Abstract:The pension system is one type of social welfare system which provides support for elderly citizens after retirement. The system in the People's Republic of China was established in the 1950s, mainly for state employees and employees of privately owned enterprises, while peasants relied on their land to support them in their old age. Up to the 1970s, there was little change in this system. However, the system has since undergone dramatic reform. The implication of the new system for the future elderly in China will be significant. This paper discusses the current impact of the pension system on the elderly in China. According to our analysis, fewer than 25% of Chinese elderly receive a pension. The social and demographic characteristics (e.g. age, gender, residence, educational attainment, occupation) of pension recipients are partially a legacy of past policies. As new policies are implemented and the pension system improves, more elderly will be covered by the pension system. Nonetheless, we need to find ways to support those who do not receive a pension.

Abstract:This article analyzes China's pension arrangement and notes that China has recently established a universal non-contributory pension plan covering urban non-employed workers and all rural residents, combined with the pension plan covering urban employees already in place. Further, in the latest reform, China has discontinued the special pension plan for civil servants and integrated this privileged welfare class into the urban old-age pension insurance program. With these steps, China has achieved a degree of universalism and integration of its pension arrangement unprecedented in the non-Western world. Despite this radical pension transformation strategy, we argue that the current Chinese pension arrangement represents a case of "incomplete" universalism. First, its benefit level is low. Moreover, the benefit level varies from region to region. Finally, universalism in rural China has been undermined due to the existence of the "policy bundle." Additionally, we argue that the 2015 pension reform has created a situation in which the stratification of Chinese pension arrangements has been "flattened," even though it remains stratified to some extent.

Abstract:In linewith advicefrom internationalfinancial institutions, China introduced a three-pillar pension system in 1997. However, it performs badly, with high contribution levels, the ‘funded’ contributionsbeing used forcurrent expenditures,and delaysinpension payments. The problemsareoften ascribed tothe remaining elements of pay-as-you-go (PAYG) present in thesystem. Thispaper, however, arguesthat the advantagesofa fully-funded system (FF) havebeen exaggerated. The higher relative return of the PAYG system in China justifies a PAYG pension system forChina. It is arguedthat theproblemsoftheChinesepension system are not caused by the use of PAYG butbytheneed to finance transition costs and conditions particularto the pension system in China, notablyincomplete contribution coverage, a low pension age, and a high replacement rate. Itisthesefactors, and therateofgrowth ofoutput, which determine the viabilityof theChinese pension system.

Abstract:Abstract This article is the first examination of pension reform in China and its effects on different social groups over the past three decades. China's pension system has undergone radical transition from the state‐employer model to a state‐society one based on the combination of an underlying aim of supporting the economic reforms and learning from international experience. Although the pension system has expanded over the past three decades and the majority of people are now covered by social pensions, this remarkable policy change has created new inequalities. First, an important aspect of social stratification has been reshaped into five distinct pension scheme classes. Second, the new pension model has strengthened the link between benefits and contributions, which privileges the better off. In this newly stratified pension system, those with high human capital and family capital, and who are in the more developed regions are the clear winners. To tackle these inequalities, future pension reform in China should focus on promoting equalization and de‐stratification.

Abstract:In face of the large ageing population and increasing dependence ratio, China is aiming to find an efficient, stable, and sustainable pension system. This article briefly examines the changes that have occurred in China's pension system and explores the pros and cons of the current system. Although China has made a good start in laying the foundation for a multi-pillar pension system, pension reform is still incomplete and many important issues remain. Since the social insurance system alone cannot realistically accomplish the task of old-age security, the private sector, including the insurance industry, should be mobilized to play an active role in China's pension system.

