Abstract:Successful national image building can improve the country’s positive influence in the international public opinion environment.Modern information technology and media changes have prompted the international media environment to take great changes.Mass communication has changed from one way to two way,and to a compound mode of communication;foreign audiences' understanding of the news and information have changed profoundly,mainly from getting information passively to participating actively in making and discovering valuable information,organizing activities and creating public opinion,as well as personally engaging themselves in the discussions,in order to influence public affairs.Everyone’s participation in the modern media environment has created unprecedented conditions for cross-cultural communication.This will prompt us to discuss in greater depth the diverse needs of the audience at home and abroad and better respect the actual differences between Chinese and foreign news systems.

Abstract:International Communication Gazette, Ahead of Print. With the Joe Biden–Kamala Harris administration working toward the resetting of policies and strategies toward Africa and China, the question of whether African journalists will be accorded a chance to tell an African narrative amid the trilateral relationship has become more apparent. The influence exerted by China in African poses questions of whether China is "constructively" reporting Africa and whether journalists do see themselves as telling an African story. This study interrogates the role of African journalistic paradigms within a broader framework of what it means to constructively report Africa. It argues that despite the overwhelming challenges, the African media can tell its narrative if, (a). it seriously interrogates its journalism education system, (b). focus on in-depth reporting as opposed to efficiency and convenience, and (c). value its epistemologies and localize its content.

Abstract:In a 2009 article, Hong Kong-based South China Morning Post reported that the Chinese government was planning to spend RMB 45 billion “on the overseas expansion of its main media organizations,” such as Xinhua and China Central Television (CCTV) (Chen and Wu, 2009). At a time of generalized downscaling of overseas operations by news organizations, media outlets around the world were quick to pick up the story to highlight how China’s economic internationalization—the “Going Out Campaign”—was expanding beyond finance or infrastructure and into the media and telecommunications sectors (Barboza, 2009). The surge in overseas media activities by the People’s Republic of China (China or PRC) could mislead one to think that this is a new phenomenon. In fact, however, China has a long history of media engagement in foreign countries, which goes back to the founding years of the republic and ranges from international broadcasting (e.g., China Radio International) to publishing (e.g., Beijing Review) (Chang, 1989). In the last decade, Africa is arguably the continent where Chinese media and telecommunications companies have been involved the most. Amid a growing body of literature on Sino—African media relations, this chapter looks into a question to which no definite answer has been given: Why are Chinese media in Africa, a continent that has been forgotten by North American (Golan, 2008, pp. 41–57) and European media for so long?

Abstract:Using a multivariate framework and the most recently available data that include numerous African countries, this investigation has produced the first extensive statistical evaluation of China's image in Africa based on China's various economic relations with Africa, including aid, trade, FDI and contracts. We find that China's economic development assistance, contracts, and to some degree, trade with African countries contribute to a positive image of China in Africa. In addition, we find that people in African countries of a smaller population, poorer livelihood, less open economy, and better governance tend to have positive views of China's political and economic influence. With the implementation of the Belt and Road Initiative, Chinese economic activities in recipient countries have been increasing. The implications of this research shed light on how BRI may be received in the host countries and the likelihood of its success or failure.

Abstract:The aim of this article is to contribute in a reflexive way to the hot debate about China and Africa relations. The criticisms that China has received for her activities in Africa usually come from western countries that have their own interests in the area. Specifically, as it will be seen, countries like France and the United States have developed a deep military, political, economic and cultural influence in Africa that makes them the actual neo-colonial powers in the region. Paradoxically, the western media plays an important role in emphasizing some negative news related to China’s activities in Africa, accusing it to have neo-colonialist behaviours; while they strategically cover and underreport activities from their own countries in the continent. Actually this media strategy can turn to be really effective considering the emphasis and efforts that China makes in improving its own international image. Abstract:As the world's second-largest economy and the largest developing country, China is playing an increasingly important role in aiding vocational education in Africa. This study, from the perspective of foreign aid, explores the current state, challenges, and strategies of China's branding and communication in vocational education in Africa.Through various means such as intergovernmental cooperation, corporate participation, and non-governmental organizations, China has achieved significant results in aiding vocational education in Africa. However, there are still multiple challenges in branding and communication, including improving education quality, innovating communication strategies, cultural adaptability, fund and resource allocation, cooperation and coordination, and brand image maintenance. To address these challenges, China needs to strengthen teacher training, introduce advanced teaching methods, use new media platforms to accurately target audiences, respect cultural differences, scientifically allocate funds and resources, establish cross-departmental cooperation mechanisms, and enhance brand promotion.By implementing these strategies, China can further enhance the effectiveness and impact of its vocational education aid to Africa, contributing more to the economic development and social progress of African countries. At the same time, this will also help improve China's international image and soft power, and promote the further deepening and development of China-Africa.

