Abstract:Global educational governance involves diverse stakeholders, in which international non-governmental organizations,characterized by a large number of members, flexible mechanisms and wide impacts, play an important role. As an international non-governmental organization in higher education, the International Association of Universities are committed to being a representative of global higher education institutions, offering a full range of services for them. It has actively led the sustainable development,internationalization, leadership development, and digital transformation of higher education institutions. It has also been involved in global educational governance through digital governance, normative governance, and cognitive governance, which is characterized by the coexistence of Humanism and Instrumental rationality, the balance between general needs and customized services, and the combination of static control and dynamic adjustment. The practices of the International Association of Universities provide implications for China to engage in the construction of the Belt and Road or regional educational community and advocate the principle of extensive consultation, joint contribution, and shared benefits in global educational governance.

Abstract:Background/Context PISA has catapulted the OECD—an organization whose mission is the global growth of market economies—to a central role in international education policy making, rivaling and sometimes outdoing the various national governments in influence. While claiming scientific evidence as the basis for the accountability regime it promotes, the policy frameworks and principles it has adopted over the past two decades are rooted in ideas about the superiority of market mechanisms that are contested in many member nations. Yet, while exerting strong influence on national educational practices in pursuit of a narrow and contested policy agenda, it is not easily influenced through established democratic processes. Purpose In this paper, I discuss key OECD ideological and policy shifts that form the background for PISA. Secondly, I focus on the OECD's governance mechanisms and the obstacles it presents to public scrutiny. Research Design Drawing on recent scholarship on the power of transnational policy networks to influence national policy through the soft power of epistemic communities, this paper analyzes policy documents and relevant research from OECD and PISA to identify ideological commitments and configurations of power that form the backdrop for PISA. Conclusion I propose that in a world of global policy making, the influence of organizations like the OECD highlights deficits in the constitution of the global democratic public sphere that would foster the accountability of these organizations.

Abstract:Chinese higher education has experienced dramatic development since the reform and opening-up in 1978 and especially the great expansion in 1999. The entry to WTO brings a fresh dynamic and opportunity to Chinese higher education. Under the new impetus, the pressing demands of cross-border higher education in China are mainly to expand access, raise funds, improve the quality of human resources and exert national soft power. On joining the WTO, China made efforts to integrate itself into the international community though the development and improvement of legislation, policies, and regulations in higher education that have achieved positive outcomes. However, some current challenges and barriers, including capacity building, administration and management, quality assurance, and qualification recognition still block the further development and need to be removed. The promotion of cross-border higher education in the future not only requires more strategic planning and policy support from central and local governments and higher education institutions, but also depends on a series of institutional transitions and deep reforms to meet the challenges and grasp the opportunities brought by WTO/GATS.

Abstract:Student-centered teaching (SCT) is recognized worldwide as a best-practice instructional method. This study, guided by Bronfenbrenner's ecological theory, investigates the influence of country, school, classroom, and teacher factors on SCT. Using a large international education dataset, we examine how the Human Development Index, Power Distance Index, and Individualism Index affect SCT at the national level. School dynamics like innovativeness, teacher cooperation, and teacher-student relationships are also considered, along with classroom autonomy and teachers' self-efficacy at the classroom- and teacher-level respectively. Combining advanced modeling techniques, the results show that power distance and individualism interact to influence SCT. Additionally, school innovativeness, teacher cooperation, and teacher self-efficacy significantly predict SCT at both school and teacher levels.

Abstract:Globalisation has become increasingly important in education, and national systems are no longer defined only by the nation-state. The role of intergovernmental organisations such as the OECD has also become increasingly important, particularly through the development of the PISA tests and the publication of international comparison tables. With a growing recognition of educating for an international and globalised future, the OECD assessed global competence for the first time in 2018, with results released in October 2020. The power that the OECD exerts over its member states, and indeed further, in the field of education through the global competence assessment demonstrates social reproduction. This article examines the OECD’s 2018 Global Competence Framework from a Bourdieusian perspective. An analysis is undertaken of the framework using Bourdieu’s thinking tools of habitus, field and capital, and the mechanisms of pedagogic authority, pedagogic action and pedagogic work, demonstrating an unconsciously agreed power differential between social groups. The OECD, as well as policy-makers at a national level, must consider such implications in anticipating future policy developments in order to enable systemic injustices to be overcome and educational equality to be achieved.

Abstract:Abstract Background A clear understanding of the macro-level contexts in which education impacts health is integral to improving national health administration and policy. In this research, we use a visual analytic approach to explore the association between education and health over a 20-year period for countries around the world. Method Using empirical data from the OECD and the World Bank for 26 OECD countries for the years 1995–2015, we identify patterns/associations between education and health indicators. By incorporating pre- and post-educational attainment indicators, we highlight the dual role of education as both a driver of opportunity as well as of inequality. Results Adults with higher educational attainment have better health and lifespans compared to their less-educated peers. We highlight that tertiary education, particularly, is critical in influencing infant mortality, life expectancy, child vaccination, and enrollment rates. In addition, an economy needs to consider potential years of life lost (premature mortality) as a measure of health quality. Conclusions We bring to light the health disparities across countries and suggest implications for governments to target educational interventions that can reduce inequalities and improve health. Our country-level findings on NEET (Not in Employment, Education or Training) rates offer implications for economies to address a broad array of vulnerabilities ranging from unemployment, school life expectancy, and labor market discouragement. The health effects of education are at the grass roots-creating better overall self-awareness on personal health and making healthcare more accessible.

