However, in the context of rapid expansion and diversified development, financial management in universities faces many challenges and problems. If not solved, it will inevitably negatively impact the management of universities and restrict their development. Abstract:This paper deeply studies the main problems and corresponding countermeasures in financial management of administrative institutions, aiming at providing useful thinking and guidance for solving many difficult problems faced by administrative institutions in financial management. In the process of analysing the problems, we highlight the core contradictions such as institutional problems, insufficient information transparency, shortage of talents, difficulties in budget implementation and insufficient risk management. In the study of countermeasures against these problems, we put forward a series of practical suggestions, covering system reform, information construction, personnel training, budget management and risk prevention. Through the organic combination of these countermeasures, this study provides comprehensive and feasible solutions for administrative institutions, aiming at promoting their financial management level and achieving more sustainable and steady development.

Abstract:In order to improve the effect of college financial budgeting, this paper combines the comprehensive budget management strengthening model to construct the school financial budget execution performance management model and selects data envelopment analysis (DEA) and stochastic frontier analysis (SFA) as empirical analysis methods. Moreover, this paper puts forward the idea of analyzing the proportion of investment funds and obtains the optimal distribution proportion through mathematical methods. Under the circumstance that the total funding input remains unchanged, this paper adjusts the investment ratio to improve the efficiency of the colleges and centers in the school and combines actual needs to construct an intelligent model of financial budget execution performance management for colleges and universities that relies on the comprehensive budget management enhancement model. In addition, the model effect verification is carried out on this basis. According to the research, the energy system proposed in this paper plays an important role in the performance management evaluation of the financial budget implementation of colleges and universities and can effectively improve the effect of college financial budgets.

Abstract:Chinese universities are undergoing a decentralization reform that academic schools take the responsibility for its own running. Under the framework of the financial management system of "Unified Leadership, Two-level Management, and Centralized Accounting," this decentralization reform primarily targets to establish a cost accounting and settlement system for various undertakings with schools as the main body; build a multi-level economic responsibility system centered at the school; and establish and improve efficient system restraint mechanism, supervision and management mechanism, accountability mechanism, and performance evaluation mechanism. The main purpose of this study is to introduce a case of a Chinese university concentrating on this reform. The primary contents of the reform will be introduced, followed by a discussion about some responses and introspections to the reform.
