Abstract:What is terrorism? What can we learn and what cannot we learn from terrorism data? What are the perspectives and limitations of the analysis of terrorism data? Abstract:Terrorism is one of the most life-challenging threats facing humanity worldwide. The activities of terrorist organizations threaten peace, disrupts progress, and halt the development of any nation. Terrorist activities in Nigeria in the last decades have negatively affected economic growth and have drastically reduced the possibilities of foreign investments in Nigeria. In this paper, statistical and inferential insights are applied to the terrorist activities in Nigeria from 1970 to 2019. Using the Global Terrorism Database (GTD), insights are made on the occurrences of terrorist attacks, the localities of the target, and the successful and unsuccessful rates of such attacks. The Apriori algorithm is also used in this paper to draw hidden patterns from the GTD to aid in generating strong rules through database mining, resulting in relevant insights. This understanding of terrorist activities will provide security agencies with the needed information to be one step ahead of terrorists in making the right decisions targeted at curbing terrorism in Nigeria.

Abstract:Although much political capital has been made regarding the war on terrorism, and while appropriations have gotten underway, there has been a dearth of deep work on counter-terrorism, and despite massive efforts by the federal government, most cities and states do not have a robust response system. In fact, most do not yet have a robust audit system with which to evaluate their vulnerabilities or their responses. At the federal level there remain many unresolved problems of coordination. One reason for this is the shift of much of federal spending on war-fighting in Afghanistan and Iraq. While this approach has drawn deep and lasting criticism, it is, in fact, in accord with many principles of both military and corporate strategy. In the following paper we explore several models of terrorist networks and the implications of both the models and their substantive conclusions for combating terrorism.

Abstract:Abstract This article provides an overview of the literature on the relationship between terrorism and migration. It discusses whether and how (1) migration may be a cause of terrorism, (2) terrorism may influence natives' attitudes towards immigration and their electoral preferences and (3) terrorism may lead to more restrictive migration policies and how these in turn may serve as effective counter-terrorism tools. A review of the empirical literature on the migration–terrorism nexus indicates that (1) there is little evidence that more migration unconditionally leads to more terrorist activity, especially in Western countries, (2) terrorism has electoral and political (but sometimes short-lived) ramifications, for example, as terrorism promotes anti-immigrant resentment and (3) the effectiveness of stricter migration policies in deterring terrorism is rather limited, while terrorist attacks lead to more restrictive migration policies.

Terrorism as Coalitional Predation: Explaining Definitional Ambiguities and Precautionary Responses

Abstract:Terrorism continues to be an enigmatic and contested concept, lacking a universally accepted definition despite extensive scholarly debate. Lay intuitions, however, demonstrate a notable convergence in identifying acts as "terrorism" when specific situational features are present, such as indiscriminate violence and out-group perpetration. These features elicit predictable and robust precautionary responses, raising the question: Is there a unified and parsimonious explanation for these phenomena? It is hypothesized that a situational template exists in the human mind, the coalitional predation template (CPT), which evolved not to detect modern-day terrorism, per se, but to identify and respond to situations of predatory coalitional conflict. The paper examines the potential cues and mechanisms that constitute the psychological systems activated by such threats, suggesting that matching the input cues of the CPT triggers well-documented precautionary responses to terrorism. However, this cue-based system may not align neatly with contemporary threats, leading to disproportionate responses to some threats while underestimating others. The model also posits that interpretations of violence can vary due to incomplete cues and the social position of the evaluator, leading to public disagreements and inconsistencies in defining terrorism. Consequently, arriving at an unambiguous and widely accepted definition of terrorism may not be possible. The model presented may account for a range of phenomena, including the inclination towards attributing mental illness to particular violent incidents and the uncanny surface similarities between terrorism and war crimes. The findings have significant implications for both the theoretical understanding of terrorism and practical policy responses.

Abstract:In this paper, the author points out that the definition of terrorism is a theoretical basis for understanding the issue of terrorism, dealing with international anti-terrorist cooperation, and formulating relevant domestic policies. However, terrorism nowadays is mostly defined out of political needs but not out of academic motives. In addition, either from functionalism or from the essence of terrorism, the current way of defining terrorism has met with serious logical problems. The author argues that it is impossible to give a universal definition to terrorism either practically or theoretically. Instead, a pluralized way of defining terrorism complies with the pluralized characteristics of the real world. Therefore, it is both academic and objective.

