Abstract:This paper focuses on a historical review of the debate about Frontier V.S.Maritime Defense in the later Ching Dynasty.After the detailed analysis and discussion,the conclusion is that Frontier Defense was less vital than Maritime Defense at that time when geopolitics was taken into account.Besides,the Debate itself also sheds some light on nowadays security strategy choice of China,which tells that Maritime Defense still stands out as a key element in the Chinese national security strategy with the development of national interests.

Abstract:Land and sea are closely intertwined in coastal areas; however, the governances thereof are in isolation, which may lead to complex conflicts that threaten coastal sustainability. The development of marine economic functions is inseparable from the land. Further, most maritime activities also extend to land, thus exerting impacts on local social and economic development. As such, China considers land and sea as integral entities and promotes land-sea coordination (LSC) through territorial spatial planning. This is one of the pioneering attempts in the world to compulsorily promote the integration of land and sea at the national level. Therefore, this study combs the policy background of LSC development and summarizes that the key challenges of LSC in the context of the new round of land and space planning are the determination of planning scope, the connection of the evaluation system, and the coordination of management. This study analyzes the local experience from the perspective of practice to deal with these challenges and proposes three directions for optimization for further research. In this way, LSC could be a sound framework to integrate land and sea sections for the optimal allocation of resources and eco-environmental protection.

Abstract:China's frontier areas are regions inhabited by multiple ethnic groups with different religious beliefs,languages,and cultures.Therefore,not only is the decentralized and cross-national nature of ″guarding the border,managing the border,and controlling the border″obvious,but the complexity and autonomy of ″securing the border,governing the border,and enriching the border″are also evident and important.Historically,China had experience with several unique approaches to managing its frontier areas,which included:playing different foreign powers off one another;governing frontier regions with local officials and customs;centralizing control over frontier areas;employing a league and banner system;and garrisoning frontier areas with troops that produced their own food.At present,China is well experienced with self-governance in ethnic minority regions.Nevertheless,the deficiency of research on frontier security issues and the fluctuation of frontier security policies highlight the value of developing ″frontier security studies″.″Frontier security studies″ are an interdisciplinary field that takes frontier security as its research object and the exploration of the patterns of frontier security governance as its main content.Its domain of inquiry is the governance of frontier security,its normative basis is ″human security″;its theoretical mode is ″peace-and-cooperation-ism″,and its research emphasis is capacity-building on frontier security governance.The development of ″frontier security studies″ will enrich the contents,methods,and actual effectiveness of frontier security governance,and help frontier security researches make the transition from being scattered,passive,and experience-based to being systematic,proactive,and theoretical.

Abstract:This paper attempts to re-examine the status quo of the Chinese territorial sovereignty security from the strategic perspective.Territory is the most basic physical space to express national sovereignty.It is only from territory that the national sovereignty derives its physical basis.In the context of globalization,the traditional national territorial sovereignty space is continually squeezed and limited,but the national territorial sovereignty is still the cornerstone of international relations.And the inviolability of national territorial sovereignty is still the most important principle of modern international law.In this regard,the primary goal of Chinese national security today is still to safeguard the unity,integrity and security of China's territorial sovereignty.At the present,the integrity,unity and security of Chinese national territorial sovereignty have yet to be achieved strategically.As one of China's basic national conditions,it should be envisaged and paid adequate strategic attentions.With a view to the overall strategy and the China's fundamental and long-term interests,Chinese government should fully seize and utilize favorable occasion of the domestic and international environment changing,so-called "strategic skylight period",to seek settlement of the border issues with the adjacent countries by a peaceful and diplomatic way,and to effectively safeguard China's territorial integrity,unity and security.

Abstract:The contest between land frontier defense and seacoast defense in late Qing Dynasty decided the developing trend that the two defenses would be of equal importance.But due to the declining power of the Qing Dynasty,the strategy of laying equal stress on land and sea defense can not be implemented.Which is more important,land defense or sea defense? The contemporary China still has to make the similar choice.The sea power is of vital importance to the future development of China,whereas the land power determines China's security.In the new century,equal attention should be paid to land power and sea power.Only in this way,China can develop peacefully in the world as a super power.

Its position and role in world politics, economy and strategy are on the rise. However, there are still long-term issues left over from the Cold War, as well as new problems in strategic structure and strategic relations brought about by the rise of China. These problems, both long-term and short-term, require China to adopt a longterm strategic perspective.

