Revolution and reform:Reconstruction of the governing entity in the state-building process

Abstract:Profound political insights on state-building have been developed and accumulated in the time-honored Chinese tradition. A regime should turn to the reconstruction of political and moral order after it realizes unity and security. Revolution in a classical sense involves the upward promotion of social and political spirit through cultural remolding. Reform in a tradition-al sense represents the civilizing pattern aiming at ideal governance. There are two Confucianist approaches to such reform,the wholesale restoration of the ancient model, and the gradual adjustment which shows more practical flexibility. Political reform focuses on fostering cultural and political elite groups at the initial stages of state-building that guides the formation of the na-tional spirit and redistribution of powers. The stress on cultural and moral reconstruction contains constitutional implications. A-voiding the wholesale restoration of the ancient model and the preoccupation with the reform of polity,the wisdom of such reform provides a key dimension to understand Chinese political changes.
