Development-based Poverty Perspective:A Comparative Study on Service Capacity of Basic Level Organizations for Social Assistance in the East and West Regions

Abstract:In the perspective of New Poverty Theory,it has been re -emphasized of governments’primary responsibilities of the basic living protection for vulnerable groups,and the content of social assistance institution being expanded as well. However, the service capacity of basic level organizations of policy practitioners, developed slowly than the increasingly improved social assistance institutions, resulting in ‘ welfare disequilibrium ’. This study demonstrated that although there are fewer recipients of social assistance benefits in the East Provinces,some anti -common -sense phenomena are revealed that working funds,staff work -load and salary are even worse in the East Regions than its counterparts by comparison of data collected from four counties in the East and West areas. These weaknesses are concealed by the better development of innovation of social assistance system in the East Regions. This article employed a mixed method to find the contradiction between institution developments and their supporting systems( e. g. human resource and organizational mechanism)in the East Areas. Particularly,town/street level organizations have the lowest service capability for social assistance,if compared with that in county/district level governments and the grassroots community-level organizations. As a result,on the one hand,we need to optimize the allocation of resources between different parts of China,reforming the basic level organizations according to the theory of Capacity-level Corresponding principle;on the other hand, the external social resources are necessary to be mobilized and integrated,encouraging social participation of NGOs to improve Community Capacity Building,in order to alleviate the government ’s pressure on constructing its primary responsibilities.

Abstract:According to the strategic aim of establishing the health care system through Universal Coverage,the status of medical assistance will be weakened.Medical assistance is designed only for people whose poverty caused by diseases and other special group.However,the medical security system which is dominated by social insurance cannot solve the problem of medical expenditure for the poor radically.Therefore,medical assistance will still play an important role until the health care system through universal coverage is established.At present,the medical assistance does not fully defuse disease risks,because of the unclear concept of medical assistance.Based on the aim of establishing health care system through universal coverage and medical reform,this paper defines some basic concepts,such as the basic risk,the minimum demand and government responsibility.Then starting with the social risk defused by medical assistance,it analyses the basic risk which still should be defused by medical assistance when realizing the aim.Taking the new social assistance system which covers urban and rural in Zhejiang for example,this paper discusses two key problems when the concept of medical assistance is positioned,for promoting equity and efficiency.

Abstract:In answering normative questions, researchers sometimes appeal to the concept of basic needs. Their guiding idea is that our first priority should be to ensure that everybody is able to meet these needs—to have enough in terms of food, water, shelter, and so on. This article provides an opinionated overview of basic needs in normative contexts. Any basic needs theory must answer three questions: (1) What are basic needs? (2) To what extent do basic needs generate reasons for action and how are these reasons to be understood? (3) How are basic needs and their satisfaction to be measured? I address these questions in turn. Then I also briefly discuss the theoretical potential of appealing to basic needs in normative contexts. It turns out that future research in this area could benefit from a higher degree of interdisciplinarity and methodological reflection, and that, generally speaking, basic needs theories are more promising than they have often been claimed to be.

Abstract:Currently charity,public philanthropy,security,welfare and other core concepts are popular,but the extension of their ill-defined meaning,and mutual mixing a situation not only affect the academic accumulation and theoretical innovation,but also direct bear on the social policy framework design and the social welfare system arrangement,thereby affect provision of social services and social welfare development,fuzzy borders of state,market and civil society organizations,dilute the country's social welfare responsibilities,confuse state and society's strategic positioning and the relationship among them,affect social systems framework design and social policy mode choice.This paper first gives systematic distinction between charity,public philanthropy,security,welfare,social wellbeing and other core concepts,and builds a social service system hierarchy,specifies the direction of social development,in order to build a harmonious society and a welfare society with Chinese characteristics,lays the ideological and theoretical basis.

Abstract:Fromm's concept of the human condition and the existential dichotomies are described first; this is followed by Fromm's scheme of needs, including positive and negative responses; finally, Fromm need's scheme is compared with Maslow's need scheme and Maccoby's drive-values scheme. In the three cases a critical approach is taken which tries to identify weaknesses, omissions and contradictions in Fromm's thought.

Abstract:In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.

Abstract:Nowadays in China,the development trends of being increasingly upgrad- ing and structural transformation of social needs bring up higher requirements to ur- ban planning.The thesis analyses some primary problems in social needs studies in current urban planning,and brings forward the importance of attention to the com- plicated attributes of social needs and their relationships with planning researches. Finally,three suggestions are proposed,such as perfecting comprehensive cognition to the complicated attributions of social needs,paying attentions to the selection of research methods according to different combination of social needs,as well as to different planning level.

Abstract:In the field of social sciences,comparative study on social welfare and welfare regimes has surfaced as a significantly growing field in the past decades.In this paper,the author attempts to provide a systematic review and interpretation on the core conceptions of social welfare,welfare states and welfare regimes that are highly related each other.Based on the initial discussion,the author analyzes the fundamental features and changing trend of Chinese welfare regime.According to the.author,compared to European welfare regimes, Chinese welfare regime has its own unique characteristics due to historical and institutional causes.In addition,although China shares some in common with the welfare regimes of other East Asian countries(Japan and Korea),China is still facing emergent challenges and pressure on building crucial institutions of social policy.

Abstract:A critical issue for China, during the process of social structural transformation and social modernization, is to handle the relation between the personal welfare and the social order. State, market, community, and family, they all have great influence on the personal welfare in the context of economic marketing and socialized welfare. The most important factors are the labor market and the state redistribution mechanism. The existing theory of social welfare model no longer works for the plural social welfare practice of mixed economic system. The authors examine a holistic framework of welfare system and policy model, which is theoretically important and will realistically affect the policy making process.

Abstract:In the light of its basic condition of economic and social structure adjustment,China's current social assistance system of deficiency-supplying type and poverty-relieving type are confronted with many problems and inconsistencies,and cannot meet the need of social economic development any longer. It is thus urgent to find a way to gradually set up social assistance system of a new type,the characteristics of which are such as to transform from assistance of deficiency-supplying type to that of development type,from assistance of barely material supply to that of multiple forms,and from assistance on micro level to that on macro level. Abstract:The design of a comprehensive social security system is a critical issue to many countries and regions. This paper presents a comparative economic welfare analysis on typical social security systems from the viewpoints of all-generation welfare and each-generation welfare, respectively. The analysis shows that the fact that one social security system is better or worse than another is not absolute and that it depends on some specific parameter conditions. In the paper, we provide these parameter conditions and also show a paradox of social security system design based on the analysis. At the end of the paper, two further research-worthy questions are raised.

Abstract:In this paper we seek to integrate human needs and self-actualisation into the design of organisational governance. We problematise the assumptions that guide established justifications for governance, thus providing an opportunity for this type of theoretical approach. Drawing on Maslow's human psychology, we consider the potentially regressive features of the prescriptions of transaction cost theory (TCT), particularly the new institutionalist approach, and suggest inclusiveness as a mode of coordination that firms may wish to pursue to enhance self-actualisation. The main value added of this contribution is to highlight the need to discern among modes of governance design, using criteria of welfare maximisation by enabling opportunities for self-actualisation within the firm, different from the TCT focus on internal efficiency.
