Abstract:The paper analyzed the evolution and traits of China's pollution control policies in the past 10 years,It pointed out that the evolution of China's pollution control policies generally manifested three traits,including from the single end of treatment to the whole process control,from the industry "three waste" control to the industry,urban and agriculture pollution prevention and treatment,from the single administration instrument to the integrated instrument as administration,economic and technology. and it re-viewed the current key pollution control policies quantitatively by the method of Infection Factor Evaluation Matrix(IFEM) . and it pointed out that the generally implement effect of pollution control policies are not notability. Finally,the paper pointed out the trends of China's pollution control policies:the first is perfecting the laws and regulations system of pollution control,the second is establishing and perfecting the key environmental management institutions,the third is strengthening the reformation and innovation of environmental economic policies.
Comprehensive Evaluation of Air Pollution Emission Permit Allocation: Effectiveness, Efficiency, and Equity in China's Environmental Management Framework

Abstract:Though the emission permit system is a pivotal policy in China's environmental management, there's a lack of comprehensive assessments for air pollutant emission quota allocation. In this study, a comprehensive 3E integrated assessment approach, encompassing the dimensions of Effectiveness, Efficiency, and Equity, was employed to thoroughly evaluate methods for allocating air pollution emission permits. This analysis was based on plant-level data derived from 9181 industrial enterprises situated in seven major cities within the Beijing-Tianjin-Hebei region of China during the year 2017. The Effectiveness assessment encompassed the utilization of the WRF-CMAQ model for simulating air pollution concentrations of PM2.5, SO2, and NO2. The findings underscored the imperative need for intensified efforts to control PM2.5 and NO2 emissions, particularly in achieving compliance with the national annual average level II thresholds. Efficiency assessment navigated the delicate balance between environmental benefits and costs, with a particular emphasis on health benefits and expenses associated with pollution abatement. The results revealed annual net benefits ranging from 8.4 to 19.9 billion yuan, illuminating a highly favorable cost-benefit equilibrium. Equity assessment delved into the examination of the equitable distribution of resources and impacts. Utilizing metrics of Environmental Gini Coefficient (EGC) and Green Contribution Coefficient (GCC), the analysis uncovered disparities in most scenarios and cities, shedding light on areas necessitating targeted policy interventions. Overall, the integrated 3E assessment offers a holistic comprehension of policy impacts. Based on the overall 3E weighted scores, results showed that the allocation method that considered both the emission standard and the pollutant transmission (Scenario S2) outperformed among the three designed allocation methods. In the future, policy efforts should focus on enhancing comprehensive assessments, ensuring the sustainable development and betterment of environmental quality through air pollution control measures.
A Review of Development and Reform of Emission Permit System in China.

Abstract:An emission permit system (EPS) is a fixed-source environmental management system that is widely practiced worldwide. Since 2016, China has been building a fixed-source environmental management system with the EPS as its core. This paper summarizes the evolutionary process of China's EPS over the past 40 years considering four main stages: embryonic stage, local pilot stage, total emission control-based exploration stage, and reform stage of the core management system. This paper notes that China initially established a system of laws and technical specifications for emission permits, and emission permits are clearly becoming a mainstream trend in fixed-source management. The paper argues that there are still four problems in the current EPS reform (i.e., insufficient support of laws and regulations, poor integration of the EPS with other systems, unscientific design of the EPS, and insufficient implementation capacity after permit allocation). This paper puts forward 7 suggestions for further EPS reform, e.g., accelerating the formulation of the regulations on the EPS, strengthening the coordination with other fixed-source systems, improving the technical support system for the EPS, establishing a database system for emission permits, building a scientific and reasonable allocation method, improving the autonomy of pollutant monitoring in enterprises, and increasing information disclosure and public participation. The results may more accurately evaluate China's EPS in China's environmental protection system, provide scientific support for the promotion and development of the ongoing EPS reform and environmental management systems. The results may promote the development of pollution prevention, and an improvement in the environmental quality in China, and offer scientific guidance and reference for other countries to implement their own EPS.

