Abstract:This paper firstly introduced the background and integral framework of the study on the Chinese System of Integrated Environmental and Economic Accounting. Then it set forth the accounting contents of physical and monetary accounting of environmental pollution, and environmentally adjusted GDP accounting within the framework of the Chinese Environmental and Economic Accounting System. It also introduced briefly accounting approaches for physical quantification of water pollution, air pollution and solid waste in different sectors and regions, and related environmental protection expenditure, maintenance cost and environmental degradation cost. Finally the paper concluded the preliminary achievements of integrated environmental and economic accounting in China in 2004 and discussed the research prospect of CEEA.
Comprehensive Evaluation of Air Pollution Emission Permit Allocation: Effectiveness, Efficiency, and Equity in China's Environmental Management Framework

Abstract:Though the emission permit system is a pivotal policy in China's environmental management, there's a lack of comprehensive assessments for air pollutant emission quota allocation. In this study, a comprehensive 3E integrated assessment approach, encompassing the dimensions of Effectiveness, Efficiency, and Equity, was employed to thoroughly evaluate methods for allocating air pollution emission permits. This analysis was based on plant-level data derived from 9181 industrial enterprises situated in seven major cities within the Beijing-Tianjin-Hebei region of China during the year 2017. The Effectiveness assessment encompassed the utilization of the WRF-CMAQ model for simulating air pollution concentrations of PM2.5, SO2, and NO2. The findings underscored the imperative need for intensified efforts to control PM2.5 and NO2 emissions, particularly in achieving compliance with the national annual average level II thresholds. Efficiency assessment navigated the delicate balance between environmental benefits and costs, with a particular emphasis on health benefits and expenses associated with pollution abatement. The results revealed annual net benefits ranging from 8.4 to 19.9 billion yuan, illuminating a highly favorable cost-benefit equilibrium. Equity assessment delved into the examination of the equitable distribution of resources and impacts. Utilizing metrics of Environmental Gini Coefficient (EGC) and Green Contribution Coefficient (GCC), the analysis uncovered disparities in most scenarios and cities, shedding light on areas necessitating targeted policy interventions. Overall, the integrated 3E assessment offers a holistic comprehension of policy impacts. Based on the overall 3E weighted scores, results showed that the allocation method that considered both the emission standard and the pollutant transmission (Scenario S2) outperformed among the three designed allocation methods. In the future, policy efforts should focus on enhancing comprehensive assessments, ensuring the sustainable development and betterment of environmental quality through air pollution control measures.

Framework Design of the Separated Environmental Tax for China

Abstract:In this paper,Separated Environmental Tax(SET) was designed based on the status quo and needs of Chinese environmental protection and rich experiences of some OECD membership countries.The designed SET scheme was consisted of four categories of taxes,which are Taxation on Pollution Emissions,Taxation on Special Products,Ecological Protection Taxation,and Taxation on Carbon Emissions.Three substitutive tax levying and management patterns are brought forward.The first is that SET could be checked and ratified by the environmental protection departments and levied by the tax departments.The second ia that SET could be accounted by the environmental protection departments,checked and ratified by the tax departments.The third is that both the levying and managing function of the SET could be set on the tax departments.According to the suggested scheme,taking the taxation bases in 2006 as a basis,the total tax revenues in China could reach 233 billion yuan RMB.SET was suggested as a tax shared by the central government and the local governments,and the proportion between the central and the local could be set as 8∶2 with the local government sharing the larger part.Tax revenues should be arranged as environmental protection funds under the governmental finance at various levels and specialized in environmental protection fields.When SET was set up,wholly neutral taxation burden and synchronously tax and fee reforming principles should be adhered by;Construction and reformation of SET should take an strategy of being easy at first,then difficult,and step by step,and finally set up a financial and tax system that could sustain the Scientific Development Outlook.
A Review of Development and Reform of Emission Permit System in China.

