Abstract:All countries face a number of daunting balancing acts with regard to their education systems.These challenges are intensified by the convergent forces of globalization and are remarkably dramatic in the case of China.Among the principal challenges are these: balancing the competing demands of equity,quality and efficiency;coordinating the contributions of the private sector with public resources and oversight;balancing institutional autonomy and academic freedom with public accountability;achieving a harmony between the instrumental and intrinsic goals and purposes of an education system;drawing upon the best practices of other countries while building on the historic strengths of indigenous educational institutions and traditions.In examining these fundamental policy issues it is necessary to keep in mind these questions:to what ends are reforms in education undertaken;who initiates change efforts and who benefits from them;and particularly appropriate to this 15th Annual Conference of CCES,what role can comparative educators play in contributing to more informed policy and enlightened practice.

Abstract:China's governance has been in the process of transition since 1978. The features of new governance tend to be multi-center, autonomy, division and corporation, for which a mature citizen and civil society are indispensable as they are complementary to the functions of government. Citizen is a basic element of the civic society. It means that not only social and financial conditions and system guarantee are necessary, but also the citizen with civic virtues and capacity is required to a perfect civil society. Civic education is one of the best ways to develop civic virtues and capacity, and then it will promote the transition of governance in China indirectly. A modem governance would have more opportunities for civil participation, which might contribute to civic education in turn. Hence, civic education is both the means to and the result of governance transformation. The essay would review the history of the research on civic education, and release its academic and practical significance to the transition of governance. And then it would focus on the progress of civic education in some developed countries. Finally, the essay would discuss the target location and approach choice of civic education in Chinese governance transition context.

Abstract:Ivor Goodson's paper theorized emerging patterns of educational change and argued that the national school systems are refractors of world change forces. Only by understanding this process of social refraction can a change theory that is sensitive to the circumstances of schooling be developed. Until the late 1970s, internally generated change remained the lynchpin of the change theory, and looked for the sources of initiation and promotion of change from within the educator groups ‘internal to the school systems’. Recently,a new change theory has begun to analyze and historically compare the changing conditions of change, which has provided a way to arbitrate between the changing balance of external relations and internal affairs. The ‘external relations’ model of change was developed as a result. Dilemmas of educational change can only be understood within each of these local contexts. The case study of England showed that the attack on ‘old professional’ vocationalism gave rise to the problems of memory loss, mentoring loss and teacher retention and recruitment.

Abstract:Modern frontier education includes frontier national education,frontier political education and common sense education which is for the common people.Although the previous relative researches,which were mostly from the aspect of regional education and national education,had the advantages of their own,they failed to involve the rich historical content of modern frontier education.The discussion from the three dimensions——modern educational transformation,modern nation constitution and mutual interaction between the central government and local government,accords with the mass' understanding of frontier education,and also possibly approaches the actual condition of frontier education development within the 100 years.

Abstract:In the post‐Mao era, the Chinese government carried out a series of education reforms to modernise education provision. This paper explores two related aspects of these reforms through comparative case study research in three different school locations within the same region in China. The first focus is upon system reform initiated through decentralisation and financial diversification that encouraged local governments to use multiple channels to improve their education services and resource provision. The second dimension concerns the national reforms for quality improvement intended to transform the examination‐oriented system into quality‐oriented education. Based on the comparative data and analysis, the findings of this research suggest that improving student academic performance in the key state examinations remains the top priority for schools, local authorities, teachers, parents and students. The processes of decentralisation and the development of a competitive educational market have left schools competing for funds and for students in efforts to secure an advantageous position in the education market place. In contradiction with the national policy this has reaffirmed examination orientation within Chinese schools and, as demonstrated by the case study comparison, has resulted in an increasingly stratified education system.