Abstract:Many countries in history have faced the problem of how to defend their interests overseas. China is not different. China’s Interest Frontiers: The Making of an International Strategy sheds light on the tortuous securitization process that pushed the Chinese foreign and security policy machine to evolve in order deal to the new threats to Chinese assets and nationals in the Middle East and North Africa. Based on a vast number of Chinese language sources, the analysis presented in the book finds that crises, especially the evacuation from Libya in 2011, deeply influenced how Chinese civilian and military elite think about the protection of the country’s interests overseas. Consistent with this development, the emphasis on ensuring that the People’s Liberation Army can play a larger role, along with the Ministry of Foreign Affairs, has become a crucial issue for Chinese policymakers. Yet, the presence of many bureaucratic actors, each with its own priorities and interests, was a challenge for the creation and implementation of a clear strategy. In the aftermath of the Arab Spring, it seems that the situation has been improving slowly but steadily, although some changes will take more time than others to be completed. Vis-à-vis an extremely complex challenge, China’s cautiously incremental approach to the use of its military has, so far, spared it from strategic overstretching. Yet, the reactive nature of its strategy makes it vulnerable to shocks. This is especially true as Chinese public opinion has become increasingly interested in how the country’s overseas interests are protected.
On the Essentials and Ethical Dimension of "No-traditional Security"

Abstract:This paper examines and contrasts the concepts of traditional and non-traditional security as overlapping conceptions of security that are respectively decided by the different value systems and ethical dimensions upon which they are based,and shows how China's security strategy embraces both concepts.Essentially,traditional security is an ethical dimension of the national culture.It is a mode used to deal with national security challenges by military forces,and it forms a circular path of ″war-peace-no sustainable security-new war″.Traditional security is embodied in national egocentrism,essentially based on whether it helps or is detrimental to the national interests,sovereignty and territorial safety,with good and evil as the fundamental criterion of moral judgment.This traditional security view,which emphasizes the relative interests of the country,gains more benefits and power in the international community for its strength,takes the interests of the country as its value orientation,and maintains the safety of sovereignty and territory as the final goal,will inevitably affect the confidence level and the security sense of all countries.In turn,it will cause each sovereign state to do everything it can to protect its own special interests,and eventually push international relations into a ″security dilemma″ or a ″crisis state of confrontation″.Non-traditional security,by contrast,is mainly centered on global as opposed to national ethical dimensions.It focuses on non-military threats to the survival of freedom.It pays more attention to the issues of ″peace and development″ of human society at large.Its value stems from the goal of building a ″harmonious world″.In fact,the ethical view of no-traditional security is the embodiment of world centered ethics in the modern society.It is rooted in the human nature and the virtues of benevolence to pray for the peace and security of mankind,the recognition of universal human values,and unity and indivisibility of human interdependence.In seeking to free people from the shackles of the state,it is not state-centered but human centered and views the world as a harmonious whole,thereby highlighting the total ″class ethics″ mankind.As a big responsible developing country,China takes ″Caring for the Security of the Country,Superior Co-existence″ as the core value of its security strategy in adapting to the changing security and ethical dimensions of modern Chinese and world society.With the security challenges to China's territory and territorial waters,and the rising non-traditional security issues,ultimately their solution depends on the combined and overlapping coordination of the traditional security solutions as a precondition,with ″Caring for the Security of the Country″ as the foundation for maintaining non-traditional security and ″Superior Co-existence″ as the premise of maintaining non-traditional security.Non-traditional security concerns the interests of all mankind,based on social security safety values.These values will be conducive to further strengthening China's cooperation with other countries,helping China establish interactive relationships between its security systems,and finally creating a favorable external environment,thus achieving ″Caring for the Security of the Country″.″Mutual trust,mutual benefit,equality and cooperation″ is the only way to safeguard China's national security.The complex nature of global and regional security issues objectively demands the strengthening of regional cooperation to ensure security.″Caring for the Security of the Country,Superior Co-existence″ sets the value of China's overall security strategy.It has retained a much-needed national ethical point of view,and highlighted the importance of the ethical dimension in the global point of view in the development of the human society,which is beneficial not only for safeguarding China's traditional security and non-traditional security,establishing a good image of a responsible major power,but is also conducive to the ″harmonious world″.It will eventually achieve the common security and prosperity of all humankind.

Abstract:It's one of the hottest issues and the most controversial things in China about land policy in recent years. There are numerous studies analyzing land policy in China, while the practical effects of it were always dissatisfactory when facing more and more complex developmental environments and multiple conflicts of interests related to land. The paper firstly discusses the dilemmas and obstacles of land policy in China, and then explores breakthrough path to land policy dilemmas in China. It points out that evaluation and experimental supports have long been ignored on the process of land policy formulation so that the experimental method may be one of the realistic choices that can break through the dilemma of land policy in China. The paper also tries to discuss the connotation, basic characters and types of land policy experiment.

