Abstract:At present, economic reform in China is intensifying and has reached a crucial phase. Different segments of society and intellectuals are debating the direction of the on-going reforms both based on ideology and vested interests. The enormous growth China has experienced in the last three decades shows that reforms based on the socialist market economy has set China on an inevitable course to build a progressive society and help China to realize the Chinese Dream of national rejuvenation. The authors explain the essence of the China Model from four perspectives: the basic economic system, mode of economic regulation, driving force of economic growth and economic cooperation with foreign countries. Deepening economic reform requires adhering to core policies of the Communist Party of China and establishing a democratic politics with Chinese characteristics. Widespread and gradual political reform is crucial for the task of further development and perfecting the China Model.

Abstract:Purpose In the past 70 years since the founding of the People’s Republic of China, China’s economic studies have been constantly centered on major issues such as national modernization, social economic development and the establishment, reform and improvement of socialist economic system. The paper aims to discuss this issue. Design/methodology/approach It has experienced a process of transition from the establishment of traditional Soviet’s paradigm of political economics to that of modern economics, during which drastic changes have been observed in various aspects of China’s economics, including research content, scope and methods. Findings Based on that, a discipline system of economics in line with international economics has been initially established. Currently, under the guidance of Marxism, scholars in China’s economics actively draw on the beneficial knowledge system and analytical methods from modern economics, emancipate their minds, seek truth from facts and constantly fortify confidence in the socialist path, theory, system and culture, continuously enhance the discourse power of China’s economics in global economic governance system, so as to push forward to the building of a theoretical system of socialist economics with Chinese Characteristics in the new era. Originality/value Economics is a discipline that studies resource allocation and human’s behavior of making a choice based on rationality. Emerged in the industrial revolution and developed in the exploration of a large-scale socialized mode of production and resource allocation system, this discipline has gradually become a broadly explanatory force in social sciences which profoundly affects the economic decision-making behaviors of the government and various economic entities.

Abstract:This paper provides an in-depth analysis on China's transition and development path.So far,China's e- conomic reform maintains the pre-reform rural-urban segmentation,economic decentralization and relational gov- ernance,albeit to a different extent.The associated political and social structure are conducive to capital accu- mulation,getting incentive right and contractual enforcement in the early stage of development,while they incur some costs such as increasingly widening income gaps,which have some negative effects on economic growth, poverty-reduction and social mobility,posing great challenges for sustainable and harmonious development. Hence,before the costs come to a threshold,China should make some corresponding gradual changes in politi- cal and social structure,leading to a unique China development model.

Abstract:PurposeSome economic theories have influenced the reform of the socialist open economy with Chinese characteristics. As a new practice of socialism, an open economy is not only driven by China’s productivity level and people’s living standards but also regulated by the law of commodity production and value.Design/methodology/approachIt was popular to participate in economic globalization for most countries in the second half of the 20th century, but not all of them could benefit from it.FindingsThe key to the success of the open-economy reform with Chinese characteristics lies in learning from and innovating the comparative advantage theory, thus forming an organic whole of the open economy, including the core of correctly handling the relationship between the government and the market, the method of gradual reform, the breakthrough point of transforming the mode of economic development, and serving people all the time.Originality/valueAchieving internal and external coordination through the combination of opening-up and independence is a critical principle of China’s economic opening-up, which not only effectively safeguards national interests but also actively promotes the construction of a new global order.

Abstract:The earliest form of modernization was capitalization, which Marx and Engels explained as occurring "on pain of extinction." As the inherent contradictions of capitalism intensified, modernization showed a tendency to evolve in the direction of socialization, and two different and opposing models emerged: the Western European capitalist model and the Soviet socialist model. The modernization of the old China was destined to fail even while it was still on the starting line. It was not until the Chinese people, under the leadership of the Communist Party of China, overcame the Chiang Kai-shek regime, achieved victory in the New Democratic Revolution, and established the People's Republic of China that the country's progress along the road of Chinese modernization really began. For historical reasons, the new China was obliged to develop a novel approach to its modernization process. Reform and opening up enabled China to seize a new opportunity, and Chinese modernization began to accelerate. After socialism with Chinese characteristics entered a new era, modernization began to take flight. Chinese modernization provides humanity with a new choice as it confronts the modernization challenge. Although Chinese modernization reflects China's specific national conditions and historical opportunities, it nevertheless has a definite world-historical significance.
A “Model” with No Model

