Abstract:There is a steep learning curve between government efforts to inform, influence and engage global publics (public diplomacy) and the need to preserve and protect the interests of the state (national security) and its people. Its key challenge today is how individuals and institutions can strike a balance between growing demands for global communications transparency and accountability, a challenge in the 21st century, with strategic communication classification and secrecy, the legacy of the 20th century. In the age of WikiLeaks, information exchange is neither scarce nor sacred, and diplomacy to publics in service of national security objectives is open to scrutiny from all levels of education and ability. Public diplomacy is everybody’s business because the state as primary international actor has lost its lofty spot of credibility. We trust our smart phones and our Facebook friends as much, if not more, than our elected officials, and this reality has led to many non-state actors jumping into the public diplomacy fray.This chapter has three parts. It is written from the viewpoint of my personal experience as a former USIA official1 and details both the origins of public diplomacy as we know it and the changes that public diplomacy underwent as a result of 9/11. The first part provides an overall overview of public diplomacy as a field of research and teaching. The second deals with the founding fathers of public diplomacy in the US, showing their influence in shaping the field. Abstract:The author and co-editor of the second edition of the Routledge Handbook of Public Diplomacy examines public diplomacy’s growth in the twenty-first century and what place its scholarship and practice has in the social sciences. The interactive dimension of diplomacy needs acceptance among what she calls the “big dogs” in political science and international relations, who tend to sideline the field as a persuasion tactic and theory deprived. While there is some truth in that criticism, public diplomacy must have a seat at the policy table in order to stretch the dialogue, offer building mutual understanding strategies, and contribute to a toolkit of nonviolent options of action.

Abstract:The integrated model of public diplomacy, which is introduced in this book, employs a strategic communication approach that constitutes a merging of public relations practice and techniques with public diplomacy goals and outcomes. One of the three layers of the integrated model, mediated public diplomacy, implores governments to engage foreign publics through third party mediators such as global media (global satellite networks, international broadcasting) and international social media influencers. The mediated public diplomacy layer is a recognition of 21st century realities for public diplomacy: namely, that the whole world is watching what governments say and do and not only writing and reporting on their talk and actions, but also utilizing the opinions and evaluations of those third party influencers like bloggers and digital activists who are talking back at their governments like never before. The other two layers, nation branding/country reputation and relational public diplomacy, inclusively medium and long-term strategies, position public relations perspectives and practitioners at the forefront of implementing effective public diplomacy outcomes. The majority of contributors to this volume, including the editors who introduce the integrated model of public diplomacy, argue that public relations should lead, and not follow, in public diplomacy research and applications. Abstract:This article reviews four special issues of The Annals devoted to international exchange programs and the U.S. image. These volumes offer four decades of insight into personal contact across national borders through international exchange programs during the cold war era. The article concludes that cold war accounts of international face-to-face contact reveal important public diplomacy lessons for the twenty-first century, particularly for the U.S.-led war on terror. Methods of public diplomacy developed then are applicable now, including the importance of dialogue in overcoming stereotypes, building relationships, and enhancing the national reputation of the United States during ideological contests. The article includes a reassessment of the international exchange of persons in light of this historical review.

Abstract:Research and writing on women, research taking a gender perspective, research authored by women, and accounts of women's experiences as public administrators and leaders have been slow to find their way into the literature of public administration. This paper seeks to deepen the current understanding of the gender narrative by examining how and in what ways gender has come to be written into the discipline of American public administration. This paper will ask how American public administration's gender story has unfolded through research and writing, and in answering this question it will use both the metaphor of voice and the concept of narrative. This paper, specifically, will examine gender writing in American public administration from varying perspectives: historical, description/explanation, interpretive, and critique. The author also tells her story about finding her gender voice, in keeping with the personal writing feminist scholars emphasize as a means to interpret one's own experiences. Finally, borrowing from Virginia Woolf (1929), this paper considers whether women have a room of their own in the house of American public administration. It concludes that a "gender room" has been emerging, but it needs to be furnished with more interpretive gender research, including the voices of a wider range of women administrators and employees. Moreover, the critical tools found in that room must be used in the other rooms of public administration research and writing if the discipline is to be transformed.

