Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:This paper discusses about modern corporate governance mode in information era.Through analyzing the purpose of modern corporate governance,we point out that maximizing corporate property is the principle for modern corporate governance.Based on this principle,we affirm that entrepreneur management occupant-system is the optimal disposition for corporate control rights,and design theentrepreneur margin account mode,which can transform human capital into mortgaged material capital,so as to incentive and constraint entrepreneur's behaviors,and make it accord with the maximization principle.

Abstract:Enterprise management modes vary with the economic property,operational mechanism and actual situation of the enterprise.As far as the family management of the existing civilian-run enterprises,the traditional management of large-scale state-run enterprises,the modern business management of the pluralistic investment enterprises and other various enterprise managements are concerned,each has its own advantages and disadvantages.No optimum mode ever exists in enterprise management.Enterprise management is values for its innovation and importance is attached to the practical attitude.The one that fits the enterprise's actual situation,favors the mobilization of the initiative and creativity of the enterprise staff and promotes the sound,harmonious and sustainable development of the enterprise is the best management mode.

Abstract:The public management of the USA is performed under a very specific social structure and cultural environment,characterized by the limited government and the decentralized management.The paper probes into the issue from the perspective of system,process and culture.Finally,the paper points out that American people hope that the government should "do something" during the period of crisis and emergence,while during the time of peace,the American people are reluctant to witness the interference of government with the public management.The period of crisis only stays short,and after the crisis,the US government is still seen as a restricted and passive one by the public.

Abstract:In the development of modern enterprises, the management mode is the main factor that determines the height of its development, so it is highly valued.The traditional management mode has many disadvantages, which can not comply with the development trend of the current market economy, which leads to the slow improvement of enterprise management level, which is not conducive to the operation and development of enterprises. The proposal of the concept of value-oriented enterprise management has become a new mode of enterprise management, which is helpful to speed up the reform process of enterprises and enhance their development vitality. Therefore, we should clarify the key points of the construction of the model and gradually improve the level of management. This paper analyzes the concept of value enterprise management, puts forward the application status and classification of value enterprise management model, and explores the construction strategy of value enterprise management model.

Abstract:Based on cross-cultural management theory,this paper starts from the culture background of China and America,analyzes the difference between Chinese and American corporate cultures.The characteristics of American corporate cultures are to have clear corporate values,strong individualism,innovation oriented,and system management while the characteristics of Chinese corporate cultures are to pay attention to ethics and moral,cultivation of staff's collectivism and team work,which appear unclear individuality and incomplete system implement.Conclusions are reached that the corporate culture is from and deeply bounded by its national culture.

Abstract:Since the implementation of China's reform and opening-up policy, Chinese enterprises have made up their strategies to be internationalized. They followed the general trend of economic globalization, and joined the international economic market competition. Due to the relatively complete economic market situation in the United States and its long-term leading position in the world, many Chinese enterprises have formulated international strategies and selected to be listed in the beauty fair and have made certain achievements. However, the government of the United States imposed restrictions on the operation of many Chinese enterprises in the United States and even drove them out of the country based on the legal issues, such as financial fraud and threats to national security. Now, Chinese enterprises operating in the United States are facing unprecedented problems. This paper makes a preliminary discussion on the reasons, current situations, problems and solutions of the development of Chinese enterprises in the United States. Our analysis show that Chinese enterprise managers can face up to difficulties, turn crises into opportunities, strive to improve their legal awareness of internationalization, and actively prepare for the establishment of legal teams and attract international talents to cope with the increasingly complex American market. Our analysis also show that China is urgently moves to establish international platforms, think tanks and legal service institutions to provide legal advisory services and lawyer services for the development of Chinese enterprises in the United States. China’s strategies to cope with America’s corporate sanctions provide helpful insights to Korean government and companies in the United States for their methods to cope with restrictive policies.

Abstract:It has been, in recent years, a hot point at issue over the tendency of corporate governance model: being assimilated or diversified? On the basis of sorting out different view points on it, this paper makes a comparison, from the global perspective, between the Anglo-American model countries and the inland model ones in three aspects of the role of capital market, enterprise equity structure and the system of directoration. From the comparison it finds that there should be variation in assimilation, and gives suggestions of how to make choice of Corporate governance model in our country.

Abstract:Based on the Principle-Agent theory, the central bank theory, the market competitive theory and the surplus value theory,the document establishes a new management mechanism on China state-owned enterprises, the main content of the system is: individuals or institutions (warrant investors) who possess economic power and are willing to operate state-owned corporations, may apply for management-rights-money issued by central bank from financial institutions. By using management-rights-money, investors could purchase operating warrant issued by state-owned assets supervision and administration commission(SASAC) in a special market and could conduct proprietary management to corresponding state-owned enterprise. Some of residual income created by state-owned corporations will be obtained by warrant investors and the rest will be obtained by SASAC in form of interest payable of operating-rights-money. We believe the new management mechanism is a better solution to the problems of state-owned enterprises manager's motivation and pressure, and it could also greatly enhance operational efficiency of state-owned corporations.

Abstract:Professor Huang Shao an's article on the reformation of the deep struc- ture of ownership and the creation of enterprise system reveals internal logic link of stock-shared system and property rights,enterprise system and ownership.Several important conclusions were drawn out in this paper that enterprise system is micro- cosmic structure of ownership and stock-shared system is common organization form of diversiform ownership including public-owned system.These conclusions have been testified by the reform practice.We reveal the value of the theory and the microcosmic base of macrostructure of ownership by re-reading this article.The macrostructure of ownership is endogenous during the economic development and lies on microcosmic base.It is very important to develop the non-public-owned economy and build a fair competitive market during perfecting the modern enter- prise system.

Abstract:Based on the data of 2004 top 500 enterprises of China and the United States,we find that although China's large company get a great progress in recent years,but still lose a huge gap in operate efficiency and scale of asset,revenue and profit to the large company of the United States.The gap is inevitable result of long term effort of the United States government in protecting fair competition,promoting innovation of science and technology,improving finance service and building corporate system.So,we think that our government should mainly depend on marketing system,positively define the relationship between government and corporate,use much more rules and laws to stimulate the development of our company.
