Abstract:According to the current urban workers' basic medical insurance system,the workers who participate in medical insurance and their units do not need to continue to pay the insurance premium after their retirement.Affected by aging of the population,early retirement and other factors,this security system must present the aging tendency.That is to say,in this system,the crowd who pay the premium will reduce relatively and the crowd who enjoy the treatment will expand relatively.Applying the combing method of life insurance actuarial and non-life insurance actuarial and establishing the model,this article reveals this trend.Based on the real data of some cities,the article discusses the effect of aging on the long-term balance of medical funds,studies the balanced premium rate and provides scientific basis for making policy.On this basis,the article puts forward some policy proposal on reducing the systematic aging degree of urban workers' basic medical insurance and achieving a sustained and healthy run.

Abstract:Against the background of population aging and economic downturn, the sustainability of pension systems has aroused great concern for governments across the world. To better reflect the pressure of pension payments in the changing context, the paper aims to forecast the annual pension gap of the public pension system for urban employees in China. By the use of Cohort-component population projections and stochastic projection models, the distribution of flow-based annual pension gap in the next fifty years are estimated under basic assumptions. The results show that the pension gap continues to exist from 2017 and keeps expanding until 2070 without any policy reform. Sensitivity analyses of demographics and various combinations of policy parameters on the distribution of future pension gaps are displayed. Wider pension coverage with lower policy threshold is more likely to face larger long-term pension gap.

Abstract:Sustainability and pension level of new style rural old -age insurance (NSROI) are of vital impor‐tance to the interests of rural residents .Based on the urbanization and aging ,this paper predicted the rural and ur‐ban population from 2015~2085 by PADIS -INT .It also applied ELES model and extrapolation to predict the basic living expenses per year of rural elderly people .Taking urban-rural migration into consideration ,this study constructed actuary model to simulate the operation of the NSTOL fund system . The results showed that the NSROI fund will be exhausted in 2051 and the fund gap will reach 57 .85 trillion yuan ,accounting for 34 .9% of the fiscal expenditure in 2085 .While the pension provided by the NSROI could not meet the basic living expense of people until 2055 .This study tested the influences of different factors on the sustainability and pension level of NSROI by policy simulation .Only by enhancing the divisor ,individual account interest rate ,basic pension and the investment yield at the same time ,the NSROI fund could keep balance in 75 years as well as satisfy the basic need of the rural elderly people .

Abstract:China is facing the problem of an aging population. So, the impact of social pension income on labor supply is of great importance for the development of the society's economy.This article uses data from the 2017 China Household Finance Survey (CHFS) and employs probit regression to investigate the effect of pension income on the labor force participation decision of urban elderly people. The regression analysis results indicate that social security pension income has a significant negative effect on the labor force participation decision.

Abstract:Under the background of the aging social-transformation, studying the relationship between the change of age structure (CAS) and labor productivity (LP) was of great practical significance for sustainable development of China's economy. Therefore this paper first examined the overall impact of age structure changes on LP by the provincial panel data from year 2006 to 2015. Then regional difference was also carried out through the two dimensions of demographic dividend and population urbanization. Results showed that CAS with the increase of total dependency ratio and child dependency ratio had a significant negative impact on provincial LP. Increasing the labor input and accelerating the upgrading of human capital were the main lines to deal with the challenges of aging. From the perspective of demographic dividend and population urbanization, the impact of CAS on LP showed obvious inter-provincial and regional development differences.

Abstract:In the past few years, a large number of laborers in China have withdrawn from the market, resulting in a slowing down in the growth rate of the current economy as well as the total economic volume. In this context, the total scale of pension income distribution will therefore enter a state of slow growth even if the level of pension income distribution has improved. In the long run, a "contradictory" phenomenon will inevitably appear between the slow growth of pension income distribution and the rapid growth of pension demand, that is, the level of pension income distribution will not be able to meet pension needs. Accordingly, this paper aims to identify the main factors that affect the level of pension income in China, and to discuss how to optimize the level of pension income. Results show that the growth rate of the dependency ratio of the elderly has been in negative numbers for a long time, which indicates a shortage of available labor in China, and on the other hand, it reflects the stabilization and deepening of China's aging. What is more, there is a causal relationship between the growth rate of residents' disposable income and the growth rate of the dependency ratio of the elderly and the growth rate of China's pension fund expenditure. In addition, the impact of local fiscal revenue on pension fund expenditure is not significant, so there is no explanatory significance for this work.