Abstract:From 1984 to 1985, I spent a year as a Fulbright scholar in the Federal Republic of Germany. With a BA in political science fresh out of Clemson University, a land-grant state university in South Carolina, I was delighted to receive this pre-doctoral fellowship grant to live abroad for 12 months (with a three-month extension award) to advance my German language comprehension and investigate my proposed political science study of German foreign aid and its image abroad. It was not my ﬁrst trip overseas. In 1982 I had spent several weeks traveling with two German language professors and a handful of German language students to East and West Germany, Czechoslovakia, Austria, and Switzerland. Abstract:Gender diplomacy is a critical examination of the impact of women on global affairs, specifically focusing on their roles in key diplomatic positions such as ambassadors, foreign ministers, and heads of international organizations. This article employs a thorough analysis of statistical data and trends to assess the extent of gender parity in decision-making positions within international relations. It explores the influence of women's participation in shaping international relations, emphasizing instances where their involvement has contributed to conflict resolution and the implementation of gender-driven strategies. The article also sheds light on successful examples of gender-equal diplomacy while addressing pervasive challenges such as minimal representation, glass ceilings, and cultural biases. Structural and personal barriers are explored, with a particular emphasis on the absence of gender-sensitive policies and the delicate balance required between work and family commitments. To propel gender equality within the diplomatic arena, the article proposes a series of strategic measures, including policy recalibration, awareness initiatives, and robust international cooperation. Abstract:Abstract The feminist agenda in International Relations has recently drawn attention to gender issues in diplomacy, focusing mainly, though not exclusively, on analysing the trajectories of female diplomats in the institution. Though scarce, these studies approach the topic primarily via national case studies, resorting to the concept of gender to examine the power structures based on ideals of masculinity and femininity, which establish patterns of inequality and discrimination within the institution. In this article, we review national and international studies on gender and diplomacy, aiming to map the theoretical and methodological articulations underlying the gender analysis of diplomacy, which sees it as a gendered institution where gender-based hierarchies of power operate. In terms of methodology, we discuss the main concepts and theoretical frameworks of this research agenda, unraveling their connections to the broader feminist agenda in IR. We map the most recurrent methods and point out both theoretical and methodological gaps that need to be addressed in future research. Furthermore, we briefly review the main studies on gender and diplomacy conducted by the Brazilian Ministry of Foreign Affairs and academia, attempting to bridge national and international studies on gender and diplomacy. We conclude that the research agenda on gender and diplomacy has a rich conceptual and theoretical arsenal that establishes multiple dialogues with institutional feminist theories and with feminisms in IR. However, important gaps persist both in terms of the incorporation of intersectionality and cross-national comparative approaches, which are paramount to advancing gender analyses of diplomacy as an institution.

Abstract:Despite mounting evidence that women in foreign policy often bear the brunt of online hostility, the extent of online gender bias against diplomats remains unexplored. This paper offers the first global analysis of the treatment of women diplomats on social media. Introducing a multidimensional and multilingual methodology for studying online gender bias, it focuses on three critical elements: gendered language, negativity in tweets directed at diplomats, and the visibility of women diplomats. Our unique dataset encompasses ambassadors from 164 countries, their tweets, and the direct responses to these tweets in 65 different languages. Using automated content and sentiment analysis, our findings reveal a crucial gender bias. The language in responses to diplomatic tweets is only mildly gendered and largely pertains to international affairs and, generally, women ambassadors do not receive more negative reactions to their tweets than men, yet the pronounced discrepancy in online visibility stands out as a significant form of gender bias. Women receive a staggering 66.4% fewer retweets than men. By unraveling the invisibility that obscures women diplomats on social media, we hope to spark further research on online bias in international politics.

Abstract:The US reputation has become tarnished during recent years. Public I attitudes toward our country are now reported to be at a fifty-year low. Fewer people abroad consider the United States as their best friend. Fewer people believe that our nation shares a mutuality of interests with them. And fewer have trust and confidence in the ability of the United States to provide wise and steady leadership in the current world upheaval. Simultaneously, the negative aspects of America's image have gained new prominence. The men-tal picture that many foreigners have of our nation is increasingly that of a violent, lawless, overbearing, even a sick society. According to one recent sur-vey, one-fourth of Italians and British, three of ten Japanese, and four of ten of the French and Germans say that their opinion of the United States has fallen appreciably during the past two years.

Abstract:Former Rhodes scholar Senator J. William Fulbright was the greatest American propagandist of his day for what is considered the flagship international exchange program of the United States of America. Using a personal narrative approach, the author explores her participation in the flagship program of the US government that she argues is a form of good (virtuous) propaganda. No matter the personal enrichment outcomes or binational administration architecture of this sponsored international exchange, the nature of the sponsorship tilts American virtue. The Fulbright propagation of “persons equipped and willing to deal with conflict or conflict-producing situations on the basis of an informed determination to solve them peacefully” is a much better form of persuasion than propagations that permeate today.

