Abstract:Modernization and a comfortably-off society are organically related to each other;therefore,the construction course of modernization can be started in the areas that take the lead in achieving an all-round comfortably-off society.People First is the orientation of modernization,in which all the people's demands for health,enjoyment,development,social security and environment need to be manifested after a comfortably-off society is achieved.Common wealth is justifiably the main quality of socialist modernization with Chinese characteristics.To promote modernization in new developmental modes requires not only the conversion to intensive modes focusing on increasing efficiency but also the adjustment and optimization of industrial structure as well as the implement of the innovation-driving strategy.Modernization needs to be harmonious and sustainable and requires the social and cultural construction centered on the modernization of people as well as the construction of ecological civilization.Lastly,the construction of modernization requires the confrontation with agriculture and the rural areas,the integration of urban and rural development,as well as the balance between opening up and domestic development.

Abstract:The core value of building an innovative and ecological modernization that we pursue is one characterized by harmonious coexistence between man and nature.Its direction is to provide global ecological security,ecological product and service for the current generations,while offering global ecological wealth for future generations.Embarking on the path of building an innovative and ecological modernization is to achieve the Environmental Kuznets Curve,whereby detaching the rising energy cost and resource expenditure and increasing the environmental cost from the rapid socio-economic development under relatively low level of development conditions.China is currently entering a stage where more opportunities emerge in a moderately growing economy,environmental problems differ remarkably in various regions,the people become highly sensitive towards environmental quality,the ability of ecological governance is undergoing transformation and reform,and its contribution to international ecological security is expected to grow stronger.In the era of promoting ecological progress,China should realize that those who protect ecological environment protect productive forces,and who improve the ecological environment develop productive forces.Moreover,people should be fully aware of the necessary transformation from single governance to comprehensive governance,the chronicity and multi-dimensional complexity of constructing a beautiful China,in order to make reasonable,farsighted,and consistent policies,thereby fully mobilizing the activeness of different development actors.Constructing a beautiful China can be carried out in three stages.First,in 2020,complete the overall improvement in ecological quality of environment,and achieve comprehensively and exceedingly the resource and environmental obligatory targets of the Thirteenth Five Year Plan.Second,in 2035,as eco-environment tends to improve,China will enter a new era of ecological innovation,ecological investment,and ecological surplus so that the new structure of harmonious development of ecological modernization between humanity and nature will be formulated.Third,in 2050,since the ecological civilization is highly developed with stunning environment,it is necessary to enter the new period of harmonious development between humanity and nature and construct the socialist civilization with Chinese characteristics.Therefore,China needs to clearly define the strategic goal of innovative and ecological modernization,while achieving the combination of major issues and systematic protection,the combination of environmental protection and economic development,the combination of ecological investment and ecological protection,the combination of administrative management and market tools,as well as the combination of performance evaluation and accountability.

Abstract:Modernization is the process of transformation and development from traditional agricultural society to modern industrial society and information society. A necessary path and inevitable choice for human society in its development to an advanced stage, modernization represents the direction of progress and driving force of development for human civilization. At once a reflection and critique, a dialectical sublation, and an overall transcendence of traditional society, modernization is led by an advanced class that embodies the contemporary spirit. For its promotion, modernization relies principally on the three levers of science and technology, capital, and the market, and as its goal, it posits the realization of industrialization, urbanization, and informatization. Led by the Communist Party of China (CPC), the Chinese path to modernization is socialist in its essence, and possesses not only the common properties of modernization, but also Chinese characteristics based on China's particular national conditions. Specifically, this path embodies the people-centered concept of modernization, is committed to achieving all-round human development and social progress, surpasses the object-centered model of Western modernization guided by the logic of capital, and provides a new choice and development direction for humanity in achieving modernization.

Abstract:Land consolidation plays a key role in the promotion of China's social and economic development. In order to keep the vitality of land consolidation, the goal of land consolidation should be oriented to support urban and rural development and optimize space reconstruction. An important measure is that the governments should coordinate the large spatial development strategy and the goals and mode of land consolidation planning. In this study, land consolidation is emphasized to create a life community in planning area based on the perspective of integrated region land utilization. Speccally, the green land renovation planning mode based on the regional collaboration can be constructed from urban and rural restructuring, village landscape designing and creating an ecological distribution pattern on account of the regional land general use.

