Abstract:The increasingly growing availability of large disaggregated datasets on terrorism along with advances made in the fields of statistics and data science has allowed scholars to better understand the patterns of non-state terrorism at fine spatial and temporal scales. While acknowledging important limitations that stem from the analysis of data on terrorism, we present a Bayesian hierarchical modeling approach that contributes to explaining fine-scale patterns of the lethality of worldwide non-state terrorism.

Abstract:To this day, terrorism persists as a worldwide threat, as exemplified by the ongoing lethal attacks perpetrated by ISIS in Iraq, Syria, Al Qaeda in Yemen, and Boko Haram in Nigeria. In response, states deploy various counterterrorism policies, the costs of which could be reduced through efficient preventive measures. Statistical models able to account for complex spatio-temporal dependencies have not yet been applied, despite their potential for providing guidance to explain and prevent terrorism. In an effort to address this shortcoming, we employ hierarchical models in a Bayesian context, where the spatial random field is represented by a stochastic partial differential equation. Our results confirm the contagious nature of the lethality of terrorism and the number of lethal terrorist attacks in both space and time. Moreover, the frequency of lethal attacks tends to be higher in richer areas, close to large cities, and within democratic countries. In contrast, attacks are more likely to be lethal far away from large cities, at higher altitudes, in poorer areas, and in locations with higher ethnic diversity. We argue that, on a local scale, the lethality of terrorism and the frequency of lethal attacks are driven by antagonistic mechanisms.

Abstract:Several thousand people die every year worldwide because of terrorist attacks perpetrated by non-state actors. In this context, reliable and accurate short-term predictions of non-state terrorism at the local level are key for policy makers to target preventative measures. Using only publicly available data, we show that predictive models that include structural and procedural predictors can accurately predict the occurrence of non-state terrorism locally and a week ahead in regions affected by a relatively high prevalence of terrorism. In these regions, theoretically informed models systematically outperform models using predictors built on past terrorist events only. We further identify and interpret the local effects of major global and regional terrorism drivers. Our study demonstrates the potential of theoretically informed models to predict and explain complex forms of political violence at policy-relevant scales.

Abstract:The spread of radical ideologies is a key to fanaticism, recruitment and terrorist activities. Hence, preventing such activities requires predictive models capable of identifying areas and agents before occurrence of catastrophic terrorist act. In this paper, we develop a model that captures a radicalization mechanism through several intermediate stages of individuals. We propose a radicalizatiom mechanism using individual-based approach constructed from epidemiological model of contagion. Our model builds on insights from contagion models used in theoretical epidemiology and entails a mechanism for controlling the spread of radical ideologies on social spatial networks by identifying suspicious individuals and monitoring them, and taking action when necessary. We show how our model can combat the development of terrorist networks even with limited information on a target terrorist network.

Abstract:In this paper, we have initiated an attempt to develop and understand the driving mechanisms that underlie fourth-generation warfare. We have undertaken this from a perspective of endeavoring to understand the drivers of these events from a Complexity perspective by using a threshold-type percolation model. We propose to integrate this strategic level model with tactical level Big Data, behavioral, statistical projections via a fractal operational level model and to construct a hierarchical framework that allows dynamic prediction. Our initial study concentrates on this strategic level, i.e. a percolation model. Our main conclusion from this initial study is that extremist terrorist events are not solely driven by the size of a supporting population within a socio-geographical location but rather a combination of ideological factors that also depends upon the involvement of the host population. This involvement, through the social, political and psychological fabric of society, not only contributes to the active participation of terrorists within society but also directly contributes to and increases the likelihood of the occurrence of terrorist events. Our calculations demonstrate the links between Islamic extremist terrorist events, the ideologies within the Muslim and non-Muslim population that facilitates these terrorist events (such as Anti-Zionism) and anti-Semitic occurrences of violence against the Jewish population. In a future paper, we hope to extend the work undertaken to construct a predictive model and extend our calculations to other forms of terrorism such as Right Wing fundamentalist terrorist events within the USA.

