Abstract:In China, the rapid development greatly greatly promotes the national economic power and living standard but also inevitably brings a series of environmental problems. In order to resolve these problems fundamentally, Chinese scientists have been undertaking research in the area of green chemical engineering (GCE) for many years and achieved great progresses. In this paper, we reviewed the research progresses related to GCE in China and screened four typical topics related to the Chinese and screened four typical topics related to the Chinese resources characteristics and environmental requirements, i.e. ionic liquids and their applications, biomass utilization and bio-based materials/products, green solvent-mediated extraction technologies, and cold plas-mas for coal conversion. Afterwards, the perspectives and development tendencies of GCE were proposed, and the challenges which will be faced while developing available industrial technologies in China were mentioned.
Sustainable Integration of Stream Power Plant Couple of Contaminant Emissions Reduction Technology

Abstract:The steam power plant of the petrochemical enterprise is the main unit of harmful gas emissions such as CO2, SO2, NOx. Trade-offs between economic and environmental goals can be achieved by designing and optimizing a steam-powered plant considering coupling of contaminant emissions reduction technology. In this paper, the models of desulfurization and denitrification are added into the model of steam power plant to solve the problem of SO2 and NOX discharge. Considering the complexity of desulfurization and denitrification process, detailed superstructure networks of desulphurization based on dry circulating fluidized bed (CFB-FDG-S) and denitrification based on selective catalytic reduction (SCRFDG-N) were established and embedded in the steam power plant model. Based on this combined superstructure model, a mathematical formulation of multiple objective mixed integer nonlinear programming (MOMINLP) describing the steam power plant coupled with desulfurization network and denitrification network was established. In the steam system, the steam flow rate, outlet enthalpy, the consumption of the turbine power of the direct drive equipment and the electricity generated by the turbine are chosen as the optimization variables. In the desulfurization and denitrification networks, the flow rate, desulphurization and denitrification rate are taken as optimization variables. The operating conditions and equipment parameter of the global system are optimized. The secondgeneration non-dominated sorting genetic algorithm (NSGA-II) was used to obtain the Pareto optimization curve, exploring trade-offs between economic and environmental goals, for the enterprise decision-makers to provide theoretical support and decision-making guidance. The calculation example shows that the optimization strategy proposed in this paper can achieve the tradeoff between the economic goal and the environmental goal, and validates the validity of the model. Abstract:Maintenance activities play a key role in keeping performance, reliability and safety levels of generating facilities in power plants. Scheduled maintenance and imperfect condition-based maintenance often augmented by additional breakdown maintenance are the usual maintenance strategies employed by generating companies now in China. Recently, a new maintenance philosophy called as intelligent maintenance system was proposed. This paper describes the new advantages and characteristics of intelligent maintenance system, and shows the possible challenges to develop the intelligent maintenance system for generating equipment. The technologies of fault prognosis, maintenance scheduling and sensors etc. as the key elements of intelligent maintenance system in power plants are depicted in detail, and their future research directions are addressed respectively

Abstract:Owing to the growing environmental concerns, super-critical and ultra-supercritical coal-fired power plants dominate the electricity generation with the demand of near-zero air pollutant emission in China. Therefore, it is highly expected to assess the environmental impact and optimize the design at global and local levels. Exergoenvironmental analysis is a valid approach to investigate the formation of environmental impacts (EIs) associated with energy conversion systems at the component level. It generates information crucial for designing systems with a lower overall environmental impact, based on life cycle assessment (LCA) and exergy analysis. A 600 MW supercritical coal-fired system with and without dust, SO2 and NOx mitigation controls was analyzed. Heat transfer in the boiler, condenser(CND), low pressure cylinder(LP), air preheater(APH) show high potential to decrease the environmental impact due to high exergy destructions. The deaerator (DEA), induced draft fan(IDF), forced draft fan(FDF) should be focussed on construction design and manufacturing optimization. Purification units reveal high benefit for reducing EI produced by coal combustion, but there is a large space for the EI saving for it. The specific EI of electricity in China is much greater than European.

Abstract:Total control target for pollution emission is the principal mode in China within a long period in the future, and therefore pollution reduction allocation is a key issue for pollution control. This paper describes an integrated theory and methodology of industrial pollution reduction among administrative regions, including 1) three basic principles, 2) an index system, 3) an innovative optimal allocation model based on combination of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and Genetic Algorithms (GA), and 4) an empirical research on allocation of industrial chemical oxygen demand (COD) reduction of 17 sub-regions of Shandong province in China. The results of the empirical research were conformed to the basis of sustainable development. This integrated theory and methodology are applied but not limited in pollution reduction, having broad application prospect in the optimization of the use of environmental resources.

Abstract:To further promote the water pollution control of Northeast China,to ensure the water environmental safety of Songhua river and Liaohe river,and to accelerate the harmonious development of economy,society and environment in Northeast China,the performances of 32 typical municipal wastewater treatment plants(MWWTPs) located in 13 key cities of Liaoning,Jilin and Heilongjiang were investigated and analyzed.General problems generated in the operation and management of these MWWTPs were found out,and the corresponding strategies for their stable performances were proposed.These provide guidance from the perspective of water pollution control for the sustainable development and benign circulation of the economy in Northeast China.