Abstract:An emission permit system (EPS) is a fixed-source environmental management system that is widely practiced worldwide. Since 2016, China has been building a fixed-source environmental management system with the EPS as its core. This paper summarizes the evolutionary process of China's EPS over the past 40 years considering four main stages: embryonic stage, local pilot stage, total emission control-based exploration stage, and reform stage of the core management system. This paper notes that China initially established a system of laws and technical specifications for emission permits, and emission permits are clearly becoming a mainstream trend in fixed-source management. The paper argues that there are still four problems in the current EPS reform (i.e., insufficient support of laws and regulations, poor integration of the EPS with other systems, unscientific design of the EPS, and insufficient implementation capacity after permit allocation). This paper puts forward 7 suggestions for further EPS reform, e.g., accelerating the formulation of the regulations on the EPS, strengthening the coordination with other fixed-source systems, improving the technical support system for the EPS, establishing a database system for emission permits, building a scientific and reasonable allocation method, improving the autonomy of pollutant monitoring in enterprises, and increasing information disclosure and public participation. The results may more accurately evaluate China's EPS in China's environmental protection system, provide scientific support for the promotion and development of the ongoing EPS reform and environmental management systems. The results may promote the development of pollution prevention, and an improvement in the environmental quality in China, and offer scientific guidance and reference for other countries to implement their own EPS.
1 A Separate Environmental Tax for China : A Scheme Design and Its Implement

Abstract:Construction of Chinese environmental taxation system could greatly promote establishment of an intensive style economic development mode and a sustainable consumption manner, and could provide policy guarantee for an eco-civilization and environmentally friendly society. China has already had the foundation to reform the current tax system to construct a separate environmental tax (SET) which is parallel to other taxes such as resources tax. Based on rich experiences in OECD countries, the challenges of environmental protection and socioeconomic conditions of China, a SET for China was designed, mainly including the systematic framework, function setting, four tax items, tax bases and rates, pollution charge reform, tax collecting model, potential tax income and influences of SET. Under the SET four tax items and bases are designed as emission tax item, polluting product tax item, ecological conservation tax item and carbon tax item It is expected that the revenue of SET amount to 233 billion RMB yuan and is about 6% of national fiscal income and 1.1% of GDP based on the tax base in 2006. The key affected industries will be that with high energy consumption intensities, such as electricity, material and transportation.
Environmental Quality-Oriented Air Pollution Emission Permit Allocation Methods: A Plant-Level Study

Abstract:When implementing the emission permit system to control air pollution, current research mainly adopts top-down approaches to allocate emission quotas, lacking practicability at the plant level. In this study, two new plant-level permit allocation methods are proposed in consideration of the interference of environmental factors to help allocate emission quotas more effectively. These methods adjust the commonly-used emission standard permit allocation method by introducing the transmission of air pollutants between sources and receptor cities or by introducing the constraint of the environmental capacity. The study is conducted based on plant-level production data from 11,398 major emission units in the seven core cities of the Beijing-Tianjin-Hebei region, China. In 2017, these units emitted 139.7 thousand tons of primary PM2.5, 223.2 thousand tons of SO2, and 281.5 thousand tons of NOX, accounting for 24.8%–58.6% of the regional total emissions. The new methods could reduce emissions by up to 82.4% and reduce pollution concentrations by 12.3% maximumly. The slopes of the linear regressions between the issued and the allocated plant-level permit quotas are between 0.60 and 0.97, indicating the new methods perform well in reducing emissions at the plant level. However, as emission reduction is the ultimate outcome of multiple factors, these methods sometimes still cannot control pollution concentrations below the air quality standards due to the relatively loose environmental policy. Thus, it is recommended to tighten the emission standards to further reduce allocated permits. Overall, this work provides significant insight into improving emission allocation policies using plant-level data in real-world environmental governance in China.
Designing and Implementing Pollutant Emissions Trading Systems in China: A Twelve-Year Reflection.

