Abstract:In addressing the question of bow China's rapid socioeconomic transformation is changing the nature of its international engagement we need to move beyond a traditional focus on state-centric analysis. Obviously a major stimulus for China's international engagement over the past 25 years of reform and opening has come from non-state economic activity. Growing economic interdependence, accelerated after China's accession into the World Trade Organization, provides the strongest argument in favour of a peaceful rise of China scenario in which both regional and global security are enhanced rather than threatened. Far less attention, however, has been given to the role and influence of Chinese non-governmental organisations (NGOs) and their transnational linkages. I argue in this article that in order to obtain a more comprehensive picture of China's ongoing process of reform and opening to the outside world we need to incorporate a civil society dimension into our analysis. This is of particular relevance to ongoing foreign Policy debates over democracy and human rights promotion in China. Indeed, in the absence of a more detailed understanding of current developments taking place at the grassroots, international support for progressive reform runs the risk of undermining positive change from below.

Abstract:Ⅰ. Introduction There are large numbers of NGOs in China. In 1998,the Tsinghua University established an NGO Research Center dedicated to investigation and research on NGOs. In the last eight years, the Center has conducted five large-scale empirical studies and participated in related policymaking and legislation. The arguments of this article are mainly based upon this research and survey work.

Abstract:Since 1978, great changes have taken place in the environment for the development of NGOs in China. From a macroscopic perspective, China's transformation process in the economic, political and social systems, has been progressing successively. The transformation process has broken the traditional structure of the Government's monopolization of resources and the strictly controlled private action space. The reforms have restructured the relationship between the Government and the market society, and thus provided an opportunity for the existence and development of all kinds of NGOs in China. In addition, China's entry into the WTO and current trends towards globalization also has promoted the development of NGOs in China.

Abstract:In the process of human development, apart from family, political parties and religious groups, industry, government and non-governmental organizations (NGOs) represent three fundamental social groupings and policy forms. In the past few years, NGOs have come to attract attention as a form of social community. This article is based on long-term empirical research into China's NGOs. It embarks upon this endeavor first through an explication of their definition and categories, as well as the social basis, central functions and property rights associated with NGO development, positing a number of important theoretical perspectives. Utilizing this basis the author will conduct specific analysis of policy characteristics and problems associated with the development of NGOs in China and will provide an outlook on future growth trends.

Abstract:A rapid development of NGOs has been witnessed in China since the economic reform and the implementation of the opening-up policy. This article traces the historical development of China’s NGOs in the past three decades. Based on an investigation of institutional change, expansion of the public sphere, and the group action of social classes, it offers a systematic analysis of the institutional context, living space, and social foundation for the emergence and development of China’s NGOs. Finally, the emerging paths and the peculiar characteristics of China’s NGOs are discussed.

Abstract:In this article, we introduce the 5 papers that have been selected for the publication of the special feature titled Social Entrepreneurship and Sustainability Transitions. Their common theme is the catalytic role that social entrepreneurs, an identity shared by people regardless of their professions or positions, play in China’s transitions toward sustainability. The stories told connect the rise of a rural tourism industry to the village entrepreneurs, place rural cadres in the central position on the long path of development in one of China’s best-known rags-to-riches regions, and highlight the role of business managers in signaling public trust or managing complex nonfinancial disclosures. The qualitative and quantitative studies reported shed light on how these socially embedded entrepreneurs broke the equilibria underlying the prolonged sustainability challenges, from extreme poverty to unhealthy growth to weak institutions, and laid pathways toward new ones that promised sustainability. By way of this special feature, we highlight a welcoming new trend in social entrepreneurship research that expand the scope of potential impact from directly affected stakeholders to cover the ripple effects of social entrepreneurial activities. We also echo the call for multilens, multisector, multiscalar and interdisciplinary research and for the adoption of the interpretive, critical, and pragmatic approaches that complement the popular positivist approach, which we believe will improve the relevance and impact of business and management research. We welcome more papers that establish solid links between social entrepreneurship and sustainability transitions.

