Abstract:The social cost of greenhouse gases (SC-GHGs), indicating marginal damage from GHG emissions, is a valuable and informative metric for policymaking. However, existing social cost estimates for methane (SC-CH 4 ) and nitrous oxide (SC-N 2 O) have not kept pace with the latest scientific findings in damage functions, climate models and socioeconomic projections. We applied a multimodel assessment framework, incorporating recent advances that are neglected by past studies to re-estimate SC-CH 4 and SC-N 2 O. Models of gross domestic product (GDP) level effects reveal US$2,900 per t-CH 4 (in 2020 US dollars) for SC-CH 4 and US$49,600 per t-N 2 O for SC-N 2 O for the emissions year 2020, indicating a 2-fold increase over previous estimates. Models incorporating GDP growth effects over time present a further 15–25-fold increase in estimates, dominating the uncertainty in social cost estimates. Although substantial uncertainty remains, our findings suggest greater benefits from CH 4 and N 2 O mitigation policies compared with those of previous studies.

Abstract:Methane emissions contribute to global warming, damage public health and reduce the yield of agricultural and forest ecosystems. Quantifying these damages to the planetary commons by calculating the social cost of methane (SCM) facilitates more comprehensive cost-benefit analyses of methane emissions control measures and is the first step to potentially incorporating them into the marketplace. Use of a broad measure of social welfare is also an attractive alternative or supplement to emission metrics focused on a temperature target in a given year as it incentivizes action to provide benefits over a broader range of impacts and timescales. Calculating the SCM using consistent temporal treatment of physical and economic processes and incorporating climate- and air quality-related impacts, we find large SCM values, e.g. ∼$2400 per ton and ∼$3600 per ton with 5% and 3% discount rates respectively. These values are ∼100 and 50 times greater than corresponding social costs for carbon dioxide. Our results suggest that ∼110 of 140 Mt of identified methane abatement via scaling up existing technology and policy options provide societal benefits that outweigh implementation costs. Within the energy sector, renewables compare far better against use of natural gas in electricity generation when incorporating these social costs for methane. In the agricultural sector, changes in livestock management practices, promoting healthy diets including reduced beef and dairy consumption, and reductions in food waste have been promoted as ways to mitigate emissions, and these are shown here to indeed have the potential to provide large societal benefits (∼$50–150 billion per year). Examining recent trends in methane and carbon dioxide, we find that increases in methane emissions may have offset much of the societal benefits from a slowdown in the growth rate of carbon dioxide emissions. The results indicate that efforts to reduce methane emissions via policies spanning a wide range of technical, regulatory and behavioural options provide benefits at little or negative net cost. Recognition of the full SCM, which has typically been undervalued, may help catalyze actions to reduce emissions and thereby provide a broad set of societal benefits.

Abstract:Integrated assessment models (IAMs) are valuable tools that consider the interactions between socioeconomic systems and the climate system. Decision-makers and policy analysts employ IAMs to calculate the marginalized monetary cost of climate damages resulting from an incremental emission of a greenhouse gas. Used within the context of regulating anthropogenic methane emissions, this metric is called the social cost of methane (SC-CH$_4$). Because several key IAMs used for social cost estimation contain a simplified model structure that prevents the endogenous modeling of non-CO$_2$ greenhouse gases, very few estimates of the SC-CH$_4$ exist. For this reason, IAMs should be updated to better represent methane cycle dynamics that are consistent with comprehensive Earth System Models. We include feedbacks of climate change on the methane cycle to estimate the SC-CH$_4$. Our expected value for the SC-CH$_4$ is \$1163/t-CH$_4$ under a constant 3.0% discount rate. This represents a 44% increase relative to a mean estimate without feedbacks on the methane cycle.

Abstract:We synthesized N2O emissions over North America using 17 bottom‐up (BU) estimates from 1980–2016 and five top‐down (TD) estimates from 1998 to 2016. The BU‐based total emission shows a slight increase owing to U.S. agriculture, while no consistent trend is shown in TD estimates. During 2007–2016, North American N2O emissions are estimated at 1.7 (1.0–3.0) Tg N yr−1 (BU) and 1.3 (0.9–1.5) Tg N yr−1 (TD). Anthropogenic emissions were twice as large as natural fluxes from soil and water. Direct agricultural and industrial activities accounted for 68% of total anthropogenic emissions, 71% of which was contributed by the U.S. Our estimates of U.S. agricultural emissions are comparable to the EPA greenhouse gas (GHG) inventory, which includes estimates from IPCC tier 1 (emission factor) and tier 3 (process‐based modeling) approaches. Conversely, our estimated agricultural emissions for Canada and Mexico are twice as large as the respective national GHG inventories.