Abstract:Over the past few decades, the pollutant emissions trading policies in China have undergone significant innovation and exploration. It is considered as a market-based approach that became integrated with command-and-control mechanisms such as total emissions control or pollution permits. This study is the first to provide systematic, reflective thinking that tracks the regional initiatives of pollutant emissions trading systems in China. In this article, we divided China's emissions trading practices into three stages and conducted a comparative qualitative analysis of the country's eleven provincial emissions trading pilots. We found that provincial pilots are highly diverse and complex regarding the pollutants that can be traded, the industrial sectors involved, the design of trading administration and processes, and the implementation of trading practices such as allowance, pricing and platforms. We also identified four main challenges: legislation setup, monitoring and verification, administrative interference, and the technical quantification of pollutant hotspots. We conclude the article by providing policy implications so that emissions trading policies can be integrated with the newly developed pollution permitting system.
AN APPROACH TO NEW POLLUTION CHARGE SYSTEM FOR THERMAL POWER PLANTS

Abstract:Pollutants emission from the thermal pwer plants has already become one of the main environmental problems. At present, although the pollution charge system according to total pollutant emission is applied in China, but it hasn’t effectively promoted pollutant emission from thermal power plants to be decreased due to the high cost of administrative management, low charge standard, and high total pollution charge. In order to exert the promotion effect of economic means to pollutants mitigation, a new pollution charge system for thermal power plants has been put forward, and related mathematic model being established, and a new pollution charge standard being worked out. In the new system, the integrated pollution charge is applied to SO2 and NOx emission, while charge on total emission being applied to CO and total suspended particles (TSP) or soot. Results of analysis from examples show that the new system can make use of power market’s self-regulating mechanism to effectively promote the pollutants reduction of thermal power plants, That is to say, through suitable pollutants mitigation measures, the thermal power plant can greatly reduce the expenditure of pollution charge, enhancing its own competitive strength in the market.

Abstract:In order to achieve the reduction in water pollutant in the city of Shenzhen, here in this paper the Water Pollution Emission Allowance Control Scheme (WP EACS) is proposed. It works on the "emission cap control and balance" principle that it divides allowances into such four categories as tradable allowance of major industrial sources, confined allowance of minor industrial sources, confined allowance of publicly owned wastewater treatment works and reserved allowance of government, and keeps them break-even and cyclical balanced. Besides, the scheme constitutes three main parts: emission allowance initial allocation, emission allowance overall balance and emission allowance flow management. It has a profound influence on quantitative and dynamic management in water pollutant control. © 2014 Taylor & Francis Group.

Abstract:This paper studies the route, steps and measures of the implementation of the emissions trading system in China. It combines desk research and case study. The desk research aims to explore the inherent discipline of emissions trading system, so as to disclose its nature and features while the case study involves the one-year field research conducted by the author, and provides the pilot emission systems in some provinces, together with the difficulties in its implementation. There are possibilities of comprehensive coverage of emission trading system, which can only be protected by a law relevant to environmental property protection (issued by the Standing Committee of National People’s Congress). And there is necessity for China to set up a quota system for different pollutions. After the initial allocation among provinces, the quota will be divided among enterprises, partial paid and partial for free, under the principle of “Giving priority to efficiency with due consideration to fairness”. It is useful to establish an efficient secondary market of emission trading system.

So far, the Environmental Protection Agency (EPA) in the States has established a wel-run system in water pol utant semissions trading. Studies on Urban Total Air Pollutant Emission Control Planning in China

Abstract:Urban air pollution is a quite severe problem in China.Imposing restriction on total emission quantity of air pollutants will be a major environmental management measure to have the situation control.Based on several case studies,the method of working out a total emission quantity plan for control of air pollution has been developed, and the concept of emission equivalent was introduced. The permitted total emission equivalent quantity of urban air pollutants and its distribution in urban area, which can be used as regional air pollution control index and can be allocated to each major pollution source to determinate its permitted emission quantity, can be worked out by making up regional air pollutants shift matrix and by using linear programming model. We have applied this method in the total emission quantity control plan of urban air pollutants and discovered that permitted emission quantity of urban air pollutants is in direct proportion to emission height's α power. α is a parameter that provide scientific basis for allocating total permitted emission quantity. It ranges from 0 to 1 and equals 0 80 in Jinan city.