Abstract:Pollutants emission from the thermal pwer plants has already become one of the main environmental problems. At present, although the pollution charge system according to total pollutant emission is applied in China, but it hasn’t effectively promoted pollutant emission from thermal power plants to be decreased due to the high cost of administrative management, low charge standard, and high total pollution charge. In order to exert the promotion effect of economic means to pollutants mitigation, a new pollution charge system for thermal power plants has been put forward, and related mathematic model being established, and a new pollution charge standard being worked out. In the new system, the integrated pollution charge is applied to SO2 and NOx emission, while charge on total emission being applied to CO and total suspended particles (TSP) or soot. Results of analysis from examples show that the new system can make use of power market’s self-regulating mechanism to effectively promote the pollutants reduction of thermal power plants, That is to say, through suitable pollutants mitigation measures, the thermal power plant can greatly reduce the expenditure of pollution charge, enhancing its own competitive strength in the market.

Abstract:China's future energy requirement is expected to be predominantly fulfilled by coal from power plants. Therefore, reduction of environmental pollution and improved efficiency of energy utilization are critical and can be achieved through cleaner production (CP) practices. This study examined CP practices in power plants by qualitative and quantitative analyses using the Datang Changshan Thermal Power Plant in Jilin, China as an example. The quantitative evaluation demonstrated that proportions within the energy consumption index and the resource consumption index rapidly increased after CP implementation, whereas the qualitative evaluation indicated that the plant was clearly affected by the substantial improvement of the CP management index. The comprehensive evaluation index increased from 82.4 to 94.4 when the plant performed CP, which was an increase of 14.6%. CP can improve the level of sustainable development and help improve the grades attained by power plant enterprises. In this study, improvement countermeasures and primary CP practices are proposed for the Datang Changshan Thermal Power Plant, and results can be used as a reference for similar enterprises.

Abstract:Using sedimentation furnace and thermal analysis method, study on ignition, burnaway, slagging, and emission behaviors of several representative coal samples of Huainan Mining Industry Group Company (Panyi mine, Xinzhuangzi mine, Zhangji mine, and Xieqiao mine) has been carried out, and suitability test of coal sorts being made on 300 MW unit and 600 MW unit respectively. The results of test show that the Huainan coal is easy to ignite, and to burnaway, being not easy to slag, having extremely low SO_2 emission and low NO_x emission behavior, and stable coal quality, being very suitable for burning in largescale coalfired boilers with exhaust gas to transport pulverized coal. For thermal power plants situated in eastern provinces and regions of our country, Huainan coal is a coal sort with low price, low emission of pollutants, and high economic behavior and safety.
Pollution Control of Wastewater from the Coal Chemical Industry in China: Environmental Management Policy and Technical Standards

Abstract:The current situation of China?s coal chemical industry faces many problems: 1) This industry causes environmental pollution; 2) employs inadequate environmental management system, wastewater pollution control standards, and energy consumption standards; 3) lacks environmental standards applicable to the coal chemical industry; 4) suffers from poor implementation of technical standards for coal use; 5) and lacks top-level design of a high salinity wastewater standard. A modern coal chemical industry demonstration area should be established to promote industrial agglomeration and development. Therefore, several suggestions are put forward to promote the modernization of the coal chemical industry: 1) The responsibilities, supervision tasks, scope, and implementation rules of local environmental law enforcement and supervision agencies should be improved and clarified at all levels; consequently, law enforcement and supervision work would be backed up by relevant laws. 2) To decrease the treatment cost of highly saline wastewater, a corresponding subsidy scheme should be formulated. 3) Research on the top-level design of the standard system for saline wastewater should be accelerated to standardize the treatment of saline wastewater. 4) Coal chemical enterprises should integrate environmental management into their daily production management system, constantly improve their management level, and reduce pollution generation and emission. 5) Furthermore, it is necessary to consider the recycling of wastes and both the separation and recovery of valuable resources as part of the treatment of wastewater from the coal chemical industry. 6) Moreover, economic policies can be used because economic leverage may be more effective than administrative orders or even regulations. 7) Finally, cooperation should be increased to promote the ?green development, circular development, and low-carbon development? of the modern coal chemical industry.
Installation Planning in Regional Thermal Power Industry for Emissions Reduction Based on an Emissions Inventory.

Abstract:Exploring suitable strategies for air pollution control, while still maintaining sustainable development of the thermal power industry, is significant for the improvement of environmental quality and public health. This study aimed to establish a coupling relationship between installed capacity versus energy consumption and pollutant emissions, namely the installed efficiency, and to further provide ideas and methods for the control of regional air pollutants and installation planning. An inventory of 338 installed thermal power units in the Jing-Jin-Ji Region in 2013 was established as a case study, and comparisons were made by clustering classification based on the installed efficiencies of energy consumption and pollutant emissions. The results show that the thermal power units were divided into five classes by their installed capacity: 0–50, 50–200, 200–350, 350–600, and 600+ MW. Under the energy conservation and emissions reduction scenario, with the total installed capacity and the power generation generally kept constant, the coal consumption was reduced by 17.1 million tons (8.7%), and the total emissions were reduced by 79.8% (SO2), 84.9% (NOx), 60.9% (PM), and 59.5% (PM2.5).

