Abstract:Review of the literatures on smart growth shows that the domestic researches mainly focus on the macro level,and it lacks regional researches.The purpose of this paper is to probe into the new concept on smart growth which is advocated by western countries and integrates all the experiences for the rational urban development of Zhejiang province.Methods of documentation and comparative study were employed.Results show that there are many problems in the process of urban spatial expansion,including rapid expansion of the builtup areas,the resource use in low efficiency,urban sprawl along the transportation trunk and loose use of the land space by the tendency of motorization.But considering the differences between the western countries and China,the concept on smart growth can not be applied in Zhejiang province directly without innovation,we need carry on some necessary innovation from theory and practice these two aspects.

Abstract:Implementation of smart growth provides the valuable experience for land intensive development and urban renewal in China. However, there is scant theoretical research focusing on the actual operation mech-anism of smart growth policy. Existing literature on the applicability of American smart growth under China's context primarily focuses the demonstration of policy rationality and how to make it localize and ignore the lo-cal operational mechanism which helps the macro policy achieve good effects. This research believes that the primary reason why American urban space achieves smart growth is largely due to the polycentric governance. This study firstly defines the stakeholders of polycentric governance (i.e. government, interest group, civil soci-ety and electric media), as well as their occupied resources, interest demand and value norm. Besides, it further divides these stakeholders into two groups in accordance with their relations with land rights. Then it establish-es the well-rounded supporting system, including fund supporting, technology supporting and information sup-porting. Such comprehensive supporting system illustrates how the resources exchange among different stake-holders enable them achieve their objectives within the polycentric governance network. Furthermore, this re-search summarizes 4 operational mechanism of smart growth, including governmental top-down soft control of capital and guidelines and maintain mechanism of public order, promotion mechanism of cooperation and com-petition between government and interest group, feedback and supervision mechanism of implementation based on the citizens'right, and whole network information releasing mechanism with the electric medium as the center. Such 4 operation mechanism enable the smart growth policy obtain great achievements on control-ling of urban sprawl. In the final part, this study rethinks and makes a comparison on land development be-tween China and America to point out useful suggestion on the path of China's urban growth, which combines intensive incremental land expansion and stock renewal.

Abstract:Urban space growth management is a key issue to approach the national objective of ecomonically and intensively using land. This research reviews the basic tools for urban space growth management and explores the strategies to select and utilize these tools in China. It suggests that the tools for urban space growth management can be summarized into two basic parts: boudary definition and policy kit setting. The selection of the management tools should take full consideration of the objectives of urban space growth management, the economic and cultural characteristics of the region for policy application, and the combination of different boundaries and policy kits.

Abstract:Although growth management programs have many purposes, a critical one is to contain urban and suburban sprawl. Their efficacy in this regard is not well understood. In this paper, we review a comprehensive set of growth management tools, used by urban planners and policymakers to curb sprawl, starting with the history of the tool, then describing how it works in practice, and finally presenting any available empirical evidence on how well it works to curb sprawl and/or achieve other public purposes. While growth management isn't a panacea for controlling sprawl, it is certainly not the failure implied by critics.

Abstract:China is experiencing rapid progress in industrialization and urbanization. Characteristic towns (Tese Xiaozhen) are one of the important drivers for China's urbanization, industrialization and agricultural modernization in the 21st century. Each of the towns has its own characteristics. At present, however, it is unclear for them about (i) what characteristics should be promoted, (ii) how urban land should be planned and (iii) which industry should be focused on. The public infrastructure and services in towns are usually under-developed, compared to cities. This paper first explores the designation of a brand-new type of new towns in China, i.e. “characteristic towns”, to meet the need of the current urbanization in China. The paper focuses on the principles of “agglomeration” and “livability”, in socioeconomic and cultural contexts. This is exemplified by a case study of Zhejiang's version of characteristic towns. The findings suggest that the success of cultivation of towns is closely associated with agglomeration and livability. In the short term, identifying characteristics is the core element in the development. For the longer term, a comprehensive integration of industrial policy and land use policy is needed to ensure continuous capital investment and revenue generation.

Abstract:The incongruous patterns of urban growth often give rise to a myriad of issues, notably urban sprawl and urban shrinkage. These challenges frequently coexist and interact, presenting formidable obstacles to achieving sustainable city development. Therefore, investigations that endeavor to scrutinize both urban expansion and shrinkage in concert from a comprehensive perspective are essential. Present works of defining this trajectory are still vague, in which there is no clear clarification, and the relationship with socioeconomic also tends to be neglected. Thus, we proposed a new framework utilizing characteristic changes over 30 years in population and density to conduct a synthesis of urban growth patterns in 3911 cities worldwide along with their driving factors. We found that the development stage played a crucial role in urban growth pattern. Specifically, the densification cities were mostly found in the early stages of industrialization and urbanization. However, in accelerated industrialization and fast-developing regions, sprawl cities progressively gained dominance. Most cities followed the sprawl pattern and more shrinkage cities began to emerge in regions which in post-industrialization developed at high stages. Factors including industrialization level, urbanization rate, initial population density, terrain, and cultivated land conditions all exerted notable influences revolving around the urban growth process. Our study aims to help gain an overall sense of the global urbanization process as well as guide decision-makers to search for tailor-made management policies and urban planning for cities at various development stages. The patterns of expansion and shrinkage could offer support for a more comprehensive assessment of SDG indicators 11.3.1 and thus inform policies for urban sustainable development.

