Abstract:Eco-city construction is a powerful method which can advance a city from traditional industrial civilisation to ecological civilisation. The city of Huaibei, with 50 years of coal mining history, has been listed as a national resource-exhausted city. The city's sustainable development and ecological restoration work face severe challenges. This study presents a time-space evolution analysis of mining subsidence to show the evolution and the distribution of the subsidence area in Huaibei. Intensive use was made of land evaluation to formulate land use measures. According to this analysis, and based on the popular eco-reconstruction movement, suggestions for land reclamation and eco-reconstruction are proposed for the city of Huaibei. The paper aims to make strategic recommendations to help Huaibei city transform from a resource-exhausted city to an eco-city.

Abstract:Abstract With the rapid development of industrialization and urbanization in China, land resources have gradually become the important constraint factors for the sustainable development of China’s socioeconomic. Development zones play an important role in the development of high technology industries and scale economy and export-oriented economy, while the land-use is mainly extensively and waste of land is relatively serious. Therefore, promoting land-use efficiency is the crucial issue. Based on the definition of the concept of land use efficiency, this paper uses DEA method to analyze the land-use efficiency and economic efficiency of high-tech zones from 2009 to 2014. And taking the calculation results of DEA in 2014 as an example, this paper puts forward the adjustment of production factors input in high-tech zones. Consequently some relevant policy suggestions are proposed according to the analysis results.

Abstract:According to structure-function relationships of system sciences, the paper constructed evaluation index of urban land intensive use, and analyzed the spatio-temporal evolution of land intensive use levels of downtown of Wuhan from 1996 to 2011. Moreover, this paper also explored the relationships between land structure and land function. The results show that the land intensive use levels gradually improved, but the speeds increasing varied at different stages.The land intensive use level of every district related to its own resources endowment, location and industrial structure and so on. The land structures and land functions of downtown of Wuhan were gradually increased. But the relative relationships between of them change. The connection degree between land structure and land function of different varies.With the exception of land use dynamic change, all of land use object, land use intensity, land use static structure and land use dynamic change have different influences on the land intensive use level. Moreover, There are big differences of the correlation degrees between the four indicators.

Abstract:The significant differences between regions are one of the China's basic national conditions,which results in the weak implementation of many policies,when the evaluation of land intensive use is carried out or the relevant standards are constituted.Therefore,the zoning perspective is needed when the research of the intensive use of urban land is carried out.This article took city which was divided into districts as research object.Based on statistical analysis of City Statistical Yearbook, the article adopted the method of statistical analysis+usage frequency,chose 24 indicators in 4 categories,used GIS technology to classify 4 regions of intensive land use and 17 sub-regions in each intensive region,and the setablished the naming system of sub-regions.The results showed:(1)the use of urban land in eastern region is generally at the high level and at the low level in western region.Most of eastern cities were in level Ⅰ or Ⅱ,cities on central region were generally in level Ⅲ,and many cities in western regions were in level Ⅳ.(2)The intensive dearee of cities is ont fally consistent with the economic situation,because some cities were in better economic condition but with lower level of land intensive use,especially for cities in central region.This article concluded that it eas a better way to solve the different management issues of intensive land use by adopting the research thought and method in this paper,and what's more,the information could be updated dynamically so that the formulation and management of policy can be more operational.

Abstract:The purpose of the paper is to evaluate on the degree of intensive land use of development zone,and analyze its influence factors and causes in order to offer reference for decision-making.Methods employed include documentation,causality and AHP.The results show that:(1)the urban land use structure of Suzhou,which has low proportion of industrial land and high proportion of residential land,is the main factor affecting land use intensity of Suzhou National Hi-Tech Development Zone(SND);(2) the industrial land use intensity is low.It is concluded that the spatial arrangements of SND should be conducted by the Overal Urban Plan of Suzhou.The industries have to be upgraded to further optimize the land use structure while the efficiency of industrial land use is improved.
Factors Influencing Change in Urban Land Intensive Use: A Case Studyof Wuhan City