Abstract:The need to address ecological problems arising from China's increasing industrial growth is the impetus behind many recent developments in China's surging chemical industry. Pollution control is one of the biggest challenges faced by the Chinese chemical industry. The government issued guidelines requiring the SO2 emissions index and the chemical oxygen demand (COD) index to be reduced by 10%. The ENN Group, a private enterprise in China, has established a research center where it has been pursuing the integration of novel technologies and engineering methodologies. China has been exploring coal pyrolysis to produce acetylene in thermal plasma reactors. A mercury-free process to synthesize VCM is also being explored, and is expected to be commercialized within five to ten years. Chinese professors have proposed a new chemical engineering paradigm, defining it as the transfer and transformation of materials, energy, and information, a definition that integrates the three key elements of any chemical process and, by extension, of the chemical engineering discipline.

Abstract:Heilongjiang Province, whose pillar industries are made up of petroleum and coal exploitation, chemicals fabrication and mechanical devices manufacture, is one of the most important industrial bases in China. The leading enterprises from the three pillar industries make up the 59.2% of the total quantity and contribute the 57.3% of the total GDP in Heilongjiang Province. But as a matter of fact, according to the latest statistics, unit GDP carbon emissions of these three industrials are as high as 4. They are the typical industries whose characteristics are high energy consumed and intense carbon emission. As a result, adopting new energy and switching the developmental pattern to a low carbon model are a crucial step in Heilongjiang Province. The authors study this research by the methods of calculating the relevant datum and comparative analysis, and put forward three low carbon energy strategies: making full use of the bio-energy with the leading representatives of Ethanol Alcohol Gasoline and Dimethyl Ether (DEM); increasing investment on wind power project, and utilizing the potential water resources. With the operation of these strategies, we can reduce the carbon emissions and lead the industry to a green and sustainable way.

Abstract:Nowadays with globalization of the world,regional policies and regulations on environmentally sound management of chemicals in developed countries are exercising more and more influence to other countries in the world.One example is EU's future policy on chemical management and registration,evaluation and authorisation of chemicals system(REACH).International conventions on environmentally sound management of chemicals like Stockholm Convention on POPs,globally harmonized system of classification and labeling of chemicals(GHS),and newly achieved strategic approach to international chemicals management(SAICM) further indicate that the global governance on environmentally sound management of chemicals is coming into being.As a developing country with huge and quickly increasing production and consumption of chemicals,traditional occupational safety management leading institutional system on chemical management,weak legislations and unsound regulatory system environmental management on chemicals are cumbering the environmentally sound management of chemicals in China.Implementing GHS system,setting up specific regulation on environmental management or a comprehensive legislation on chemical management,sector coordination mechanism,risk assessment and risk management system for prior hazardous chemicals and pollutant release and transfer registers(PRTR),and improving monitoring system,significant hazardous source control system and registration system for new chemicals will be the major aspects for China to build a sound environmental management system on chemicals.

Abstract:As a newly developed industry, refuse incinerating power plants with air-cooled heat exchanger (ACHE) systems benefit both environment and energy savings. Since the exhaust steam of power plant is cooled in the atmosphere, the pressure of the exhaust steam fluctuates with variation of air temperature. As a result, the generated electric power of a power plant with an ACHE system is considerably influenced by meteorological conditions in the region where this type of power plant is built. The present work studies three different designs of a refuse-incinerating power plant with ACHE for a real project. Under the local meteorological conditions, the overall flow and temperature fields of the air in the whole power plant, especially around the air-cooled heat exchanger, are numerically investigated with the commercial computational fluid dynamics (CFD) code FLUENT and the feasibility of the project is then evaluated. In addition, a comparison of these three designs is also provided, including the performance of the exchangers and the fans, the collocation of the exhaust gas pipe, and the costs of the ACHE system.

Abstract:Combined heat and power(CHP) is an energy-saving and environment-friendly energy-utilizing form that has found wide application across the world.Chinese government has formulated relevant policies to encourage and guide its healthy development and operation.Zhejiang provincial CHP plant data acquisition and analysis system is an information system responsible for management of the energy conversion information and the relevant energy indices of local enterprises in their energy production process.A brief description is made of the design of the supervisory indices,remote measurement,and CHP modeling,the physical,logic and application system architecture,the key data access unit and its integration on the power plant side as well as the subsystems in the master station and application functions.As a provincial level public information platform used by government energy administration departments at different levels,its corresponding branches of state power grid companies,and the local CHP plants distributed in the province,it has played an active role in engineering and management practice.