Abstract:In this paper, I consider not only issues associated with the positionality of the researcher in international and comparative education fieldwork, but also how the researcher’s gender intercedes and intersects with position. Using heuristic research methods, specifically (self-)dialogue and the collection of research manuscripts, I explored how women researchers describe their experiences conducting international fieldwork and how they position their work as insiders/outsiders. Findings suggest that women struggled less with their insider/outsider stance than they did with a researcher/practitioner stance. Additionally, women spoke of gender as being associated with their bodies, perceptions of their bodies by participants and others, and how this positioned them in the field. Important, challenging questions emerged related to how we train women researchers, the homogeneity of the field of international and comparative education, and using gender norms to gain access to participants.

Abstract:This chapter assesses three high-profile women public intellectuals in the US: Condoleezza Rice, Samantha Power, and Susan Rice. All of these three women public intellectuals are significant role models for women wanting to move from academic positions into different administrations. While the contribution and legacy of Condoleezza Rice is a mixed one, no one can detract from her contribution and achievements as an African-American academic woman and public intellectual. Condoleezza Rice can take credit for a number of policy successes, including the restoration of full diplomatic relations with Libya and progress in the Israeli–Palestinian conflict. Meanwhile, one of the most interesting aspects of Power's career is the contrast between her ardour as an activist and her duties as an adviser. Finally, Susan Rice was highly effective in her role as national security adviser and oversaw the coordination of intelligence and military efforts during a period that was marked by an escalation of the battle against the Islamic State of Iraq and Syria (ISIS) in the Middle East, the crisis in Syria, and increased aggression from Russia.

Abstract:What is the impact of gender on international affairs? In this paper, we argue that existing theories of international relations often miss the crucial role of gendered perceptions in politics. We draw on research in experimental psychology and the comparative politics of gendered leadership to understand how gender influences reactions to female foreign policy. We argue that female leaders in particular face gender stereotypes that cause dispute opponents to underestimate their resolve during bargaining. Using data on the gender of leaders in militarized disputes, we find evidence of gender biases in bargaining interactions: Female-led states are more likely to have their disputes reciprocated and are consequently more likely to forcefully escalate a dispute than male-led governments. These findings point to the importance of stereotypes and cognitive biases when studying how the increasing heterogeneity of policymakers—and especially world leaders—impacts foreign policy.

Abstract:On September 11, 2001, a reporter contacted me to put the World Trade Center and Pentagon attacks into a propaganda context. He was familiar with a little book I had published, Propaganda, Inc.: Selling America’s Culture to the World, about my two-year federal government work at the US Information Agency, an independent foreign affairs propaganda agency that operated from 1953-1999. Needless to say, given the enormity of that day, I had no desire at that time to intellectualize the attacks in the context of a new information war. It was nevertheless clear that the propaganda war—in mind munitions—was the defining ingredient of international relations. Much of my research, speaking and writing since that time has involved the intersection of propaganda studies with public diplomacy. From that perch I look at diplomacy in a critical international communications perspective. Benghazi, Libya doesn’t signify just a place but also a persuasive, ideological battleground between the White House and Congress on Sunday morning talk shows, and on YouTube and Facebook. Events don’t just happen as points in history but instantly emerge as competing narratives where truth is not as important as believability. In the “greed is good” era of the 1980s the famous bumper sticker read:“He who dies with the most toys wins.” In the information and image wars of the 2000s, the bumper sticker reads:“He who dies with the most ‘likes’ wins.” So what’s the difference between propaganda and public diplomacy? Abstract:This article argues that the (re-)constitution of diplomacy is intimately linked to gender and the practices of exclusion and inclusion of women and men over time. While the big debates in both academia and among practitioners concern the change and continuity of diplomacy in the last hundred years, gender has received scant, if any, attention. The overarching aim of this article is therefore to advance a new research agenda, which can spur future gender studies and contribute to rethinking diplomacy. It presents an original narrative about three distinct bodies of diplomatic scholarly work that focus on (1) diplomatic history; (2) descriptive representation; and (3) gendered institutions. We conclude that first there is a need to move out of Europe and North America to provide greater focus on Africa, Asia and Latin America. Second, there is a need to move beyond the descriptive single case studies towards more systematic comparisons, which can trace change in institutional gender dynamics over time. Ethnographic work can provide novel insights to gendered micro-processes and the daily mundane institutional practices. Third, as part of the gender turn in the field of diplomacy international feminist theory can generate significant theoretical contributions to the transformation of diplomacy.
