Abstract:The fast evolving and deadly outbreak of coronavirus disease (COVID-19) has posed grand challenges to human society. To slow the spread of virus infections and better respond for community mitigation, by advancing capabilities of artificial intelligence (AI) and leveraging the large-scale and up-to-date data generated from heterogeneous sources (e.g., disease related data, demographic, mobility and social media data), in this work, we propose and develop an AI-driven system (named alpha-Satellite), as an initial offering, to provide dynamic COVID-19 risk assessment in the United States. More specifically, given a point of interest (POI), the system will automatically provide risk indices associated with it in a hierarchical manner (e.g., state, county, POI) to enable people to select appropriate actions for protection while minimizing disruptions to daily life. To comprehensively evaluate our system for dynamic COVID-19 risk assessment, we first conduct a set of empirical studies; and then we validate it based on a real-world dataset consisting of 5,060 annotated POIs, which achieves the area of under curve (AUC) of 0.9202. As of June 18, 2020, alpha-Satellite has had 56,980 users. Based on the feedback from its large-scale users, we perform further analysis and have three key findings: i) people from more severe regions (i.e., with larger numbers of COVID-19 cases) have stronger interests using our system to assist with actionable information; ii) users are more concerned about their nearby areas in terms of COVID-19 risks; iii) the user feedback about their perceptions towards COVID-19 risks of their query POIs indicate the challenge of public concerns about the safety versus its negative effects on society and the economy. Our system and generated datasets have been made publicly accessible via our website.

Abstract:Due to the frequently occurring disasters in the world, emergency management is an attractive research area aiming to stabilize the disasters and reduce the potential damage to human, facility and environment. The timely and effective emergency management is highly relied on the utilization of observable information and the integration of available resources. Computational intelligence is one of the fastest growing areas in the field of computer technology. Nowadays, big data has brought ever-increasing impact and challenge to effective data processing and intelligent decision-making. Computation intelligence technologies play a vital role during the lifecycle of emergency management in the context of big data. This review provides a comprehensive survey of state-of-the-art computation intelligence technologies widely applied in the emergency management, and summarizes the present-day emergency management systems in diverse industries. Finally, some promising future research directions and challenges are indicated.

Abstract:Abstract Indexed literature (from 2015 to 2020) on artificial intelligence (AI) technologies and machine learning algorithms (ML) pertaining to disasters and public health emergencies were reviewed. Search strategies were developed and conducted for PubMed and Compendex. Articles that met inclusion criteria were filtered iteratively by title followed by abstract review and full text review. Articles were organized to identify novel approaches and breadth of potential AI applications. A total of 1217 articles were initially retrieved by the search. Upon relevant title review, 1003 articles remained. Following abstract screening, 667 articles remained. Full text review for relevance yielded 202 articles. Articles that met inclusion criteria totaled 56 articles. Those identifying specific roles of AI and ML (17 articles) were grouped by topics highlighting utility of AI and ML in disaster and public health emergency contexts. Development and use of AI and ML have increased dramatically over the past few years. This review discusses and highlights potential contextual applications and limitations of AI and ML in disaster and public health emergency scenarios.

Abstract:Artificial intelligence (AI) holds immense promise for revolutionizing emergency medicine, expediting diagnosis and treatment decisions. This review explores AI’s wide-ranging applications in emergency care, ranging from managing out-of-hospital cardiac arrest (OHCA) to diagnosing fractures, spine injuries, stroke, and pulmonary embolisms, and even assisting in search and rescue missions with snake robots. In OHCA cases, AI aids in early detection, survival prediction, and ECG waveform classification, bolstering prehospital care efficiency. AI-powered digital assistants like the AI4EMS platform optimize diagnosis and patient prioritization, reducing overlooked cases of cardiac arrest and improving response times. Furthermore, AI algorithms enhance the diagnosis of conditions such as pneumothorax, pulmonary emphysema, and fractures by analysing medical images with exceptional accuracy, often outperforming human experts. In stroke and pulmonary embolism, AI expedites diagnosis through automated imaging analysis, enabling swift treatment. AI may enhance triage methods with independent systems, improving patient sharing and treatment quality while minimizing infection risks, especially during pandemics. Medical professionals generally welcome AI triage systems, acknowledging their potential to enhance healthcare efficiency. It is important to understand the scope of development of AI in order to make its application beneficial.

