The paper evaluates the efficiency of Chinese university research commercialization by decomposing the commercialization process into the two connecting sub-processes, academic innovation and academic commercialization Based on the dataset of 2009-2014 commercial activities of 64 Chinese key universities, the technical efficiency by using network DEA. The results indicates that academic commercial efficiency is better than academic innovation efficiency and commercialization capacity plays a more important role in the overall process. Finally, some managerial and policy implications for improving research commercialization are suggested.

Abstract:The commercialization of academic patents is a basic means for universities to promote economic growth and upgrade the industrial innovation of enterprises. However, among developing countries, the commercialization rate of university patents is generally low. This study utilizes data from 65 universities which are directly under the Ministry of Education of China to analyze the influencing factors and mechanisms of academic patent commercialization. The findings show that the proportion of associate professors, the size of service staff transforming research and development achievement, and the proportion of basic research funding in universities are positively correlated with the commercialization rate of university patents. In addition, these factors indirectly affect the commercialization of university patents by affecting neighboring universities; that is, there are spatial spillover effects in the commercialization of university patents between neighboring universities. These empirical results indicate that universities can promote the commercialization of university patents by optimizing the structure of faculty, developing the R&D achievement transformation service staff team, and strengthening investment in basic research.

Abstract:Since 1992, a new Chinese innovation system has been emerging in terms of university-industry-government relations. In recent years, science parks, incubators, and high-tech development zones have been provided with strong incentives. The commitment of the Chinese government to the further introduction of a market economy has been elaborated with a focus on the knowledge-base. The model of institutional adjustments has been replaced with systemic and evolutionary thinking about niche development and human resource management. Government interventions remain important for interfacing knowledge-based developments with those on the market. For example, new legislation on issues of "intellectual property rights" is crucial to the absorption of venture capital into these developments.

Abstract:Although technology commercialization is critical for firms' survival and development,we know little about how to achieve successful technology commercialization in existing research.Drawing on dynamic capability theory,this paper discusses how the interaction effects of technological capability and strategic flexibility impact technology commercialization success under the transitional economy background.Especially,we focus on the role of corporate entrepreneurship which consists of innovation,venturing and strategic renewal,and build a mediated moderation model.The empirical results from a sample of 251 firms in China show that the interaction of technological capability and strategic flexibility contributes to firms' technology commercialization success with corporate entrepreneurship as a mediator,supporting the proposed mediated moderation effect.In this way,the mechanisms of how firms can achieve successful technology commercialization in the context of transitional economies have been discovered.It not only extends theories in the fields of technology commercialization,dynamic capability etc.,but also provides some practical guidance for firms concerning technology commercialization.

Abstract:Higher Education Innovation Survey, consisting of University Innovation Survey and Related Science and Technology Personnel Survey, has been conducted by the Chinese government since 2016. Using the newly completed survey data, this paper focuses on Chinese universities' performance in national innovation system and analyses the linkages between universities and enterprises in terms of personnel training, university-industry collaboration and technology transfer. We find out that firstly, Chinese universities have made great achievements in the cultivation of students' innovative and entrepreneurial abilities by jointly training students with enterprises, establishing internship training bases and encouraging students to participate in research projects. Secondly, universities have developed a close relationship with enterprises by cooperating in scientific research projects and jointly establishing scientific research institutes. Thirdly, universities have tried to facilitate technology transfer by establishing technology transfer agencies and websites and have become an important technology source to enterprises. Finally, there are still some disputes and obstacles in the cooperation between universities and enterprises, especially during the process of technology transfer.

Abstract:Science empowers as a nation’s toughest weapon in the future global competition and cooperation. A large number of countries listed in-house R&D for science-based innovations as their core development strategy in the next decade. This paper conducts multi-case analysis on four science-based innovations in China as a reference for how a new science-based venture superseded in global market and developed indigenous capability to generate much business value as well as scientific value. The four cases detailed are container inspection system, hot redundant JX-100 DCS, high-performance Dawning supercomputers and Chinese-character laser phototypesetting system. We concluded that the successful commercialization of a nationwide and grand scientific project requires the following: (1) visionary scientists’ solid authority, direct participation, business acumen and a strong sense of patriotism, without intermediaries, are the core for successful science-based innovation and commercialization during knowledge transformation; and (2) the powerful and direct support from the policymakers. Forms of support may vary from financial incentives, policy enforcement and endorsement. The consequences for the success of science-based innovations are the creation of highly-skilled manpower, new market as well as shifting away from low-cost strategy to innovative strategy.

Abstract:Abstract Colleges and universities are the important gathering place of high-end talents in China. Every year, colleges and universities undertake many national scientific research projects, so there will be a large number of patented technologies and scientific and technological achievements. But in the end, over 90% of these achievements were "locked away" and the achievements were not transferred, not allowed to transfer, or there was no benefit after transformation. Therefore, how to apply computer technology effectively transform and apply scientific and technological achievements in universities is of great significance to promote mass entrepreneurship and innovation. Therefore, this paper discusses the transformation mode of scientific and technological achievements in colleges and universities in China.At present, the scientific and technological achievements of foreign universities account for the mainstream of the national transformation activities while the transformation of scientific and technological achievements in China is still in its infancy. Through years of effort and based on our country launching a series of related policies that give corresponding support, encourage, guide and make unremitting efforts to innovation and exploration, we have obtained some experience in the field of transformation of scientific and technological achievements and achieved a certain economic and social benefits. Up to now, a number of universities in China have established scientific and technological achievements transformation centers, which can be seen that China attaches great importance to the transformation of scientific and technological achievements in universities. Abstract:Have Chinese universities, after enormous investment over the past decade, embraced the university’s third mission—contributing to industrial and technological progress? The literature has not sufficiently addressed this question. This study intends to advance understanding of this issue by empirically addressing this question from a business perspective in a bold and unconventional way. Unlike prior studies that simply used contingent and institutional factors to describe the link between Chinese universities and industrial firms by measuring such aspects as patent licensing, co-patenting, and co-authoring, our work goes further and applies longitudinal analysis to examine the ways firms access university-level knowledge and the impact of such knowledge on firm innovation outputs. We propose that if Chinese universities embraced their third mission, then we would observe a positive effect of university–industry collaborations on firms’ subsequent innovation outputs. Empirical results based on a sample of the top 100 Chinese electronic firms in terms of output value support our hypothesis. Specifically, university patent licensing and co-patenting between universities and firms was found to positively affect firm innovation outputs. Moreover, we found that geographical distance and collaboration dominance moderate the co-patenting–innovation output relationship.