Abstract:From the start of reforming and opening to the outside world,China's education reform has been gradually enlarged and deepened,like reforms in other social fields.Education reform has greatly promoted the development of all kinds of public education and made important historical achievement.This paper divides the history of China's education reform into four stages,that is,(i) the preparation of education reform and restoration of education system(1978-1984);(ii) the inauguration and steady advancement(1985-1992);(iii) the all-round execution and rapid development of education(1993-1998);(iv) the continuous deepening and complete promotion of education quality(1999-2008).Based upon such retrospect,this paper analyses the characteristics of China's education reform in the past 30 years,including its nature,background recognition,road choice and value assumptions.It generalizes that the 30 years education reform is part of the whole social reforms and a kind of political enterprise.The fundamental dynamics originates from objective needs of economical growth and scientific researches.The road of education reform is top-down.The value assumptions emphasize the orientation of nationalism and economicism.Considering the new changes in social and educational development,this paper proposes some ideas and suggestions about further steps in ten or fifteen years,such as more unifications between education reform and other social reforms,more completeness of background recognition,more choices of reform ways and more humanisticality in respect of value assumption.

Abstract:ECNU Review of Education, Ahead of Print. Highlights Around the world, nations are grappling with the longstanding inequalities in education and society that were made more visible during the pandemic—along with the increasing educational demands of our fast-changing, knowledge-based world.This article outlines the anatomy of educational inequality and the demands for students to develop "learning ability."It argues that to address these issues, we must reinvent education systems—often designed around a now antiquated factory model—so that schools can become more student-centered and supportive of whole child development; focused on deeper learning that meets the demands of today's society; culturally and linguistically connected and sustaining; grounded in collaboration among students, staff, families, and communities; and equitable in the opportunities provided and outcomes achieved.It describes policy strategies to accomplish these aims, with a strong emphasis on the changes in educator preparation and in-school supports needed for developing powerful teaching.

Abstract:The aim of this book is to set an agenda and address a gap in the literature regarding Turbulence, Empowerment and Marginalisation in International Education Governance Systems and its relationship with narrowing the global phenomena of a Black-White achievement gap. The aims are met by addressing the following quesitions. First, how do senior leaders of Educational Governance Systems who are from and represent marginalised groups in society, describe and understand how School Governance Systems empower or disempower them to develop school communities as societal innovators for equity, and renewal? Second, how do these senior-level leaders within Education Governance Systems describe and understand the role mentors and/or advocates play to support their navigation through the turbulence? Third, to what extent, do these senior-level leaders of Education Governance Systems believe a cultural change is required to empower them in school and college communities including staff, families, students and community partnerships to Empower Young Societal Innovators for Equity and Renewal (EYSIER)? Finally, what theories of knowledge to action emerge regarding how these senior-level leaders might successfully navigate turbulence to empower marginalised groups for equity and renewal for all in Public Corporate Education Governance Systems? We identified in Chapter 1 that the context is one of colonisation between different groups. In Chapter 2, The review of literature focused on turbulence in Education Governance Systems and identified the global distribution of knowledge concerning education from cash-rich countries has had a tremendous impact on what is taught and tested in schools. Nation states that are not cash rich are marginalised in a global politics. International Testing Industries examine the output of national education systems through a global lens. These studies do not shed light on: the socio-economic, or political context that shape the values, primary moral virtues and secondary intellectual virtues and acts of particular legislation; the fair funding formulas that underpin the allocation of funds to the construction of infrastructure; the Education Governance Systems structures and agencies; and the organisation of processes and practices of the education system within the international community. Intellectual and cultural colonisation that may lack what Adler calls moral and ethical frameworks may accelerate the commodification of education. Chapter 3 critically discussed how we implemented the same research design in each case taking a humanistic approach and identified that the research adopts a shared world view and seeks to recognise scientific, intellectual knowledge, and metaphysical moral and empirical knowledge. Chapters 4 through 9 presented the English, Northern Irish, Arab-Israeli, Trinidad and Tobago and the United States cases, and each case identified a clash of values between the professional educational credentialed senior-level leaders with track records for outstanding school improvement, and those in Educational Governance Systems with: no professional credentials; no track record of school improvement; a tendency to promote competition rather than cooperation; a desire for internal succession planning, rather than succession planning to achieve national education goals. The clash of cultures put senior-level leaders into a mode of protectionism with a focus on keeping their post and ‘watching their backs’, rather than building capacity for sustainable instruction within the Education Governance Systems they lead manage and administrate to optimise students’ learning, students’ outcomes and social mobility. These senior-level leaders with Professional Credentials, and outstanding track records of school improvement need Education Governance Systems to empower them to do their job and create realistic opportunities to develop networks of professional experts in partnership with the academy to support them navigate any clash of world views. Funding is required for professional learning to ensure ‘old opinion is handed down among them by ancient tradition’ that is rationalised with logic, compared and contrasted with empirical evidence, and synthesised with innovations guided by a moral compass within an ethical infrastructure. These senior-level leaders need to be empowered to empower their staff as autonomous professionals to empower the parents and the students to gain the thinking tools they need to be lifelong learners with the capability to be self-legislating. This requires a culture change that prioritises the moral virtues of learning how to learn as moral citizens in becoming, above the secondary intellectual virtues demonstrated through success in high stakes tests. Knowledge to action reveals young people need Education Governance Systems that EYSIER and underpin success in student outcomes for social mobility. Success in both these spheres will enable them to break their chains that have kept them dependent on the guidance of others who may seek to exploit them ( De Gruy, 2008 ). Further research is recommended to implement the knowledge to action impact strategies that emerge from all five cases.