Abstract:The monitoring of natural hazards, such as those affecting the oceans, forests and geological formations, is important for safeguarding human life, protecting property, preserving the ecological balance and promoting technological progress. Research on the prediction and prevention of natural disasters has been conducted for decades in a wide range of areas, and this paper summarise recent research on the use of emerging computer technologies for such prediction, with the expectation that it will serve as a recommendation for future developments in the field. Effective prediction of such disasters depends on the ability to detect anomalous signals in a timely manner. Current methods that rely heavily on manual observation and data analysis are inefficient and prone to human error. Rapid advances in computer science and artificial intelligence technologies offer a promising solution, such as the use of deep learning algorithms or the Spark framework to improve model prediction accuracy and response timeliness. In recent years, computer technology has played a key role in improving these capabilities, contributing to better management of the nations natural resources, and enhancing emergency response strategies. By leveraging the capabilities of deep learning, machine learning and others in data processing and analysis, the field of natural disaster monitoring will continue to evolve towards more efficient and reliable methods.
Cellular Automata-Based Systematic Risk Analysis Approach for Emergency Response

Abstract:Emergency response is directly related to the allocation of emergency rescue resources. Efficient emergency response can reduce loss of life and property, limit damage from the primary impact, and minimize damage from derivative impacts. An appropriate risk analysis approach in the event of accidents is one rational way to assist emergency response. In this article, a cellular automata-based systematic approach for conducting risk analysis in emergency response is presented. Three general rules, i.e., diffusive effect, transporting effect, and dissipative effect, are developed to implement cellular automata transition function. The approach takes multiple social factors such as population density and population sensitivity into consideration and it also considers risk of domino accidents that are increasing due to increasing congestion in industrial complexes of a city and increasing density of human population. In addition, two risk indices, i.e., individual risk and aggregated weighted risk, are proposed to assist decision making for emergency managers during emergency response. Individual risk can be useful to plan evacuation strategies, while aggregated weighted risk can help emergency managers to allocate rescue resources rationally according to the degree of danger in each vulnerable area and optimize emergency response programs.

Abstract: The novel coronavirus and its deadly outbreak have posed grand challenges to human society: as of March 26, 2020, there have been 85,377 confirmed cases and 1,293 reported deaths in the United States; and the World Health Organization (WHO) characterized coronavirus disease (COVID-19) - which has infected more than 531,000 people with more than 24,000 deaths in at least 171 countries - a global pandemic. A growing number of areas reporting local sub-national community transmission would represent a significant turn for the worse in the battle against the novel coronavirus, which points to an urgent need for expanded surveillance so we can better understand the spread of COVID-19 and thus better respond with actionable strategies for community mitigation. By advancing capabilities of artificial intelligence (AI) and leveraging the large-scale and real-time data generated from heterogeneous sources (e.g., disease related data from official public health organizations, demographic data, mobility data, and user geneated data from social media), in this work, we propose and develop an AI-driven system (named $\alpha$-Satellite}, as an initial offering, to provide hierarchical community-level risk assessment to assist with the development of strategies for combating the fast evolving COVID-19 pandemic. More specifically, given a specific location (either user input or automatic positioning), the developed system will automatically provide risk indexes associated with it in a hierarchical manner (e.g., state, county, city, specific location) to enable individuals to select appropriate actions for protection while minimizing disruptions to daily life to the extent possible. The developed system and the generated benchmark datasets have been made publicly accessible through our website. The system description and disclaimer are also available in our website.

Abstract:In recent decades, several forecasting methods have been proposed so as to aid in selecting from all optimal alternatives in the demand of emergency resources. Academic research in the field of emergency management has increasingly focused on artificial intelligence. However, more attention has been paid to attempts at simulating the human brain, with little focus on addressing intelligent information processing techniques based on machine learning, big data and smart devices. In this paper, a comprehensive literature review is presented in order to classify and interpret current research on demand forecasting methodologies and applications. A total of 1235 academic papers from 1980 to 2018 in the SpringerLink and Elsevier ScienceDirect databases are categorized as follows: time series analysis, case-based reasoning (CBR), mathematical models, information technology, literature reviews, and discussion and analysis. Application areas from business source premier include papers on the topics of emergency management, decision-making, decision relief, logistics, fuzzy sets and other topics. Academic publications are classified by (1) year of publication, (2) journal of publication, (3) database source, (4) methodology and (5) research discipline. The results of this literature review show that, despite forecasting methods such as ARIMA, CBR and mathematical models appearing to play a pivotal role in promoting prediction performance, there is a need to explore more real-time forecasting approaches based on intelligent information processing techniques so as to achieve appropriate dynamic demand prediction that is adaptable to emergency and rescue situations. The intention for this paper is to be a useful reference point for those with research needs in forecasting methodologies and the applications of emergency resources.

