Abstract:Problems of "Letters and Visits" generally refer to the abnormal activities and form which are against normal order of "Letters and Visits" and furthermore affect social stability. Problems of "Letters and Visits" early warning are a process of detecting and forecasting the probable serious social problems in use of empirical social Early Warning methods, which based on the systematical detection, assessment and judgment of all problems mirrored by "Letters and Visits" and petition course. The index system of early warning is established on the base of theoretical model construction. The specific index and weight should be updated with the times.
