Abstract:Poverty has been among the international academic hotspots and research on this issue may be summed up as six perspectives,including the income approach,the equality approach,the capability approach,the basic need approach,the approach based on human right,and the responsibility approach.These points of view,all being right-based approaches,are no more than the modern versions of classical theories of human rights which have inevitable defects both from the aspects of legal ontology and the actual effects of legal norms.They should be replaced by the approach of right to be free from poverty.The right to be free from poverty,from the perspectives of social solidarity and global justice,can be defined as a right of people,as individuals and groups,to obtain necessary physical and spiritual materials for a decent life,which is realized by the positive act of them to participate in,contribute to and share the achievement of the process of poverty reduction. It is not only necessary but also rational to construct this new concept of the right to be free from poverty reasonably.The right to be free from poverty is closely bonded to human dignity and has all the acknowledged elements of a right.Also,it is a right different and independent from the existing forms of human rights enumerated in the Covenants on Human Rights(1966) including the right to live,the right to health,the right to food,the right to housing and the right to work,therefore can not be replaced or covered by them,which has been proved by empirical studies from legal sociology. The stereotype of treating the reduction of poverty as a pure moral obligation should be broken,and a new pedigree of obligations to serve the implementation of the right to be free from poverty should be established.The foundation of the reduction of poverty will be established only when the transformation within this pedigree,that is,from moral obligations and the obligations with good faith to the institutional obligations,contractual obligations and interventional obligations,is finished.The path we have to take to achieve the reduction of poverty is to design a forcible legal mechanism which consists of five parts of empowerment,regulation,monitoring,cooperation and remedy.

Abstract:Robert Walker provides a critical examination of the promise and reality of SDG1, the United Nations' Social Development Goal designed, among other things, to eradicate extreme poverty by 2030. The author's message is stark: there is little chance of success. Although the need for a collective and coordinated response is clear, global and national systems of governance are currently incapable of an adequate response.While the critique is formidable, the book seeks to identify reforms necessary to meaningfully increase the likelihood of meeting SDG1's goals. These include reshaping international institutions so that they give greater voice to governments in the developing world, facilitating enhanced modes of participatory governance, and increasing democratic accountability at a global level. Evidence is drawn throughout from a systematic review of international best practice supplemented by more detailed strategic case-studies, including from China.

Abstract:Since the Reform and Opening-up, remarkable achievements in poverty alleviation have been made in China. China’s success in mass poverty reduction can be attributed to its rapid economic growth, large-scale regional poverty alleviation and development, sound social security policies, widereaching farmer-benefiting policies and the equal land allotment system. However, with income inequality on the rise, poverty reduction effect made by the economic growth is declining: More targeted poverty alleviation policies are needed by China. Targeted poverty alleviation aims to improve the effect and efficiency of poverty alleviation through precise identification of poverty-stricken populations and comprehensive supportive measures. To tackle a variety of challenges such as the poor cultivation among povertystricken populations, the complex causes for poverty, and inflexible capital management, China should improve its poverty alleviation mechanism by innovating poverty identification methods, support approaches, capital management and performance assessment.

Abstract:Poverty is one of the challenges faced by the world, and poverty alleviation is the shared responsibility for humanity. As an active advocate and strong promoter of global poverty alleviation, China has taken the lead in completely eradicating absolute poverty, contributing China model of global poverty governance. Abstract:China's poverty alleviation efforts have vastly contributed to the global anti-poverty endeavor. Through persevering exploration and practice,China has developed a characteristic pathway to poverty alleviation with innovative and essential strategies,notably the precise poverty alleviation strategy. However,hardly can the implementation of any poverty alleviation strategy dodge the issues of economic inefficiency and social inequity such as inadaptability to competitive market environment,diminishing marginal efficiency of poverty alleviation efforts and the economic as well as the social costs of subsidy. Consequently,poverty issue should be addressed as a comprehensive social issue rather than an issue of merely economic growth or welfare distribution. Therefore, a well-rounded approach concerning both economic and social factors is critical in reducing poverty. Thus, the combination of the precise poverty alleviation strategy,the sustainable development of rural regions and China's economic and institutional reformation will provide a proper solution to the conflict of economic efficiency and social equity in the war against poverty.