Abstract:The purpose of this paper is to analyze and conduct a comparative study of pension system reforms in the international arena in order to obtain experiences and insights from the pension system reforms in various countries. After introducing the basic concepts and current status of pension systems, this paper reviews the history of pension system reform in the international arena and analyzes the reform measures, policy effectiveness, and problems and challenges of different countries. By comparing and summarizing the international experiences and insights, this paper provides references and inspirations for the future pension system reform in China. The study finds that the effectiveness of pension system reform measures and policies varies across countries, but in general can be summarized in four directions: gradually raising the retirement age, increasing personal responsibility, increasing funding sources, and improving administrative efficiency. In addition, there are some common problems and challenges in pension system reforms in different countries, such as political difficulties, social stability, funding gaps, and overly conservative policies. In order to solve these problems, governments need to take into account national conditions and actual situations and adopt reform measures that meet the characteristics and realities of their countries. Comparing the experience and inspiration of international pension system reform, we can find that: firstly, it is necessary to adhere to the people-oriented principle and focus on protecting the basic rights and interests of individuals; secondly, it is necessary to strengthen the institutional guarantee of policies and laws to ensure the continuity and stability of policies; thirdly, it is necessary to play the role of market mechanism to increase the funding source of pensions; fourthly, it is necessary to strengthen the supervision and management of the government to improve the management efficiency. These experiences and inspirations are useful for China's future pension system reform.

Abstract:The article first describes and analyzes China's social support measures for rural population from 1950s to nowadays. It depicts the indistinct stages of pension system institutionalization from the time it appeared and up to the present. The major Chinese society peculiarity lies in a huge gap between standards of living in the city and in the country. It has its present characteristics due to the historical environment of official employment in Chinese villages and the previous absence of social and pension governmental support as its circumstances. In the study latent periods of switching from one pension form to the others are revealed. The fact is that China's social support measures for rural population has only history of one hundred years. However different pension forms replace each other dramatically during this time while special aspects of moral issues, family relations and social structures of Chinese society complicate the situation. Various aspects of rural pension policy in China are underexplored for that moment. The paper fills this important gap and gives much attention to its social, cultural and economical aspects. Evolution of Chinese rural pension policy starts from the "Five Guarantees" system, continues with the "Baoji model" and concludes with the "New Pension System" development. This system is to equalize rural and urban pension rights in China. In conclusion due to the National Social Policy only from 2014 every Chinese rural citizen aged 60 and older has pension entitlements. This fact can indicate that the primary maturity of China’s state pension system for old-age rural population has been reached.

Abstract:The old-age pension scheme in China's state-owned enterprises (SOEs) is experiencing a difficult transition period; in the past, SOEs were responsible for providing retirees with pension benefits. However, in the 1980s and 1990s, the financial position of SOEs deteriorated, making it difficult for them to honor their social welfare commitments. The background of the current pension crisis is examined, and recent attempts to improve the funding of pensions in China's state-owned sector are reviewed, focusing on the period since the State Council issued its "Decision on the Establishment of Unified Pension Insurance" in 1997. The article concludes with a review of priorities for further reform.

Abstract:China's pension system comprises a large social account and a smaller personal account now largely vacant. The system is unsustainable due to population aging. Under this system, new enterprises subsidize old enterprises, rural participants subsidize urban retirees, and young and future generations have to pay the debt incurred by the current older generation. A new system consisting of forced savings, a government safety net, and family support is proposed to replace the current outmoded one. Since China's social security system covers only one-quarter of the labor force, the current deficit is not too large and can be paid off by using the assets of state-owned enterprises (SOEs). In recent years China's tax revenue has been increasing rapidly and can be used to repay the pension debt. In addition, since the government owns all urban land, government land sales can produce revenue for social security reforms. Finally, the government can achieve its goal of income redistribution within the current system by providing compulsory high school education, better urban transportation, better health care systems, and a better social safety net.

Abstract:Getting rid of pension dual-track system and deepening the reform of old-age insurance system of institutions,is to build the national unitied three pillar pension system for institutions.The research on key for pension reform is whether to set up " the middleman" in Zhejiang province in the next 35 years," establishment of the middleman" and " does not set up the middleman" case of pension benefits,income and expenditure payment of financial investment for the forecast simulation,finally draws the conclusion:The fiscal pressure for the reform of pension dual-track system is not particularly large,and pension system reform has feasibility and sustainability in Zhejiang.From the comparison of three kinds of pension reform scheme financial burden,regardless of the financial cumulative burden or fiscal expenditure in the years," establishment of the middleman without reform compensation" is more feasible and sustainable.

Abstract:According to the demographic prospect, population aging will be increasing after year 2005. Meanwhile the effective urban labor force keeps growing until 2030. Therefore, the reform of Chinese pension system should be based on the change of demographic structure to determine to what extent the pension system plays a role on redistribution. We evaluate the welfare effect of pension system by employing Chinese data. The simulation shows that a certain size of pay-as-you-go pension is necessary to maximize the social welfare if the government considers both efficiency and equity.

