Analysis of Benefit-coupling Mechanism of Government,Enterprise and Poor Household in Anti-poverty

Abstract:Guiding and encouraging enterprises to participate in poverty alleviation is an objective requirement for the development of poverty alleviation work under the condition of the Chinese modern market economy.It is also an effective way to realize poverty alleviation.There are many practical examples of enterprises participating in poverty alleviation,but it is a question how to coordinate the collective action of government,enterprises and poor households in anti-poverty.Through the investigation of the model of"responsible person system of poverty allevi-ation project"in Hefeng County,this paper tries to analyze the reason why the government,enterprises and poor households reach the concerted action on anti-poverty,and then explore the benefit-coupling mechanism contained in this model and try to answer why is collective anti-poverty action can continue.The analysis shows that the"Hefeng model"has led to an increase of local government performance in poverty alleviation.To sum up a few characteristics of the"Hefeng model":the implementation process of poverty alleviation is essentially a process of cost-sharing mechanism construction.In this process,under the leadership of the government,the relationship be-tween enterprises and farmers is reconstructed,and a reasonable distribution of benefits serves as a long-term con-tinuous core power of operation."Hefeng model"brings us three revelations:First,to fundamentally solve pover-ty in a large area,industrial development is a viable option.Second,the key to the sustainability of poverty allevia-tion by industry is to establish an effective dynamic mechanism.Third,"Hefeng model"is highly possible to be extended or copied elsewhere.
