Abstract:From the perspective of farmland system innovation in rural China,this paper introduces the logic relationships between farmland system and the social security system,and expounds "Dividend" Theory of economic growth,which is based on several factors,such as farmland,labor,social security and environment.Afterwards,the paper gives an in-depth analysis on the pros and cons of the farmland system on social security and stability.The author believes that the reform on farmland system is a sufficient condition for social security problems in rural China,while a necessary condition for non-agricultural industries is the development and transfer of rural labor force.

Abstract:Nowadays, the shortage of the binary systems of society security is becoming more obvious in its innovation and practice. This paper is based on the expatiation of the strategic sense of the construction of urban-rural Harmonious social security system, and the referencing the development experience and revelation of foreign social security systems. With synthetically utilizing theories and technology means, such as social security basic theory, demography, actuarial science, life-table method and system simulation, the "Three-Step" covering strategy theory from urban to rural area of social security system is presented in this paper. The research explains how to alter the actual binary system to the future Harmonious system of social security. "The First Step" is that the social security system covering urban and rural area will be realized in 2020. It adheres to the principle of "Wide-Covering, Levels-Dividing, Different and Continual" and its backbone is to establish new rural social security system. "The Second Step" will be taken during from 2021 to 2035. The main task of this step will aim at founding a social security linking urban and county in grand regions divided into three parts: East, Middle and West. It takes the concept of "making overall plans while taking all factors into consideration, and dynamically linking" and the parameters of pension substitute rates and yield ratios. "The Third Step" is to try to realize the harmony social security system stably before the century celebration of PRC in 2049. The security system will link the region in the range of the whole state in stead of the three grand regions.

Abstract:First issued experimentally in 2009,China's New Rural Social Old-aged Insurance System will achieve its full coverage by the end of 2012.The system's utilization and long-term equilibrium issues,such as its further function in endowment improvement and its linkage with urban pension system,are to be studied.Through the survey and assessment of nearly 10,000questionnaires in 10pilot counties in China's New Rural Social Old-aged Insurance(RSOI) System,this paper studies RSOI System's developing thread,after future system's complete coverage.This paper refers to the balancing urban and rural development theory and limited financial responsibility theory,and combines social security actuarial calculation with the long-term simulation calculation method of financial ability of payment.Based on the system optimization mode from the perspective of Benefit Adjustment ,the study indicates that path selection to optimize the system is to alter the pure-welfare-type RSOI mode to the incentive rural oldaged insurance mode.

Abstract:This paper examines the effects of three alternative social security systems. The three systems differ from each other in that social security payments are not related, partly related, or completely related to individual fertility, respectively. Endogenous fertility is allowed in a two-overlapping-generations model with the young caring for the old. We analyse non-steady state equilibria as well as steady state equilibria. The dynamic process of transition from a non-steady state to a steady state is investigated. We prove that, under a social security system that conditions payments on fertility, any equilibrium will converge to a sustainable steady state. We compare four steady states with positive savings: one with social security, one under an optimal allocation (unsustainable), one under fertility-independent or partly fertility-dependent social security and finally one under completely fertility-dependent social security. Perhaps most importantly, it is shown that the steady states with social security have higher utility than that of the steady state without social security.

Abstract:Most of existing resilience models assume that system performances are continuous. In this paper, we consider resilience modeling and analysis for multi-state systems, whose performances are characterized by discrete, rather than continuous variables. A non-homogeneous Semi-Markov reward process model is developed for resilience analysis of multi-state systems. In the developed model, system performance changes, caused by either disruptive events or system recoveries, are modeled as state transitions, and rewards are used to model financial losses incurred during and after the disruptions. Four resilience metrics are defined to quantify different aspects of resilience. As the developed model is non-homogeneous, it can capture time-dependent system behaviors and their impact on system resilience. An efficient resilience analysis algorithm is also designed based on linear interpolation and implemented using vectorization. The computational benefits of the developed algorithm are demonstrated through two numerical experiments. We apply the developed method on two practical case studies, an oil tank farm and a re-configurable computing system. The results show that the developed methods can quantify resilience of multi-state systems accurately and efficiently. (c) 2020 Elsevier Inc. All rights reserved.

Abstract:Sustainability and pension level of new style rural old -age insurance (NSROI) are of vital impor‐tance to the interests of rural residents .Based on the urbanization and aging ,this paper predicted the rural and ur‐ban population from 2015~2085 by PADIS -INT .It also applied ELES model and extrapolation to predict the basic living expenses per year of rural elderly people .Taking urban-rural migration into consideration ,this study constructed actuary model to simulate the operation of the NSTOL fund system . The results showed that the NSROI fund will be exhausted in 2051 and the fund gap will reach 57 .85 trillion yuan ,accounting for 34 .9% of the fiscal expenditure in 2085 .While the pension provided by the NSROI could not meet the basic living expense of people until 2055 .This study tested the influences of different factors on the sustainability and pension level of NSROI by policy simulation .Only by enhancing the divisor ,individual account interest rate ,basic pension and the investment yield at the same time ,the NSROI fund could keep balance in 75 years as well as satisfy the basic need of the rural elderly people .

Abstract:China's population aging problem is more severe than other countries because of the one-child policy adopted in the early 1980s, and the current social security system is not sustainable. A two-sector overlapping generations model is developed to analyze China's social security reforms. It is shown that if the government does nothing to reform the system, maintaining the current replacement and contribution rates, social security debt will be explosive. Various reforms are considered, including adjusting the replacement rate while keeping the contribution rate constant, increasing the contribution rate while maintaining the current replacement rate, increasing the retirement age with the contribution rate being unchanged, increasing the retirement age with the replacement rate being unchanged, and switching to a fully-funded system by using government assets to pay the implicit social security debt. The effects of these reforms on capital accumulation, the output, and the welfare for each generation are simulated and compared.

Abstract:Rural minimum living security policy has the basic functions of indemnifying the rural residents’ rights to subsistence and development,as well as the expand functions of maintaining social stability and adjusting the income gap.Both high and low levels of the security standards determine the coverage and efficiency of the policy (Zhang Zu-ping,2007).In order to solve problems such as low security levels and narrow coverage,this paper involves innovative ideas that ELSE model with the application of elasticity theory can be well used to identify the rural minimum living security standard.According to the empirical studies,the measured standards are both effective and predictive.In this paper,applications of the elasticity theory are well discussed,security standards of 31 provinces and municipalities with some relative indicators are analyzed,and three policy recommendations are made.