Abstract:The study reviewed the progress of pollutants emission total amount control(PETAC) and the experience of that in the developed countries,discussed the relationship between the PETAC and the pollution control and the environmental quality improvement,and analyzed the roadmap of the PETAC in the 12th Five Year(2011-2015) period.The results showed: although overall the emission reduction objects of the total pollutants amount will be reached in the 11th Five Year(2006-2010) period,which is not consistent with the environmental quality improvement,the current environmental management system doesn't accommodate the requirements of the PETAC.Practical experiences of the PETAC in China and the developed countries indicate that the applying ranges and effects of the PETAC are related with the socio-economic and technical basis in a certain period of a nation,and not in direct accordance with the environmental quality improvement.It is suggested that the environmental management should take a pattern of constraining the pollutants emission total amount together with guiding the environmental quality improvement,and construct a national-industrial-regional pollutants emission total amount reduction system;amongst these, the emission reduction objects of the national total pollutants amount should be determined by the industrial and regional economic analysis;the regional total pollutants amount should be linked with the environmental quality improvement;the total pollutants amount in the industrial sectors should be based on the pollution emission performance method.Based on the above analysis,the study proposed a policy scheme to strengthen the establishment of the supporting system of the Chinese PETAC in the 12th Five Year period.

Abstract:When implementing the emission permit system to control air pollution, current research mainly adopts top-down approaches to allocate emission quotas, lacking practicability at the plant level. In this study, two new plant-level permit allocation methods are proposed in consideration of the interference of environmental factors to help allocate emission quotas more effectively. These methods adjust the commonly-used emission standard permit allocation method by introducing the transmission of air pollutants between sources and receptor cities or by introducing the constraint of the environmental capacity. The study is conducted based on plant-level production data from 11,398 major emission units in the seven core cities of the Beijing-Tianjin-Hebei region, China. In 2017, these units emitted 139.7 thousand tons of primary PM2.5, 223.2 thousand tons of SO2, and 281.5 thousand tons of NOX, accounting for 24.8%–58.6% of the regional total emissions. The new methods could reduce emissions by up to 82.4% and reduce pollution concentrations by 12.3% maximumly. The slopes of the linear regressions between the issued and the allocated plant-level permit quotas are between 0.60 and 0.97, indicating the new methods perform well in reducing emissions at the plant level. However, as emission reduction is the ultimate outcome of multiple factors, these methods sometimes still cannot control pollution concentrations below the air quality standards due to the relatively loose environmental policy. Thus, it is recommended to tighten the emission standards to further reduce allocated permits. Overall, this work provides significant insight into improving emission allocation policies using plant-level data in real-world environmental governance in China.

Abstract:In recent years,the fast development of industry led more environmental pollution in China,and the atmospheric pollution was the type that had the broadest impaction and the most immediate and inevitable damage to human beings.According to the meteorological environment overview of the harbor industrial zone and under the EIA guidelines,selecting the corresponding dispersion model and proper parameters,the text investigated the engineering project of One New Zinc Smelting Plant in Xiangtan County,forecasting contribution to the pollutants concentration under fumigation dispersion models after the plant operations.We took the results to analyze NH3 which had serious influence on residents of 2 kilometres away.The dust,SO2 and flume were mainly manifested in the 100 meters around the harbor industrial zone of impact on the pollutants abnomaly emissions at smoking dispersion model.Obviously,the research of atmospheric environmental influencing forecast and assessment of the harbor industrial zone had a positive theoretical and realistic significance.
Transfers of air pollutant emissions embodied in China's foreign trade based on MRIO model

Abstract:Multi-region input-output (MRIO) model with air pollutant inventories including sulfur dioxide (SO2), nitrogen oxides (NOx), inhalable particulate matter (PM10) and non-methane volatile organic compounds (NMVOC) was adopted with the quantitative analysis on transfer of atmospheric pollutant emission embodied in China's trades with other countries in 2012. The results showed that China was the exporter of embodied SO2, NOx, PM10 emissions and the importer of embodied NMVOC emissions. The embodied air pollutantemission caused by the purchase of Chinese goods (such as Electricity, Gas and Water, Heavy Industry and Mining and Quarrying) by the EU, East Asia and the USA, contributed to approximately 70％ of China's export-embodied atmospheric pollution emissions. The imported merchandises from Sub-Saharan Africa, Middle East & North Africa, East Asia, Southeast Asia and the EU that embodied 3.1×106t NMVOC emissions consumed by China accounted for 69.2％ of China's imports-embodied NMVOC. In order to alleviate the environmental burden brought by cross-border trade, this paper put forward relevant policy recommendations,such as strengthening pollution emissions control of heavy pollution industries, developing green economy and pushing forward global green supply chains, etc.