Abstract:China has achieved remarkable accomplishments in poverty reduction in the 30 years since it launched its reform and opening-up policy. During this period, more than 500 million people who once lived on less than US $1 a day have risen out of poverty, including 240 million who once lived in extreme poverty. China’s massive poverty reduction campaign has contributed enormously to realizing the global poverty reduction objectives and the UN Millennium Development Goals. Massive poverty reduction is primarily driven by economic growth, especially by sustained agricultural and rural economic growth. The single largest challenge facing China’s future poverty reduction is the decreasing effect of economic growth on poverty reduction due to widening inequity. In addition, the lack of focus in poverty relief investment has reduced its effectiveness. China needs to adjust its economic growth pattern and realize economic growth in a way more favorable to the poor. Meanwhile, China needs to change the method of implementing its poverty relief project so as to benefit more poor people.

Abstract:Marking the end of the five-year programme initiated by the Chinese Government to lift more than 70 million people out of poverty, the year 2020 is a milestone. Poverty alleviation has moved strongly forward in China and the major health indicators are now better than the average of all middle- and high-income countries. However, the dual burden of infectious and chronic diseases remains a challenge with respect to achieving the health target in the United Nations 2030 Agenda for sustainable development goals (SDGs). In 2015, about 44% of the poor population in China were impoverished by illness but already in 2018, multi-sectoral actions delivered by the Health-related Poverty Alleviation programme had reduced the number almost by half. In the past three years 15 million poor people (98% of the poor population) with infectious and chronic diseases had been treated and taken care of thanks to financial support through multiple health insurance schemes and other governmental subsidies. This article discusses the lessons learnt with regard to health-related poverty alleviation in China with special reference to those still remaining impoverished by illness. Consolidation of the achievements reached and provision of basic needs to those still disadvantaged and in poor health will require a major improvement of accessibility to, and affordability of, health services. The next step towards enhanced productivity and better living conditions will involve upgrading of the capacity of health professionals in the poor regions, promotion of coherent efforts in health-related poverty alleviation and rural revitalization measures. As an additional measure, data monitoring and research on health poverty alleviation should be strengthened as they are essential to generate the evidence and knowledge needed to support the move in the direction envisioned by the SDGs, and the new Healthy China 2030 programme.

Abstract:Over the past 40 years, China has made significant progress towards its poverty alleviation goals. The rural population under the current poverty line has decreased by 739.9 million. China has contributed to more than 70 per cent of world poverty reduction. To better promote the new anti‐poverty strategy and to serve as a reference for poverty alleviation in other developing countries, this paper summarises the main experiences of China’s poverty alleviation over the past 40 years and then discusses the challenges associated with implementing the targeted poverty alleviation policy in the new era. China’s experience with poverty alleviation includes development‐oriented poverty alleviation, improving self‐development capabilities of the poor population, encouraging multiple subjects to participate in poverty alleviation and focusing on innovation and ways to improve poverty alleviation. Although China’s poverty alleviation initiatives have achieved significant successes, there are still several challenges that should be of concern in the coming years, such as the diminishing marginal effect of financial inputs on poverty alleviation, the resulting negative incentives for the poor to improve their internal motivations and the insufficient participation of markets and social forces in poverty alleviation. Given these challenges, this paper provides suggestions for anti‐poverty policies beyond 2020.

Abstract:2020 was not an easy ride since the COVID-19 pandemic wreaked havoc on economies and dragged around 120 million people into the pit of poverty and despair. Although the pandemic posed daunting challenges to its final fight against poverty, China fulfilled its promise of eradicating extreme poverty by the end of 2020 as scheduled. This article reviews China’s achievements in poverty alleviation, and examines how and why China can end extreme poverty by adopting targeted poverty alleviation. The context that is characterized by economic restructuring, regional disparity and income inequality calls for individualized attention to people in poverty. Thus, the strategy of targeted poverty alleviation was introduced to push forward poverty elimination in China by reaching the poor. To roll out the strategy nationwide, China identified all the poor households by door-to-door investigation, dispatched officials to the frontline of poverty eradication, and conducted wide-scale and multi-faceted evaluation of the poverty elimination results. In addition, multi-pronged anti-poverty measures are introduced, which include infrastructure, developing local industries, relocation, eco-compensation, education, social security and special initiatives for vulnerable groups. At the end of the article, future challenges and formidable obstacles are listed. Findings suggest that China should start focusing on the people who may slip back into poverty, on the urban poor and on regional inequality. This is a review and analysis has been done based on the available secondary sources of data collected from government publications, research articles, and international organization statistics.

