Abstract:Due to Li Hong-zhang's effort,the regression of the outline-salt system from the ticket-salt system was successful. On the other hand, he also confirmed the structure of "utilizing the salt of Sichuan to purvey Chu".In short, Li Hong-zhang took an important role in the salt reform of the Lianghuai region in the late Qing Dynasty. The core of salt policy is tax and its key is salt revenue.

Abstract:As Liangjiang governor from 1853 to 1857, Yi Liang was concurrently in charge of salt administration of Lianghuai. During the tenure, he took reform in salt administration, implementing tax collection on the site of saltyard, and strongly restraining salt transportation for military expenditure. Although Yi was not so famous as his followers like Tao Shu, Zeng Guofan and Li Hongzhang in the salt history of Lianghuai, his improvement had laid a good foundation for their further reform.

Abstract:After Tao Shu's ticket-salt reform in northern huai region,Lu Jianying took the reform in Southern Huai Region.It was caused by the Hankou conflagration of salt boats in 1849.As far as the main measures taken by Lu Jianying are concerned,the author believes that they were very similar to Tao Shu's.However,there were more marketable factors in Lu Jianying's Reform.After this movement,the salt system of southern huai region also stepped on the road of taking market as a leading role and benefit as a motivated force.

Abstract:The purpose of this paper is to reveal the market-oriented reform of administration in agricultural land conversion quota through the case of Zhejiang Province.Method of documentation and case study were employed.The results indicate that,in process of agricultural land conversion,local governments act as the primary land developers,while the central government distributes land development rights with the incremental construction land quota system,which fits the land public ownership and the actual conditions of China in the transformation era.However,the rigidity of this system could also bring about many problems.The cases of Zhejiang and other provinces provide a possible way to reform the planning system of allocation in incremental construction land quotas,that is,to link the construction land quota with the amount of cultivated land needed to be maintained,while at the same time,to build a market to regulate incremental construction land quota.It is concluded that quota transference of construction land is a possible way to effectively coordinate the most strict land administration system and market mechanism.

Abstract:The current situation of water price was analyzed for Zhejiang Province, and main problems existing were pointed out. By explication of the composition of the three-part water price, the mechanism of its implementation and the relationships between the government investment, reuse of wastewater, transaction between rights of wastewater discharge, and environmental water price, some suggestions were made for the development of a rational water price mode, especially for the environmental water price, for the lake and river regions of south of the Yangtze River, i.e. to implement the regulation for transaction between rights of wastewater discharge under the guarantee of charge for wastewater treatment, to decrease the government investment in construction and operation of sewage treatment plants, and to strengthen the reuse of wastewater.

Abstract:Although water resources are abundant in Zhejiang Province, some problems still exist, such as insufficient per capita water resources, uneven annual water resources distribution, over mining of groundwater resources, and serious water pollution, meanwhile, the conventional water resources management system can not effectively control water pollution and comprehensively manage urban and rural water resources. By reference to the advanced modes of comprehensive development and unified management of water resources in Shanghai and Shenzhen cities and in some European and American countries, some measures are suggested for sustainable utilization of water resources in the river and lake regions of Zhejiang Province, including improvement of the water resources management system, establishment of water supply bureaus, implementation of integrated management, establishment of a social water saving environment, prevention of water pollution, and improvement of water environment.

Abstract:Salt merchants from Huizhou took the leading role in Lianghuai and Yangzhou area,which could neither be attributed to ephemeral political reform by Ye Qi during Hongzhi's reign,nor to the sudden implementation of the transportation law by Yuan Shi-zhen in 1617,but most probably be attributed to the operation in the salt industry and the conduct by merchants from Huizhou in Lianghuai area during the middle-and-later period of Ming Dynasty. The functions of these merchants diversified:some were in charge of paying foodstuff for salt-trading licenses,some doing the salt business with licenses,part of whom achieved great success,some regrated for huge profits,and others took charge of transportation.It was during this process of constant divisions that the merchants from Huizhou took the advantages and gradually ruled the region.

Abstract:In the early Qing, after the adoption of“qi (a small saltern) assigned to merchants to produce”, Xie Salt Lake became one of the producing areas where salt production recovered and developed fast. But, the increase of tax and corruption of government administration resulted in business crisis periodically. Later, it evolved into an unmanageable chaos. So the reform of “salt tax collected with land tax” was proposed. However, the full liberalization of transportation and sale of salt did not strike the balance within salt administration. Especially, the objectives of increasing taxes and preventing the production and sale of private salt were not realized. In the eleventh year of Jiaqing period, Qing government restored the system of exclusive merchants for salt transportation and sale. Obviously, change of salt system was rooted in the realization of Qing government’s real interests, rather than the interests of merchants and ordinary people.

