Abstract:Three value systems should be created for the existence and development of individuals and the society composed of individuals.They are value of existence,value of order and value of faith.The value of existence is the life material and tool system keeping the existence of development of individuals and society;the value of order is norm system for allocating resources and opportunities;the value of faith is philosophy system which is applied to support their concept and behavior by the individuals and the group of administrative rulers.The value of existence is the basic value;the value of order is fundamental value;the value of faith is core value.The people in any era all need to be engaged in the construction of the three values.So the value concept is simply the fundamental idea and belief,and the purpose of construction is to maximize the creation of these values and allocate them reasonably.It is easy to reach consensus among individuals and administrative rulers group about the value of existence and orders,but they are likely to remain the same or different in the understanding of faith value.The administrative rulers group will fail to be trusted and supported by civil people if they only consider their own will of allocation without concerns about people's elementary need.In result,the crisis of rationality will inevitably leads to crisis of legality,which in theory turns to be the issues of the three value systems and their commensuration.