Abstract:This article documents the Qingdao Long-term Care Medical Insurance (LTCMI) program and analyzes its recipient demographics, costs of program expansion and potential drivers of costs. About 10% of the program's clients received institutional care, while the rest received care at home or in other residential locations. More than 60% of recipients were aged 80 years and older. Analysis of exit (mostly due to mortality) patterns of clients from the Qingdao long-term care system suggests that exit rates were correlated with being older than 80 years at the time of joining, gender, types of long-term care being received (institutional or residential) and entry-level activities of daily living scores. The beneficiary recipient structure of the Qingdao LTC system suggests that under current per unit costs, expanding coverage to all would only cost about 0.1% of Gross Domestic Product in China. Such a system will not only provide frail elderly people with long-term medical care services, but also greatly relieve the pressure on hospitals caused by aging patients, and systematically distribute medical resources in the long run, thus contributing to its sustainability.

Abstract:First issued experimentally in 2009,China's New Rural Social Old-aged Insurance System will achieve its full coverage by the end of 2012.The system's utilization and long-term equilibrium issues,such as its further function in endowment improvement and its linkage with urban pension system,are to be studied.Through the survey and assessment of nearly 10,000questionnaires in 10pilot counties in China's New Rural Social Old-aged Insurance(RSOI) System,this paper studies RSOI System's developing thread,after future system's complete coverage.This paper refers to the balancing urban and rural development theory and limited financial responsibility theory,and combines social security actuarial calculation with the long-term simulation calculation method of financial ability of payment.Based on the system optimization mode from the perspective of Benefit Adjustment ,the study indicates that path selection to optimize the system is to alter the pure-welfare-type RSOI mode to the incentive rural oldaged insurance mode.
The Impact of Labor Force Participation on Elderly Health in China

Abstract:In the context of the deepening of population aging and the trial implementation of a progressive retirement delay policy in China, understanding the relationship between the labor force participation and health status of the elderly will not only enrich relevant research but also help the elderly better achieve their goals of active aging and aging. Using the 2018 China Health and Retirement Longitudinal Study, this paper first established multiple linear regression models to analyze the impact of labor force participation on the health status of elderly people in China and then established simultaneous equation models using households living on minimum living allowances and the community average of labor participation as instrumental variables to deal with the endogeneity caused by two-way causality. The findings confirmed significant positive correlations between labor force participation and physical and mental health, while caring for grandchildren and participating in social activities were found to be negatively moderated the relationship between labor force participation and the physical and mental health of older adults. The impact of labor force participation on the physical health status of older men and the mental health status of older women may be greater. In addition, labor force participation may have a greater impact on the physical health of the rural elderly, and its impact on mental health was not found to be statistically significant between urban and rural areas.

Abstract:The rapidly developing population aging is deeply and inevitably affecting the economic and social development of China. At present, the rural elderly care is the biggest weakness in the elderly care service system, so solving the aging dilemma and solving the rural elderly care problem will directly affect social harmony, and to a large extent, it can greatly stimulate economic vitality. The concept of "mutual aid pension" has been put forward for a long time, but it has developed slowly and achieved little effect. The reason is that the foundation of mutual aid pension organizations is weak, the source of funds is limited, and there is no staff. The existence of development bottleneck makes the prospect of mutual aid for the elderly known, but rural mutual aid for the elderly has an inherent advantage: villages. The existence of a village is the natural environment, the emotional maintenance, the economic capital, and the key element of the "slow" but inevitable "far" mutual aid for the elderly. The worldwide problem of "providing for the elderly" calls for more answers, and rural mutual aid for the elderly must play a role.

Abstract:Considering the rapid growth of China’s elderly rural population, establishing both an adequate and a financially sustainable rural pension system is a major challenge. Focusing on financial sustainability, this article defines this concept of financial sustainability before constructing sound actuarial models for China’s rural pension system. Based on these models and statistical data, the analysis finds that the rural pension funding gap should rise from 97.80 billion Yuan in 2014 to 3062.31 billion Yuan in 2049, which represents an annual growth rate of 10.34%. This implies that, as it stands, the rural pension system in China is not financially sustainable. Finally, the article explains how this problem could be fixed through policy recommendations based on recent international experiences.