Abstract:Technical and methodological enhancement of hazards and disaster research is identified as a critical question in disaster management. Artificial intelligence (AI) applications, such as tracking and mapping, geospatial analysis, remote sensing techniques, robotics, drone technology, machine learning, telecom and network services, accident and hot spot analysis, smart city urban planning, transportation planning, and environmental impact analysis, are the technological components of societal change, having significant implications for research on the societal response to hazards and disasters. Social science researchers have used various technologies and methods to examine hazards and disasters through disciplinary, multidisciplinary, and interdisciplinary lenses. They have employed both quantitative and qualitative data collection and data analysis strategies. This study provides an overview of the current applications of AI in disaster management during its four phases and how AI is vital to all disaster management phases, leading to a faster, more concise, equipped response. Integrating a geographic information system (GIS) and remote sensing (RS) into disaster management enables higher planning, analysis, situational awareness, and recovery operations. GIS and RS are commonly recognized as key support tools for disaster management. Visualization capabilities, satellite images, and artificial intelligence analysis can assist governments in making quick decisions after natural disasters.

Abstract:Abstract With the progress of the times, China’s economy, politics and culture are developing rapidly. Today’s sports life is rich and colorful. People gradually realize that sports activities play a positive role in people’s health. Therefore, with the development of mass sports healthy lifestyle and AI technology, sports community risk management has become increasingly important. The purpose of this paper is to study the risk management of sports community based on AI technology. This paper uses the related technologies of emergency virtual scene construction, including three-dimensional terrain visualization technology based on terra Vista and global mapper software, and static object simulation modeling technology based on creator software. This paper puts forward the method of list sort, risk matrix, Pareto analysis and mathematical statistics. This paper discusses and deeply analyzes the related concepts of risk management in sports community and puts forward solutions. Finally, it adopts a variety of forms of expression, and presents its trend chart intuitively to users. The experimental study shows that human and site factors account for about 20% of the risk factors, and social factors account for the least, accounting for 6.56%. The severity index of self action completion and management efficiency reached 4.62 and 4.84 respectively. The maximum probability index of the impact of management efficiency on the occurrence of accidents reached 4.57.

Abstract:Whether it is through crisis mapping or event simulation, Artificial Intelligence (AI) is a pioneering new method of emergency planning. It uses the analysis of information or data from deep learning to predict the evacuation routes, allocate emergency resources reasonably and estimate the location of disaster. To overcome the difficulties of handling many resources emergency information and the variability of production environment, AI provides advanced analytics tools for processing and analyzing big data of emergency management. This paper presents a comprehensive survey of emergency planning technologies based on AI and discusses their applications in making emergency planning robust and efficiency. The development of AI technologies of emergency planning and their advantages over conventional data-driven emergency technologies are firstly discussed. Several representative emergency planning technologies based on deep learning models are compared. Finally, future trends and opportunities related to AI for emergency planning technologies are summarized.

Abstract:Natural hazards have the potential to cause catastrophic damage and significant socioeconomic loss. The actual damage and loss observed in the recent decades has shown an increasing trend. As a result, disaster managers need to take a growing responsibility to proactively protect their communities by developing efficient management strategies. A number of research studies apply artificial intelligence (AI) techniques to process disaster-related data for supporting informed disaster management. This study provides an overview of current applications of AI in disaster management during its four phases: mitigation, preparedness, response, and recovery. It presents example applications of different AI techniques and their benefits for supporting disaster management at different phases, as well as some practical AI-based decision support tools. We find that the majority of AI applications focus on the disaster response phase. This study also identifies challenges to inspire the professional community to advance AI techniques for addressing them in future research.