Abstract:Amidst rapid global urbanization, comprehending urban area growth (UAG) dynamics is vital for urban planning and sustainability. Despite ample urban development research, the historical developmental patterns of UAG remain underexplored. Long-term UAG exhibits an initial acceleration followed by deceleration, thus, using 200-years UAG data from the U.S., we meticulously compare the S-shaped curve (Logistics and Gompertz models) with other time-series models, and unveil insights into UAG's intricacies by examining how S-shaped models perform across different urban stages. Notably, the Logistics model emerges as the more accurate modeling tool, boasting an RMSE of 0.019, which surpasses the Gompertz model's 0.032. Moreover, the parameters of the S-curve explicitly describe the fundamental properties of UAG, and we unveil the remarkable stability of the maximum growth rate in the S-shaped model through a thorough parameter analysis, which underscores its role as a reliable and universally applicable assessment tool for UAG. Fundamentally, this meticulously analytical research delves deep into the complexities of the UAG curve, robustly confirming the S-shaped trend as the 'realistic' consequence of UAG over time. Importantly, this enduring S-shaped trend remains consistent across historical and contemporary contexts. These findings significantly advance our understanding of UAG dynamics for informed urban planning and development.

Abstract:There are several ideas and concepts emerging in USA to treat the urban sprawl problems, one of which is the Urban Growth Boundary model and has been the common understanding. This concept not only emphasizes the function to keep the sprawl within limits of UGB, but also provide an approach to combine the smart growth and natural conservation. For being in the accelerating era of urbanization, China inevitably will undergo the next urban expansion wave, so the establishment of UGB, the protection of regional and urban ecological infrastructure and active steering of future urban development is quite necessary for the future sustainability. This will further make for the improvement of urban planning system, approach and administration of China. Based on the general introduction and comments on the UGB and other relevant issues, this paper analyses some problems of China’s urbanization and puts forwards recommendation and advice as well.

Abstract:The current prices of housing and other resource factors are rapidly increasing.This paper analyzes imbalanced urbanization growth mode characterized with coexistence of the polarization and decentralization.The imbalanced urbanization growth lead to high housing prices and imbalanced economic development.Based on C-D production function and panel data from 287 cities through 1999—2008,the paper investigates impacts of city scale and resource allocation on economic growth.The empirical results show that orientation of urbanization can be continued for Middle and Western Regions of China,while decentralization and concentration should be adopted for East Regions.As to city scale,future urbanization should emphasize expansion of some small and medium sized cities and limit scale of current big cities.Resource allocation should also be used to encourage development of small and medium sized cities.

Abstract:The opening of the economy has contributed to the rapid urban development in China over the last 17 years from 1979 to 1996. It is worthwhile to note three new development trends of Chinese urban system. The first trend identifies the emergence of mega-urbanization regions. The second trend rebuilds a closer tie between the Chinese urban system and the global urban system through the development of the world (global) cities and international cities. The third trend shows the fast-polarized development in hinterlands and peripheries around advanced economic regions. However, the research literature on Chinese urbanization in English has shown the scarcity of good databanks and the analysis results are incomplete. Some researchers also always question the quality of the data. Using the most completed and most recent data, this paper reviews the growth of China’s new designated cities since 1949. This paper also seeks to examine the various policies and to explore the underlying factors that have affected the growth of China new cities. From the development of China’s cities in the past 47 years from 1949 to 1996, it is easy to find that metropolitan cities developed with a relatively high rate compared with smaller ones, but the ratio of number and population to whole country cities remained stable; Chinese urban system development had entered a phase of small cities development; in terms of cities regional distribution, the south and east region is still the central area of urban development.

Abstract:The science of cities seeks to understand and explain regularities observed in the world's major urban systems. Modelling the population evolution of cities is at the core of this science and of all urban studies. Quantitatively, the most fundamental problem is to understand the hierarchical organization of cities and the statistical occurrence of megacities, first thought to be described by a universal law due to Zipf, but whose validity has been challenged by recent empirical studies. A theoretical model must also be able to explain the relatively frequent rises and falls of cities and civilizations, and despite many attempts these fundamental questions have not been satisfactorily answered yet. Here we fill this gap by introducing a new kind of stochastic equation for modelling population growth in cities, which we construct from an empirical analysis of recent datasets (for Canada, France, UK and USA) that reveals how rare but large interurban migratory shocks dominate city growth. This equation predicts a complex shape for the city distribution and shows that Zipf's law does not hold in general due to finite-time effects, implying a more complex organization of cities. It also predicts the existence of multiple temporal variations in the city hierarchy, in agreement with observations. Our result underlines the importance of rare events in the evolution of complex systems and at a more practical level in urban planning.

Abstract:Urban growth mahcine is one kind of growth coalitions,combined by urban government and capital forces in the global fierece competitive environment.It widely exists in the transition of Chinese urban growth.Starting from great event marketing in places,and taking Nanjing new Olympic city as the case,this paper studies the forming,game theory and disintegrating of urban growth coalitions.It reveals the high entrepreneurialism in the transtion period by the Chinese urban government,and the forming,operating mechnism of urban growth mahcine as well.In this paper,it also points out that more stable and wider urban growth coalitions should be established,in order to realize the fundamental change of governance pattern,from "growth government" to "developing government".
