Abstract:After "Five Water Governance", the garbage processing shows exponential growth in Zhejiang, which causes a paradox with the behindhand garbage disposal facilities and processing model. Incineration is the main way of garbage disposal nowadays, but the incineration causes NIMBY. We analyze the technology, economy, market and social characteristics of garbage to discover the deep reason about NIMBY. Based on above, we build a new processing model includes pricing, operation and supervision mechanism. At last, we give suggestions from the perspective on publicity, organization guarantee and system construction.
Sustainable Landfill Technologies For Municipal Solid Wastes In China

Abstract:About 90% of municipal solid wastes (153 million tons in 2007) are filled in landfills, which have great potential stability and pollution problems, in China. Sustainable technologies are attended to solve these problems and improve the landfill performance. These technologies can reduce landfill area through centralization and large-scale landfilling. High-performance collection and control measures of leachate and landfill gas are developed to reduce landfill pollution loading. The biodegradation process of solid waste is accelerated to increase landfill capacity. The concept of. Systems engineering. is implemented in design, operation and management of landfills to achieve a higher performance. This paper presents primary research works of mainland China in the sustainable landfill technologies, including solid-liquid-gas interaction, temporal and special variation of waste engineering properties, and control of leachate, gas, stability and pollution. Finally, aspects worthy of further research are addressed.

Abstract:Purpose Urbanization and industrialization in China has resulted in a dramatic increase in the volume of wastewater and sewage sludge produced from wastewater treatment plants. Problems associated with sewage sludge have attracted increasing attention from the public and urban planners. How to manage sludge in an economically and environmentally acceptable manner is one of the critical issues that modern societies are facing. Methods Sludge treatment systems consist of thickening, dewatering, and several different alternative main treatments (anaerobic digestion, aerobic digestion, drying, composting, and incineration). Agricultural application, landfill, and incineration are the principal disposal methods for sewage sludge in China. However, sewage sludge disposal in the future should focus on resource recovery, reducing environmental impacts and saving economic costs. Results The reuse of biosolids in all scenarios can be environmentally beneficial and cost-effective. Anaerobic digestion followed by land application is the preferable options due to low economic and energy costs and material reuse. Conclusion It is necessary to formulate a standard suitable for the utilization of sewage sludge in China.

Abstract:Industrialization has given birth to a new environmental problem in both developed and developing countries -- wastewater collection, disposal, and treatment. Inappropriate wastewater disposal is one of the major sources of water pollution in urban areas. The cost of wastewater collection, disposal, and treatment is an important component of the full economic cost of water supply in urban areas. The correct calculation of its marginal cost is important in estimating the marginal cost of water supply. A review of the existing literature on marginal cost pricing for water showed that this area has not been fully examined and hence, further research is needed. China is rapidly developing. While industrialization has provided several benefits to the country, it has also brought with it serious water pollution problems. The total volume of wastewater disposed in China's urban areas increases by an average annual rate of 6.6 percent. Most wastewater is drained directly into rivers without any treatment. The percentage of industrial wastewater in relation to the total wastewater has decreased, while the percentage of live wastewater has increased since the mid-1980s.

Abstract:According to our survey and analysis of water fetched from the Three Gorges Area from Yichang to Xietan,single factor exponent method and synthetic pollution index method were used to analyze,compare and evaluate the present situation of water quality.It was concluded that the water pollution in the Three Gorges Area came up to the peak value in 1999,generally turned better for the moment,the overall grand is Ⅱ.The major forms of pollution are organism,heavy metal and bacteria,the major sources are industrial and life sewage.The impersonal reasons of that good tendency lie on the strengthened administration.From that we should reinforce the management further,properly dispose industrial waste,consolidate monitoring of the water environment,perfect pollution rules of law,renovate key sources of pollution,speed up exiting furrowing and returning to forest,develop efficient biological agriculture,and increase the degree of geological calamity prevention,propagandizing and educating.

Abstract:China now faces double challenges of water resources shortage and severe water pollution. To resolve Chinese water pollution problems and reduce its impacts on human health, economic growth and social development, the situation of wastewater treatment was investigated. Excess sludge and greenhouse gases (GHGs) emitted during wastewater treatment were also surveyed. It is concluded that Chinese water pollution problems should be systematically resolved with inclusion of wastewater and the solid waste and GHGs generated during wastewater treatment. Strategies proposed for the wastewater treatment in China herein were also adequate for other countries, especially for the developing countries with similar economic conditions to China.

Abstract:The richness and stable condition of migrants,the construction of ecological environment and the harmonious development of socio-economy in Three Gorges is an important problem in post Three Gorges.It's regretful that there are some contradictions exist in the man-land relations,employment and ecological problems in the reservoir area now,which leads to the necessity to protect the ecological environment following a low-carbon development.Firstly,we suggest develop low-carbon tourism industry which means to plan the tourism resources effectively,cultivate low-carbon tourism industry groups,create low-carbon transport corridors,and market special products in the reservoir area.Secondly,we suggest develop low-carbon farm aptly and set up a domestic carbon trading market.Finally,it's necessary to build a low carbon living system in the reservoir area,and make the Three Gorges area to an exemplary low-carbon area in China.

