Abstract:This study examines China's new dual circulation development pattern, which requires the pursuit of upgraded development to emphasize domestic circulation as the mainstay, in line with expanding the domestic demand. Furthermore, dual circulation is regarded as the mutual promotion of domestic and international circulation, which aims for high quality in domestic and international circulation. The key to building this new development pattern is an unimpeded economic circulation. Accordingly, this study identifies five essential considerations for China to accelerate the construction of the new development pattern, with domestic circulation as its mainstay. This is because a deep understanding of the Chinese government's policy objectives is required to guide the efforts toward modernization effectively.

Abstract:Ecological civilization construction is a major national development strategy. Studying the empirical modes and promotion strategies of ecological civilization construction in economically developed regions is vital for leading the construction across the country. This study used the Pearl River Delta region as an example, summarized the achievements from the aspects of ecological space pattern, ecological environment quality, ecological civilization system, and coordinated economic and environmental development, and explored the innovative models of regional ecological civilization construction. Considering the major challenges, we proposed the development goals and paths for regional ecological civilization construction, thus to provide a basic reference for the ecological civilization construction in economically developed regions in China. We proposed the following six strategic suggestions: (1) enhancing the protection and restoration capabilities of national land space; (2) promoting the Pearl River Delta region to take the lead in achieving carbon emission peak; (3) encouraging technological innovation to guide the green, low-carbon, and high-quality development; (4) improving air, land, and water environment; (5) creating a new fashion for ecological civilization; and (6) accelerating the innovation of ecological civilization systems.

Abstract:This paper provides a detailed account of China's Dual Circulation Development Paradigm and examines its theoretical foundation from the perspective of the New Structural Economics approach. The purpose of this Paradigm is to shift the focus from foreign to domestic circulation as the major driving force for China's sustainable development, and to emphasize the importance of a positive reciprocal relationship between domestic and international economic circulations. This paper argues that aim of the Paradigm is to facilitate a qualitative leap in industrial upgrading to achieve both a higher-quality domestic circulation and a higher-level of international circulation. By explaining the development thinking from the Chinese policy-makers' perspective, this paper also casts light on growth and development issues facing other countries.

Abstract:According to the law of economic development, the proportion of domestic circulation in a country's economy increases with the growth of economic size and the enlargement of service industry, both caused by the rise of income. In the new development paradigm, the Chinese government puts forward the idea of "taking the domestic circulation as the mainstay", which reflects this basic economic law. However, the policy of "making full use of the domestic and international markets and resources" is still equally important. Therefore, the new development pattern includes the idea of "the domestic circulation and international circulation reinforcing each other". To implement the new development paradigm, the most important things are to tap the growth potential through structural reform, deepen reform to improve the efficiency of domestic circulation and deepen the opening up to make better use of international resources so as to promote development and raise income level.

Abstract:Pursuing high-quality development is the primary task of building a socialist modern country and an essential requirement of Chinese modernization, as highlighted in the report of the 20th National Congress of the Communist Party of China. Accelerating the establishment of the new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other is an important strategic deployment for China to achieve high-quality development in the new era and promote Chinese modernization. Throughout the history of China’s economic development,actively expanding imports, as an important measure of China’s high-level opening up, plays a vital role in both domestic and international circulation. On the one hand, actively expanding imports is conducive to promoting domestic production innovation,expanding domestic distribution base, improving domestic circulation efficiency, and driving domestic consumption upgrading,thereby enhancing the endogenous power and reliability of the domestic circulation. On the other hand, actively expanding imports can improve the quality and level of international circulation and realize mutual promotion of domestic and international dual circulation by promoting the integration of domestic and international industries, resource sharing, market connectivity, and rule connectivity.

Abstract:This paper based on the theory of marxist political economics “binary” thought, puts forward total contradiction movement in the process of social production is a new development pattern of “binary” theoretical basis, establish es a new development pattern of “binary” rely on “factor market”, “product marketing”, and need s to make full use of the domestic market on the basis of expanding the international market “market space ”. At the same time, it definitely points out that “efficient market” and “efficient government” are the fundamental guarantee of the new development pattern of “double circulation” . The constraint conditions of constructing the new development pattern of “double circulation” are analyzed from four dimensions: economic system, innovation ability of market subjects, regional location and industrial structure. Finally, according to the realistic constraints of constructing the new development pattern of “double circulation”, the paper puts forward the concrete implementation path: in the top-level design of the economic system, the market should play a decisive role in the allocation of resources, and the government should play a greater role; in the aspect of cultivating the innovation ability of market subjects, we should implement the innovation-driven strategy and promote comprehensive innovation with scientific and technological innovation as the core. In terms of regional and regional cooperation and development, we will coordinate regional development internally and integrate into the global economy in an all-round way externally. At the level of industrial structure optimization and upgrading, efforts should be made to optimize the supply-side structural reform and strive to achieve a benign interaction between supply and demand.

Abstract:Purpose Global supply chains experienced unprecedented changes in 2020 and the relationship between domestic and global markets needed adjustments considering the long-term impacts of the changes that are unfolding around these markets. China has become the first country to announce a formal strategy – “Dual Circulation” Strategy (DCS) – to guide its self-reliant economic development in the post-COVID era. However, what exactly is the DCS and what drove China to publicize this strategy is not yet clear. This study aims to answer these questions. Design/methodology/approach Based on an extensive review of literature and media reports, a background has been constructed that justifies the DCS as a long-overdue historic necessity. Findings A novel definition of “Dual Circulation” is introduced. A novel construct to visualize the domestic circulation in light of international and domestic markets and international circulation has been presented. The study argues that maintaining optimum levels of consumption and saving rates is crucial to the DCS’s success. Originality/value The study pioneers the first scientific definition of the “Dual Circulation” that will pave way for future debate on the topic. Also, it is the first time an academic study on the DCS has been executed.