Abstract:With the rapid development of urbanization and industrialization,land use for buildings and construction in towns,cities and infrastructures has been significantly expanded.Undersupply of land for buildings and construction in urban areas coexists with huge land waste.The contradiction between the scarcity in land resources supply and an ever-increasing demand becomes increasingly pronounced in urban development processes.Thus,the intensive use of land is considered an effective way to mitigate the contradiction under current situations of relatively scarce land resources,a shortage of arable lands with an extensive land use mode.Improving the intensive use of urban land plays a critical role in satisfying demands for lands for city construction.Since the late 1990s,there have been extensive studies on intensive use of land. However,they seemingly focus on analysis and evaluation on the situations of intensive land use and the potentials at that time.To improve the level of intensive urban land use,an insight into major influencing factors is critical and useful.The authors examined factors influencing intensive urban land use in terms of a definition of its level.On the basis of analysis of factors affecting changes in intensive urban land use,such as supply and demand,policies and planning as well as relevant data of Wuhan City during the period 1993 to 2005,the authors first derived the evaluation figures of the intensive land use of Wuhan City with the principle component analysis(PCA) through developing an index evaluation system,then examined such figures to make an attempt to explain the multicollinearity among variables,and finally explored the influence exerted on the intensive land use by a variety of factors with the principle component regressive analysis.Results indicated that:1)increases in industrial output,non-agricultural level of cities,general investment on fixed asset and the increment of land supply were found to be key factors affecting intensive urban land use;2)restructuring and upgrading of urban industrial slightly improved the intensive urban land use;and 3)urban land policies showed limited effects on enhancing intensive urban land use.It is suggested that improvement of intensive urban land use can be achieved by selecting the industry mode of land use having higher land yields,accelerating the mutual promotion between optimization of industrial structure and intensive land use,strictly controlling land increment supply for urban construction and establishing a long-term mechanism of intensive land use.

Abstract:Urban growth management is a popular topic for study area all over the world. Despite the increasingly rich literature, however, little has been considered of the complex relationship between the various urban development factors and their feedback structure. This paper contributes in understanding the mechanism of, and establishing a link between, urban growth management oriented by zoning in China (namely development priority zoning or DPZ). A system dynamics urban growth model is presented that is integrated with China's socio-economic development situation. With Yiwu city and Qingtian County as case studies, the model is applied in simulating urban growth under different driving modes. The results indicate that the DPZ in these two areas has an influence on urban growth management strategy, with the driving mode of urban growth affecting economic development levels, migration and types of land conversion. It is concluded that different driving modes are needed for different types of regions according to the functional positioning of their DPZ and that the model contributes to their identification.

Abstract:China has experienced an extraordinary level of economic development since the 1990s. following excessive competition between different regions. This has resulted in many resource and environmental problems. Land resources, for example, are either abused or wasted in many regions. The strategy of development priority zoning (DPZ), proposed by the Chinese National 11th Five-Year Plan, provides an opportunity to solve these problems by coordinating regional development and protection. In line with the rational utilization of land, it is proposed that the DPZ strategy should be integrated with regional land use policy.As there has been little research to date on this issue, this paper introduces a system dynamic (SD) model for assessing land use change in China led by the DPZ strategy. Land use is characterized by the prioritisation of land development, land utilization, land harness and land protection (D-U-H-P). By using the Delphi method, a corresponding suitable prioritisation of D-U-H-P for the four types of development priority zones, including optimized development zones (ODZ), key development zones (KDZ), restricted development zones (RDZ), and forbidden development zones (FDZ) are identified. Suichang County is used as a case study in which to conduct the simulation of land use change under the RDZ strategy.The findings enable a conceptualization of DPZ-led land use change and the identification of further implications for land use planning generally. The SD model also provides a potential tool for local government to combine DPZ strategy at the national level with land use planning at the local level. (C) 2011 Elsevier Ltd. All rights reserved.

Abstract:This paper takes a case study of Wu'an,a mining city.The investigation on the present use of mining land shows its scale is very large,and a great deal of abandoned land leaves unused.By the requirement of mineral resource planning and general land-use planning in Wu′an city,this paper analyses the joint method of the two plans.And according to the principles of intensive and saving use of land,this paper discusses the reclamation scheme and consolidation scheme for mining land,and puts forward the intensive and saving use and control measures for mining land on perfecting land reclamation system and straightening out the relationship between ownership of mineral resources and ownership of land in order to promote sustainable use of mining land.