Abstract:Although much political capital has been made regarding the war on terrorism, and while appropriations have gotten underway, there has been a dearth of deep work on counter-terrorism, and despite massive efforts by the federal government, most cities and states do not have a robust response system. In fact, most do not yet have a robust audit system with which to evaluate their vulnerabilities or their responses. At the federal level there remain many unresolved problems of coordination. One reason for this is the shift of much of federal spending on war-fighting in Afghanistan and Iraq. While this approach has drawn deep and lasting criticism, it is, in fact, in accord with many principles of both military and corporate strategy. In the following paper we explore several models of terrorist networks and the implications of both the models and their substantive conclusions for combating terrorism.

Abstract:Activity profiles of terrorist groups show frequent spurts and downfalls corresponding to changes in the underlying organizational dynamics. In particular, it is of interest in understanding changes in attributes such as intentions/ideology, tactics/strategies, capabilities/resources, etc., that influence and impact the activity. The goal of this work is the quick detection of such changes and in general, tracking of macroscopic as well as microscopic trends in group dynamics. Prior work in this area are based on parametric approaches and rely on time-series analysis techniques, self-exciting hurdle models (SEHM), or hidden Markov models (HMM). While these approaches detect spurts and downfalls reasonably accurately, they are all based on model learning --- a task that is difficult in practice because of the "rare" nature of terrorist attacks from a model learning perspective. In this paper, we pursue an alternate non-parametric approach for spurt detection in activity profiles. Our approach is based on binning the count data of terrorist activity to form observation vectors that can be compared with each other. Motivated by a majorization theory framework, these vectors are then transformed via certain functionals and used in spurt classification. While the parametric approaches often result in either a large number of missed detections of real changes or false alarms of unoccurred changes, the proposed approach is shown to result in a small number of missed detections and false alarms. Further, the non-parametric nature of the approach makes it attractive for ready applications in a practical context.

Abstract:The underlying reasons behind modern terrorism are seemingly complex and intangible. Despite diverse causal mechanisms, research has shown that there exists general statistical patterns at the global scale that can shed light on human confrontation behaviour. Whilst many policing and counter-terrorism operations are conducted at a city level, there has been a lack of research in building city-level resolution prediction engines based on statistical patterns. For the first time, the paper shows that there exists general commonalities between global cities under terrorist attacks. By examining over 30,000 geo-tagged terrorism acts over 7000 cities worldwide from 2002 to today, the results shows the following. All cities experience attacks $A$ that are uncorrelated to the population and separated by a time interval $t$ that is negative exponentially distributed $\sim \exp(-A^{-1})$, with a death-toll per attack that follows a power law distribution. The prediction parameters yield a high confidence of explaining up to 87\% of the variations in frequency and 89\% in the death-toll data. These findings show that the aggregate statistical behaviour of terror attacks are seemingly random and memoryless for all global cities. The enabled the author to develop a data-driven city-specific prediction system and we quantify its information theoretic uncertainty and information loss. Further analysis show that there appears to be an increase in the uncertainty over the predictability of attacks, challenging our ability to develop effective counter-terrorism capabilities.