Abstract:The entry of China in the World Trade Organization (WTO) in 2001 holds a number of promises for educational services. The purpose of this article is to explore both the direct and the indirect influence of China's entry into WTO on its education system. The direct influence mainly refers to the increase in the demand for education overseas and in the number of foreign students studying in China, the cooperation between China and educational institutions overseas, and China's administrative and legal frameworks for education. As to the indirect influence, the article focuses on the impact of economic growth on public and private expenditure on education, of income growth on demand for education and of changes in industrial structure on educational output. On this basis, the article examines the challenges that China's education system will face following its entry into the WTO.

Abstract:In this article, the impact of higher education on global competitiveness in the Organization for Economic Cooperation and Development (OECD) countries has been analyzed empirically. For this purpose, a dataset consisting of 18 OECD countries, including the period 2004-2018, was formed by using databases obtained from the OECD, World Bank (WB), World Economic Forum (WEF), and the United Nations Educational and Scientific and Cultural Organization (UNESCO). In the application phase, Elena I. Dumitrescu and Christophe Hurlin?s (2012) Granger Panel Causality Test was used to reveal whether there is a short-term relationship between each variable representing higher education and the variable representing global competitiveness (Global Competitiveness Index), whereas Joakim Westerlund?s (2007) Panel Cointegration Test was used to reveal whether there is a long-term relationship. Consequently, it has been determined that there is a causality relationship between each variable representing higher education and the Global Competitiveness Index in the short term and a cointegration relationship in the long term.

Abstract:This paper examines the outstanding performance of Shanghai, China on PISA 2009 and its effects on other national systems and within the global education policy field. The OECD's PISA is helping to create this field by constituting the globe as a commensurate space of school system performance. The effects of Shanghai's success are considered in three other national contexts: the USA, England and Australia. We combine (a) analysis of data from more than 30 research interviews with senior policy actors at the OECD, the IEA and within Australia and England; and (b) document analysis of policy speeches, commissioned research reports and media coverage from the three national contexts. Shanghai's performance in PISA 2009 produced a global ‘PISA-shock’ that has repositioned this system as a significant new ‘reference society’, shifting the global gaze in education from Finland to the ‘East’ at the beginning of the so-called ‘Asian century’.

Abstract:The present study aims to explore the impact of natural resource utilization, technological innovations, and environmental regulations on economic growth and globalization across 27 OECD countries over 30 years from 1990 to 2020. Using recently developed panel data techniques, the analysis provides novel insights into both short- and long-term dynamics. The empirical results indicate that a 10% increase in technological innovation leads to an approximate 2.5% rise in economic growth, while environmental regulations, in the short run, contribute to a 1.8% increase in globalization. However, the effects of globalization on economic growth are negative, with a reduction of approximately 3% at various time lags, highlighting the potential trade-offs between openness and domestic economic performance. It also reveals that inflation negatively impacts economic growth but positively affects globalization indicators, showing divergent macroeconomic effects. The findings further suggest that technological innovations are crucial in promoting both economic growth and globalization, thereby demonstrating the importance of policy-driven research and development initiatives. In the longer term, while environmental regulations have an inverse relationship with economic growth, their impact is not statistically significant, whereas they continue to support globalization significantly. Our findings contribute to the broader understanding of the complex interactions between economic policies, resource utilization, and sustainability. This study offer valuable insights for policymakers aiming to balance economic growth with environmental sustainability and technological progress.

The theories of Michel Foucault frame the analysis, illuminating the International Early Learning and Child Well-Being Study as a technology of governance which elicits new relationships of power between teachers, children, families, governments and the Organisation for Economic Co-operation and Development, and offering ways of conceiving power/knowledge relationships as productive and therefore hopeful for those who seek to resist dominant paradigms.

Abstract:In this colloquium, the authors provide an update on the Organisation for Economic Co-operation and Development’s proposal for an International Early Learning and Child Well-being Study, the ‘first wave’ of which is now being implemented in three countries: England, Estonia and the USA. The authors argue that as the International Early Learning and Child Well-being Study progresses, its superficiality and pointlessness become more apparent. They also locate the International Early Learning and Child Well-being Study in a ‘global web of measurement’ centred on the Organisation for Economic Co-operation and Development, whose aim appears to be the reduction of education to a purely technical exercise of producing common outcomes measured by common indicators, with the Organisation for Economic Co-operation and Development acting as the global arbiter, assessor and governor of education. They call on the Organisation for Economic Co-operation and Development and its partners to start engaging with legitimate concerns and criticisms.

Abstract:<span>In 2018 the OECD added a set of global competence measures to its PISA programme, and reported on the outcomes in November 2020. In this paper I explore the provenance of the idea of global competence underpinning the OECD-PISA Global Competence framework and measure. The official account by the OECD references the OECD PISA Governing Board, Expert Panels, National Teams and Consortia engaged in the creation and delivery of this assessment tool. However, in this paper I problematise this narrative and sketch out an alternate genealogy that seems to operate in the shadowlands of the official account. I describe a web of relationships and projects and identify nodal actors like Asia Society, experts and brokers in élite US universities, agencies involved in the circulation of results. I argue that this rendering of global competence is not only provincial in that its ideational base can be linked to US corporate interests, but its pedagogical impulse is in shaping the culture of the new capitalism, on the one hand, and managing its tendencies to reduce social cohesion, on the other.</span>
