Risk Management VS Income Support: A Research about the Police Target Selection of Police Agricultural Insurance in China

Abstract:Although the agricultural insurance has been widespread gradually in China, it can be found that the effective demand of the agricultural insurance is still low from some survey. Most households buy the agricultural insurance for obtaining the subsidy of premium from government. Actually,this situation deviates from the policy target of the agricultural insurance that is risk management. Facing the problem,we analysis the number and the indemnity of the agricultural insurance in household level in 10 provinces. The result shows that the agricultural insurance cannot play the role of risk management in China in some degree. The main reason is that the function of the agricultural insurance cannot match the policy target,which effect on policy implementation. Thus it's necessary to change the policy target of agricultural insurance. Thinking the small farmers'actual demand for the agricultural insurance and the urgent problems of agricultural development in China, the government should change the policy target of the agricultural insurance as income support, so that the agricultural insurance can become one kind of agricultural subsidy to support agriculture production in accordance with rules of WTO.