Abstract:Social costs for methane and carbon dioxide emissions, from the risk of climate tipping events and deterministic damages, are derived in an analytically tractable model. In the core model: social costs from tipping risks rise with income, just as they do for deterministic damages, and depend on only a few parameters. Consequently, methane's weight (its social cost relative to carbon dioxide) is constant and independent of temperature projections. Abstract:Abstract. Methane (CH4) and nitrous oxide (N2O) are two most important greenhouse gases after carbon dioxide, but their regional and global budgets are far from certain, which is largely owing to uncertainties in scaling up field measurements as well as the poor model representation of processes and factors governing CH4 and N2O exchange between the terrestrial biosphere and atmosphere. In this study, we applied a process-based, coupled biogeochemical model (DLEM – the Dynamic Land Ecosystem Model) to estimate the magnitudes, spatial and temporal patterns of CH4 and N2O fluxes as driven by multiple environmental changes including climate variability, rising atmospheric CO2, increasing nitrogen deposition, tropospheric ozone pollution, land use change and nitrogen fertilizer use. The estimated CH4 and N2O emissions from global land ecosystems were 169.43 ± 32.92 Tg C yr−1 and 12.52 ± 1.52 Tg N yr−1, respectively. Our simulations have indicated a significant (P < 0.01) increasing trend for CH4 (0.75 ± 0.08 Tg C yr−1) and N2O (0.14 ± 0.02 Tg N yr−1) during 1981–2010. CH4 and N2O emissions increased significantly in most climatic zones and continents, especially in tropical region and Asia. The most rapid increase in CH4 emission was found in wetlands (including rice fields and natural wetlands) owing to increased rice field area and climate change; N2O emission increased substantially for all the biome types and the largest increase occurred in upland crops owing to increasing air temperature and nitrogen fertilizer use. Given large increase in CH4 and N2O emission at global scale, we suggest that these two gases together with CO2 have to be simultaneously considered when evaluating if a policy is effective or efficient to reduce global warming in the future.

Abstract:China has experienced rapid agricultural development over recent decades, accompanied by increased fertilizer consumption in croplands; yet, the trend and drivers of the associated nitrous oxide (N 2 O) emissions remain uncertain. The primary sources of this uncertainty are the coarse spatial variation of activity data and the incomplete model representation of N 2 O emissions in response to agricultural management. Here, we provide new data‐driven estimates of cropland‐N 2 O emissions across China in 1990–2014, compiled using a global cropland‐N 2 O flux observation dataset, nationwide survey‐based reconstruction of N‐fertilization and irrigation, and an updated nonlinear model. In addition, we have evaluated the drivers behind changing cropland‐N 2 O patterns using an index decomposition analysis approach. We find that China's annual cropland‐N 2 O emissions increased on average by 11.2 Gg N/year 2 ( p < .001) from 1990 to 2003, after which emissions plateaued until 2014 (2.8 Gg N/year 2 , p = .02), consistent with the output from an ensemble of process‐based terrestrial biosphere models. The slowdown of the increase in cropland‐N 2 O emissions after 2003 was pervasive across two thirds of China's sowing areas. This change was mainly driven by the nationwide reduction in N‐fertilizer applied per area, partially due to the prevalence of nationwide technological adoptions. This reduction has almost offset the N 2 O emissions induced by policy‐driven expansion of sowing areas, particularly in the Northeast Plain and the lower Yangtze River Basin. Our results underline the importance of high‐resolution activity data and adoption of nonlinear model of N 2 O emission for capturing cropland‐N 2 O emission changes. Improving the representation of policy interventions is also recommended for future projections.
Equity is more important for the social cost of methane than climate uncertainty

