Abstract:Imagine a point in the future where higher education as we know it is shut down. Students stop participating, governments withdraw funding, industry stops investing and institutions cease cross-subsidising. Higher education systems have morphed into competitive markets in which institutions have failed to prove value, and individuals are frugal and disillusioned consumers. Looking back to the present, people raise eyebrows about absurd myths and rituals that had felt so ingrained yet which everyone now realises stunted the growth and innovation of higher education and robbed it of its values and potential. This chapter seeks to re-engineer higher education to avoid such catastrophe, by provoking the emergence of metrics that go wider and deeper, and the implementation of more dynamic reporting mechanisms that manifest• among other virtues• personalised algorithms nuanced to contexts and individuals aspirations and learning. Specifically, the chapter unpacks developments in the transparency of higher education by discussing performance measurement and alternatives to institutional rankings. As existing ranking systems become more entrenched, they will diversify to embrace new technologies and opportunities. New disclosure mechanisms will emerge that are more effective and sophisticated, and broader in scope. After establishing an architecture for transparency and analysing case study initiatives, the chapter concludes that it is likely the field will coalesce around two different types of reporting mechanisms: individually tailored rating platforms for the broader public, and a range of more nuanced indicator systems for the industry …