Abstract:This chapter sets up theoretical framework for the entire book. The effectiveness of China’s own development and its engagements in Africa cannot be plausibly explained by the existing theories on the China Model. Researchers’ efforts to define tenets and patterns of “Beijing Consensus” all fail to grasp the dynamic complexity in practice. By analyzing the implication of Chinese pragmatism in the market reform, this chapter points out that the essence of modern development, in the form of industrial capitalism, lies in shifting from traditional cultural and religious values to the pursuit of sustainable productivity growth. The change of societal targets requires comprehensive sociopolitical transformation to enable sophisticated division of labor and massive market distribution. However, the simultaneous changes of numerous factors in a society tend to create a chicken-egg dilemma, hindering smooth structural transformation. China was able to escape this trap by having the whole country experiment flexibly and gradually to achieve synergism of development. The coevolutionary pragmatism has also been adopted in China’s cooperation with Africa. Aiming at achieving overall economic growth for partners, Chinese government and enterprises do not stick to definite models, but have open attitude to promote commercial practices in Africa’s diverse conditions.

Abstract:China's proposal of the significant "the Belt and Road" in the new historical period holds profound significance for the construction of a community with a shared future for mankind. Promoting the great rejuvenation of the Chinese nation through Chinese-style modernization is a key element in the report of the 20th National Congress of the Communist Party of China. Therefore, promoting high-quality "the Belt and Road" development is not only a crucial step towards advancing high-level opening-up but also of paramount importance in achieving Chinese-style modernization. Based on a thorough summary and elaboration of related concepts and theories, this thesis deeply analyzes the logic behind advancing "the Belt and Road" under the new journey of Chinese-style modernization from four aspects: policy, industry, technology, and finance. Furthermore, it examines the new changes and challenges faced in promoting "the Belt and Road" amidst an increasingly complex and turbulent domestic and international environment, and proposes new pathways in four aspects: in terms of policy, practicing multilateralism, solidifying domestic foundations, and enhancing hard power; in terms of capacity, developing the digital industry to unleash productive capacity; in terms of industrial structure, emphasizing the development of modern industries while keeping pace with characteristic industries; and in terms of opening-up, facilitating dual circulation, deeply expanding cooperation fields, and promoting mutually beneficial development.

Abstract:The concept of “Chinese-style modernization” formulated in the end of the 1970s has been at the center of attention of the Chinese leadership and researchers since the beginning of this decade. The notion of primacy of national characteristics was transformed from a former reference to China’s weakness and backwardness to current focus on development success. Explanations of plans for China’s “basic socialist modernization” by 2035 formed the channel of influence of official policy on the academic discussions. The article analyzes contemporary Chinese comparisons of Chinese and Western paths of modernization along with theoretical reflections on the patterns of “Chinese-style modernization”. The determination to make China’s experience a reference point for policy decisions in developing countries is connected with studies in modernization theory. The question of the correlation between the general patterns of modernization and the specifics of the Chinese path of development has come to the fore. The emphasis on the differences between Chinese-style modernization and Western and Soviet models substantiates the theoretical possibility of a new development perspective for other countries, and encourages them to develop independent modernization strategies based on their own national specifics. Chinese researchers consider attempts by backward countries to copy the advanced institutions of developed nations as useless and even dangerous. China’s modernization is not complete, in the field of economic development there are mounting difficulties related to lagging behind in science and technology, deteriorating external environment, slowing growth, ageing population. While examining Chinese studies of Chinese-style modernization, it is appropriate to focus on the development of academic concepts, quantitative evaluation system and discursive system. Explorations in theory will be determined by practical achievements, first of all, by China’s ability to maintain sustainable balanced growth of the economy. The preliminary outcome can be assessed in the middle of the next decade, when China plans to build the foundations of modernization. The final judgement on the effectiveness of Chinese-style modernization will be made only after the results of China’s plans to become a world leader are known in the middle of this century.