Abstract:The various interest groups were created in Liang Huai salt industry in Qing dynasty and Republican period.The real salt producers were not able to share any interest of salt because of super economic coerce and the limit of identity.They had been always the consequent victims in every period.The reform practice of salt industry by Zhang Jian solved the problem of unfairness of interest distribution through the way of marketization and stock company.Unfortunately,the effects of marketization and stock company had not been demonstrated because of the salt interest distribution determined by political power.

Abstract:Chuan Yan Ji Chu was the Table Salt Marketing System under the thunderbolt, in allowing scope of the Qing Dynasty, it adopted behavior of market. After the Taiping Heavenly Kingdom Revolts, Lianghuai salt areas were under the huge impact, "Chuan Yan Ji Chu" followed a rational line to do the work well and it became an important salt industrial historical political and economic activity of the Qing Dynasty. However, it resulted difference of every sides because of the inside and outside environment's change and this demonstrated the complexity of salt political and local financial reform in the latter Qing dynasty.

Abstract:The free trade policy of Xie salt before the eleventh year of Emperor Jiaqing Region (1806) did not achieve the salt target in the long run and therefore the Qing government restored the monopoly of salt management in 1806. About the restored policy, nothing changed except the salt tax compared to the past. This policy institutionally strengthened the government’s control on the Xie salt.

Abstract:The sustainability of farmland utilization in Quzhou County was evaluated in terms of population and arable land, and arable land and grain output as well as agriculture and environment. The result showed that although arable area and per capita arable area decreased continuously, the farmland productivity improved steadily in reforming the farmland with medium or low yields, and per capita grain output presented a increasing trend in general, which indicated that the land use in Quzhou County was sustainable in ensuring grain supply in the past decades. However, the population growth and the pollution of Cd,Cu,Zn due to wastewater irrigation formed a rather threat against sustainable development. The fact that the nitrate content of groundwater in exceptional areas surpassed the drinking water standard indicated that reasonable application of fertilizer should be regarded.

Abstract:The salt regulation is an important financial system in ancient China and the salt income is the vital financial resource of ancient Chinese government.The maladies of salt regulation nearly run through the whole history of salt regulation.The Chinese salt regulation institutionalized in Han dynasty and fell into a pattern in Song,Yuan,Ming,Qin dynasty.Re-examing the changes of Chinese salt regulation,we can find that the malady of salt regulation have never been solved.The direct reasons causing the salt regulation problems are that the industry and commerce was not developed at that time and the government was unduly dependent on the income of salt regulation.The malady of salt regulation fundamentally lies in the salt regulation system.
Saline-alkali Soil Formation and Its Remediation Strategies in Different Regions of Ningxia: A Comprehensive Review

Abstract:【Objective】Saline-alkali soils in northwestern China are many and vary. The objective of this paper is to provide an overview of their causes and remediation in typical regions of Ningxia Hui Autonomous Region and to develop efficient management models for such lands.【Method】Five typical regions， including Hongsipu District， Pingluo County， Huinong District， Xingqing District， and Helan County， were selected for analysis. The causes of saline-alkali land were investigated based on soil texture， groundwater depth， climatic conditions， irrigation and drainage system， topography and geomorphology， and land usages. 【Result】The common causes of saline-alkali land in each area included drought and low rainfall， strong evaporation， influence of human activities， and uncoordinated irrigation and drainage. The difference in formation of the saline-alkali soil between the areas was the presence of a low permeable layer and the depression in Hongsipu District， high alkalinity of calcic haploxerolls in Xidatan， Pingluo County， and the crops grown in Qukou Township. In Huinong District， high groundwater table due to recharge of the Yellow River was the main cause of soil salinity， while the enhanced evaporation from aeolian sandy soil in Xingqing District resulted in salt accumulation in the proximity of the soil surface. High salt content in the parent material of the soil in Helan County and the poor drainage in low-lying areas led to soil salinity. Mitigating soil salinity in all areas is to improve irrigation and drainage systems. For example， breaking the weak permeable layer to improve drainage will work better for Hongsipu District， while improving the structure of calcic haploxerolls in Xidatan of Pingluo County and promoting rational land use in Qukou Township， optimizing the water supply and drainage， and lowering the groundwater level in Huinong District， can relieve salinity stresses.【Conclusion】In conclusion， irrigation and drainage should be improved in all areas. It should also consider other measures such as improving water and salt monitoring systems to control and remediate saline-alkali lands in Ningxia Hui Autonomous Region.

Abstract:In Qing Dynasty and early Republican period,the salt merchant took the advantage of overwhelming economic power to bribe the government authorities,or buy off its agents to manipulate the statecrafts.Because the political power was not restricted by a certain procedures,the rent-seeking activities of merchant were much more rampant after the movements of marketization and stock company started.The benefits of salt were still deprived by a handful of groups,so the social resources were wasted to a great extent and the unreasonable salt policy turned much more corruptive.Nor did the salt merchant group naturedly act as the leader for the economy development in Haibei,neither did it serve as the representative for broad classes.
