Abstract:Promotion of the reform of construction land index is the fundamental requirement for the perfection of land planning and operational mechanism of the plans.By using the research pattern of institutional economics,this paper discusses the reasons for market-based circulation of construction land and practice in some provinces,along with an analysis of its effect,concluding that market-based circulation is the general orientation of institutional reform of construction land index.The paper also gives several practical proposals.

Abstract:After 30-odd years of economic restructuring and development,the Chinese economy has seen remarkable,spectacular achievements.At the same time,however,various conflicts have become more salient due to decades of lopsided development.Thus,how to correctly handle and resolve such conflicts between social groups has become a major concern for further economic development.The logic of market-oriented reform lies in a transformation from a crude market institution to a much more mature,market-entrenched society.A market-entrenched society is not just one wherein everything hinges on the market;its focus is on reshaping the market's social foundation,giving equal weight to institutional transformation and social transformation in order to provide social support for marketization.While achieving soaring success in its economic restructuring since more than 30 years ago,China has lagged behind in overall social progress which,in the future effort along the line of marketization,should become a new,more enduring focus.

Abstract:The relationship between land price, real-estate price and the reform of land granting ways has been a hot topic in Mainland China for several years. This paper analyzed the transmission mechanism between them. By adopting tax shifting theory, the paper hypothesized that the reform of the ways of land granting might affect land price and real-estate price, but the significance of effect relied on the demand and supply elasticity of the real-estate market. Empirical studies were done by using Granger Causality Tests and city comparison method. The results showed that the hypothesis was right.

Abstract:The reform from planned economy towards market oriented economy since 1978 has brought about profound changes in economical and institutional outcomes in China.Considerable literature has emerged to discuss the drastic transform in the past 30 years that China has been going through.This article aims to make the analysis from the perspective of institutional economics.In this paper,the term marketization referred doesn't differ in ideology;it is a concept corresponding to manipulation.China's economic reform is a process of institutional change and innovation.This process has a positive impact on social and economic development.

Abstract:Based mainly on two books Privatization:An International Review of Performance and Sharing power:public governance and private markets,this paper highlights some points on how to appraise market-oriented reforms in developed countries:(1)marketization is not a turnaround of public policy,rather,it is more a change of ideas in governance;(2)enthusiasm is a necessary condition for transformation of ideas,but passion may squeeze out rationality in the process;(3)returning to rationality requires a differentiation between "belief structure" and "empirical knowledge";and(4)marketization does not mean a mitigation of government responsibility,becoming a "smart buyer" is crucial.Then,applying similar train of thoughts to Chinese practice,the author puts forward a number of ideas on market-oriented reforms.

Abstract:Abstract Chinese agricultural reforms have consisted of two transitional stages; initially decollectivization in the late 1970s followed by market liberalization in the mid 1980s. While much research has been conducted on the initial stage of increasing the incentives for farmers in collective cultivation, little quantitative evidence exists on how marketing reforms and the development of rural markets has affected agricultural production decisions. Using more accurate and disaggregated measures of the reform and market development components of liberalization than previous research, this study examined the effects of these liberalization policies on the agricultural production decisions in Shaanxi province. Procurement quota levels were found to be positively associated with the area planted to grain crops. Thus, quotas represent an effective way of increasing grain production and thereby also a means of achieving food self sufficiency which remains an important policy objective for the Chinese government. The involvement of state grain stations in free market grain trade and the expansion of rural markets has increased the area planted to the two potential cash crops, soybeans and wheat, and reduced the sown area of the Subsistence crop, corn reflecting the reduced need to plant corn as a self insurance mechanism for smoothing consumption. An increase in procurement quotas increases fertilizer use on grain crops, due to the policy of linking quotas to access to below‐market priced fertilizer, but decreases the use of labor, which shifts to other more profitable enterprises. Market development has increased these off‐farm employment opportunities and the earnings associated with them, thereby promoting the shift of labor out of crop production and increased the use of fertilizer which has also become more available.

