Abstract:Hamish collaborates widely, and has worked with learners, senior researchers and administrators in 35 countries and hundreds of tertiary institutions. He is leading a consortium of international agencies to run OECD’s landmark Assessment of Higher Education Learning Outcomes Feasibility Study (AHELO). Over more than a decade he has led influential assignments that have shaped research, policy and practice.Hamish conducts a wide range of research in tertiary education management and policy, and is considered an authority in several areas. Broadly, his work focuses on designing and developing new forms of evidence-based quality assurance for higher education. Publications focus on the definition, measurement and evaluation of education inputs, processes, contexts and outcomes. Active interests include large-scale evaluation, tertiary education policy, institutional strategy, outcomes assessment, learner engagement, academic work and leadership, quality assurance, tertiary admissions, and assessment methodology.

Abstract:This paper discusses responses provided by 31 Pro Vice-Chancellors (PVCs) and Deputy Vice-Chancellors (DVCs) who were part of a larger study of more than 500 higher education leaders in roles ranging from DVC to head of programme in 20 Australian universities. Using both quantitative and qualitative data the paper gives an insider's perspective on what the roles of DVC and PVC are like at the daily level. It identifies the key focus of the roles, highlights the criteria these leaders use to judge that they are effectively performing them and outlines the relative impact of different influences on their work. It then discusses their views on what being in such a role is like, including its key satisfactions and challenges; and identifies the capabilities seen to be central to managing in such a context. Finally, it provides insights into how such leaders have gone about learning their role.The paper indicates how these findings can be used to address the current succession crisis for leaders in such critical roles. It shows how the data generated can be used to build leadership from within by identifying leaders with potential early on in their career, how the findings can be used to give selection processes more focus and how leadership development programmes can best be shaped to be effective. Having a high level of emotional intelligence is identified as a key ingredient in the successful delivery of such roles.

Abstract:Purpose A systematic investigation of postgraduate leadership programs for health and/or human services offered by Australian higher education institutions was undertaken. Design/methodology/approach Quantitative analysis identified the core characteristics of the programs. A thematic analysis of the course learning outcomes was conducted and six major themes of disciplinary leadership and management knowledge; research and analytical skills; professional practice; communication and collaboration; creativity and innovation; and system knowledge are shared in this study. Findings The authors conclude that Australian universities have taken an evidence-based approach to leadership education. Originality/value More work might need to be undertaken to ensure leadership theories are incorporated into learning outcomes.

Abstract: The Australian higher education sector has changed markedly over the past two decades, and this chapter examines these changes through the eyes of university academics. Student enrollments have increased by 130%, but public funding and teaching staff numbers have failed to keep pace. In Australia, the major dividing line across universities still is their research intensiveness. Therefore, we explore whether change is experienced differently by those working in the major research universities (the self-designated Group of Eight – the Go8) compared with those in the less research-intensive universities. On many fronts, there is little difference in the opinions expressed by academics from the two blocs, but Go8 academics perceive a lesser degree of “being managed” than their counterparts from other universities do, and a greater degree of satisfaction with working conditions, combined with a stronger focus on research.

Abstract:This study examines leadership in Australia’s vocational education and training (VET) sector. VET leaders make a vital and growing contribution to learners, industry and society, yet research on their work is limited. This has direct implications for ensuring leadership is most effective, and for framing evidence-based capacity development. To assist the sector, and in particular the people who find themselves running large and complex training organisations, this study paints a picture of what VET leaders do, and of how they can do it best. The study reveals VET leaders view managing change as more important than teaching and learning, which are flagged as the least important facets of their work. VET leaders have the capacity to manage industry and clients, but need skills to deal with new complex contexts that juggle competition with regulation. The recommendations of the report for identifying and developing future leaders include better leadership training focused on concrete change management skills and reshaping the approaches used for leadership selection. Boosting development among emerging leaders is also identified, as well as providing more definition and structure to the profession of VET leadership.

Abstract:This paper considers Australian academic staff members' attitudes to their colleagues in positions of university leadership, based on responses to the international Changing Academic Profession (CAP) survey conducted in 2007. When compared with responses from other participating nations, Australian academics indicate considerably lower satisfaction on management issues than the average for all countries. Only academics from Hong Kong and the United Kingdom report a lower level of satisfaction with institutional leadership.

Abstract:Ensuring effective university governance and leadership is more important than ever before given contemporary transformations of higher education functions, institutions and social roles. This paper reports contributions which seek to stimulate research in this field. Drawing from the formative case study of Australian universities, it discusses prevailing insights and gaps in leadership research, and articulates theoretical dimensions of good governance, an analytical framework for studying the empirical nature and work of university senior leaders, and the characteristics of contemporary arrangements. The paper contributes methodological approaches, analytical frameworks and empirical insights which are designed to generalize and replicate in broader research.