A Complex Networks Approach to Find Latent Clusters of Terrorist Groups

Abstract:Given the extreme heterogeneity of actors and groups participating in terrorist actions, investigating and assessing their characteristics can be important to extract relevant information and enhance the knowledge on their behaviors. The present work will seek to achieve this goal via a complex networks approach. This approach will allow finding latent clusters of similar terror groups using information on their operational characteristics. Specifically, using open access data of terrorist attacks occurred worldwide from 1997 to 2016, we build a multi-partite network that includes terrorist groups and related information on tactics, weapons, targets, active regions. We propose a novel algorithm for cluster formation that expands our earlier work that solely used Gower's coefficient of similarity via the application of Von Neumann entropy for mode-weighting. This novel approach is compared with our previous Gower-based method and a heuristic clustering technique that only focuses on groups' ideologies. The comparative analysis demonstrates that the entropy-based approach tends to reliably reflect the structure of the data that naturally emerges from the baseline Gower-based method. Additionally, it provides interesting results in terms of behavioral and ideological characteristics of terrorist groups. We furthermore show that the ideology-based procedure tends to distort or hide existing patterns. Among the main statistical results, our work reveals that groups belonging to opposite ideologies can share very common behaviors and that Islamist/jihadist groups hold peculiar behavioral characteristics with respect to the others. Limitations and potential work directions are also discussed, introducing the idea of a dynamic entropy-based framework.

Understanding Terrorist Organizations with a Dynamic Model

Abstract:Terrorist organizations change over time because of processes such as recruitment and training as well as counter-terrorism (CT) measures, but the effects of these processes are typically studied qualitatively and in separation from each other. Seeking a more quantitative and integrated understanding, we constructed a simple dynamic model where equations describe how these processes change an organization's membership. Analysis of the model yields a number of intuitive as well as novel findings. Most importantly it becomes possible to predict whether counter-terrorism measures would be sufficient to defeat the organization. Furthermore, we can prove in general that an organization would collapse if its strength and its pool of foot soldiers decline simultaneously. In contrast, a simultaneous decline in its strength and its pool of leaders is often insufficient and short-termed. These results and other like them demonstrate the great potential of dynamic models for informing terrorism scholarship and counter-terrorism policy making.

Abstract:Increasingly, studies compare risk and protective factors for involvement in violent and nonviolent terrorist behaviors. This exploratory study investigates whether this distinction is sufficient, or whether it should be disaggregated further into more granular terrorist roles and behaviors. Using data on 404 referrals to a UK countering violent extremism Prevent hub specializing in mental health and associated needs, we compare violent and nonviolent referrals, and then more specific behaviors (vulnerability, proactive extremism, foreign fighting, and violence planning). Bivariate and multivariate analyses show there is value in disaggregating beyond the binary violence versus nonviolence distinction, as more (and more detailed) relationships emerged when using the disaggregated set of behaviors. While gender did not differentiate violent and nonviolent referrals, women were more likely to be referred for radicalization vulnerability or potential foreign fighting. Extreme right‐wing and extreme Islamist referrals were no more or less violent overall, but Islamist referrals were disproportionately referred for both the most and least violent behaviors. Personality and developmental disorders were associated with violence, and disaggregated behaviors provided detailed insight into the drivers of these associations. These exploratory findings, while interesting, likely do not generalize beyond our specific sample. Instead, this study's value lies in demonstrating the utility for both research and, eventually, practice of disaggregating beyond violence and nonviolence. The results demonstrate clear operational implications for threat assessment in the need to include a more refined set of risk factors to aid in assessing risk of more relevant outcomes than terrorist involvement overall.

Abstract:Over the past decade, terrorism risk has become a prominent consideration in protecting the well-being of individuals and organizations. Consequence assessment of terrorist attack has become a research hotspot in security science. Aiming at the multi-source, interactional and uncertain factors in terrorism events, we introduce Information Flow (IF) to propose an improved weighted Bayesian Network (BN) with causality-based weights. Based on the weighted BN and Rand Forest (RF), we design a data-driven and expert knowledge-based consequence assessment model of terrorist attack. Firstly, RF is applied to filter effective evaluation indicators objectively. Then, IF is adopted to calculate weights of indicators and the weighted BN is built by structure learning and parameter learning. Finally, assessment experiments are conducted with terrorist attack events recorded in Global Terrorism Database. The results show that our proposed model overcomes the shortcomings of traditional quantitative risk assessment methods in verifiability and flexibility, and can reliably achieve quantitative assessment of terrorist attack risk under multi-source and uncertain information conditions.
Terrorism as Coalitional Predation: Explaining Definitional Ambiguities and Precautionary Responses