Abstract:The social cost of methane (SC-CH4) measures the economic loss of welfare caused by emitting one tonne of methane into the atmosphere. This valuation may in turn be used in cost-benefit analyses or to inform climate policies1-3. However, current SC-CH4 estimates have not included key scientific findings and observational constraints. Here we estimate the SC-CH4 by incorporating the recent upward revision of 25 per cent to calculations of the radiative forcing of methane4, combined with calibrated reduced-form global climate models and an ensemble of integrated assessment models (IAMs). Our multi-model mean estimate for the SC-CH4 is US$933 per tonne of CH4 (5-95 per cent range, US$471-1,570 per tonne of CH4) under a high-emissions scenario (Representative Concentration Pathway (RCP) 8.5), a 22 per cent decrease compared to estimates based on the climate uncertainty framework used by the US federal government5. Our ninety-fifth percentile estimate is 51 per cent lower than the corresponding figure from the US framework. Under a low-emissions scenario (RCP 2.6), our multi-model mean decreases to US$710 per tonne of CH4. Tightened equilibrium climate sensitivity estimates paired with the effect of previously neglected relationships between uncertain parameters of the climate model lower these estimates. We also show that our SC-CH4 estimates are sensitive to model combinations; for example, within one IAM, different methane cycle sub-models can induce variations of approximately 20 per cent in the estimated SC-CH4. But switching IAMs can more than double the estimated SC-CH4. Extending our results to account for societal concerns about equity produces SC-CH4 estimates that differ by more than an order of magnitude between low- and high-income regions. Our central equity-weighted estimate for the USA increases to US$8,290 per tonne of CH4 whereas our estimate for sub-Saharan Africa decreases to US$134 per tonne of CH4.

Abstract:Effective nitrogen fertilizer management is crucial for reducing nitrous oxide (N2O) emissions and ensuring food security. Our study provides a new modeling framework integrating machine learning with process‐based models to project N2O emission factors (EFs) under different climate and nitrogen policy scenarios. We found that climate change significantly influences EFs, particularly in tropical and subtropical regions, potentially affecting the effectiveness of N2O mitigation efforts. This study highlights the urgent need for immediate action to mitigate N2O emissions. Effective nitrogen fertilizer management is crucial for reducing nitrous oxide (N2O) emissions while ensuring food security within planetary boundaries. However, climate change might also interact with management practices to alter N2O emission and emission factors (EFs), adding further uncertainties to estimating mitigation potentials. Here, we developed a new hybrid modeling framework that integrates a machine learning model with an ensemble of eight process‐based models to project EFs under different climate and nitrogen policy scenarios. Our findings reveal that EFs are dynamically modulated by environmental changes, including climate, soil properties, and nitrogen management practices. Under low‐ambition nitrogen regulation policies, EF would increase from 1.18%–1.22% in 2010 to 1.27%–1.34% by 2050, representing a relative increase of 4.4%–11.4% and exceeding the IPCC tier‐1 EF of 1%. This trend is particularly pronounced in tropical and subtropical regions with high nitrogen inputs, where EFs could increase by 0.14%–0.35% (relative increase of 11.9%–17%). In contrast, high‐ambition policies have the potential to mitigate the increases in EF caused by climate change, possibly leading to slight decreases in EFs. Furthermore, our results demonstrate that global EFs are expected to continue rising due to warming and regional drying–wetting cycles, even in the absence of changes in nitrogen management practices. This asymmetrical influence of nitrogen fertilizers on EFs, driven by climate change, underscores the urgent need for immediate N2O emission reductions and further assessments of mitigation potentials. This hybrid modeling framework offers a computationally efficient approach to projecting future N2O emissions across various climate, soil, and nitrogen management scenarios, facilitating socio‐economic assessments and policy‐making efforts.

Abstract:Methane directly contributes to air pollution, as an ozone precursor, and to climate change, generating physical and economic damages to different systems, namely agriculture, vegetation, energy, human health, or biodiversity. The methane-related damages to climate, measured as the Social Cost of Methane, and to human health have been analyzed by different studies and considered by government rulemaking in the last decades, but the ozone-related damages to crop revenues associated to methane emissions have not been incorporated to policy agenda. Using a combination of the Global Change Analysis Model and the TM5-FASST Scenario Screening Tool, we estimate that global marginal agricultural damages range from ~ 423 to 556 $2010/t-CH 4 , of which 98 $2010/t-CH 4 occur in the USA, which is the most affected region due to its role as a major crop producer, followed by China, EU-15, and India. These damages would represent 39–59% of the climate damages and 28–64% of the human health damages associated with methane emissions by previous studies. The marginal damages to crop revenues calculated in this study complement the damages from methane to climate and human health, and provides valuable information to be considered in future cost-benefits analyses.