Abstract:The purpose of the article is to study the relative degrees of land use intensity of fifty-three national economic and technological development zones,and to analyze their spatial-temporal differentiations from the year 2000 to 2005.Method of comparative advantage theory was employed.The results indicate that land use intensity of development zones in eastern areas is higher and can be developed in priority,while the whole trend of land use intensity in middle and western regions is good and the number of development zones can be increased.The land use in development zones at low intensity shall be coordinated with the conservation of cultivated land.In setting up development zones,the relative advantages of land use as well as their intensity levels in different regions shall be taken into account to achieve the double-win of the construction of development zones and cultivated land conservation and to promote the optimal allocation of regional land resources.

Abstract:Strengthening the land intensive use was the necessary condition to achieve the sustainable development of development zone.Taking Nanpu Economic Development Zone in Hebei Province as an example,the land use status from the aspects of land use degree and potential was analyzed through constructing the evaluation index system of land intensive use.The resluts showed that the expand potential of the third type industrial land was little,the second type industrial enterprises were difficult to enter into the development zone and the scale of green land was small in the process of land intensive use in Nanpu,which seriously prevented the land intensive use.According to these problems,the effective ways were put forward including adjusting the boundaries of the west and north in development zone,improving the investment ernvironment and increasing the area of green land.

Abstract:Since the idea about the sustainable development was proposed in 1990s,much research has been carried out in relation to sustainability in land use at the county and /or city levels.But,little is known in respect to the sustainability of land use at the level of development zone.In combination with the special function-oriented development zone,the index system for evaluating land use sustainability in development zone was constructed in this paper.The fuzzy mathematics is applied to evaluate the land use sustainability of Wuhu Economic and Technological Development Zone(WETDZ).It was shown that the land use in WETDZ is mid-sustainable.

Abstract:As an effective approach to sustainable urban planning, integrated urban land-use zoning can contribute to fully understanding the integrated characteristics of urban land-use system, indicating the trend and possibility of land-use transformation, and thus mapping the spatial direction of urban development. However, compared with various case studies on land-use intensity, few land-use zoning is conducted with a special concern on land-use transformation. This paper used Shenzhen City in China as a case study to establish a systematic indicators model for integrated urban land-use zoning with a focus on both current intensity and structure of land-use system and transformation potential derived from socioeconomic system, and then to direct associated spatial development of urban growth in the future. The results show the following: (1) compared with traditional land-use degree index, the revised one through impervious surface area is more suitable in highly-urbanized area for its effectiveness in characterizing small differences among various assessing units; (2) according to current status and transformation potential of urban land-use system, four land-use zones are clustered with the application of self-organizing feature map method and aggregation index, i.e., transfer development zone, moderate development zone, prior development zone, and restrict development zone; and (3) five spatial axes of urban development associated with the zoning scheme are in high accordance with urban comprehensive plan of Shenzhen City. Therefore, the proposed integrated land-use zoning model is effective to characterize current land-use system, and its transformation potential exerted by socioeconomic system, and thus to make certain the primary landscape functions of various land-use zones and provide practical guidance for urban planning.

Study on Resource-saving Development Based on Ecological Footprint--Taking Hangzhou City As an Instance

Abstract:This paper,taking ecological footprint as its theoretic base,studied the resource use stat-us of Hangzhou.At the same time,the world,China and other places in different development phases were selected as a comparison for comprehensively understanding the relationship between resource use and economic development.The result suggested that (1)from 1991 to 2002,the ecological footprint consumption of the selected areas(except the world) showed an increasing trend in general.For Hangzhou,it increased from 1.063 2 global hm2 per capita in 1991 to 1.818 1 global hm2 per capita in 2000,and then decreased to 1.770 9 global hm2 per capita in 2002.(2)From 1991 to 2002,the ecological capacity of all selected areas showed a decreasing trend.For Hangzhou,it decreased from 0.725 6 global hm2 per capita in 1991 to 0.6130 global hm2 per capita in 2002.(3)Because the ecological footprint consumption went beyond the ecological capacity,all the selected areas appeared ecological deficit,Hangzhou's ecological deficit increased from 0.337 6 global hm2 per capita in 1991 to 1.157 9 global hm2 per capita in 2002.(4)For all the selected areas,the energy footprint made a big share of the ecological footprint consumption.For Hangzhou,the share is 59.48%.(5)At the aspect of resource use efficiency,Hangzhou created 4 140 U.S.dollars of GDP per global hm2,which is 39.96% of the country's income and 67.49% of the global's.By contrasting,the general conclusion between resource use and economic development can be drawn under the current resource use model,the more the economy developed,the more the resource consumed,the more intensive the resource used and the more investment needed to compensate the eco-system.So,the selection of the resource-saving development model is the only way for Hangzhou to resolve the resource bottle-neck problem of the social and economic development.Finally,this paper,aiming at the development trend between the socio-economic development and resource use and combining with the sustainable assessment equation of ImPACTS,put forward some policies concerning resource-saving development in Hangzhou.