Abstract:As higher education systems and institutions expand, more energy is being invested in ensuring that sufficient learning has been achieved to warrant the award of a qualification. Many commonly used assessment approaches do not scale well, and there remains a pressing need for reform. This paper distils insights from international investigations of student learning outcomes assessment, using this analysis to chart frontiers for innovation. This paper sets out principles for guiding change in this field, presents an evaluation of progress via a review of signature assessment initiatives, reviews likely facilitators and blockers and, through these analyses, derives a strategy for spurring development.

VET leaders make a vital and growing contribution to learners, industry and society, yet research on their work is limited. This has direct implications for ensuring leadership is most effective, and for framing evidence-based capacity development. To assist the sector, and in particular the people who find themselves running large and complex training organisations, this study paints a picture of what VET leaders do, and of how they can do it best.Effective leadership is now more important and challenging than ever. Leaders are under constant pressure to be more responsive to the mounting expectations of government, the fluctuating requirements of industry, and the diverse needs of communities and individuals. Commercial pressures have been with VET leaders for some time, but they now face new pressures arising from the recognition of VET as a key vehicle for national workforce development and productivity. Increasingly, the Australian VET sector is becoming globally focused, domestically competitive, and plays an ever-more vital role in social and economic life. VET leaders are central to determining how the sector continues to develop, deliver and expand, both as a vehicle for workforce development and for improving broader equity and social outcomes.
Advancing a cultural change agenda in higher education: issues and values related to reimagining academic leadership

Abstract:Traditional models of academic leadership are based largely on managerial and transactional approaches. Such efforts frequently support status quo individual success rather than values-based leadership based on collective institutional or sustainability-centered pursuits. Evolved reward systems and leaderships modes that support collective and institution-level effort and innovations prioritizing community and sustainability require new leadership models. Innovative leadership models that transcend traditional gatekeeping are needed and four leadership modes to support innovation and collective efforts are discussed, including shared leadership that draws on distributed contributions of multiple individuals; creative or innovative leadership that requires risk-taking, experimentation, and experiential learning; qualitative leadership that is data-driven and includes evidence-based innovation; and, dynamic leadership based on demonstrated agility and ability to traverse different spaces using diverse modes of doing and thinking. Progressive leaders can move in and out of these modes in response to ecosystem needs, demands, and changes through the use of design thinking and initiatives to support innovation and sustainability in higher education. Success in evolved leadership approaches, including centering sustainability goals that impact institutions themselves and communities in which they exist, require aligning reformed leadership goals and practices with funding models and reward systems, as well as policies and institutional change strategies.

Incumbent academics negotiate more particularised management and outcome expectations. Doctoral graduates feel for footholds among slippery workforce arrangements. Governments and international agencies hunt for organising narratives. Students, graduate employers and research clients navigate for opportunities to engage with higher education. Every person experiences higher education in a unique way, but generalised anxieties are driven by broader forces. Abstract:Today’s higher education challenges necessitate new forms of leadership. A volatile financial environment and the need for new business models and partnerships to address the impact of new technologies, changing demographics, and emerging societal needs, demand more effective and innovative forms of leadership. This book focusses on a leadership approach that has emerged as particularly effective for organizations facing complex challenges: shared leadership. Rather than concentrating power and authority in an individual leader at the top of an organization, shared leadership involves multiple people influencing one another across varying levels and at different times. It is a flexible, collective, and non-hierarchical approach to leadership. Organizations that have implemented shared leadership have been better able to learn, innovate, perform, and adapt to the types of external challenges that campuses now face and that will continue to shape higher education in the future. Learning while leading: a realist evaluation of an academic leadership programme

Abstract:Introduction: Many academic health centres and universities have implemented leadership development programmes; however, their potential impact in different contexts in healthcare remains unknown. We assessed the impact of an academic leadership development programme on the self-reported leadership activities of faculty leaders in their respective work contexts. Methods: Ten faculty leaders who participated in a 10-month leadership development programme between 2017 and 2020 were interviewed. The realist evaluation approach was used to guide deductive content analysis, allowing concepts related to what works for whom, why and when to emerge from the data. Results: Faculty leaders benefited in different ways depending on the organisational context (eg, culture) in which they reside and their individual contexts (eg, personal aspirations as a leader). Faculty leaders who have minimal mentorship in their leadership role gained an increased sense of community and belongingness with peer leaders and received validation in their personal leadership approach from the programme. Faculty leaders with accessible mentors were more likely than their peers to apply the knowledge they learnt to their work settings. Prolonged engagement among faculty leaders in the 10-month programme fostered continuity of learning and peer support that extended beyond programme completion. Conclusions: This academic leadership programme included participation of faculty leaders in different contexts, resulted in varying impacts on participants' learning outcomes, leader self-efficacy and application of acquired knowledge. Faculty administrators should look for programmes with a multitude of learning interfaces to extract knowledge, hone leadership skills and build networks.

Abstract:Professional experience in initial teacher education continues to be a very challenging area in which to work in Australian universities, given the changing times in which we live and the multiplicity of political, professional, economic and pragmatic issues that surround professional placements. The past decades have seen myriad responses to these issues and resulted in changes in how professional experiences are conceptualised, structured and supervised. Such changes have had implications for the roles of the various participants. This paper focuses on the changing roles of pre-service teachers, mentor teachers, school coordinators and academics involved in professional experiences. It draws on a number of studies that have investigated professional experiences which have been framed around the notion of learning communities. It will be argued that a learning communities model of professional experience is a significant response to the ‘changing landscape’ (Clandinin, 2008) of both schools and universities.