Abstract:China has been confronted with serious environmental challenge since the early 1980s. Environment pollution is a typical phenomenon of external diseconomy, which always results in market failures and tremendous economic damage. In order to evaluate the environmental value (EV) of pollutants, this paper has applied the theory of Environment Economics, made reference to the China Pollution Charge Schedule (PCS) on total emission and the U.S. EV. The evaluation reveals that the EV possessed by such main pollutants as SO2, NOx, CO, CO2 and TSP amount to about 6000, 8000, 1000, 23, 2200 RMB/t respectively in current China.

Abstract:The total emission control of the pollutant emission, the core of which is the reasonable allocation of the initial emission permits, is an important way of the environment protection and sustainable development in the world. The total pollutant emission is solved by a dynamic evolution model according to the proportional relation between reduced or increased product when the total pollutant emission is reduced or increased and the relation between economical and environment coordinated development. When total pollutant emission is given, the initial emission permits are allocated by equilibrium analysis on enterprise’s game behavior. A simulation model based on multi-agent is constructed, and an example based on simulation model is implemented. In model, the total pollutant emission is decided by government, then the enterprise makes price and volume policy in product and emission permits market. Through simulation experiment, the total pollutant emission in market and initial emission permits of every enterprise can be solved, and the reason why emission permits trading is infrequent is explained.

Abstract:Urban air pollution is a quite severe problem in China.Imposing restriction on total emission quantity of air pollutants will be a major environmental management measure to have the situation control.Based on several case studies,the method of working out a total emission quantity plan for control of air pollution has been developed, and the concept of emission equivalent was introduced. The permitted total emission equivalent quantity of urban air pollutants and its distribution in urban area, which can be used as regional air pollution control index and can be allocated to each major pollution source to determinate its permitted emission quantity, can be worked out by making up regional air pollutants shift matrix and by using linear programming model. We have applied this method in the total emission quantity control plan of urban air pollutants and discovered that permitted emission quantity of urban air pollutants is in direct proportion to emission height's α power. α is a parameter that provide scientific basis for allocating total permitted emission quantity. It ranges from 0 to 1 and equals 0 80 in Jinan city.

Abstract:Nowadays, water resources shortage and water pol ution have become major obstacles in economic and social development of China. Water pol utants emissions trading, as one of the means in water pol utants emissions re-distribution, has showed promising prospects. So far, the Environmental Protection Agency (EPA) in the States has established a wel-run system in water pol utant semissions trading. This paper reviews the relevant designs and practical experience of EPA, and the status in quo of China in detail. Meanwhile, the problems and difficulties in establishing water pol utants emissions trading in China are also discussed to promote its development and application in the future.

Abstract:Over the past few decades, the pollutant emissions trading policies in China have undergone significant innovation and exploration. It is considered as a market-based approach that became integrated with command-and-control mechanisms such as total emissions control or pollution permits. This study is the first to provide systematic, reflective thinking that tracks the regional initiatives of pollutant emissions trading systems in China. In this article, we divided China's emissions trading practices into three stages and conducted a comparative qualitative analysis of the country's eleven provincial emissions trading pilots. We found that provincial pilots are highly diverse and complex regarding the pollutants that can be traded, the industrial sectors involved, the design of trading administration and processes, and the implementation of trading practices such as allowance, pricing and platforms. We also identified four main challenges: legislation setup, monitoring and verification, administrative interference, and the technical quantification of pollutant hotspots. We conclude the article by providing policy implications so that emissions trading policies can be integrated with the newly developed pollution permitting system.