Abstract:It is of important theoretic and practical significance to analyze the level of land intensive use in the city development zones.Land intensive use includes four aspects:land intensive use of different types,land use with the optimized construction,superior synthesizing benefits of land use,excellent realization of land use in the region.Based on methods of analytic hierarchy process(AHP) and taking developing districts of 18 cities in Jiangsu Province as examples,twenty-one indexes are chosen to analyze the level of land intensive use,including land input,land output,land use construction and sustainable land use.Four grade systems of land input and output indexes of land intensive use are set up.There are evident disparities in land use intensivity of developing districts in Jiangsu Province and the economic benefits of land output display an obvious trend in land intensive use.The levels of land intensive use are divided into five grades: super intensive(the land supply is in shortage),intensive(the land supply is in an equilibrium state),less intensive(the land supply is equilibrium in a certain period),not intensive(the land supply is equilibrium in a certain period),and lower intensive(there are some idle land).Generally speaking,land intensive use is different in Jiangsu Province.Levels of land intensive use of city developing districts in the south part are evidently higher than in other regions.Based on the above analysis,some related suggestions about how to increase the level of land intensive use are proposed.

Abstract:The reuse of existing industrial spatial resources in China’s major urban agglomerations is still very unbalanced and needs more in-depth research. This study used intensive evaluation technology for industrial land in Beijing, Tianjin, and Hebei to evaluate Tianjin and Hebei development zones, and took the Dingzhou Economic Development Zone as an example to evaluate and analyze the intensive use of enterprise land; it suggests the influencing factors for the intensive use of development zones and the measures that can take advantage of the potential of enterprise stock land so as to provide a basis for the rationale behind upgrading industrial land structures and the efficient use of industrial land in Beijing, Tianjin, and Hebei. The results show that the typical enterprise land use in the typical economic development zone is extensive, which suggests that the intensive use of land in the Dingzhou economic development zone is low and that there is still potential for land redevelopment. According to the classification system developed for available land, there is ample opportunity for land-use redevelopment in the development zone, especially in the area of approved but not supplied land and extended enterprise land. Therefore, the redevelopment of enterprise land could also provide a better land guarantee for industrial transfer projects in the equipment manufacturing industry. This study also offers strategies to redevelop available industrial land.

Abstract:The analysis of change law and restriction factors of land use comprehensive benefits is beneficial to optimize configuration of land resources in the transformation process of resource -exhausted cities .This paper establi-shes the evaluation index system of land use comprehensive benefits from economic factors , social factors and ecologi-cal factors , and defines the weight of evaluation index by analytic hierarchy process ( AHP ) and entropy method . Then the model of matter-element extension is employed to evaluate land use comprehensive benefits of Zaozhuang City.Then the paper reveals the inner link between change rule of land use comprehensive benefits and transition phase .Finally the relevant restriction factors of land use comprehensive benefits are summarized .The research shows that the transition policy has obvious influence on land use comprehensive benefits ;the six restriction factors obtained through the single index of correlation degree point out the direction to enhance land use comprehensive benefits ;the model of matter-element extension is operable and useful for the evaluation of land use comprehensive benefits .

Abstract:Intensive evaluation of land use in the development zone could effectively reflect the pattern of specific land use.In the evaluation of intensive land use in the economic and technical development of Changchun Development Zone,problems arise of land incision between development zone country demarcation line and the partial block land boundary.As the appraisal refers to a state-level development zone,it is difficult to deal with the land outside the appraisal scope.Taking Changchun Economic and Technical Development Zone,this paper discusses the problem and proposes three methods,with a contrastive analysis of the results obtained from the use of the methods.The appraisal ultimately applies the second processing mode.
