Abstract:As stewards of public money, government funding agencies have the obligation and responsibility to uphold the integrity of funded research. Despite an increasing amount of empirical studies examining research-related misconduct, a majority of these studies focus on retracted publications. How agencies spot funding-relevant wrongdoing and what sanctions the offenders face remain largely unexplored. This is particularly true for public funding agencies in emerging science powers. To amend this oversight, we retrieved and analyzed all publicized investigation results from China's largest basic research funding agency over the period from 2005 to 2021. Our findings reveal that both the "police patrol" and "fire alarm" approaches are used to identify misconduct and deter funding-related fraud in China. The principal triggers for investigations are journal article retractions, whistleblowing, and plagiarism detection software. Among the six funding-related misconduct types publicized and punished, the top three are: (1) fraudulent papers, (2) information fabrication and/or falsification in the research proposal, and (3) proposal plagiarism. The most common administrative sanctions are debarment and reclamation of grants. This article argues that more systematic research and cooperation among stakeholders is needed to cultivate research integrity in emerging science powers like China. Specific training and education should be provided for young scientists to help them avoid the pitfall of academic misconduct.

We applaud Bouter's scholarship on promoting transparency and openness in biomedical research, and we share the same concern on the current replicability crisis. The science development is inevitably imbued with errors, fabrications, and falsifications, which makes reproducibility essential by separating true science from mere anecdote and even pseudoscience. When scientists try to replicate previous studies, two scenarios will emerge: consistent if not exactly the same findings as the formers, or different or conflicting results. Regardless either due to misconducts or flawed research, irreproducibility, without proper explanations, often casts shadows on responsible research. This applies to both natural and social sciences. We echo Bouter's appeal that improving reproducibility requires persistent and adaptive efforts of all stakeholders in research ecosystem. And we believe this is particularly important for emerging science powers where academic misconducts are looming over their escalating R&D investment and scientific achievements (Hu et al. 2018) [[2]Hu G. Over the last decade, the Chinese government has penned substantially stricter regulations combating research misconduct. A cornucopia of guidelines promulgated by a variety of government organizations has conveyed a clear signal of China's tighter stance fostering responsible research. Yet, prescription alone is not sufficient to deter prospective fraudsters and irresponsible researchers. All countries including China need to move beyond releasing guidelines and penalizing egregious cases. Abstract:Research integrity is now one of the most important issues in the governance of science and technology (S&T) ethics in China. Many research results have been produced in the academic circle on this topic. A series of regulations and normative documents has been issued by government authorities, and numerous measures have been taken by universities and scientific research institutions. Despite this notable progress, the problems of research integrity have not been eradicated. Incidents such as rejections of papers by journals due to plagiarism and falsification of research results happen from time to time. Also, the awareness of research integrity among some S&T personnel and students has yet to be strengthened. The new challenge for research integrity in the new era is that of being able to locate the deep-seated causes of research-integrity problems and find effective ways to solve them. Exploring the causes of and countermeasures against those problems from the perspective of the culture of science is a research field that deserves greater attention.

In theory, this could allow China to make truly outstanding progress in science and research, complementing the nation's economic success. Abstract:Integrity and research ethics are cherished institutions in academic world. Although most societies have rules and codes that govern ethical conducts in research, few studies have provided quantitative evidence on the impacts of these regulations and codes on the behaviors of researchers. In the context of a nationwide anti-corruption campaign in China, this paper evaluates the changes of principal investigators' reimbursement behavior in a leading university when new reimbursement policies were introduced. Utilizing a novel grant dataset and a regression discontinuity design, we find that the new policies lowered PIs' monthly average amount of reimbursement from research grants by 35%, which can be interpreted as a reduction in grant misuse. Following speculations we argue that institutionalizing orchestrated efforts on grant management, payroll systems, and research integrity education is in the right direction toward building China into a true scientific power.