Abstract:China’s path is conceived as a transition from an economically underdeveloped and semi-colonised country of the Global South into a modern socialist country in a multipolar world where successive steps (modes of regulation) were shaped by China’s external environment (uneven and combined development) and a succession of contradictions and crises encountered along the way. Three phases are examined: a turbulent phase of socialist construction in a context of capital shortage and US embargoes; a phase of reform and opening up in an era of neoliberal globalisation, whose early roots lay in the early 1970s’ rapprochement with the US; and a New Era dating from 2017. In each phase, crises and contradictions saw waves of reform, involving successive joint transformations of economic structures and institutions, while each phase was anticipated in the years that preceded it, so opening up started in the early 1970s with the rapprochement with the US, and aspects of the New Era concern with innovation, green development, common prosperity and an equitable global order started to emerge earlier.

Abstract:There is a gap between the elusive concept of Beijing Consensus and China's effective practices to promote economic growth at home and in other countries. This article aims to expound this phenomenon by examining both the rationale underlying China's structural transformation and the corresponding practices in development cooperation. Using a case study on the evolution of infrastructure construction within China and abroad, this article argues that China's success has little to do with a new pattern of state capitalism, but rather presents a different manner of understanding and facilitating modernization. Target-oriented non-linear synergism can drive comprehensive transformation more effectively in developing countries than model-oriented linear mechanism. With a consistent goal, the pragmatic thinking enables multiple stakeholders to coevolve in diverse contexts through open attitude.

Abstract:: "Chinese-style Modernization" has gone through the evolution from "modernization" to "four modernizations" and then to "Chinese-style modernization". After the "modernization" originated from the West was introduced into China, the Communist Party of China took the construction of a "modern" socialist country in China as its goal. After the founding of New China, "modernization" has been transformed into more specific "four modernizations" of "modern industry, modern agriculture, modern science and technology and modern national defense". After the reform and opening up, the "four modernizations" were gradually replaced by the "Chinese-style modernization", and a complete theoretical system was formed at the 20th National Congress of the Party. "Chinese-style modernization" has become the product of "integrating the basic principles of Marxism into the concrete reality of China and into the excellent traditional Chinese culture", which is the latest achievement of the Sinicization and modernization of Marxist modernization theory and opens up a new form of human civilization." Chinese-style modernization" belongs to both China and the world, and its effective control of capital to serve socialism and human development has enabled China to achieve "curve overtaking" under the condition of "time and space compression", which has an important historical position in the great journey of building a socialist modernization country.

Abstract:Broadly speaking, two schools of thought have emerged to interpret China's rapid growth since 1978: the experimentalist school and the convergence school. The experimentalist school attributes China's successes to the evolutionary, experimental, and incremental nature of China's reforms. Specifically, the resulting non-capitalist institutions are claimed to be successful in (a) agriculture where land is not owned by the fanners; (b) township and village enterprises (TVEs) which are owned collectively by rural communities; and (c) state owned enterprises (SOEs) where increased competition and increased wage incentive, but not privatization, have been emphasized. The convergence school holds that China's successes are the consequences of its institutions being allowed to converge with those of non-socialist market economies, and that China's economic structure at the start of reforms is a major explanation for the rapid growth. China had a high population density heavily concentrated in low-wage agriculture, a condition that was favorable for labor-intensive export-led growth in other parts of East Asia. The convergence school also holds that China's gradualism results primarily from a lack of consensus over the proper course, with power still divided between market reformers and old-style socialists; and that the “innovative” non-capitalist institutions are responses to China's political circumstances and not to its economic circumstances. Perhaps the best test of the two approaches is whether China's policy choices are in fact leading to institutions harmonized with normal market economies or to more distinctive innovations. In this regard, the recent policy trend has been towards institutional harmonization rather than institutional innovation, suggesting that the government accepts that the ingredients for a dynamic market economy are already well-known.