Abstract:Despite the fact that most individuals would claim to understand what terrorism is, there is startling lack of a universally accepted definition. The use of violence or the threat of violence is the sole overarching thread among the literally hundreds of definitions currently in use. Only "Political" and "fear, terror emphasised" are the other components that are included in more than 50% of definitions. As a result, some governments view some terrorist organisations as having the right to fight. This hinders international collaboration. The motivation behind terrorism is different from those of other crimes; it is carried out with a specific goal and strategic objective in mind.

Abstract:Abstract The consistently low credit-taking rates, 16 percent in 2016 (Global Terrorism Database), continue to challenge the understanding of terrorism as “propaganda of the deed” twenty years after researchers initially pointed out the conundrum. While providing an overview and evaluation of the limited existing literature on credit-taking, this paper draws attention to three core problems in the current literature on terrorist credit-taking, which may have led the low credit-taking rates to appear more puzzling than is due. First, the available explanations struggle to find corroboration when empirically tested and many also show theoretical shortcomings with strong unspoken assumptions and unclear predictions of credit-taking behavior. Second, data structure and data availability unnecessarily narrow our academic understanding of credit-taking. Finally, theories focused on group characteristics such as religious motivation or state sponsorship suffer from severe issues of sample bias due to unintended selection on the dependent variable. The paper concludes with suggestions for future research less prone to the problematic issues identified in the article. A re-orientation toward a less restrictive and more fine-grained understanding of credit-taking is advised.

Abstract:This book is published in the series of Oxford Monographs in International Law and is immediately recognizable for its thoroughness in research and meticulousness in detail. The topic for the book is important, particularly in our times when terrorism as an issue is high on the agenda of governments and the UN. The aftermath of world-shaking events like the 11 September attacks has reshaped part of our thinking towards the existing international order and posed new challenges to international law in general. In the centre of this challenge lies the uncertainty about the definition of terrorism, despite voluminous writings devoted to the various aspects of that term in the global context of politics and law. This monograph comes at a right moment in the debate and the development of State practice concerning the fight against terrorism. The lack of a definition for terrorism, though not stalling the operation of existing treaties in suppressing terrorist acts or activities, does appear to be a conspicuous issue that renders the formation of a unified front problematic, not to mention the need of criminal justice for clarity and certainty.

Abstract:Even before 9/11 there were claims that the nature of war had changed fundamentally. The 9/11 attacks created an urgent need to understand contemporary wars and their relationship to older conventional and terrorist wars, both of which exhibit remarkable regularities. The frequency-intensity distribution of fatalities in "old wars", 1816-1980, is a power-law with exponent 1.80. Global terrorist attacks, 1968-present, also follow a power-law with exponent 1.71 for G7 countries and 2.5 for non-G7 countries. Here we analyze two ongoing, high-profile wars on opposite sides of the globe - Colombia and Iraq. Our analysis uses our own unique dataset for killings and injuries in Colombia, plus publicly available data for civilians killed in Iraq. We show strong evidence for power-law behavior within each war. Despite substantial differences in contexts and data coverage, the power-law coefficients for both wars are tending toward 2.5, which is a value characteristic of non-G7 terrorism as opposed to old wars. We propose a plausible yet analytically-solvable model of modern insurgent warfare, which can explain these observations.

Abstract:Traditional analyses of international terrorism have not sought to explain the emergence of rare but extremely severe events. Using the tools of extremal statistics to analyze the set of terrorist attacks worldwide between 1968 and 2004, as compiled by the National Memorial Institute for the Prevention of Terrorism (MIPT), we find that the relationship between the frequency and severity of terrorist attacks exhibits the ``scale-free'' property with an exponent of close to two. This property is robust, even when we restrict our analysis to events from a single type of weapon or events within major industrialized nations. We also find that the distribution of event sizes has changed very little over the past 37 years, suggesting that scale invariance is an inherent feature of global terrorism.

Abstract:In the vast literature on terrorism the choice of weapons has received relatively limited attention, despite the importance and visibility of this topic. Building on the literature on innovation in terrorism, the article first proposes a multi-level analytical framework that helps study terrorist weapon selection. It then investigates the use of weapons in jihadist attacks in Europe from 2014, with the rise of the so-called Islamic State, until 2020, based on an original database. The empirical analysis shows that the two traditional types of weapon of modern terrorism, firearms and explosives, were largely replaced by more primitive tools like melee weapons. In fact, in recent years jihadist terrorists in Europe have become less technologically advanced. Based on the original analytical framework, the article examines the reasons of this evolution, paying special attention to the use of the most common type of weapon in the database, bladed weapons, and the most lethal type, firearms.