Abstract:Rural domestic sewage treatment is crucial for improving rural living environment, controlling agricultural and rural pollution, and implementing the rural revitalization strategy. In this paper, we evaluated the achievements of rural domestic sewage treatment from the aspects of regulations and standards, treatment scale and technology, and environmental protection education, and analyzed the problems associated with treatment capacity, technology, standards, and operation and maintenance. Rural domestic sewage treatment should adapt to local conditions, focus on resource utilization, and be economical, convenient, and scientifically planned. Key tasks were proposed from the perspectives of treatment mode, technical process, resource utilization, and operating mechanism. The development path we proposed emphasizes systematic treatment and integration of all parties. Moreover, several countermeasures are suggested. Discharge standards should be formulated scientifically for rural domestic sewage as nitrogen and phosphorus in rural sewage needs to be reused for irrigation. Ecological and simple treatment of the rural domestic sewage should be promoted based on the economical and feasible principles. The market mechanism needs to be improved to promote the specialized trusteeship of rural sewage treatment.

Abstract:The Southeast of China is the most developed zone with the highest population density in China. It is a very urgent social problem how to treat so large amount of municipal solid waste (MSW). At present, the sanitary landfill is a main way to solve this problem. In this paper, the main environmental geotechnical problems of the current sanitary landfills is analyzed and discussed based on the in-site investigation. In the light of the topographic characters and geological conditions, the sanitary landfill sites can be divided into four types, i.e. hilly, plain, riverine or coastal and mining. Each type of landfill is described and discussed; finally, the stategies to solve these problems are put forward.

Abstract:With the rapid economic development and accelerated urbanization, urban population has been expanding, which resulted in large amount of municipal solid waste (MSW) generated in China. Therefore, the serious garbage siege in large number of china cities emerges. Taking the heated debate on construction of the waste-to-energy (WTE) plant in PanYu District of Guangdong Province as an example, the authors introduced this argument and discussed different views among three stakeholders from the perspective of public policy. At first, current state of WTE plants in China and their application in western countries is investigated. The investigation showed that waste incineration was a cost-effective way for MSW treatment, and the necessary prerequisites to reliable operation included suitable site selection, reasonable waste separation and recovery, advanced technology and equipment, professional personnel training and improved supervision and management system. In the game related to the public interest, only when the whole community joint together, can an effective way be found to resolve the disputes and keep the Nash equilibrium among the government and the public to achieve a harmonious society.

Abstract:Properly solving the problem of garbage disposal is not only very important for building a livable city, but also an important part of realizing green and low-carbon circular development. How to break through the NIMBY dilemma to meet the needs of urban development and public service needs of residents' lives is a practical problem faced by government departments and scientific research. Based on the successful case of "building waste treatment facilities aimed at creating new value for the region" proposed by the Ministry of Environment of Japan and Musashino Cleaning Center in Tokyo, this paper focuses on the industrialization of domestic waste treatment in Japan, the management policies of domestic waste treatment, especially the revision direction of relevant policies. Therefore, it is proposed that (1) further improve the system of laws and regulations, and refine and improve the management measures of different types and different treatment methods of domestic garbage;(2) Effectively mobilize the enthusiasm of all parties and strengthen the construction of garbage disposal facilities in county-level areas through multiple channels; (3) Promote the integration of "production, education and research", and empower the technical bottleneck of domestic garbage treatment and the construction of ecological society with technology.

Abstract:The design idea and technical roadmap for comprehensive treatment project of black and odorous water in Chongqing Xinhua Reservoir Basin were introduced.The major obstacles to comply with class V criteria specified in the Environmental Quality Standards for Surface Water (GB 3838-2002),such as continuous importation of external pollutants in the basin and the difficulty of interception,the lack of internal pollution treatment,and the lack of linkage mechanism between administrative regions were analyzed.Both the engineering remediation measures and non-engineering measures such as strengthening watershed linkage coordination from source control and intermediate treatment to end repairwere elaborated in order to provide technical reference for the comprehensive treatment of cross-regional black and odorous water in mountainous city.

Abstract:Based on the nature of reservoir sedimentation and consecutive accumulation of contaminants with sediment, the pollution caused by sediment deposition is noted to be one of the major sources of pollution to the reservoir of the Three Gorges Project (TGP) in the future. To preserve the water quality of the reservoir, one should therefore also pay close attention to such internal source of pollution induced by sedimentation, in addition to the control of point and non-point sources from the upland. Previously, the first two authors have suggested some schemes to optimize the operation of the TGP reservoir to increase flood control capacity and to minimize sediment deposition. Because such schemes of operation will lead to scour of the topmost layer of new deposition, which is the most active layer regarding adsorption of contaminants, it is also proposed as a research base to arrive at an all-round scheme for the control of flood, sediment, water quality and ecosystem in the reaches both up- and downstream of the TGP dam.