Abstract:Over four decades, ICT rapidly proliferated in China, transforming, and reshaping the country’s international communication in theory and practice. In parallel with economic achievements after the reform and opening-up, China aspires to enhance accordingly its international influence, thus requiring its media to emerge on the global stage. The article suggests that ICT plays a significant role in driving Chinese media’s global outreach, thereby enhancing soft power and improving its national image. Against the backdrop of continuous hegemony and unbalance in the global communication networks, the Belt and Road Initiative (BRI) launched by China aims to benefit developing countries in the Global South by constructing ICT infrastructures. Following the practice, the concept of a Community of Shared Future for Mankind was advanced to promote multilateral cooperation and better communication. China shoulders unprecedented responsibilities in an increasingly multipolar world where a new global communication order is expected.

Abstract:Relations between China and African nations have intensified following the ratification of several multilateral and bilateral developmental agreements, especially after the third Forum on China-Africa Cooperation (FOCAC) summit in 2006. In the past decade, the relations have transcended to the micro-level, with important implications for households and individuals. Of note are the varying forms of population migration between the two places for reasons ranging from business ventures, education, asylum-seeking and family making and reunification. Using various primary and secondary data sources, the seven articles in this special issue delve into the wellbeing, social identities and different kinds of socio-cultural and economic inequalities of Africans in China and Chinese in Africa. Altogether, the articles affirm that policies and mechanisms to ensure decent living conditions, enhanced sense of belonging and social equity among Africans in China and Chinese in Africa are critical to the future of China-Africa relations.
ICT Aid Flows From China to African Countries: A Communication Network Perspective

Abstract:The challenge in evaluating China's foreign aid has always been the unavailability of reliable data sets. This study constitutes the first analysis of the AidData data set from a communication network perspective. It examines China's development aid to Africa in the ICT sector from 2000 to 2014. Combining data mapping, network modeling, and regression, it uncovers general trends of aid allocation, central players, and collaboration patterns among aid agencies. The results demonstrate the variability in the distribution of China's foreign assistance to 44 African countries. In particular, African countries with less population, worse economic development, but higher oil rents are more likely to receive ICT aid from China. This study also finds that aid implementation is less likely to occur through collaboration within the same sector or between state-owned enterprises (SOEs) and private companies. This research reveals nuanced geometries of aid with "Chinese characteristics" that move beyond the extractive "Angola model" or the mutual benefits model. These findings provide implications on how Chinese telecommunication companies are shaping Africa's digital future.

Abstract:The emergence of new information and communication technologies and new social communication practices has called for the transformation of communication studies.Communication researchers have been asking a number of questions:Can the new information and communication technologies lead to a paradigm shift in communication theories?Are classic communication theories still applicable to the new media environment?What are the new research questions that emerge in the new media age?What are the interactions between the new information and communication technologies and new media research?How do the new media studies transform the current communication research?How should Chinese new media research be developed under the background of globalization and unique context of Chinese society and culture ? Based on the review of previous research,this study analyzes three approaches to new media studies,namely social scientific,critical,and interpretive paradigms,and reveals three findings.First,it is the changing communication activities and practices in which people engage that lead to the changing views of communication,such as a shift from″media-audience″study to ″new media-user″study.Moreover,the development of new media industry not only generates new research objects and theories,but offers new perspectives and methods to test classic theories.Second,in examining the relationship between new media technologies and social change,this study concludes that technological determinism is usually a dominant paradigm in the early phase of new media technologies.As these new technologies diffuse,researchers will turn to a social shaping perspective that focuses on how new media technologies are shaped by various social forces on the one hand,and are shaping social life in socio-historical contexts on the other.Third,the emergence of new media events has become a unique and influential communication phenomenon that attracts the attention of a large number of Chinese communication researchers.Nevertheless,most of these studies are case studies and are limited to the application of western theories to the Chinese society,thus failing to provide any insight into the communication mechanism in the Chinese new media environment.Against such a backdrop,this study suggests apossible direction for Chinese scholars to facilitate a″cultural shift″of new media research,to adopt the″thick description″method of cultural sociology to reveal the specific implications of new media events,and to uncover the socio-psychological consequences of these events and their associated social factors in the Chinese context.The goal is to highlight the interplay of different social forces in new media studies in transitional China.Meanwhile,scholars should take advantage of new media technologies to develop new research methods and procedures,to explore unique research questions in the Chinese social and cultural context,and to generate new theories that can facilitate the development of communication research.