Abstract:System of Marketable Pollution Permits is a means of the environmental protection which is based on the market, maintaining total amount of pollution permits in certain region, establishing pollution permits and letting this right of units be traded like a commodity. Thus, it does't hinder the economic development but can protect environment. Taking into consideration of the environmental problems of water and atmosphere pollution, in West China, this article discusses the necessity and suggestions to establish a system of marketable pollution permits in West China and puts forward some views that good system can establish harmonious relation between human and environment and that it is a effective measure for improvement of the system to encourage the public to take part in the action.

Abstract:With the increase of car ownership, mobile pollution has become an important source of air pollution, which makes it more difficult for China to control air pollution. In order to control mobile pollution from automobile exhaust, China has taken a series of comprehensive measures. The paper studies the emission reduction effect from the perspective of flow pollution and stock pollution. First of all, the paper uses the actual emission data of motor vehicles to study the emission reduction effect by gasoline and diesel vehicles. The results show that: (1) Fuel price, fuel tax (except diesel), and emission and gasoline standards have an emission reduction effect on gasoline vehicle exhaust control, while the restriction has no effect. (2) In gasoline cars, the emission reduction effect in the Middle East is more significant than in the West, and the effect in the West is better than that in the Middle East. (3) As for diesel vehicles, the effect of policy in the West is superior to the East. Further, the east is better than in the middle. Secondly, based on the actual emission data of Chinese motor vehicles, the paper simulates the change value of stock pollution from automobile exhaust under different policies, and concludes that the economic effect of policy depends on the ecological absorption rate and discount rate. When the net discount value NPV is positive, the government should do its best to interfere with the emission of automobile exhaust. When the net discount value NPV is negative, the government doesn’t have to interfere with the emission of automobile exhaust.

Abstract:Abstract Since the reform and opening up 40 years ago, China’s economy has been growing rapidly, but the continuous GDP growth occurs at the expense of natural environment. Based on the analysis of China’s environmental pollution situation and investment in pollution control since the 21st century, it can be found that there are some problems, such as serious air pollution and water pollution, deepening environmental damage, increasing economic losses caused by environmental pollution and insufficient investment in industrial pollution control. Emissions trading system, as an efficient system of pollution control, compared with the traditional pollution charge system, can effectively solve the problem of China’s air pollution and water pollution. Air pollution and water pollution to realize control of total pollution so that it is likely to achieve industrial upgrading,optimize allocation of environmental resources and reduce the cost of pollution control. It is more conducive to achieving the coordination between environmental protection and economic development.

Abstract:The rapid increase of NOx emissions has caused serious environmental impacts in China,which arouses increasing attentions in the worldwide.However,the existing legislations on NOx emission control are far behind the need of air pollution control.In order to control the NOx-related environmental issues,such as acid rain,ozone and fine particles,United States implements a series of NOx pollution control standards,plans,and emission trading regulations,which successfully reduce NOx emissions.The environmental legislations,technology options and control effects of the NOx emissions from coal-fired power plants in United States were systematically analyzed.Based on the experiences of United States,we propose the NOx emission control strategies for coal-fired power plants in China.

Abstract:This paper studies the route, steps and measures of the implementation of the emissions trading system in China. It combines desk research and case study. The desk research aims to explore the inherent discipline of emissions trading system, so as to disclose its nature and features while the case study involves the one-year field research conducted by the author, and provides the pilot emission systems in some provinces, together with the difficulties in its implementation. There are possibilities of comprehensive coverage of emission trading system, which can only be protected by a law relevant to environmental property protection (issued by the Standing Committee of National People’s Congress). And there is necessity for China to set up a quota system for different pollutions. After the initial allocation among provinces, the quota will be divided among enterprises, partial paid and partial for free, under the principle of “Giving priority to efficiency with due consideration to fairness”. It is useful to establish an efficient secondary market of emission trading system.

Abstract:The rapid growth of China’s economy has led to severe air pollution characterized by acid rain, severe pollution in cities, and regional air pollution. High concentrations are found for various pollutants such as sulfur dioxides (SO 2 ), nitrogen oxides (NO x ), and fine particulates. Great efforts have thus been undertaken for the control of air pollution in the country. This paper discusses the development and application of appropriate technologies for reducing the major pollutants produced by coal and vehicles, and investigates air quality modeling as an important support for policy-making.