Abstract:Basic research is believed to be a crucial factor for building national innovation capacity and therefore was perceived as a key battleground for national technological and economic competition. Since the economic reform and opening up in the late 1970s, China has made great achievements in building up its national research system. However, the lacking capabilities to conduct ground-breaking scientific work remain one of the daunting challenges for the country. How to restructure its funding system for basic research so to reinvigorate its indigenous innovation capacity has been one of the main concerns for the Chinese government in recent years. To address this, the paper proposes a conceptual framework to analyze how China's central government funding system for basic research has evolved since 1985. The paper concludes with a discussion of the identified problems and challenges that China is facing in its current funding system for basic research.
Comparative study on structural transformation of R&D funds in PR China and USA

Since the 1990s began, profound changes have taken place in the world pattern, and the competition in science and technology is becoming the core of international strife. Therefore, R&D funds have become the essential condition so that a nation acquires long-term competitive advantage and international competitiveness. It is very important for a country to timely adjust its structure of R&D funds on the basis of its characters and national need. Based on this view, this paper compares the three aspects of structural transformation process, i.e. the structure of R&D funds by source, the structure of R&D funds by performing sector, and the structure of R&D funds by character of work in China and the US. The main conclusions are listed as follows: (1) the structure of R&D funds by source in the US has gone through three phases from government-dominance type to industry-dominance type since the 1960s. The same trend happened in many other developed countries. In contrast, the structure of R&D by source in China still belongs to typical government-dominance type. (2) The structure of R&D funds by performing sector in the US and many developed countries turned traditional “single-assistant” type into “double-assistant” type in order to fit the new technology-economy paradigm shift. However, in China the structure of R&D by performing sector just pertains to an institute's dominance far away from single-assistant type. (3) The structure of R&D funds by character of work in the US stresses the stability of R&D system and has a high share of basic research. But basic research in China is very weak

Abstract:Based on publications indexed in the Web of Science, the current study focused on internationally collaborated publications and publications acknowledging government funding of developing and developed countries including China, the US, Germany, the Netherlands, South Africa, and Brazil. Specific focus is placed on national funding agencies (i.e., focal agencies) supporting competitive research in science. The focal agencies of the six countries include the National Natural Science Foundation of China (NSFC), the US National Science Foundation (NSF), German Research Foundation, the Netherlands Organization for Scientific Research (NWO), National Research Foundation of South Africa (NRF), and National Council for Scientific and Technological Development of Brazil (CNPq). Results show that different countries vary in arrangement of government funding sources in support of competitive research projects. China and Brazil are centralized to the NSFC and CNPq, whereas the remaining four countries have relatively decentralized sources. The six focal national funding agencies of the current study are more efficient than non-focal agencies in raising citation impact, with the NWO, NSF, and NSFC perform better than non-focal agencies of corresponding countries. International collaboration improves citation impact, with the developing countries benefit more. Authorship (first or corresponding authorship) also plays a role in international collaboration. Collaboration led by authors from developed countries has a positive effect whereas that led by authors from developing countries usually have negative effects on citation impact. Interaction between funding and collaboration may have results different from those when these two factors are considered separately, which suggests being cautious while discussing effects of either of the two factors.

Quantitative Imaging in Medicine and Surgery

Abstract:Following tremendous economic progress, society in China is also undergoing fundamental changes, as is the healthcare system. Currently the training of Chinese young doctors and their future work placement are all undergoing re-structuring. We compiled some thoughts and opinions on the topic of 'should clinicians in China engage in research?', and publish them as a special report in this issue of Quantitative Imaging in Medicine and Surgery (QIMS). The contributors included some editorial members of this journal, and a few personal friends. Besides a few minor linguistic corrections, opinions from the contributors have not been edited, as we want authors' to write their own independent views. However, it is possible there is a selection bias of the contributors of this paper; more likely those who are interested in the medical research are selected and therefore the views of the contributors may not be generalizable. To compare the structure and funding of China with other countries, authors from UK, The Netherlands, France, and USA are also invited.
A Bibliometric Perspective on the Roles of Government Funding and International Collaboration in Scientific Research.

Abstract:Government funding and international collaboration play significant roles in science development. Both may play roles in publication citation impact. The current study focused on funded international collaboration in six countries (i.e., China, Brazil, South Africa, Germany, The Netherlands and US). Different countries vary in arrangement of government funding sources in support of competitive research projects. China and Brazil are centralized to a unique agency (i.e., NSFC and CNPq), whereas the rest four countries are relatively decentralized. The six focal agencies of the current study (i.e., NSFC, NSF, DFG, NWO, NRF and CNPq) are more efficient than non-focal agencies in general in raising citation impact, with NSF of US performs best. Not all countries get benefit from international collaboration in terms of raising citation impact of publications: developing countries (i.e., China and Brazil in current study) benefit more than developed countries. Collaborating with developed countries especially the US can he a first option for choosing foreign partners. With regard to interaction between funding and international collaboration, DFG performs best in raising citation impact of international collaboration.