Abstract:According to the demographic prospect, population aging will be increasing after year 2005. Meanwhile the effective urban labor force keeps growing until 2030. Therefore, the reform of Chinese pension system should be based on the change of demographic structure to determine to what extent the pension system plays a role on redistribution. We evaluate the welfare effect of pension system by employing Chinese data. The simulation shows that a certain size of pay-as-you-go pension is necessary to maximize the social welfare if the government considers both efficiency and equity.
The Optimal Choice of Delayed Retirement Policy in China

Abstract:We use the overlapping generations model (OLG) to analyze and simulate the optimal retirement decision based on the two criteria of increasing the sustainability of the Social Security Fund (SSF) and improving the welfare of delayed retirees. Our key findings are as follows: (1) Relative to normal retirement, delayed retirement policies are preferable, and voluntary delayed retirement is preferable to passive delayed retirement. (2) Increases in longevity and labor productivity enhance the policy effects of voluntary delayed retirement, while increases in the birth rate promote fund sustainability but weaken its welfare effects. (3) Therefore, when any of these factors increase simultaneously, the sustainability effect is enhanced by superposition, while the birth rate causes the welfare effect to be weakened by superposition. (4) In addition, the result that pensions would crowd out savings and longevity would lead to greater pressure on pension payments does not necessarily hold.

Abstract:The rapid increase in the number of older people under the background of population aging has gradually changed the disease spectrum of society, making aging diseases more prevalent, and increasing the demand for health care services, medical and health services, and health insurance among older people, ultimately leading to increasing household and social spending on old age. This study is conducted to assess the impact of those spending burden on the sustainable development of economy and find out some practical and effective solutions. This paper constructs a theoretical model to illustrate the relationship between the old-age dependency ratio and the marginal product of capital (MPK), and then establishes a two-way fixed effect model based on transnational panel data of 81 countries from 1981 to 2017 to verify this relationship empirically. This paper finds that, after controlling a series of variables, an increased burden of old-age dependency leads to a decline in the MPK, a key macroeconomic variable and also a sustainable development criteria, but in which health care, health security systems, and technological innovation play a key and moderating role. The conclusion is also valid after tackling the problem of endogeneity with different methods, like two-stage least squares (TSLS) and the generalized methods of moments (GMM). Overall, before population aging, countries that are old-but-not-rich should encourage more supply-side investments in public health system or technological innovation, and adjust retirement system, or gradually encourage childbearing to strive for time and space for later sustainable development of public health system and economy.

Adequacy Analysis of the Basic Old-Age Pension System Based on Local Administrative Data in China

Abstract:There is no consensus on the judgment of the adequacy status of the old-age pension benefit in China at present. Therefore, clarification of various types of indicators and benchmarks of pension adequacy is urgently needed. According to the theoretical development of pension adequacy, this paper offers a comprehensive analysis of the benefit level of basic pension from the perspectives of poverty alleviation, income substitution, and financial sustainability. The calculation results based on local administrative data show that the current pension benefit in urban China is unbalanced: on the one hand, the average pension level of self and flexible employees cannot keep track of the local average consumption level or even the relative poverty standard in particular years and the individual replacement rates for a few nonstandard employees are less than the minimum standard of 40% set by the International Labor Organization, which means the pension benefit performs poorly in terms of consumption smoothing. On the other hand, the lifelong pension rights are much higher than the lifelong contribution obligations for new retirees. Under the trend of population ageing, the extremely high benefit–cost ratio means that the current retired generation is eroding the welfare of the current working generations, and the long-term financial sustainability of the pension system is facing challenges. In the future, in order to improve the benefit level of the basic old-age pension system in a sustainable way, we need to increase the average and individual replacement rates and reduce the benefit–cost ratio by consolidating contribution bases and delaying the number of contribution years.

Abstract:With the aging of the population,the-age security of low-income urban and rural resident,who account for about 70% of china’s total population,has become an important issue related to the national economy and people’s livelihood,and also a short board to be solved urgently in building a socialist modernization power[1].Mutual support for the aged is a new pension model that transcends the blood relationship, can assist the family to provide for the aged, and solve the pension problem with the help of social forces. In this model, the concept of "time money" is introduced and merged into a brand-new mutual support model "Time Bank". China's "Time Bank" mechanism is still in the development stage, and there are still some problems from the current operation of this new pension model in China. In order to promote the extensive development of Time Bank, this paper makes a theoretical analysis on the conversion of time currency value, withdrawal and deposit, the conversion of labor value and time currency value in Time Bank, and the inheritance of time currency savings, so as to create an all-round, wide-area, multi-level and integrated old-age service ecology, create a service-oriented old-age model with China characteristics, and contribute to China's wisdom and China's plan for solving the world's old-age problems.
Assessing the Sustainability of China’s Basic Pension Funding for Urban and Rural Residents