Abstract:Terrorism continues to be an enigmatic and contested concept, lacking a universally accepted definition despite extensive scholarly debate. Lay intuitions, however, demonstrate a notable convergence in identifying acts as "terrorism" when specific situational features are present, such as indiscriminate violence and out-group perpetration. These features elicit predictable and robust precautionary responses, raising the question: Is there a unified and parsimonious explanation for these phenomena? It is hypothesized that a situational template exists in the human mind, the coalitional predation template (CPT), which evolved not to detect modern-day terrorism, per se, but to identify and respond to situations of predatory coalitional conflict. The paper examines the potential cues and mechanisms that constitute the psychological systems activated by such threats, suggesting that matching the input cues of the CPT triggers well-documented precautionary responses to terrorism. However, this cue-based system may not align neatly with contemporary threats, leading to disproportionate responses to some threats while underestimating others. The model also posits that interpretations of violence can vary due to incomplete cues and the social position of the evaluator, leading to public disagreements and inconsistencies in defining terrorism. Consequently, arriving at an unambiguous and widely accepted definition of terrorism may not be possible. The model presented may account for a range of phenomena, including the inclination towards attributing mental illness to particular violent incidents and the uncanny surface similarities between terrorism and war crimes. The findings have significant implications for both the theoretical understanding of terrorism and practical policy responses.

Abstract:Potential violent criminals will often need to go through a sequence of preparatory steps before they can execute their plans. During this escalation process police have the opportunity to evaluate the threat posed by such people through what they know, observe and learn from intelligence reports about their activities. In this paper we customise a three-level Bayesian hierarchical model to describe this process. This is able to propagate both routine and unexpected evidence in real time. We discuss how to set up such a model so that it calibrates to domain expert judgments. The model illustrations include a hypothetical example based on a potential vehicle based terrorist attack.

Dynamic Forecasting Conditional Probability of Bombing Attacks Based on Time-Series and Intervention Analysis

Abstract:In recent years, various types of terrorist attacks occurred, causing worldwide catastrophes. According to the Global Terrorism Database (GTD), among all attack tactics, bombing attacks happened most frequently, followed by armed assaults. In this article, a model for analyzing and forecasting the conditional probability of bombing attacks (CPBAs) based on time-series methods is developed. In addition, intervention analysis is used to analyze the sudden increase in the time-series process. The results show that the CPBA increased dramatically at the end of 2011. During that time, the CPBA increased by 16.0% in a two-month period to reach the peak value, but still stays 9.0% greater than the predicted level after the temporary effect gradually decays. By contrast, no significant fluctuation can be found in the conditional probability process of armed assault. It can be inferred that some social unrest, such as America's troop withdrawal from Afghanistan and Iraq, could have led to the increase of the CPBA in Afghanistan, Iraq, and Pakistan. The integrated time-series and intervention model is used to forecast the monthly CPBA in 2014 and through 2064. The average relative error compared with the real data in 2014 is 3.5%. The model is also applied to the total number of attacks recorded by the GTD between 2004 and 2014.

Abstract:We identify robust statistical patterns in the frequency and severity of violent attacks by terrorist organizations as they grow and age. Using group-level static and dynamic analyses of terrorist events worldwide from 1968-2008 and a simulation model of organizational dynamics, we show that the production of violent events tends to accelerate with increasing size and experience. This coupling of frequency, experience and size arises from a fundamental positive feedback loop in which attacks lead to growth which leads to increased production of new attacks. In contrast, event severity is independent of both size and experience. Thus larger, more experienced organizations are more deadly because they attack more frequently, not because their attacks are more deadly, and large events are equally likely to come from large and small organizations. These results hold across political ideologies and time, suggesting that the frequency and severity of terrorism may be constrained by fundamental processes.