Abstract:What is the long-term impact of China's territorial and maritime security policy in East Asia on regional security? To address this question, we compared China's claims and actual policies related to the East China Sea and South China Sea and explored the motivations behind Beijing's position and behaviour in the two disputes. More specifically, we examined a few interrelated issues: (a) similarities and differences in China's claims in these two disputes from historical and legal perspectives, (b) China's strategic and security calculations and its changing tactics in handing these two disputes in the past few years and (c) the major factors affecting China's behaviour in the two disputes. Our conclusion is that China is unlikely to make any major concessions in the near future, and that regional security in East Asia will remain fraught with many uncertainties for a fairly long period of time.

Abstract:The cybersphere constitutes a global disagreement space where the contested, ongoing ties that link states and the internet come into being. In this paper, a critique of sovereignty and political economy is offered to evaluate contemporary controversies concerning authority, independence, regulation, and access to communications as matters of relationality, materiality, and disagreement. We review China's promotion of cyber sovereignty as a complicating episode that reflects the development stresses of the sphere. China wishes to establish guardrails for the practices of multipolar global digital capitalism; yet, it has ushered in a variety of internet-related global issues, including in security, privacy, material well-being, developmental justice, and planetary futures. These complex aims invite and expand the dialectical spaces animating the cybersphere.

Abstract:Alfred Thayer Mahan, the founder of sea power theory, noted that control of ocean was a great influence on the rise and fall of states. In this sense, China’s maintenance of its maritime rights and interests will determine its economic prosperity, international standings, as well as influencing its national security and political international standing. While a maritime power with jurisdiction over a maritime area of more than 3 million km2, China’s maritime rights and interests have, however, faced long-term and complicated challenges. In recent years, especially, the disputes between China and other neighbouring countries over sovereignty of islands and maritime demarcation in the South China Sea have become increasingly intense. The article first outlines in terms of emerging challenges to China’s rights and interests in the South China Sea. The latter sections of the paper reflect on key issues for Chinese sovereignty and maritime rights, and analyses China’s policy response in the South China Sea.

Abstract:Regionalism presents a strategic opportunity for China’s “peaceful rise.” There are three characteristics of current Chinese regional policy: acceptance of “open regionalism,” promotion of non-traditional security cooperation, and support for ASEAN’s leading role in regional cooperation. This regional policy can maintain a “soft” regionalism in East Asia while not endangering the core interests of the United States and other neighboring countries and can pacify the perceptions of the United States and other neighboring countries regarding the “China threat” and help to achieve the strategic goal of a “peaceful rise.” As a rising power, China should be careful in dealing with regionalism and continue to be an enthusiastic participant rather than an energetic leader.

Abstract:Whatever is said or written by a scholar today, or whatever is done by an official today, must await the judgment of history and the people in the future. Generally, the higher an official is in status, and the more reputed a scholar is, he will attract more and wider attention from history and the people. This is why "Emperor Song Taizu’s fear of historiographers" has been so familiar to us, and should be born in mind by scholars and officials alike. Dramatic changes are taking place in the world. It is thus of great importance to pay attention to the security development strategy of China and the Chinese communist party. In international strategy research, we must take the stand of China and the Chinese nation, adopt a right methodology and follow the guideline of "letting one hundred flowers bloom and letting one hundred schools of thought contend." All the articles included in this book are related, more or less, with China’s national security and global strategy. As a theoretical worker, I would like to share with the reader some of the ideas of the book, and submit them to the testing of time, history and the people.

Abstract:Despite China’s traditional role as a continental power, modern Chinese leaders are pursuing a grand strategy that includes the explicit goal of becoming a maritime power. China is strengthening its ability to deny its “near seas” (the Yellow, East China, and South China Seas) to US forces and building the capabilities and infrastructure to project power into “far seas” that lie beyond these waters. Yet Beijing is doing so without crossing the threshold of actual violence – unlike Russia’s use of violent “hybrid warfare” in Ukraine. In the maritime areas close to its coast, China has adopted “gray zone” approaches to alter the status quo while avoiding combat between uniformed militaries. Farther afield, China’s strategy focuses on accumulating influence through efforts such as the Belt and Road Initiative, which seeks to build economic connections across the Eurasian landmass and the Indian Ocean. This article aims to reconsider how experts categorize and think about the instruments of power China is deploying in the Western Pacific and Indian Oceans, and their roles in China’s expanding overseas strategy.

Abstract:The article examines the evolutionary stages of China's foreign policy concept and the features of the nature of international relations in the main geopolitical directions of China's foreign policy activity. The reasons that contribute to unification and successful cooperation between the countries and, on the contrary, the reasons that have a negative impact on mutual relations and serve as a source of discord are investigated. It outlines and describes key changes in China's foreign policy as it strengthens its comprehensive national power. The article also outlines the differences of Chinese school of geopolitics, which has its own historical, cultural and philosophical roots. It provides a brief overview of China's policy on " strategic boundaries" and "living space" and its possible implications for Kazakhstan and Central Asia as a whole.
