Abstract:The scientific definition of ″a harmonious society″ is a society with democratic laws,justice,equality,honesty,hospitality,dynamic,order,stability and harmonious coexistence of Man and Nature,among which a harmonious university is one of its crucial parts.The nature of a harmonious university includes smooth operation of various elements,the harmony among different interest groups,the reasonable allocation of varied resources,the relaxing atmosphere of studies and thinking and the favorable environment for work and living.All these contribute to the break-out of all kinds of dynamic energy. Meanwhile,rules and democracy are both essential to a harmonious university inn teaching,research,administration and other activities.On the one hand,to build a harmonious society needs a commonly accepted order an the university based on fixed rules;on the other hand,we need to make all kinds of voices heard so as to ensure everyone's democratic rights and bring varied active elements into full play.Democratic administration of the university is determined by the nature of the university itself.It constitutes important methods to help enhance the collective power,will,the prerequisite and basis in building and developing a university.The main way to carry out democratic administration at the university is to further democratic and scientific trend in the process of decision-making,to improve the openness,justice,procedures and regulations in personnel promotion,to care more about the political interest of the same union,to expand the knowing and anticipation rights of the faculties and to enhance the inspection of the university authority so as to fight against the abuse of power and bribery.To implement democracy at the university helps to solve various conflicts in the reform and development of the university,to unify different ideas, harmonize the relationship and promote the harmonious development of all aspects at the university.We should,first of all,strengthen the democracy in the Party by adhering to ″promoting the broad democracy by developing the democracy in the Party as the leading power″.Secondly,there have to be further improvements in the teacher representative systems and grievance committees.Thirdly,to bring the function of democracy both in and out of the Party in democratic administration and democratic inspection into full play,to encourage the respect for academic freedom and democracy.