Abstract:New media is one of the rapid development of technology that makes the exchange of information happen more quickly. Communication patterns in this information technology era are convergent. This is due to the current technological capabilities that enable existing information to be disseminated widely and swiftly. The convergence characteristics of this information technology era lead to the transformation of conventional media into new digital forms. The massive amount of information that can be disseminated through the media makes it one of the big power holders to shape an image. The greater the influence in new media, the greater the tendency for the information to be known and understood. The dissemination of information using digital media is practiced by the African Region to construct its own image for the purpose of changing the international public's view of the region. In this study, a qualitative method with a case study approach is implemented. The research findings revealed that the African Region has utilized digital diplomacy, public diplomacy and the concept of multi-track diplomacy to improve its image. However, there is a need for a better coordination from governments in African countries to develop a positive image.

Um dos aspectos importantes é o que tem sido feito na China em relação aos estudos africanos. Apesar do comércio da China com a África tenha aumentado de 10,5 bilhões de dólares em 2000 para 220 bilhões em 2014, os estudos africanos na China não tiveram tanta sorte quanto o comércio. Entretanto, o desenvolvimento dramático dessa relação tem dado novas oportunidades e desafios aos africanistas chineses. Este artigo vai elucidar o que os africanistas chineses têm estudado no período de 2000-2015. Por quais temas eles têm se interessado? Quais são as conquistas e fraquezas? Abstract:China's state image has become a significant part of its national interest.China's African strategy is one important issue affecting its national image,and has drawn a great deal of attention from all over the world.Yet the expansion of China-African relations is frequently misunderstood,misinterpreted and even attacked by the West or its media,thus seriously tarnishing China's state image.It should be noted that one of the weaknesses of China's African strategy lies in its propaganda.The author discusses the impact of China's African strategy on the current international order,analyzes the different interpretations of China's strategy and refutes some recent misguided criticisms made by outside observers.The author finally suggests how China could create a positive state image through both actions and propaganda.

Abstract:Historically, three major periods stand out in Chinese media development: dynastic, modern media and national media system. Nowadays, the relation ship between mass media and state governance is among the leading issues in the academic debate. This article briefly outlines the path of media development in the millennial history of Chinese statehood. The main emphasis is on the actual state of- and serious changes in the infrastructure of the system since the end of the 20th and the beginning of the 21st century when the PRC emerged more and more actively as a voiceful actor on the international stage. The focus of the conducted research is the analysis of facts, events and strategies outlining the new international image of China as a holistic global communicator in the context of a dynamic geocommunication.

Abstract:In international academia,there are two interpretations-one optimistic and one pessimistic——about the rise of China.Against the background of the discourse on China's rise,the author analyzes the past,present,and characteristics of Chinese-African relations from the perspective of continuity and change.The author argues that diplomatic leadership established the foundation for Chinese-African relations,with equality as the soul,mutual benefits as the core essence,and the standardization mechanism as the guarantee for sustainable development.Finally,the author criticizes three popular views about Chinese-African relations and points out the new challenges facing Chinese-African cooperation.

Abstract:Africans have some strange ideas about the Chinese. A Kenyan once asked a very interesting question to his Chinese friend, a news reporter of Xinhua News Agency. “Do you know why the Chinese football team have always failed in international games?” The Chinese answered no with puzzled expression. Then the Kenyan explained, “You Chinese football players all look alike and they change the players in the field so frequently that the international referee got very angry, therefore the Chinese team is doomed to failure (Gui Tao, 2012). Ordinary Chinese are also very much ignorant about Africans. Madame Zhu, a Chinese lady, came back from morning market and heard something in the grass. She found it was a black baby and took him home. She thought the baby was so dirty with the black skin and tried to clean it yet without success. Madame Zhu was so afraid the baby was seriously ill that she rushed him to the hospital. The doctor made a check-up and said, “He is ok, his skin is black like that.” She named the child Junlong and raised him 18 years till he was enrolled by a university. The two real stories tell us how little knowledge for both Africans and Chinese about their partners. It also indicates that to increase mutual understanding of each other is very important for strengthening China-Africa relations. This chapter deals with the emerging themes of African studies in China in the context of Belt & Road Initiative (BRI).
