Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:As the output agency of logistics talents,the cultivating mode of higher education institutions can not meet the demand of the logistics industry.Therefore,after exploring the deviation between logistics talents trained by higher education institutions and the market demand,this paper figures out that there are lots of problems existing in the present cultivation of the logistics talents,such as small student scale,the low output rate of talents,low-level human resources,the disjunction between personnel quality and the actual demand and so on.Based on predicting how many talents are needed in future years,in order to retain the qualified talents for the quickly development of the logistics,it puts forward that higher education institutions must expand the enrollment number of the logistics talents,especially on the major of the logistics management and the processing trade;improve the output rate of logistics talents,and construct the practice training base for the logistics,etc.

Abstract:With the development of the logistics industry, the ability requirements for logistics talents are gradually improving, especially the demand for intelligent logistics management talents. However, the training system for advanced intelligent logistics management talents is not yet mature. Based on the theory of educational objectives and achievement-oriented educational theory, this research establishes the ability evaluation system for intelligent logistics management talents. The questionnaire survey method is used to analyze the quality of intelligent logistics management personnel and its influencing factors. It is found that the training quality of intelligent logistics management talents is generally low; uneven teachers, unreasonable teaching curriculum, and unclear educational objectives are the main factors affecting the ability of intelligent logistics management talents. Accordingly, this study proposes to improve the ability of intelligent logistics management talents in the aspects of curriculum arrangement, teachers, training programme design, and curriculum system design.

Abstract:The construction of world-class universities and first-class disciplines is a major strategic decision made by the CPC Central Committee, which is of great significance for enhancing the level of China's educational development, strengthening the core competitiveness of the country and laying the foundation for long-term development. As an important part of the university faculty, university administrators will become specific organizers and implementers of school development and discipline construction in the context of "double first-class". However, at present, the overall ability and quality of university management personnel are not yet compatible with the requirements of "double first-class" university construction. Therefore, it is urgent to cultivate and build a team of managers who are both moral and talented, who know their profession, who understand education, who are good at management, and who have a reasonable structure and are relatively stable, so as to make sure that they are compatible with the construction and development of the "double first-class" universities.

Abstract:Administration-dominated management of institutions of higher learning epitomizes all kinds of problems with the present educational system.It results from the history and has exerted negative influence on the school running,production of talents,academic research,teacher-student relationship and environmental construction of the university.And as a stubborn disease with the system,it has become an obstacle to the reform and development of the school.It takes the form of administrative ranking,organizational structure corresponding to that of higher authorities,hierarchical management,and marginalization of the teachers in academic management.It is deeply rooted in the official-oriented culture,and the administrative control over the educational resources and the decision making.De-administration does not simply mean abolishing administrative ranks in universities and instead it calls for awareness of the overall situation,global planning,progressive implementation,and working along both lines.The key point is to clarify the government-university relationship,expand the university's school-running autonomy and its power to allocate educational resources,and perfect the corporate governance structure in universities.

Abstract:Abstract Colleges and universities are important institutions for talent cultivation, scientific and technological innovation, social service, and cultural inheritance. College logistics management is an indispensable part of the daily operation of colleges and universities, and the high and low level of college and university logistics management directly affects the strength of the overall strength of colleges and universities. This paper puts forward the optimization strategy of college logistics management from three aspects: leadership level, personnel quality, and work system. It adopts digital twin technology to realize the construction of fine management mode and, in order to effectively assess the efficiency of college logistics management, explores the level of college logistics management by constructing the FAHP model. Finally, using M College as the research object, the refined management model of college logistics based on digital twin technology is analyzed. Management system and execution have a weight value of 0.3762 among the first-level indicators, which is higher than the other two factors. The hierarchical total ranking is used to identify the factors that have a greater impact on college and university logistics efficiency in the second-level indicators. The comprehensive score of logistics management efficiency for college M is 92, which belongs to the range of excellent grades. Therefore, for the level of fine management of college logistics, the management system and execution is the key, which can be realized by strictly charging according to the regulations, sound rules and regulations and regular training of relevant managers.