Abstract:This paper uses an actuarial model to evaluate the effect of poverty alleviation policy on the sustainability of China’s basic pension funding for urban and rural residents (BPFUUR). Because of the poverty alleviation policy, China’s basic endowment insurance for urban and rural residents (BEIURR) has been given the responsibility of helping the poor through insurance and by increasing the income of the elderly. On the basis of summarizing the current situation of BEIURR, this paper simulated and predicted the impact of poverty alleviation policy on the short term (2020–2025) and medium term (2025–2050) sustainability of China’s BPFUUR. The results show that: (1) The sustainability of the fund will inevitably face challenges; (2) The per capita contribution level will be at a low level for a long time; (3) The birth tide brought by the two-child policy has a positive impact on the medium-term sustainability of the fund; (4) Poverty eradication mainly affects the short-term current deficit, but not the medium-term accumulated deficit; (5) The higher the payment, the better the sustainability of the funding in the short and medium term. According to the above results, this paper puts forward some countermeasures, such as insisting on family planning, optimizing the adjustment system for basic pension funds, and improving the treatment of basic pensions.

Abstract:China is a rapidly aging nation. Therefore, it is a matter of urgency to address the challenges of aging in China and to coordinate the relationships between population aging, environmental issues, and socio-economic development. However, few empirical studies have thus far analyzed the impact of aging on green total factor productivity (GTFP) in China. Hence, this study employs a global Malmquist–Luenberger index method (GMLI) to calculate the GTFP scores of 30 Chinese provinces from 2002 to 2018. We apply spatiotemporal analysis methods to identify the variations of population aging and GTFP scores and then build a spatial econometric model to examine the impact of population aging on GTFP. Our study findings are as follows. (1) Whereas at the beginning of the 21st century, provinces with deep aging were mostly situated in the east, the population aging issue in China is now spreading across the entire country. (2) From a dynamic perspective, the overall GTFP growth rate in China during the sample period depicts a U-shaped structure with time. (3) Results of the spatial Durbin model show that the impact of population aging in a given region on GTFP is negative, but the spatial spillover effect of aging in neighboring regions on GTFP in a given region is positive, resulting in the loss of younger local labor forces in some provinces due to low birth rates and migration to neighboring regions. Finally, to cope with a growing aging population and to possibly eliminate the negative impacts of population aging on high-quality sustainable development, the government should promote the establishment of the old-age security system; increased investment in R & D and wide use of advanced technology should also be urgently encouraged.

Abstract:The Chinese economy had an extraordinary average GDP growth rate of 8.50 percent from 1980 to 2018. However, the implementation of one-child policy in the late 1970s has depressed the total fertility rate to below the replacement rate since 1992. China thus experienced an increasing composition of older populations in the past three decades, which puts pressure on Chinese economic growth and makes its eye-catching economic growth potentially unsustainable. This study develops an overlapping generations (OLG) model to investigate the impacts of this demographic transition in the Chinese economy. This study conducts six policy reform exercises to examine measures that could improve the sustainability of fiscal and pension systems. The simulation results indicate that a mild tax increase on either wage income or consumption does not improve the fiscal stance but creates distortionary effects on saving and consumption behaviors. Of the pension reform measures considered, the combination of extending the mandatory retirement age and cutting the replacement ratio offers the most significant improvement to pension sustainability. However, increasing the contribution rate of the working-age population has the least effect on pension sustainability and a noticeable distortionary effect on the consumption ratio and saving rate.

Abstract:. The purpose of this study is to improve the living standard and quality of rural elderly. In this study, firstly, the status quo of the main pension modes in China’s rural areas under the background of population aging is analyzed. Secondly, the problems existing in China’s rural pension mode under the background of population aging are put forward, and the reasons for these problems are analyzed. Finally, some suggestions are put forward to optimize the mutual assistance pension mode for the aged. That is, change the endowment concept, set up the correct values; strengthen the government’s support and guidance to the cause of old-age care; and mobilize social forces to participate and diversify the service subjects. Through this study, it is expected to further coordinate the efforts of the government, society and family, improve the placement of elderly people in rural areas, and effectively improve the living standard and quality of elderly people in rural areas.
