, business ecosystem, government roles, market condition, technological regime, and windows of opportunity. In addition, this framework is applied to the Chinese LED industry, and a case analysis of the catch-up is performed in Chinese LED firms.

Abstract:<span>Special Issue B continues to address a set of research questions to complement Special Issue A which focused on China's rapid economic growth and the associated challenges. Examples discussed include unbalanced domestic growth, Africa-China migration, a game theoretic perspective on cooperation, and industry structure and policy changes. Critically, Issue B identifies opportunities as well as uncertainties for Chinese enterprises and institutions in their quest to become the world's leading economy. Specifically, papers examine issues related to the China Multinational Corporations (CMNC), workforce mobility, technological innovation, and the economic development of cultural industry, specifically, the film industry, all of which are having a profound impact on China's economic landscape. Their research focus includes: CMNC sociocultural distance and its impact on cross-border replication of activities; socio-political decisions in relation to innovation efficiency; the 'middle-income trap' and its effect on workforce mobility and 'functional inequality'. The frameworks, models, and theories discussed in these papers should help scholars to gain a better understanding of some of the social determinants of economic decisions as they relate to China's economic development.</span>

Abstract:In this Introduction to the Special IIssue on Global trading system with the New American Administration: China, United States and Europe, three excellent papers are presented. The first paper highlights the central and eastern European countries' views on their relationships with China in the era of the pandemic. The second paper by Gao and Shaffer (forthcoming) presents a detailed legal discussion on the global value chains, including new development in intellectual property rights laws in China. The third paper by Wen (forthcoming) proposes that China should continue to participate in the global trading system and further reduce unnecessary government interventions in trade, investment and innovation. Finally, the Introduction highlights various important papers published by this Journal that are relevant to the theme. For example, Fung, Aminian, Fu and Tung (2018) and Fung, Amininian, Fu, Rhee and Tung (2020) are the first to introduce a formal, analytical digital firm model in the discussions of U.S.-China relations. Other outstanding papers include Lau (2019a), Cheng, hitten and Hua (2019), Garcia Herrero (2019) and Lin and Wang (forthcoming), all published in this Journal.

It also sheds light on how foreign direct investment strategies can be tremendously successful, and how governments can learn from effective policy approaches. It shows how financial instruments for investors can be used to manage and minimise risks. And, last but not least, it has a look at the government toolbox for innovation as well as the ingredients for an ecosystem combining different policy instruments.

Industrial Catch-Up in China: A Sectoral Systems of Innovation Perspective

Abstract:This study analyses the industrial catch-up in four sectors in China. The technological regime of sectors affects the chance for latecomers to catch up, but the final outcomes also depend on the actions of governments and firms. A successful catch-up requires the growth of indigenous firms rather than dependence on foreign direct investment. The government has an important role, but different forms of intervention across sectors must be identified. For firms, adopting a path-following strategy does not bring ultimate success, whereas leapfrogging is often required. Any uniqueness in the catch-up pattern of China can be attributed to its large size leading to bargaining power in technology transfer. The Chinese markets with several segments also help to nurture indigenous firms.
Limited Catch-up and Economic Growth

Abstract:This paper investigates the relationship between countries' trade patterns and their economic performances. We propose the concept of limited catch-up and construct the limited catch-up index (LCI) for 112 countries/regions in the period of 1965—2005. The successful stories of South Korea and Chinese Taiwan and comparison of China, India and Argentina show the advantages of limited catch-up. Econometric analysis shows that limited catch-up contributes significantly to better economic growth, and its short-term effect is larger than its long-term effect.

Abstract:ABSTRACTThe influence of technological learning on industry-level catch-up has long drawn substantial attention in the catch-up research field. However, the underlying mechanisms of technological learning and the unique catch-up context in large emerging economies are much less explored. To explain the technological learning processes of latecomers that face the technology gap and strive to build differentiated competitive advantage, this study builds on the absorptive capacity perspective and deconstructs technological learning processes into two mechanisms: technology decomposition and technology recombination. The former entails decomposing advanced technologies into pieces, parts, or modules, while the latter entails the process of capturing market opportunities through recombining knowledge from diverse sources into commercial products through localized innovations and adaptations. Then, we propose a unique ‘ladder-like’ catch-up context (i.e., technology ladder and market ladder) and investigate how the technological learning process and the unique catch-up context jointly affect industrial catch-up performance in China. Using seven-year panel data from Chinese manufacturing industries, the results indicate that only technology recombination has a significantly positive relationship with industrial catch-up performance. In addition, the market ladder strengthens the positive impact of technology recombination on industrial catch-up, while the technology ladder weakens the positive impact of technology decomposition on catch-up.