Germany’s medical insurance has a special division system, especially the support for old-age care reflects the adequacy and systematization of social security. Through the exploration of the German division system, we can provide some favorable suggestions for China’s medical system development and pension model reform in line with its national conditions.

Abstract:Like most countries, China faces a rapidly aging population and a looming social security crisis. Prefunding and unifying a fragmented system are at the heart of the government's projected reforms that are intended to prevent this crisis. The Chinese plan to set up individual accounts to deal with these problems is retarded by three key factors: 1 transition costs must be covered in any move toward prefunding, and the Chinese government is still trying to figure out how to accomplish this; 2 the current social security system is characterized by fragmentation and decentralized administration, which lead to principal–agent/ moral hazard issues that make it more difficult to cover transition costs, decrease early retirement and increase compliance; 3 the funds that have accumulated have not been invested in diversified portfolios by competitive management and have not earned a high rate of return. This paper focuses on these three problems as well as the complex interactions between pension, financial market and state-owned enterprise (SOE) reform. We summarize the bold steps that the government has announced during second half of 2001 to link pension, financial market and SOE reform.

Abstract:In an era of ageing with fewer children, the role of the government in the old-age security system continues to change, while intergenerational and old-age responsibilities continue to evolve, heterogeneity within older groups continues to emerge and the ageing trend is difficult to reverse. Against this backdrop, the pension system is in a state of continuous evolution, while on the other hand, there are problems such as the persistent absence of welfare recipients and recipients in the design and improvement of the pension system, the redundancy and complexity of pension policies, the neglect of pension system construction costs, and urban-rural and regional differences. Therefore, it is necessary to actively address the challenges of ageing through rational guidance of expectations, promoting the recovery of the low fertility rate, gradually extending the retirement age, transferring and urbanizing the rural population, establishing a sound basic pension insurance and basic medical insurance system covering the entire population, clarifying the content and service providers of pension services, improving the mechanism of cooperation and division of labor within the family, and implementing smart pensions.

Abstract:The establishment and reform of China's new social pension insurance system has gone through more than ten years. After years of exploration and practice, the fundraising model of “combination of social pooling and individual accounts” has gradually formed in the management of funds. Under the background that the urban-rural dual economic structure leads to the imbalance of urban and rural economic development, the different design of the urban and rural social endowment insurance system and the different levels of pension investment have caused great differences between China's current urban and rural real old-age security levels. Constructing a coordinated urban and rural social endowment insurance system is an important part of China's development in the new era and the only way for social development. Starting from the introduction of the related concepts of social pension insurance theory, this paper analyzes the current situation of urban and rural endowment insurance in China, explores the difficulties that hinder the current urban and rural pension insurance reform, and attempts to build a flexible urban and rural development based on the development of urban and rural areas.

Abstract:Since 1991, the social pension insurance in rural China has gone through two stages, namely, the stage of initiation and development and the stage of consolidation and readjustment. Today, rural social pension system is facing with problems such as model of financing, fund management risks, loss of credibility of the government, etc. In the face of these problems, we should thoroughly reflect on the questions of "whether good purpose will yield good result", "what is the game relationship between the government and the public", and "what's the relationship between the government and the market". The trend of China's rural social pension system is a weighty and serious question, and it is urgent to establish a social pension system suitable to the rural area. The new "rural social pension experimentation" requires thorough study, and the fivepillar pension model proposed by the World Bank is a good example to learn from.

Abstract:The Implementation Measures for Personal Pensions were jointly released in November 2022 by five agencies, including the Chinese Ministry of Finance and the Ministry of Human Resources and Social Security. The Communist Party of China's report on its 20th Congress makes clear recommendations for the welfare of the populace, including "improving the national coordination system of basic pension insurance and building a multi-level and multi-pillar pension insurance system." China is currently dealing with the strains of an ageing population and the uneven development of its pension system. One of the primary challenges China's social security system is currently experiencing is effectively encouraging the development of individual pensions to satisfy higher-level pension needs. Individual retirement accounts have been developed in the US for a very long time. China should undertake a range of various measures based on the Chinese situation while relying on the prior experience of the United States to promote personal pensions from the perspectives of public bodies, financial institutions, and investors.