Increased Marginal Damages of Air Emissions Following Improvements in Air Quality in the United States

Abstract:Between 2002 and 2017, concentrations of fine particulate matter (PM 2.5 ) decreased 37% in the United States. Environmental economic theory generally assumes that environmental improvement is associated with a decrease in the marginal damage of emissions. In this case, the marginal damages of PM 2.5 precursor emissions (NH 3 , NO X , primary PM 2.5 , and SO 2 ) increased substantially. I calculate the change in the marginal damages of emissions between 2002 and 2017, finding increases, on average, of 30% for NH 3 , 46% for NO X , 61% for primary PM 2.5 , and 36% for SO 2 . The increase in marginal damages is especially large in the southeastern United States, with values more than double over this time period. The key factors that influence this change in marginal damages are the shape of the concentration-response (C-R) function that was adopted for these calculations between PM 2.5 exposure and mortality (positive effect), the increase in the real value of a statistical life (positive effect), the increased population (positive effect), the aging of the population (positive effect), the decreased age-specific mortality rates (negative effect), and the geographic distribution of emissions (mixed effect). Between 32 and 65% of the increase in marginal damages is attributable to the shape of the C-R function and the decreased concentration of PM 2.5 . The C-R function adopted here indicates that the marginal effect of concentration reductions is higher at lower concentrations. Thus, at the lower PM 2.5 concentrations resulting from improvements over 15 years, there would be a larger reduction in mortality from each additional unit of pollution reduction.

The Social Cost of Ozone-Related Mortality Impacts From Methane Emissions

Abstract:Atmospheric methane directly affects surface temperatures and indirectly affects ozone, impacting human welfare, the economy, and environment. The social cost of methane (SC-CH4) metric estimates the costs associated with an additional marginal metric ton of emissions. Current SC-CH4 estimates do not consider the indirect impacts associated with ozone production from changes in methane. We use global model simulations and a new BenMAP webtool to estimate respiratory-related deaths associated with increases in ozone from a pulse of methane emissions in 2020. By using an approach consistent with the current SC-CH4 framework, we monetize and discount annual damages back to present day values. We estimate that the methane-ozone mechanism is attributable to 760 (95% CI: 330-1200) respiratory-related deaths per million metric tons of methane globally, for a global net present damage of $1800/mT (95% CI: $760-$2800/Mt CH4; 2% Ramsey discount rate); this would double the current SC-CH4 if included. These physical impacts are consistent with recent studies, but comparing direct costs is challenging. Economic damages are sensitive to uncertainties in the exposure and health risks associated with tropospheric ozone, assumptions about future projections of NOx emissions, socioeconomic conditions, and mortality rates, monetization parameters, and other factors. Our estimates are highly sensitive to uncertainties in ozone health risks. We also develop a reduced form model to test sensitivities to other parameters. The reduced form tool runs with a user-supplied emissions pulse, as well as socioeconomic and precursor projections, enabling future integration of the methane-ozone mechanism into the SC-CH4 modeling framework.
Impacts assessment of nitrification inhibitors on U.S. agricultural emissions of reactive nitrogen gases

Abstract:Fertilizer-intensive agriculture leads to emissions of reactive nitrogen (Nr), posing threats to climate via nitrous oxide (N2O) and to air quality and human health via nitric oxide (NO) and ammonia (NH3) that form ozone and particulate matter (PM) downwind. Adding nitrification inhibitors (NIs) to fertilizers can mitigate N2O and NO emissions but may stimulate NH3 emissions. Quantifying the net effects of these trade-offs requires spatially resolving changes in emissions and associated impacts. We introduce an assessment framework to quantify such trade-off effects. It deploys an agroecosystem model with enhanced capabilities to predict emissions of Nr with or without the use of NIs, and a social cost of greenhouse gas to monetize the impacts of N2O on climate. The framework also incorporates reduced-complexity air quality and health models to monetize associated impacts of NO and NH3 emissions on human health downwind via ozone and PM. Evaluation of our model against available field measurements showed that it captured the direction of emission changes but underestimated reductions in N2O and overestimated increases in NH3 emissions. The model estimated that, averaged over applicable U.S. agricultural soils, NIs could reduce N2O and NO emissions by an average of 11% and 16%, respectively, while stimulating NH3 emissions by 87%. Impacts are largest in regions with moderate soil temperatures and occur mostly within two to three months of N fertilizer and NI application. An alternative estimate of NI-induced emission changes was obtained by multiplying the baseline emissions from the agroecosystem model by the reported relative changes in Nr emissions suggested from a global meta-analysis: -44% for N2O, -24% for NO and +20% for NH3. Monetized assessments indicate that on an annual scale, NI-induced harms from increased NH3 emissions outweigh (8.5-33.8 times) the benefits of reducing NO and N2O emissions in all agricultural regions, according to model-based estimates. Even under meta-analysis-based estimates, NI-induced damages exceed benefits by a factor of 1.1-4. Our study highlights the importance of considering multiple pollutants when assessing NIs, and underscores the need to mitigate NH3 emissions. Further field studies are needed to evaluate the robustness of multi-pollutant assessments.