Abstract:China plans to develop a resilient domestic economy by leveraging the new development paradigm of ‘dual (domestic and international) circulation’ strategy. In recent years, the Chinese central government has launched a raft of regional development initiatives as part of its major strategy of city-cluster formation. Accelerating regional development centred on developing vibrant city-clusters is crucial to sustaining domestic economic growth in China and implementing the dual circulation strategy. By applying the SWOT analysis, this article assesses the development of major integrated city-clusters in China, and in particular the competitiveness and development of the Guangdong-Hong Kong-Macau Greater Bay Area as compared to China’s other major city-clusters.

Abstract:The China's Pilot Free Trade Zones are an important hub for the promotion of China's domestic and international double circulation,and is the key to opening up the "double circulation" blockage and promoting a wider range of reform and opening up to build a new development pattern. Although China's Pilot Free Trade Zones have achieved a lot in promoting the construction of a new development pattern,there are still five problems:the regional layout needs to be optimized, the domestic trade circulation test task needs to be strengthened,the level of policy and system coordination needs to be improved,the cultivation of innovative development driving force needs to be enhanced, and the risk prevention and control system needs to be improved. Under the background of China's active construction of a new development pattern, it is necessary to further optimize the layout of the Pilot Free Trade Zones, increase the domestic trade circulation development test task, strengthen the coordination and cooperation of various policies and systems, cultivate the innovative driving force of high-quality development, enhance the ability to prevent and defuse opening risks, and further play the role of the Pilot Free Trade Zones in serving the new development pattern.

Abstract:Since 1978,Chinese state had been forming a new style developmental state,with the character- istics of developmentalism,economic statism,the cooperation between government and business,and the state corporatism.While it played art important role in China's development,it also brought about many negative effects.After 2002,Chinese state had begun its process to go beyond the developmental state. The promotion of scientific development and building a harmonious society increasingly become the theme of China's development.In order to go beyond the developmental state,many efforts should be exerted as the following,building a public service government,and a comprehensive social policy system;adjusting the economy structure and reconstruct the relationship between government and market;cultivating the civil society,and reconstruct the relationship between state and society;building the healthy system with the rule of law,on which the beneficial interaction between government,market and civil society can be fulfilled.

Abstract:Accurately identifying evaluation indicators and evaluating the development performance of dual circulation of China at each stage, including the period after reform and opening up, entering into WTO, the global financial crisis and the Sino-US trade friction, is of great significance to analyze the development status of dual circulation in the whole China or some regions. In order to state the development of the dual circulation at each stage, this paper establishes an evaluating index system and analyzes relevant data from the perspectives of inner cycle and outer cycle respectively. The evaluation results show that: firstly, after reform and opening up, the development of China’s dual circulation has gone through a process from “the outer cycle strengthens and the inner cycle weakens gradually” to “the inner cycle strengthens and the outer cycle weakens gradually”; secondly, at each stage, the change of China’s economic development pattern has its era conditions and meets the needs of national development; thirdly, there are some advantages on China’s economic development brought by the dual circulation of each stage but also with some problems; fourthly, in the development of the dual circulation, international trade has always been a well-developed part, while domestic trade has been a weaker one. According to the existing problems of each stage like imbalance, developing dual circulation in the future should pay attention to domestic reform, opening up and domestic-international coordination and so on at the same time.

Abstract:In the new development stage of the new journey to fully build a modern socialist China on a moderately prosperous society in all respects, the new development philosophy should be followed. To realize Chinese modernization, high-quality development is a top priority and a new development pattern is the path.These two strategies, as a mutually complementary and organic unity, will promote common prosperity. Four major challenges are posed for high-quality development: the defects of the unified national market, supply-demand structural imbalance, bottlenecks of core technologies in key fields and complicated international security situation. To better meet the challenges and seize chances to advance high-quality development, it is necessary to accelerate the establishment of a unified national market to optimize business environment and vitalize market entities, combine the strategy of expanding domestic demand with the supply-side structural reform, build a new system for mobilizing the resources nationwide to break the technological“bottlenecks”,and propel high-standard opening-up while pursuing national rejuvenation amid global changes.

Abstract:This paper empirically examines the impact of the economic dual circulation structure (DCS) on credit growth for the first time, thus expanding the existing literature on economic structure and credit growth. Using China's provincial data from 1995 to 2021, findings indicate that DCS significantly reduces credit growth, in areas with high ratio of value-added of service-to-manufacturing or with high technological innovation level, this negative effect become more significant. Additionally, fixed investment is one mechanism of this effect. our research is helpful for understanding China's sustainable economic growth and credit growth.

Abstract:Yangmeizhu Xiejie renovation plan and mixed-courtyard public space design are projects concerning on old city redevelopment with the approaches of "gene repair." The two projects are both based on the original design of Yangmeizhu Xiejie, and the later is the complement and extension of the former, forming an interdependent relationship like the main vein and the offshoot, or hardware and software. The former, which focused on strategies such as combing and cleaning of existing spaces, is aimed for restoration and reconstruction of the current living environment; while the later is an action with "in-depth cells" intervention, which is an invisible "living model" advices that would change the environment, encouraging positive lifestyle upgrades.