Abstract:Based on the review of emissions trading theory and the practices,15 basic elements are identified for an emissions trading scheme(ETS),including legal basis,emissions cap,coverage and scope,allowance allocation,emissions monitoring,reporting and verification(MRV),compliance mechanism,compliance period and trading phase,registry,market supervision,participation of financial institutions,trading platform,market intervention mechanism,taxes and fees,banking,linking,and offset mechanism.These elements are divided into 4 categories: legal basis,basic framework design,institutional arrangement as well as adjustment policies and measures.The meanings of these elements are explained,and relevant practices and underlying considerations in the major existing schemes are briefly analyzed.Some initial suggestions have been put forward on ETS in China,based on China's special circumstances.Legal system should be developed in coordination and parallel with the design of ETS and they should be mutually supportive.Design of the basic framework should give full consideration of issues such as rapid development of China's economy,regional and sectoral imbalances,strict control on relevant sectors,etc.Regarding institutional arrangement,attention should be given to exiting administrative system,market demand and clear responsibility division.Adjustment policies and measures should be developed on the basis of policy needs,without over complicating the system.
An emissions accounting framework for industrial parks in China

Abstract:<p>China has the largest number of industrial parks in the world. These parks are not only crucial for the country to accelerate industrialization but also to achieve its climate change targets. Constructing CO<sub>2</sub> emission inventories for industrial parks is the first step in analysing the park's emission patterns and designing low-carbon policies. However, most of the previous emission accounts for industrial parks adopted various scopes and methodologies, making them incomparable with each other. This study develops a self-consistent methodology and framework for China's industrial parks based on enterprise-level data. We consider both Scope 1 and 2 emissions and construct the inventories by 19 energy types and 39 industrial sectors, which are consistent with the existing national, provincial, and city-level emission inventories. Such sectoral-based emission inventories will be not only able to provide data support for the design of emission/energy control policies, but also help the central/local governments evaluate a park's emission reduction performance. Finally, an empirical study is applied to four industrial parks to verify the method. In addition, we review the eco-industrial park programmes in Japan and South Korea, as well as their emissions accounting framework. We find that most of the Japanese industrial parks provide Scope 1, 2 and 3 emissions, while for South Korea, parks mostly focus on Scope 1 emissions. The discussion of Japan and South Korea's eco-industrial parks have referential significance for the construction China's low-carbon parks.</p>

Establishing a Framework to Evaluate the Effect of Energy Countermeasures Tackling Climate Change and Air Pollution: The Example of China

Abstract:Due to the large-scale utilization of high-carbon fossil energy, considerable amounts of critical air pollutants (CAPs) and greenhouse gas (GHG) have been emitted, which has led to increasingly serious global climate change and local air pollution problems. Given that climate change and air pollution have the same source, energy systems, the rational development and use of energy for collaborative governance should be emphasized to solve these problems in parallel. This paper presents a multi-dimensional, multi-perspective and achievable analysis framework to quantitatively evaluate the emission reduction effects of energy countermeasures aimed at tackling climate change and governing air pollution in support of sustainable development. As a typical developing country pursuing sustainable development, China is taken as an example to demonstrate an application of the proposed framework to assess the emission reduction effects of energy countermeasures issued for tackling climate change and governing air pollution on CAPs and GHG. The results indicate that the key energy actions proposed in this paper would result in emission reductions of approximately 6 million tons (Mt) of CAPs and 575 Mt of GHG in 2016. By 2020 and 2030, emission reductions of 12 Mt of CAPs and 1094 Mt of GHG and of 21 Mt of CAPs and 1975 Mt of GHG, respectively, will be achieved. The proposed framework can effectively help China identify the emissions reduction effect of a given energy countermeasure and support the development of policy describing the next steps for tackling climate change and haze pollution. The proposed framework in this paper is also beneficial for countries similar to China in their efforts to simultaneously address climate change and improve air quality.