Abstract:Urban-rural integrated development is an important way to coordinate the national strategies of new urbanization and rural revitalization.It is also crucial for Chinese-style modernization.To comprehensively tackle challenges facing the current urban-rural integration in China,explore the path of coordinated urban-rural governance,and clarify the strategies for urban-rural integrated development,experts from various fields were cordially invited to engage in in-depth discussions on pressing issues related to urban-rural iintegrated development.These issues include the trends and pathways of urban-rural integration in contemporary China,Innovation of institutions and mechanisms for urban-rural integration,implementation pathways for territorial spatial planning,emerging rural business models and rural transformation pathways,high-quality development pathways for urban-rural integration in different regions,and the path of promoting urban-rural integrated development through comprehensive land consolidation.These discussions aimed to advance theoretical research and practical planning of urban-rural integrated development in China.Attentions need to be paid in urban-rural integrated development in the New Era on:(1)The primary obstacles and innovative pathways in the institutions and mechanisms of urban-rural integrated development guided by comprehensive coordination and regional interconnectivity.Constructing an infrastructure and public service system that effectively connects and complements urban and rural areas,accelerating the coordinated development of urban and rural areas using counties as the carrier,and promoting the flexible governance of this population while concurrently achieving integrated governance of urban-rural natural and social system.Promoting cross-border governance,encouraging cooperation and assistance between eastern and western regions,and achieving regional-scale coordinated development between urban and rural areas.Underdeveloped regions in both Central and Western China should strengthen the linkage role of counties and small towns.This involves enhancing their attractiveness for the inflow of talent,technology,and capital,and driving the transformation of industrial structures towards digitization,intelligence,and low.In contrast,developed regions in the Eastern China should establish a spatial structure system with multiple focal points,network layout,and clear hierarchies.They should expand the breadth and precision of urban-rural factor mobility,and promote the transformation and upgrade of traditional infrastructure and public services,aiming for inclusive development.(2)Optimizing the allocation of resource elements driven by the"planning-utilization-consolidation"cycle in territorial spatial management to achieve shared urban-rural governance and rural reconstruction.Anchoring the spatial pattern of urban and rural development through territorial spatial planning,optimizing the urban-rural spatial layout during planning implementation.Ultimately,improving the spatial quality organic renewal and driving bidirectional flows of diverse elements between urban and rural regions.Place emphasis on rural functional provision,resource utilization orientation,and industrial development models,uncovering multifaceted rural functions including production,lifestyle,ecology,and landscapes.Exploring regionally adapted industrial integration models that enhance agricultural and rural development vitality through distinctive features and high efficiency gains.We also should enhance the leading role of comprehensive land consolidation policies,incentivize and support active private capital involvement,promote resource integration and value enhancement.Strengthening urban-rural industrial synergy and integrated development,and facilitating the orderly flow of urban-rural resource elements.(3)Enhanced awareness and innovative practices in targeted urban-rural governance and rural transformation supported by digital technology and intelligent platforms.Establishing an urban-rural data sharing platform helps bridge the"digital divide"in urban-rural integrated development and enables refined governance across urban and rural areas.Deeply apply the technologies like 5G,Internet of Things(IoT)to support the transformation and upgrade of conventional infrastructure.Expanding the coverage of digital devices in rural basic facilities,and utilizing digital technology to integrate cultural resources across urban and rural areas.Promoting the deep integration of the digital economy and the physical economy involves linking consumer markets through the internet and digital technology,establishing diverse channels for agricultural product distribution,and stimulating the transformation of consumption patterns and the enhancement of consumption capabilities for both urban and rural residents.Embedding digital technology into rural industry development and social governance processes to facilitate the intelligent transformation of agricultural production,digitalization of rural industry development,smartification of rural administrative affairs,and establishment of a digital grid for rural social governance.The aforementioned viewpoints can provide theoretical support and decision-making foundations for achieving the Abstract:China's proposal of the significant "the Belt and Road" in the new historical period holds profound significance for the construction of a community with a shared future for mankind. Promoting the great rejuvenation of the Chinese nation through Chinese-style modernization is a key element in the report of the 20th National Congress of the Communist Party of China. Therefore, promoting high-quality "the Belt and Road" development is not only a crucial step towards advancing high-level opening-up but also of paramount importance in achieving Chinese-style modernization. Based on a thorough summary and elaboration of related concepts and theories, this thesis deeply analyzes the logic behind advancing "the Belt and Road" under the new journey of Chinese-style modernization from four aspects: policy, industry, technology, and finance. Furthermore, it examines the new changes and challenges faced in promoting "the Belt and Road" amidst an increasingly complex and turbulent domestic and international environment, and proposes new pathways in four aspects: in terms of policy, practicing multilateralism, solidifying domestic foundations, and enhancing hard power; in terms of capacity, developing the digital industry to unleash productive capacity; in terms of industrial structure, emphasizing the development of modern industries while keeping pace with characteristic industries; and in terms of opening-up, facilitating dual circulation, deeply expanding cooperation fields, and promoting mutually beneficial development.

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:The article examines Xi Jinping’s views on the modernization of PRC’s economy, contained in the report to the Twentieth Congress of the CPC (October 2022) and covering a ten-year period since 2012, in which the historical task of eliminating poverty of 1.4 billion people in the socio-economic sphere was completed and the construction of a middleclass society in China (Xiaokan) was completed. In the author’s field of view, state development programs in the field of science, informatization, military-civilian integration, a large-scale leap in the qualitative development and building up of China’s economic and innovative potential, the problem of overcoming the country’s dependence on foreign technologies. The breadth of the approach to economic modernization is noted, including provisions on the coordinated development of material and spiritual culture, on “green” China, on China’s firm intention to continue modernization, following the path of peaceful development and mutually beneficial cooperation with the outside world with the ultimate goal of completing the construction of a modernized socialist power by 2035.