Abstract:This paper assesses the evolution and current situation of the Chinese research system, mainly the academic research system from 1996 to 2017, using trend analysis and the revealed comparative advantage (RCA) index. Despite the impressive growth of China's knowledge capability, as measured by the number of publications in the international indexed literature over the past four decades, the country is still in a catching-up pattern with the world's most advanced research systems, instead of being a full-fledged scientific superpower. The analysis shows that China's publication growth has been to some extent inflated, as it was boosted by the inclusion of Chinese language journals in the international indexed literature. Therefore, this growth should be considered in a more moderate light. The competitiveness of China's disciplinary areas appears somewhat stalled when comparing the 1996-2000 and 2013-2017 periods, during which the same STEM-related disciplinary areas were the most competitive. This finding reveals not only a specialised knowledge structure, typical of catching-up countries, but also underperforming and neglected disciplinary areas in the social sciences, humanities and health sciences from a research funding standpoint. Based on this assessment, it is recommended that policymakers and university administrators change their focus from research quantity to research visibility by allocating funding in a less concentrated way to STEM fields, while promoting collaborative initiatives that can encourage the qualifications of academics and the visibility of the knowledge they produce.

Abstract:Purpose - This editorial essay aims to focus on research integrity and commitment to excellence by analyzing the transitioning symptom associated with the Chinese research community as causes for concerns in research ethics and misconduct. The authors highlight their editorial process and practice in safeguarding research integrity at JCHRM and address related ethical issues on duplicate submissions in relation to their editorial experience.Design/methodology/approach - This article adopts an approach combining literature review and reflexive analysis.Findings - The current academic misconduct and ethical concerns in China are caused by a number of concurrent counterforces: increased attractive opportunities in moonlighting; research mindset rooted in the traditional learning orientation on imitation and contemporary education on rote learning; and heightened publication-based performance requirement enforced by the government and institutions. These counterforces are further complicated by the ongoing socio-cultural context, e.g. the drinking and eating culture. The authors report their editorial steps in safeguarding research integrity and commitment to excellence. In relation to submitting translated published papers to an English journal, they emphasize that originality is the core. They are committed to facilitate the transition of Chinese HRM research community to conform to the international standard.Originality/value - This article links professional ethics, research integrity, and commitment to excellence to developing Chinese scholarly human resources. It articulates specific goals, principles, and responsibilities of JCHRM editorial practices for promoting high-quality Chinese HRM research.
Exploring Science Funding Cultures:Ethnomethodology behind the Institutional Talks

Abstract:Both policy and academic audiences find enormous difficulties in defining, understanding or even perceiving the so-called 'science funding cultures'. Existing research focused primarily on the 'ought to be' issues at the same time, couldn't help but increase the risks of 'formulation politics'. The 'to be' cultures were explored accordingly via the natural breaching experiments caused by the 'science funding cultures' essay activities as a result, basing on a careful review to the methodologies that were historically employed to study the science related cultures, where a simply 'follow the actors' strate-gy was applied. It is found that, the fundamental rule to constitute the 'science funding cultures' is to historically break from the departmentalism as well as equalitarianism. What the cultures 'are not' accordingly, the creeds of not being a wel-fare for some working units(Danwei), not being certain pure 'blue sky' research, and not being a government bureaucracy for example, would play a more important role than what the cultures 'are'.

Abstract:Non-governmental organizations (NGOs) sometimes disagree with their funders' accountability requirements; however, their dependence on the funders' resources makes it difficult to express their disagreement. This dilemma for NGOs may keep funders from substantively holding NGOs to account and cause mission drift for the NGOs. This paper analyzes an in-depth case study of an understudied scenario: how a newly founded NGO engages with multiple funders with varying competence in accountability practices. By analyzing a Chinese NGO's accountability relationships with its funders, we found that the NGO's responses varied according to its organizational interests and how it perceived the funders' competence. Better trust meant better compliance. Therefore, to secure compliance, it is important to enhance NGOs' trust in funders' competence. Based on the findings, we suggest that funders be more aware of NGOs' agency, be ready to engage in ongoing collaborative learning with NGOs and align NGOs' interests with the accountability requirements.

Abstract:This academic paper critically examines the incentive measures established by China to foster scientific innovation. The study explores China’s five key incentive measures, namely the pilot tenure-track system, monetary rewards for scientific publications, research awards for scientific achievements, "hat-talent" selection, and research funding system. The analysis also addresses the challenges associated with these measures, such as heightened work stress due to intense competition and occurrences of academic misconduct. In conclusion, two recommendations are proposed to enhance China’s incentive system: the establishment of a responsible peer review system and the reduction of administrative power’s influence on scientists’ career trajectories.
