Abstract:Regional politics surrounding Southeast Asia has exhibited significant developments with China's Belt and Road Initiative (BRI) and counter initiatives through the Indo‐Pacific concept. This article seeks to examine Indonesia's strategic reactions to such regional developments. It argues that Indonesia has exhibited policy responses to the BRI and the Indo‐Pacific concept by hedging against uncertainties created by China's economic prowess through the adoption of mutually contradictory policy options. Such a hedging strategy was present in various dimensions: adopting economic accommodation and economic diversification regarding the BRI; taking confrontational strategies in maritime security tensions with China while pursuing economic pragmatism for attracting BRI funds; and restraining reliance on China and its BRI by pushing forwards Association of Southeast Asian Nations' (ASEAN) regional initiative that uses the Indo‐Pacific term. The findings indicate that Indonesia's position is crucial for bolstering ASEAN's status as the main regional organization under evolving regional politics.摘要东南亚的区域动态在中国的一带一路倡议(BRI)与相抗衡的印度太平洋概念方面呈现显著发展。本文分析了印尼对这类区域发展采取的战略响应。本文论证认为,印尼对BRI和印度‐太平洋概念的政策响应表现为通过采取相互抵触的政策选项来规避由中国经济实力带来的不确定性。这种对冲战略出现在多个维度:在BRI方面采纳经济适应和经济多样化;在追求经济实用主义以期吸引BRI资金的同时与中国就海上安全冲突采取对抗性战略;通过推动东盟在印度‐太平洋概念方面的区域倡议来阻止其对中国及BRI的依赖。本文的研究发现表明,印尼的立场对加强东盟作为不断变化的区域战略环境下的主要区域组织地位而言至关重要。ResumenLa dinámica regional que rodea el sudeste asiático ha exhibido desarrollos significativos con la Iniciativa de la Franja y la Ruta (BRI) de China y contra iniciativas a través del concepto del Indo‐Pacífico. Este artículo examina las reacciones estratégicas de Indonesia a tales desarrollos regionales. Argumenta que Indonesia ha exhibido respuestas de política al BRI y al concepto del Indo‐Pacífico al protegerse contra las incertidumbres creadas por la destreza económica de China a través de la adopción de opciones de política mutuamente contradictorias. Tal estrategia de cobertura estuvo presente en varias dimensiones: adopción de acomodación económica y diversificación económica con respecto al BRI; tomar estrategias de confrontación en las tensiones de seguridad marítima con China mientras persigue el pragmatismo económico para atraer fondos BRI; y restringir la dependencia de China y su BRI impulsando la iniciativa regional de la ASEAN que utiliza el concepto del Indo‐Pacífico. Los hallazgos del artículo indican que la posición de Indonesia es crucial para reforzar el estatus de la ASEAN como la principal organización regional en un entorno estratégico regional en evolución.