Abstract:China is the world's largest developing country,while Africa is the continent where a large number of developing countries and poor countries lie,with a total of impoverished population of about 380 million.The anti-poverty in Africa is not only the obligation of African countries,but also the responsibilities of the developed world.Since the reform and opening to the outside world,China has made great achievements in anti-poverty,and also accumulated valuable experiences,and set up many new models for the world anti-poverty,which are highly commented by some international organizations and countries including the United Nations Development Program.The paper,based on the human civilization-sharing theory,makes an analysis of the dilemma of anti-poverty in Africa and a review of the world significance of China's anti-poverty achievements.Finally,the author puts forward the routes of implanting Chinese experiences of anti-poverty to Africa.It is not only helpful to expand China's new thinking of fulfilling her internationalist obligations,to enhance China's national image and influence,and to build international discourse system of China's anti-poverty theory,but also can provide the theoretical support and practical reference for the government department concerned.

Abstract:Geography is suitable for the study of sustainability from a transdisciplinary perspective, which takes the human-land relationship as the core research. As a key obstacle to rural sustainability, poverty is an external manifestation of the coupling maladjustment of elements in human-land territorial systems. As the world's largest developing country, China eradicated extreme poverty in 2020 and made significant contributions to global poverty reduction. Especially over the last eight years, China has implemented a targeted poverty alleviation (TPA) strategy and has continuously promoted theoretical, organizational and institutional innovations for poverty reduction. From the perspective of geography, this paper extracts the experiences of China's TPA strategy, represented by the "5W2H" mode. The research concludes that: (1) Precise identification, as the foundation of TPA, aims to introduce a registration system to obtain records of all poor households and then answer the "5W" (what, where, why, who, when) issues of the geography of poverty. (2) Precise assistance is the key of TPA, which aims to solve the issue of "how to offer help and support". The barriers to escaping poverty can be accomplished through policies and measures that focus on the diverse causes of poverty and considering different situations. (3) Accurate assessments are an essential means of TPA, relevant to solve "how to measure the end of poverty alleviation", and third-party evaluations play an important role in improving the accuracy of poverty alleviation. (4) The TPA mechanism lies in reconstructing the human-land-industry structures in the impoverished areal system. It is urgent to introduce China's successful experience and typical modes of TPA for global human-earth system coordination and sustainable development and contribute to building a community of human destiny.

Abstract:In the new era China’s rural areas have changed from the so-called absolute poverty ( inadequacy of food,clothes and shelter)to the relative poverty characterized with a deprivation of assets and welfare;also,new households of poverty coexist with old households of poverty in a dynamic way,caused by more complex factors. To alleviate poverty we have to face changing social,economic and ecological conditions and grass-roots environment. It is argued that we should comprehensively target at the lowest-level social security,the subsidized transfer and accruement of asset value,the value gain of natural assets,the diversification of incomes and the improvement of poverty al-leviation ways. At present the precise poverty alleviation offers a good opportunity for innovative local government and anti-poverty mechanism.

Abstract:The Chinese government's 30 plus years of poverty alleviation work has chronologically experienced a process of delineating poverty-stricken areas, designating poor villages, and identifying poor people, and has formed systematic and targeted poverty alleviation strategies and policies. The main problem facing the current poverty alleviation work is to help the seriously impoverished areas out of poverty. The "poverty trap" due to the "lack of endogenous impetus" is an endogenous factor causing severe poverty. To a certain extent, the severe poverty does not only result from the external factor, but is also caused by "poverty trap" according to the international poverty academics, which refers to a state that transcends the capability of a nation or individuals while restraining the nation and individuals from grasping the market opportunities and is the internal cause of poverty. The government needs to make policies of mitigating and eliminating severe poverty on the basis of the "poverty trap" theory, and find a suitable way out of poverty for people of the seriously impoverished areas from the perspectives of regional development, social development, social culture, and resources of the poverty alleviation organizations.

Abstract:The conditionality of human rights is a very provoking issue in international economic relations. It should be applied under the guidelines of legitimacy, legality, credibility, and proportionality. The EU is enthusiastic about human rights conditionality. However, it is hard to say that the EU’s program of human rights conditionality has worked well in practice. Some main multilateral economic institutions, which had been criticized for disregarding human rights concerns, have remained shy to human rights conditionality. As an increasingly emerging economic giant, China will be expected to have some sort of obligation to better respect, better protect and better promote international human rights. China can accept human rights conditionality in a moderate way.