Abstract:Academic leadership plays a crucial role in promoting teaching and learning in higher education. In today's changing world future teachers should play a leading role in professional development. One of the main tasks of master's student training is innovative improvement of university education, which provides gradual and continuous development of general (universal) competencies, competitiveness in the foreign labor market, creating favorable conditions for professional development and development of leadership competence. The aim of our article is to identify and analyze the organizational and pedagogical features of leadership qualities in training masters of education at Australian universities. Leadership plays an important role in every aspect of students' lives, as they go through many stages of career development, where they need leadership skills, primarily related to employment issues and conflicts between what is desired and useful. Therefore, it is important that the teacher learns to navigate the models and styles of leadership, understand the impact of leadership on the personality development, gain the basics of leadership ethics and, as a result, create their own philosophy of leadership.Over the last four decades, Australia's higher education system has undergone significant changes. This was facilitated by social, economic and demographic changes in society and the country. It is they who have led to government reforms in Australia's education policy that promote quality and affordable higher education that builds, including leadership competence. Leadership skills help to overcome challenges, solve problems and analyze career choices. Therefore, it is important that leaders of leaders, i.e research and teaching staff, develop leadership skills in students. Higher education in Australia is responding quickly to the demands and needs of educational circles, expanding opportunities for educators to improve the quality of their training, in particular through postgraduate leadership programs, which are characterized by their flexibility and diversity. They have the opportunity to get a holistic view of pedagogical activities not only from the position of a teacher who implements educational policy, formed externally, but also from the position of the subject of educational policy of the state.It has been found that Australian universities offer teachers postgraduate leadership programs, including master's programs, leadership certification programs as an additional specialization, and leadership programs at the education specialist level. Leadership education is an integral part of leadership development and requires a structured and formal educational environment, which allows through specially organized training to form and improve the leadership qualities of future teachers. The cognitive component is an important component of leadership education.

Abstract:<span>The 2020 pandemic experience signals a pivotal opportunity for a transformation in universities, critically through narrowing and sharpening a distinctive mission and aims for each campus. A series of strategies are proposed for university leadership, commencing with a move towards hybrid delivery of teaching and a reconceived support of the student experience, to a rescheduling of teaching semesters to fill the year, a repurposing of existing buildings to a blended-learning, externally collaborative norm, a reallocation of funds away from new capital works towards investment in staff upskilling in digital tools and online pedagogy, and towards an array of salaried appointment types rather than casuals contracts for staff. Ways to address the financial crisis are outlined, focusing in Australia on a resizing of the university to fit new, more focused goals. These would also facilitate a revitalised, more purposeful approach to donors and government – to the former for more scholarships, research fellowships and chairs targeted to a university's individual mission and strengths, and to the latter for urgent funds to save our national research effort from demise, to expand funded student places for the growing domestic demand, and to refocus and recover some level of recruitment of international students.</span>

Abstract:AbstractAssessing how students engage and what they know and can do are pressing change frontiers in contemporary higher education. This paper examines large-scale work that has sought to advance the capacity of higher education systems and institutions to engage students through to graduation and ensure they have capabilities required for future study or work. It reviews contexts fuelling the importance of engagement and learning outcomes, reviews two large-scale case studies, and advances a broad model for structuring assessment collaborations that create and deliver new value for higher education. We conclude by discussing implications and opportunities for Chinese higher education and collaborative international partnerships.

Abstract:This article argues that good practice in teaching and learning in the English-speaking world may be compromised by structural changes in the higher education system. The impact of these changes is, however, affected by leadership practices and working cultures at the departmental level. These can, it is argued, assist in the development of 'deeper' teaching and learning practices even in a context which may be seen as unfavourable to them. Rejecting simplistic notions of transformational leadership and organisational cultural engineering, the article identifies activity systems at the local, departmental, level as the central loci of changes in approaches to and recurrent practices in teaching and learning. Desirable change is most likely to be achieved in collective and collaborative ways, which means that change processes are contingent and contextualised, and that outcomes are unpredictable and fuzzy. The data in this article come from in-depth interviews with academics in England and Canada; from one author's previous studies; and from literatures on faculty's work environments in English-speaking countries.

Abstract:Higher education is underpinned inherently by people with high-level expertise. As intelligent and imaginative practitioners, faculty must change if there are to be any broader shifts. The life given to any new higher education narratives hinges on spelling out how these shifts will influence the design and experience of tomorrow’s academic work. Understanding and leading the outcomes, performance and preparation of academics is crucially important. In this chapter, I tackle such matters, looking for pivotal ways to improve the leadership of academic work. First, I consider opportunities for compiling better information on what academics deliver. The analysis then examines prospects for conceptualising and creating more collaborative and transparent forms of academic work.