The estimated CH 4 and N 2 O emissions from global land ecosystems during 1981–2010 were 144.39 ± 12.90 Tg C/yr (mean ± 2 SE; 1 Tg = 1012 g) and 12.52 ± 0.74 Tg N/yr, respectively. Our simulations indicated a significant ( P < 0.01) annually increasing trend for CH 4 (0.43 ± 0.06 Tg C/yr) and N 2 O (0.14 ± 0.02 Tg N/yr) in the study period. CH 4 and N 2 O emissions increased significantly in most climatic zones and continents, especially in the tropical regions and Asia. The most rapid increase in CH 4 emission was found in natural wetlands and rice fields due to increased rice cultivation area and climate warming. N 2 O emission increased substantially in all the biome types and the largest increase occurred in upland crops due to increasing air temperature and nitrogen fertilizer use. Clearly, the three major GHGs (CH 4 , N 2 O, and CO 2 ) should be simultaneously considered when evaluating if a policy is effective to mitigate climate change.

Abstract:Nitrous oxide (N2O), like carbon dioxide, is a long-lived greenhouse gas that accumulates in the atmosphere. Over the past 150 years, increasing atmospheric N2O concentrations have contributed to stratospheric ozone depletion<a href="/articles/s41586-020-2780-0#ref-CR1">1</a> and climate change<a href="/articles/s41586-020-2780-0#ref-CR2">2</a>, with the current rate of increase estimated at 2 per cent per decade. Existing national inventories do not provide a full picture of N2O emissions, owing to their omission of natural sources and limitations in methodology for attributing anthropogenic sources. Here we present a global N2O inventory that incorporates both natural and anthropogenic sources and accounts for the interaction between nitrogen additions and the biochemical processes that control N2O emissions. We use bottom-up (inventory, statistical extrapolation of flux measurements, process-based land and ocean modelling) and top-down (atmospheric inversion) approaches to provide a comprehensive quantification of global N2O sources and sinks resulting from 21 natural and human sectors between 1980 and 2016. Global N2O emissions were 17.0 (minimum–maximum estimates: 12.2–23.5) teragrams of nitrogen per year (bottom-up) and 16.9 (15.9–17.7) teragrams of nitrogen per year (top-down) between 2007 and 2016. Global human-induced emissions, which are dominated by nitrogen additions to croplands, increased by 30% over the past four decades to 7.3 (4.2–11.4) teragrams of nitrogen per year. This increase was mainly responsible for the growth in the atmospheric burden. Our findings point to growing N2O emissions in emerging economies—particularly Brazil, China and India. Analysis of process-based model estimates reveals an emerging N2O–climate feedback resulting from interactions between nitrogen additions and climate change. The recent growth in N2O emissions exceeds some of the highest projected emission scenarios<a href="/articles/s41586-020-2780-0#ref-CR3">3</a>,<a href="/articles/s41586-020-2780-0#ref-CR4">4</a>, underscoring the urgency to mitigate N2O emissions.

Abstract:Croplands are the single largest anthropogenic source of nitrous oxide (N2O) globally, yet their estimates remain difficult to verify when using Tier 1 and 3 methods of the Intergovernmental Panel on Climate Change (IPCC). Here, we re-evaluate global cropland-N2O emissions in 1961-2014, using N-rate-dependent emission factors (EFs) upscaled from 1206 field observations in 180 global distributed sites and high-resolution N inputs disaggregated from sub-national surveys covering 15593 administrative units. Our results confirm IPCC Tier 1 default EFs for upland crops in 1990-2014, but give a ∼15% lower EF in 1961-1989 and a ∼67% larger EF for paddy rice over the full period. Associated emissions (0.82 ± 0.34 Tg N yr-1) are probably one-quarter lower than IPCC Tier 1 global inventories but close to Tier 3 estimates. The use of survey-based gridded N-input data contributes 58% of this emission reduction, the rest being explained by the use of observation-based non-linear EFs. We conclude that upscaling N2O emissions from site-level observations to global croplands provides a new benchmark for constraining IPCC Tier 1 and 3 methods. The detailed spatial distribution of emission data is expected to inform advancement towards more realistic and effective mitigation pathways.
Underestimated ammonia vehicular emissions in metropolitan city revealed by on-road mobile measurement

