Abstract:One of goals to accelerate administrative reform is to build a service government,whereas one of measures to administrative reform is exploring a super ministry system with organic unity of functions.The paper attempts to explore the administrative reform of the Chinese government with the core value of public goods provision.The paper firstly gives a critical review of the two public sector theories based on public goods supply: "collective action" and "bureaucratic redundancy",and then Abstracts two key characteristics of public goods: "jointness of supply" and "publicness of the collective prize",by which the paper unifies the theories of "collective action" and "bureaucratic redundancy",and proposes a "theory of collective public service provision." The theory of collective public service provision can be used to explain the administrative logic of the current "Super Ministry System Reform" of China on one hand,and on the other hand it provides part theory reference for further administrative reform in China.