Abstract:Against the backdrop of growing national strength and rapid economic development, the government has placed more emphasis on education. In recent years, remarkable achievements have been registered in terms of education in China, which lays a solid foundation for cultivating comprehensive professionally-trained personnel in the new era. However, the current education system is ridden with many setbacks and problems. This paper conducts an analysis of the specific conditions of education both at home and abroad, status quo of education in China, makes some reflections on the direction and measures of China's education reform based on the practical reality of education in China. Measures should be taken to inject personalities into the traditional, exam-oriented education system, which keeps pace with the new era. As is known to all, it's important to strike a balance between public education and non-government funded education in a scientific and reasonable manner. The overhauling of traditional education policies will pave the way for China's educational renaissance and realize the great blueprint of the Chinese dream.

Abstract:During 1980, many Western countries launched public administration reforms. These reform waves also blew over to many Asian countries. With the advent of globalization and the rise of knowledgebased society, education and innovation are regarded as the driving forces behind social and economic growth and development. To enhance the national capacity, education reforms have also become common agendas among nation states since the 1980s. This paper aims at critically reviewing and comparing majorpolicies and strategies of the higher education reform adopted by the respective government in Greater China, including mainland China, Hong Kong, Macau, and Taiwan and Singapore. The key research questions are why these countries attempted to reform their higher education and if these countries achieve the desired results and comply with good governance. In this paper, four areas, "Rule of Law," "Transparency," "Effectiveness," and "Accountability" are evaluated to examine how these selected cases’ governance in higher education have been implemented in the past 30 years.

Abstract:Network governance has become a widely recognized and increasingly utilized instrument for leading and managing public service delivery, especially in the education sphere. However, beyond mainstream Western contexts, network governance in education is under-researched. With reference to network governance theories, this study explored the evolution of education governance in China from 1985 to 2020. Based on a thorough analysis of policy documents and scholarly research, this article argues that the Chinese central state has changed its governance mode from centralization to network governance by incorporating peripheral actors, including local governments, schools, and societal forces, as active agents in governing education. However, despite these peripheral actors' increasing autonomy and participation, the central state still retains the ultimate power and authority over education governance in China. This study aimed to deepen the theoretical and practical understanding of China's governance over education while also contributing to mapping the global landscape of network governance.

Abstract:Throughout the Maoist era (1949–1976), Chinese education served twin purposes: to cultivate scientific and technological talent as an impetus for national rejuvenation and to serve as a mechanism for political indoctrination. Not surprisingly, ideological-political education played an essential function. Once Deng Xiaoping came to power in 1978, China embarked on top-down reforms that dissolved the original central economic planning system and pursued a market model. The ongoing economic reforms, with an increasing engagement with the global community, have gradually transformed the social fabric and spurred a number of societal challenges, such as increased inequality and calls for democracy (Gittings, 2006). Over the past three decades, Chinese society has witnessed a struggle for the relaxation of strict political control and authoritarian party rule, and experienced an eagerness to build a democratic civil society, especially from the intellectual and grassroots sectors. Ideological shifts and social transition have opened the door to educational reforms such as curriculum reforms and the decentralisation of educational policy, school financing, and administration (Mok, 1997). Although changes in the orientation and curriculum of moral education have received widespread attention (Zhong & Lee, 2008), very little has been written about the backstage players, Chinese scholars who have been actively committed to the reforms and have often worked on government advisory bodies.