Abstract:Atmospheric ammonia (NH3) plays a significant role in the nitrogen cycle, and can have impacts on air quality, ecological balance and climate change. While NH3 associated with natural and agricultural processes has long been considered the primary source, the contribution of combustion-related NH3, particularly from vehicular emissions, keeps on the rise. We found that high on-road NH3 concentrations occurred in a metropolitan city based on mobile measurement, and inferred that urban vehicular NH3 emission was likely underestimated in the past. NH3 emission factors (EFs) were derived from ring roads and tunnels, showing levels 74% and 20% higher than the latest standard proposed by Euro VII, respectively. To quantify the underestimation, two methods based on car ownership and traffic flow were used to estimate the annual vehicular NH3 emission in Shanghai as 2.59 and 1.76 Gg, respectively, substantially surpassing the predicted results by the Dynamic Projection model for Emissions in China (DPEC). Given these discoveries, we recommend that it is urgent and imperative to establish relevant national standards and limits aiming at regulation on vehicular NH3 emissions. And more representative EFs measurements should be adopted to improve the accuracy of inventory estimation.

Carbon Pricing Impacts on Four Pollutants: A Cross-Country Analysis

Abstract:Research on climate change mitigation has increasingly considered carbon pricing, with these efforts concentrating on reductions in carbon dioxide (CO2) emissions. Our comprehensive cross-country analysis extends this focus by quantitatively evaluating the effects of carbon pricing on four major pollutants: CO2, nitrous oxide (N2O), methane (CH4), and particulate matter (PM). We use regressions and introduce entropy balancing to this research area. Analyzing data from 132 countries from 1992 to 2019, we find that carbon pricing is associated with an average annual reduction in CO2 emissions by 3 percentage points. A one-unit increase in a coverage-weighted carbon price is associated with reductions in N2O emissions by approximately 0.1 percentage points. A shorter panel for 2010–2017 shows a larger impact of 0.3 percentage points for PM. These findings underline the efficacy of carbon pricing not just in curtailing CO2 but in significantly mitigating other harmful pollutants on a global scale. Reductions in pollutants beyond CO2 provide further motivation for policymakers to pursue carbon pricing.

Abstract:Accumulating evidence indicates that N2O emission factors (EFs) vary with nitrogen additions and environmental variations. Yet the impact of the latter was often ignored by previous EF determinations. We developed piecewise statistical models (PMs) to explain how the N2O EFs in agricultural soils depend upon various predictors such as climate, soil attributes, and agricultural management. The PMs are derived from a new Bayesian Recursive Regression Tree algorithm. The PMs were applied to the case of EFs from agricultural soils in China, a country where large EF spatial gradients prevail. The results indicate substantial improvements of the PMs compared with other EF determinations. First, PMs are able to reproduce a larger fraction of the variability of observed EFs for upland grain crops (84%, n=381) and paddy rice (91%, n=161) as well as the ratio of EFs to nitrogen application rates (73%, n=96). The superior predictive accuracy of PMs is further confirmed by evaluating their predictions against independent EF measurements (n=285) from outside China. Results show that the PMs calibrated using Chinese data can explain 75% of the variance. Hence, the PMs could be reliable for upscaling of N2O EFs and fluxes for regions that have a phase space of predictors similar to China. Results from the validated models also suggest that climatic factors regulate the heterogeneity of EFs in China, explaining 69% and 85% of their variations for upland grain crops and paddy rice, respectively. The corresponding N2O EFs in 2008 are 0.840.18% (as N2O-N emissions divided by the total N input) for upland grain crops and 0.650.14% for paddy rice, the latter being twice as large as the Intergovernmental Panel on Climate Change Tier 1 defaults. Based upon these new estimates of EFs, we infer that only 22% of current arable land could achieve a potential reduction of N2O emission of 50%.
