Abstract:As a legal requirement, the environmental impact assessment of planning is an important practices for environmental management. Based on the analyses of the potential environmental effects from the implementation of railway network planning, a set of index system was put forward in order to control the adverse environmental effects. The index system included the factors involved in ecological environment, resources exploitation, social economy and environmental quality, etc. The index system was expected to play a greater role in guiding environmental assessment of railway network planning, and thus to promote the coordination between railway construction and environmental protection.