Abstract:This paper extends the theory of"bureaucratic&economic markets"and reinterprets the unique growth mechanism of the Chinese economy and the intriguing interaction between government and market.In China we observe an interesting"mutual embededness"of bureaucratic markets for local officials and economic markets for firms across jurisdictions:local leaders compete in bureaucratic markets where their promotion is closely linked with economic performance of firms in their jurisdictions,and in the meantime,firms compete in economic markets and receive critical support for their respective jurisdictional governments.The performance-based bureaucratic competition motivates local leaders to help local firms grow and win the economic competition,and the interregional mobility of physical and human capital limits the tendency of local leaders to predate or grab local firms.The economic performance of firms in market competition provides feedback and is an ultimate test of the effectiveness of government-business cooperation and local industrial policies.The extended theory of"bureaucratic&economic markets"contributes to the existing literature by highlighting three critical preconditions for effective government-market cooperation:providing political incentives to ensure bureaucrats"do things in the right way",external market constraints to"prevent bureaucrats from doing evil",and necessary information feedback to guide bureaucrats to"do the right thing".For any country or region,its ability to satisfy these three conditions becomes critical for fostering an effective interaction between government and market and sustaining economic growth. In the past decades China has shaped a growth model based on the interplay of"bureaucratic & economic markets"which generally satisfied the three preconditions and laid the institutional foundation for China's economic miracle. This dual-markets model has resulted in friendly handshaking between political and private entrepreneurs, productive cooperation between political and economic elites,and a remarkable combination of China' s time-honored heritage of strong bureaucracy with the western tradition of market economy. The dual-markets model also has its limitations,especially in the sphere of provision of public services,which exactly explains various"government failures"associated with China's high economic growth in the past 40 years.

Abstract:During the past decade China's leaders have called repeatedly for reductions in administrative interventions in the economy, for greater reliance on economic “levers,” for decentralization of economic decision-making, and for an increased role of markets. Although the need for liberalization is fairly widely accepted, debate over how far and how fast to proceed has continued. One view initially proposed by Chen Yun sees China moving towards a system where a “planned economy is primary, and markets are supplementary” ( jihua jingji wei zhu, shichang tiaojie wei bu ). Others advocate moving beyond Chen Yun's vision to a system where, in fact if not in name, allocation takes place primarily through markets. Li Peng's government work report to the first session of the Seventh National People's Congress suggests that the current consensus leans towards the latter, more progressive view: The focus of reform of the planning system is to transform the function of state planning organs, gradually reduce mandatory planning and expand guidance planning, ... use economic instruments, and gradually establish a new economic mechanism where “the state regulates markets, and markets guide enterprises” ( guojia tiaojie shichang, shichang yindao qiye ).

Abstract:In the marketability process,there was a tendency of ever-widening income gap in China,so some wrong understanding that attributing widening income gap to market-oriented reforms presented in society.This paper made a careful empirical analysis on the main characteristics of changes in income distribution pattern and reasons lead to widening income gap,made a clarification of some vague understanding.This paper argues that many factors influenced the personal income disparities,some systems and policy that the traditional plan system left behind,the emerging systems and policies countered to market system rules in the driven of sector interests and local interests,government's redoubtable attitude to market distortions and market loss,the insufficiency of capital restraints and labor protection.These factors as stated became the most important factors.

Abstract:A key objective of China's reform program was to reduce distortions in the economic system and enhance growth. However, when implemented in incremental and partial ways, local governments or individuals have chance to capture rents inherent in the reform process. Young (2000) warned that the rent-seeking behavior might lead to increasing market fragmentation. Empirical studies have since shown that this did not happen in the product markets. In this paper we argue that as rents from the product markets were squeezed out during the reform process, rent-seeking behavior shifted to the factor markets, especially the capital and land markets. The reform process now needs to be deepened to ensure that the factor markets also become more integrated and efficient.

The Process of China's Market Transition (1978-98): the Evolutionary, Historical, and Comparative Perspectives

Abstract:April 1999 In the past two decades, China's transition from a planned to a market system followed a different path from those countries in Eastern Europe and the former Soviet Union. So far the Chinese path has been a remarkable success. This paper provides detailed accounts of this process, which evolved in two stages. In the first stage (1979-93), the centrally planned system was reformed incrementally to improve incentives and increase the scope of the market in resource allocation. In the second stage (since 1994), new institutions supporting a market system are being built, but before old institutions are destroyed. To gain a deeper understanding of this transition path, the paper traces the roots to the evolution of the Chinese central planning system from 1958 to 1978, which differed significantly from the textbook model of the Soviet system. The Chinese path of transition challenges the conventional wisdom of transition but apparently fits well Popper's notion of piecemeal social engineering.
