Abstract:Rapid population aging and longevity risk is raising concerns about the sustainability of public pension systems in China. Increasing the retirement age, as an important way to maintain long-term financial sustainability, became the main policy choice for Chinese old-age insurance. Some studies show that raising the retirement age can effectively take the pressure off on public pension solvency. However, if the pension benefits increase with the pensionable age, it may offset some effect and even has a negative impact on the system's financial state in some period.This article explains the relationship between financial balance and retirement age under PAYGO and funded system, and develops an actuarial balance model for pension system to measure the effects of raising the retirement age on financial sustainability. In the quantitative analysis, we forecast the insured population and take into account real contribution base and some dynamic factors including gradually urbanization and increasing coverage. We calculate the individual benefit, cash flows in the future 75 years of the pension scheme and long-term actuarial balance under specific retirement age, and analyze the effect of increasing the retirement age on long-term financial balance. The result shows that increasing the retirement age, the insured's benefit will increase with the rise of contribution years and the salaries, thus the replacement ratio and individual account longevity payment will increase significantly. Therefore, in a certain period, extending retirement age will improve the yearly payment of the old-age insurance and have little effect on improving financial balance or contribute little to sustainability of the scheme. We suggest, at present, establishing a mechanism to encourage more contribution is the more effective way to reduce payment stress.