Abstract:Climate change has become one of the most important issues for the sustainable development of social well-being. China has made great efforts in reducing CO 2 emissions and promoting clean energy. Pilot Emission Trading Systems (ETSs) have been launched in two provinces and five cities in China, and a national level ETS will be implemented in the third quarter of 2017, with preparations for China’s national ETS now well under way. In the meantime, a new round of China’s electric power system reform has entered the implementation stage. Policy variables from both electricity and emission markets will impose potential risks on the operation of generation companies (GenCos). Under this situation, by selecting key variables in each domain, this paper analyzes the combined effects of different allowance allocation methods and power dispatching models on power system emission. Key parameters are set based on a provincial power system in China, and the case studies are conducted based on dynamic simulation platform for macro-energy systems (DSMES) software developed by the authors. The selected power dispatching models include planned dispatch, energy saving power generation dispatch and economic dispatch. The selected initial allowance allocation methods in the emission market include the grandfathering method based on historical emissions and the benchmarking method based on actual output. Based on the simulation results and discussions, several policy implications are highlighted to help to design an effective emission market in China.

Abstract:Emissions trading is considered to be a cost-effective environmental economic instrument for pollution control. However, the pilot emissions trading programs in China have failed to bring remarkable success in the campaign for pollution control. The policy design of an emissions trading program is found to have a decisive impact on its performance. In this study, an artificial market for sulfur dioxide (SO2) emissions trading applying the agent-based model was constructed. The performance of the Jiangsu SO2 emissions trading market under different policy design scenario was also examined. Results show that the market efficiency of emissions trading is significantly affected by policy design and existing policies. China's coal-electricity price system is the principal factor influencing the performance of the SO2 emissions trading market. Transaction costs would also reduce market efficiency. In addition, current-level emissions discharge fee/tax and banking mechanisms do not distinctly affect policy performance. Thus, applying emissions trading in emission control in China should consider policy design and interaction with other existing policies.
Estimation of Abatement Potentials and Costs of Air Pollution Emissions in China.

Abstract:Understanding the air pollution emission abatement potential and associated control cost is a prerequisite to design cost efficient control policies. In this study, a linear programming algorithm model, International Control Cost Estimate Tool, was updated with cost data for applications of 56 types of end-of-pipe technologies and five types of renewable energy in 10 major sectors namely power generation, industry combustion, cement production, iron and steel production, other industry processes, domestic combustion, transportation, solvent use, livestock rearing, and fertilizer use. The updated model was implemented to estimate the abatement potential and marginal cost of multiple pollutants in China. The total maximum abatement potentials of sulfur dioxide (SO2), nitrogen oxides (NOx), primary particulate matter (PM2.5), non-volatile organic compounds (NMVOCs), and ammonia (NH3) in China were estimated to be 19.2, 20.8, 9.1, 17.2 and 8.6 Mt, respectively, which accounted for 89.7%, 89.9%, 94.6%, 74.0%, and 80.2% of their total emissions in 2014, respectively. The associated control cost of such reductions was estimated as 92.5, 469.7, 75.7, 449.0, and 361.8 billion CNY in SO2, NOx, primary PM2.5, NMVOCs and NH3, respectively. Shandong, Jiangsu, Henan, Zhejiang, and Guangdong provinces exhibited large abatement potentials for all pollutants. Provincial disparity analysis shows that high GDP regions tend to have higher reduction potential and total abatement costs. End-of-pipe technologies tended be a cost-efficient way to control pollution in industries processes (i.e., cement plants, iron and steel plants, lime production, building ceramic production, glass and brick production), whereas such technologies were less cost-effective in fossil fuel-related sectors (i.e., power plants, industry combustion, domestic combustion, and transportation) compared with renewable energy. The abatement potentials and marginal abatement cost curves developed in this study can further be used as a crucial component in an integrated model to design optimized cost-efficient control policies.

Abstract:In recent decades, China has been facing serious water pollution crises. To address this problem, discharge standards for wastewater treatment plants in China are becoming more and more stringent. Also, the sewage charge for compliant emissions and the penalty rate for non–compliant emissions have increased significantly. This paper comprehensively investigates the economic and environmental implications of such wastewater management policy in China. In this paper, a general framework for the analysis of WWTPs’ behavior and the resulted economic and environmental consequences is presented, and the impacts of discharge standard, charge rate, and penalty rate are analyzed. The trade–offs between the operational cost, environmental impact, and pollutant emissions are identified. This study also provides some insightful management implications for concerned policy makers.