Abstract:The purpose of this paper is to analyze how the strategy of latecomer firms leads innovation and promotes the accumulation and improvement of capability in its development with an analytical framework of "strategy-innovation paradigm-capability" and tries to sum up the internal evolution logic of strategy. Based on this, it makes a longitudinal case study of Haier Group from 1984 to 2018. Through the research, it constructs the L.S.I.C model, which reveals the key role of the strategy in the innovation and capability in the catch-up process of latecomer firms: strategy leads innovation. Innovation is the basis of forming capability. Different innovation paradigm forms different enterprise capability. At the same time, the mechanism of strategic leading innovation is supported by leadership mechanism, learning mechanism and coordination mechanism. The contributions of this paper are as follows: it enriches the theoretical basis of strategic evolution, makes a pioneering analysis of the relationship between strategy, innovation and capability, and probes into the national technology policy.

Abstract:Public research institutions, often but not always connected with universities, have been in the past important elements of the structures supporting economic catch-up. Recent changes in the international economic environment, and the growing scientific basis for contemporary technologies, will make those institutions even more important in the future. Universities and public labs have contributed to the development of technological capabilities in different forms across countries and economic sectors. In contrast with current emphasis on university-based embryonic inventions and fundamental research, effective research programs have predominantly occurred in the application-oriented sciences and engineering, and have been oriented towards problem-solving, and the advancement of technologies of interest to a well-defined user-community.

Abstract:By selecting a Chinese leading enterprise and world-class manufacturer in the air separator system industry, HASSMC, as the research subject of this case study, the present study investigates in depth its technological catching-up process during 1978–2008 to examine a proposed learning-based model for capability building in technological catching-up, in which the learning process is decoupled into two complementary processes as learning by decomposition and learning by recombination. The typical mechanisms in learning by decomposition and recombination have been investigated and summarised with empirical evidence. This study attempts to extend the absorptive capacity perspective for the context of technological catching-up in emerging economies, with an argument that latecomer firms can build up their absorptive capacity to effectively acquire and utilise external technology through externally accessible expertise other than internally possessed knowledge base, especially at the initial stage of technological catching-up.
Catch-Up by Indigenous Firms in the Software Industry and the Role of the Government in China: A Sectoral System of Innovation (SSI) Perspective

Abstract:This paper analyzes the market and technological catching-up of latecomer firms in two IT service sectors from a sectoral systems of innovation (SSI) perspective. It finds that indigenous software firms in China have selected different learning and catch-up strategies in the different technological regimes. For the online game sector where imitation is easier and incremental innovation is more important than radical innovation, these Chinese firms started with handling the publishing (or distribution) of games developed by foreign incumbents, and later on secured in-house game development capabilities by imitating the products of global leaders. In the applied software sector where both imitation and creative innovation are difficult, Chinese firms attained third-party technologies through M&As, and then differentiated their products by taking advantage of local specificities. However, such learning and acquisition would not have led to commercial success without government regulation against foreign companies, such as business restrictions in online games and exclusive procurement for indigenous products in applied software. Thus, this study underscores the importance of government and regulations in playing the role of “artificially opening” another window of opportunity for latecomers.

Abstract:Economic orthodoxy has faced multiple challenges over recent years, ranging from the global financial crisis and economic populism to the Covid-19 pandemic and the spectre of stagflation. This has generated significant policy innovations, like quantitative easing and the furlough schemes, while heterodox economic ideas (briefly) gained notoriety. Yet these shifts have frequently been grafted onto pre-existing institutional and discursive templates, anchored by the assumption that they represent a temporary deviation from 'normal' equilibrium conditions. To make sense of these dynamics of crisis, change and continuity, this special section showcases an 'epistemic politics' approach that foregrounds the political life of economic knowledge. It is framed around three questions. What has been the role of economic knowledge and expertise in shaping policy and regulation over the past decade? To what extent have dominant economic ideas, theories and models been impacted by political conflicts and emergent issues? How have policy makers navigated economic crises and uncertainty through cognitive and discursive practices? This introductory paper sets out the ambition for the special section by defining our understanding of epistemic politics, before detailing the threefold contribution it makes to wider scholarship in IPE and CPE. It concludes with an overview of the five papers.

Abstract:In this special section of Algorithmica, we have included several articles based on presentations made, during December 12–14, 2007, at the third Workshop on Internet and Network Economics (WINE 2007) in San Diego, California. The workshop provided a forum for researchers as well as practitioners to exchange innovative ideas and to learn about each other’s efforts and results. It reflects an emerging trend in merging theories, methodologies, and applications in computer science, economics, mathematics, management sciences to manage increasing problems motivated by Internet activities. The special section chose to focus on the market problems that have attracted growing attention in recent years. Four articles covering two recent active topics have been included, covering the prediction market and the sponsored search market. All selected articles have been significantly improved from the workshop presentations, taking into consideration helpful feedback from the conference presentations and reviewers’ reports. Chen, et al., made a thorough study of user strategic behavior on the prediction market with market scoring rule market makers. While truthful behavior under myopic traders was known, they studied in this work the non-myopic strategies of traders and developed information structures that lead to truthful behavior, for both the finite time horizon model and the infinite time horizon model.