Abstract:The underlying reasons behind modern terrorism are seemingly complex and intangible. Despite diverse causal mechanisms, research has shown that there exists general statistical patterns at the global scale that can shed light on human confrontation behaviour. Whilst many policing and counter-terrorism operations are conducted at a city level, there has been a lack of research in building city-level resolution prediction engines based on statistical patterns. For the first time, the paper shows that there exists general commonalities between global cities under terrorist attacks. By examining over 30,000 geo-tagged terrorism acts over 7000 cities worldwide from 2002 to today, the results shows the following. All cities experience attacks $A$ that are uncorrelated to the population and separated by a time interval $t$ that is negative exponentially distributed $\sim \exp(-A^{-1})$, with a death-toll per attack that follows a power law distribution. The prediction parameters yield a high confidence of explaining up to 87\% of the variations in frequency and 89\% in the death-toll data. These findings show that the aggregate statistical behaviour of terror attacks are seemingly random and memoryless for all global cities. The enabled the author to develop a data-driven city-specific prediction system and we quantify its information theoretic uncertainty and information loss. Further analysis show that there appears to be an increase in the uncertainty over the predictability of attacks, challenging our ability to develop effective counter-terrorism capabilities.

Provoking Ordinary People: the Effects of Terrorism on Civilian Violence

Abstract:Research on the effects of terrorism mostly focuses on the coercive effects of violence on the macrolevel, while other effects like provocation, particularly on the microlevel, do not receive the same attention. In this article, we seek to address previous omissions. We argue that terrorism can provoke ordinary people into a violent reaction. By reducing perceived security and creating a desire for revenge terrorism may lead civilians to attack uninvolved members of the terrorists’ constituency. Using geo-referenced data on terrorism (Global Terrorism Database) and violent riots (Social Conflict Analysis Database), we assess with a matched wake analysis if the treatment of terrorist violence against civilians causes an increase in violent behavior. The results of our analyses show that terrorism significantly increases violent riots. We thus conclude that terrorism can not only provoke governments but also civilians into an overreaction.

Abstract:This paper addresses a method to analyze the covert social network foundation hidden behind the terrorism disaster. It is to solve a node discovery problem, which means to discover a node, which functions relevantly in a social network, but escaped from monitoring on the presence and mutual relationship of nodes. The method aims at integrating the expert investigator's prior understanding, insight on the terrorists' social network nature derived from the complex graph theory, and computational data processing. The social network responsible for the 9/11 attack in 2001 is used to execute simulation experiment to evaluate the performance of the method.

Abstract:This paper discusses the perception that displacement in terrorism is inevitable; that antiterrorism efforts merely relocate terrorism in some way. Using quarterly time-series data from the Global Terrorism Database (1994–2013) and the vector autoregression framework, we test the following hypothesis: the target-hardening efforts within the United States (US) after September, 11, 2001 reduce attacks on domestic US targets, but increase attacks on US targets abroad. To provide a more comprehensive test, we also provide dynamic impact factors and variance decompositions. The results of this intervention analysis show no support for displacement, and instead provide support for a diffusion-of benefits hypothesis. We also discuss how criminological and especially crime-prevention knowledge can guide and encompass the study of terrorism.

Abstract:This paper is based on the Bruce Burns Memorial Trust Lecture, Terrorism and Mental Health, presented in October 2005, in Birmingham. In addition to written sources, it is informed by the author's experience and contact with military and police experts in this arena over 28 years as a member of the British Army. The diagnosis and treatment of post traumatic mental disorders are not addressed in this paper. The author explores the general phenomenon of terrorism, in an endeavour to inform understanding of terrorist acts. He stresses the need for contextualisation of acts of terror, their perpetrators, their effects on populations and individuals, and attention to the psychology of groups. The author aims to invite and inform further thought and debate on the subject by raising a wide range of issues which do not sit comfortably within a strict psychiatric, research-based paradigm. The author covers a brief history of terrorism; organisational requirements of terror groups and the process of recruiting personnel to them; the means, motives and opportunities terrorists exploit in their work; the need for communication with terror groups; sacrificial death; governmental responses to terrorist acts and fear and mental health. The author proposes that terrorist organisations perform some of the functions of a family; that acts of terror are 'propaganda by deed'; that terrorism, or more precisely the media's treatment of it, breeds 'formless fears' which may directly lead to the development of fear-based symptoms and illness within societies. He notes that terrorism is an enterprise from which many players ('experts', media, politicians, etc.) benefit; that terrorism has its shadow in counter-terrorism, which may range from benign to malignant and that psychiatry could, in this context, acknowledge its bias towards individual psychologies and rectify its lack of understanding of groups and the behaviours of individuals within them.
