Abstract:Since the 16th National Congress,the Party has initiated the great project of the Party construction in the new millennium,forming two major construction approaches-construction of the Party's progressiveness and administration capability which are profoundly and logically linked to each other.The two construction approaches are integrated to lay a basic structure for creative construction of the Party.Creative construction of the Party should be conducted on the three aspects of value,organization and system,while its strategic starting point rests on integrated development of systems,whose fulfillment demands improvement in democracy construction within the Party.Three aspects of inner-party democracy construction are emphasized in this paper: first,enhancing the power to constrain and standardize inner-party authority;second,improving the rationality and authority of the Party's internal system;third,enlarging the Party members' participation and identification to the Party.

Abstract:The Report to the 20th National Congress of the Communist Party of China(CPC)is an action plan for the CPC to rally and lead the people to uphold and develop socialism with Chinese characteristics on the new journey of the new era.It gives a rational answer to the philosophical question of"Where is socialism with Chinese characteristics headed on the new journey of the new era"that underlies in the development course of this country,and contains strategic thinking that is forward-looking,big-picture,and pioneering.From a strategic perspective,the Report to the 20th National Congress points out a scientific path for China's future development,clarifies phased tasks,and defines specific strategic choices,reflecting the forward-looking strategic vision of planning the cause of socialism with Chinese characteristics.Based on the viewpoint of holistic,developing,and universal connection,it aims to achieve the unity between local and overall interests in strategic deployment,the unity between the present and the future in strategic objectives,and the unity between domestic and international development in strategic vision.It highlights the principles of scientific socialism as upholding the guidance of Marxism,the overall leadership of the CPC,and the people's decisive role in history,pioneering a new frontier in adapting Marxism to the Chinese context and the needs of the times.

Abstract:Since this year,the education of the idea of socialistic rule of law has been carried out through the na- tional political and legal front.In the seminar on the socialistic rule of law idea in April of 2006,Comrade Luo Gan pro- posed that the basic content of the education of socialistic rule of law idea is "governing the country by law,executing the law for the people,serving the overall interests,performing fairness and justice,sticking to the lead of CPC." This idea of socialistic rule of law emphasizes the "sinitic" and "socialistic" characteristics of rule of law.It has fully demonstrated China's awareness to explore the ruling theories of building a socialist rule of law,and has also made a very targeted clarification theoretically for the different arguments and deviated ideologies in practical life.To carry out the modern rule of law,in an organic way the construction of the judicial system and the realistic situation of China and Chinese people should be consciously combined,as well as the essence of the shared theories on human political and legal civilization and the unique idea of the political development of Chinese society.We have every reason to expect that the theoretical and practical amalgamation of rule of law and socialism will predicate the perfection of socialistic theory and the enrich- ment of the rule of law theory.Moreover,it will be a signpost of China's law and its development and practice; it may even be a turning point towards the renaissance of ancient civilization of China.

Abstract:This article aims to probe such issues as essence, universality and particularity of political civilization, significance and principle of socialist political civilization construction, and strategies and key factors of the current construction. The core of Socialist Political Civilization is high-level socialist democracy, and its essence is institutional civilization. The special characteristics of material civilization lie in advanced productive force, those of spiritual civilization in advanced culture, and those of political civilization in advanced institutions, especially democratic political institutions. Socialist political civilization is different from capitalist one and those of other types, but it also shares the general features of modern political civilization. Abstract:This article analyzes the Chinese Communist Party’s “Core Socialist Values” (shèhuì zhŭyì héxīn jiàzhíguān) to show how each of these twelve values is defined, both independently and in relation to others. Using a Gramscian analytical approach, the article examines how a Chinese “integral state” is being prepared to ensure that consensus to the state’s proscribed values is not undermined by competing discourses. Consideration is given to how civil society becomes the ground for building consensus, reinforced by coercive strategies emanating from the Chinese state. In conclusion, the paper argues that the Core Socialist Values campaign represents a shift in focus under the current Xi Jinping Administration to emphasize the superstructure over the economic base, with the objective of creating citizens of and for the People’s Republic of China.

Abstract:There are principal distinctions but also common elements between socialist democracy and other forms of democracy.From normative perspective,socialist democracy should allow vast people to enjoy more rights of democratic participating and arguing about politics.Main principles of socialist democracy include: voters should be able to make free and essential choice and decision.In general,main officers of the party and government at various levels should be selected from plural candidates by party members and voters.The process of nominating and selecting candidates should be open,just and transparent,with wide debate on policies,and publicizing candidates' political opinions and related information.To develop deliberative democracy and take public reason as criterion,promote people's democracy by developing democracy within the party,is an important and pressing task for current construction of socialist democracy with Chinese characteristics.