Abstract:Since the reform and opening-up,various social organizations have grown rapidly in China,reaching a total of 3 million up to now.The fast development of social organizations and their increasingly important roles in social life have enhanced the tolerance capacity and plurality of the society,increased social capital,promoted citizens' ability to participate in social life,and sped up China's move toward the historical process of a civil society.In the 21st century,the development of social organizations in China will face many new opportunities and challenges.Although we cannot conclude what path it will follow to move forward,but we are sure that the development of social organizations in practice has become an irreversible trend.

Abstract:In recent years,studies on the impact of internet on civil society in China become a heated field.We review present studies and point out their weaknesses here in a critical and reflective way.First,thanks to NGOs' contribution in 2008 Wenchuan great earthquake,many scholars overestimate the development of civil society in China;second,under western centrism and technological determinism,they simply interpret the internet as a platform for social forces to challenge the state;third,as to the issue of web public sphere,thinness of theoretical resources,inadequate inquiries of group polarization,and simplistic understanding of rationality in online discussion are major drawbacks.At last,to further the research,we propose some approaches:multiply theoretical foundations,shift research perspectives,explore new research methods and select proper methodology consciously and reflectively.

Abstract:The research on Wenzhou industrial associations has been an important integral part of the typical cases of China's civil society.Recently,Wenzhou industrial associations,which are increasing not only in quantity but also in the socio-economic sphere,are playing an increasingly important role.Developing advantages have endowed Wenzhou industrial associations with a certain degree of particularity,but the development of the market economy,local government innovation,historical and cultural traditions,self-organization have undoubtedly provided Wenzhou industrial associations with a certain universality.The achievements and problems of Wenzhou industrial associations exactly reflect the institutional characteristics of the Chinese society.The emergence and development of China's civil society benefit from the improvement of the institutional environment which has become the obstacles of the further development of industrial associations.In order to improve the institutional environment of the civil society,which covers all kinds of organizations,the Chinese government needs to change its social management system,opening up more room for different organizations at the same time.The government should enhance its regulation on the social organizations under the judicial framework.

Abstract:Following the trend of quick development of international organizations, China has to find out her cultural orientation in her closer cooperation with international organizations. First, China should actively join different kinds of international dialogues, to advance cultural “taking” and “giving” simultaneously. Secondly, emphasize the dynamic study of “idea strategy” and the construction of “cultural politics”. Thirdly, truly comprehend and well explain the contemporary value of Chinese cultural tradition, based on the deep understanding of the practical demands of modern world and China's national interests. For example, we should exploit more theoretical space on the issue of “human rights” and “sovereign rights”. Considering the peaceful international communication, the studies of “evolutionary learning”, “communication and human behavior”, “intercultural conflict”, are good sources of inspiration.

Abstract:The study of the characteristics of China's Non-governmental Organizations (CNGOs) is rooted in three approaches: the civil society approach, the corporatism approach, and the contingent approach. The debate between Civil Society and Corporatism has lasted for three decades and has dominated the thoughts and vocabularies of the description of CNGOs. More recently, however, some researchers have sought to focus attention on the context in which CNGOs survive and play a role, pointing out that the characteristics of a CNGO go beyond the question of 'autonomy', and arguing that they are the reflection of this socio-economic environment. This type of research may be called a "contingent approach." This paper investigates and critically reviews these three categories of literature by describing and comparing their key ideas and implications for the NGOs in China, and finally concludes with the author's view on the macro discourses, theoretical tools, and research methods of studying the characteristics of CNGOs in the future.

Abstract:As Chinese NGOs are trying to go abroad under the Belt and Road Initiative, understanding the existing niche, discourse, and paradigm of the mainstream transnational NGOs in current international development aid system is crucial for Chinese NGOs to adapt and develop their own identity on value and norms. Based on key researchers' observations, historical facts and statistics, this research examines the mainstream NGOs' evolution in organization, action and discourse embedded in the macro-history of transnational NGOs and transformation of the international development aid system; it sums up the transformation around three macroscopic relations to understand and evaluate the action paradigm and discourse of the contemporary mainstream NGOs in transnational development, namely, around "Transnational NGO-State" relations a change from the private sphere to the public sphere, around "North-South" relations a shift from one-way aid to equal cooperation, and on "NGO-Society" relations an evolvement from voluntarism to professionalism. In the end the article points out the difference between Chinese NGOs and those of the developed countries in terms of the origin, timing, goal and discourse and specifies five basic questions China must face in its identity building.

Abstract:As a part of designed human intervention against social problems, social policy has to respond and adapt to social changes. In this article, the author aims to discuss social changes that occurred in the past decade in China ( including economic, demographic, and cultural changes) and relate them to relevant social policies formulated by the Chinese government to address the concerned social issues. To interpret the roles of the state, nongovernmental organizations (NGOs), and the community in tackling social problems in the changing context of the market economy and globalization, the author attempts to provide a theoretical explanation on the emergence of social policy in China in a new era and to further re-assess the concept of the welfare regime in East Asian countries.

Abstract:The traditional mode of governance in China is "Strong Government vs.Weak Society",which is undergoing transformation.While Chinese government giving up totalism and making an effort to turn into limited government,the development of civil society became a key problem.As the main actors of society,social organizations have been a focus for concern.Hangzhou Government put forward Social Composite Subject,which is an attempt of a new type of social organizations.This ideal and practice approve neither society against government nor the opposite.It proceeds from actual conditions in China that the relationship of government and society is ambiguous and social organizations rely on government to some degree.The practice of Social Composite Subject tries to promote social organizations' initiative through their dependence,and finally achieve mutual empowerment between government and society.However the power structure between them doesn't change.
The Role of NGOs in the Poverty Eradication

Abstract:In nowadays China,there are two kinds of legal societies and private non-profit organizations that are the same to NGOs widely accepted by international societies. China's NGOs have applied themselves to poverty eradication and organized a series of important and effective activities from their very beginnings. Based on an introduction of background and function of NGO, this article, which composes of four parts, makes a survey to as well as analyzes important activities organized by China's NGOs and thus showes the nonreplaceable role of NGOs in poverty eradication. In the first part, through the analysis of some cases, it demonstrates that NGO is a backbone power in the international anti-poverty in three aspects. In the second part,it makes a positive investigation of important activities,projects and achievements of China's NGOs in the development of poor areas. In the last part,it sums up the important role and the challenge of China's NGOs in poverty eradication. The author holds the view that NGOs, through a series of activities, have provided experiences and opened a new way for the further development of inland areas in poverty eradication. However, there is still a long way for them to go.

Abstract:The construction of″low-carbon country″is an important direction of China′s modernization of govern-ance capability. To absorb contribution from all circles to building a ″low-carbon country″ is the key part of the construction by introducing ″governance philosophy″into it. Only in this way will it be possible to achieve strate-gic aim in the shortest possible time. However, NGOs′participation in China low-carbon development is still un-satisfactory. Statistics show that their participaton remains in a primary stage of concerns for the environment and climate, most of which are even not real″home-grown″Chinese NGOs considering their internatioal background. Motivation, capacity and power of NGOs limit their deep involvement. To achive a better, deeper, wider and more effective participation in China′s low-carbon development, NGOs need to identify and locate their right po-sition, to cultivate a global perspective, to enhance their professional capacity and to expand cooperation with enterprises.

Abstract:Since the beginning of the Reform and Opening, social organizations have proliferated rapidly, promoting, in the process, individual participation, allowing individuals to create social value, and expanding the social sphere. Social organizations are thus playing an increasingly rich social role, and have undeniably become a part of China's social transition. At the same time, increases in the breadth and depth of social organizations are facilitating their integration into the mainstream of social progress, and helping them to become, in complement to state and market systems, a new civil society system. Analyzing the 30-year rise of social organizations as well as trends in their development from the angles of growth in number, social participation, organizational structures, and fields of activity, we can see that the appearance and growth of social organizations is a necessary result of the Reform and Opening, and of China's social transition. After 30 years of practice, a relatively rich, diverse, and open ecosystem of associations has gradually formed. As the most populous form in the ecosystem, social organizations are becoming increasingly normalized and orderly; the scope of their activities, too, is broadening. In today's China, economic development, social harmony, and political civilization are all increasingly inseparable from social organizations.
