Constructing a Governance System for “Poverty and Re-poverty Caused by Disease” in ;Targeted Poverty Alleviation Project

Abstract:Currently,‘poverty and re-poverty caused by disease’ is still the main cause of poverty in rural population. Constructing a governance system for ‘poverty and re-poverty caused by disease’ in targeted poverty alleviation projects is the key part in promoting the interaction between social policy and economic policy, and in improving integral effect on poverty control. In this paper, we argue that it is necessary to construct a multilayer governance system, which takes medical assistance system as a base, New Rural Cooperative Medical System as a main force, catastrophic medical insurance and disease emergency assistance as supplements, and commercial health insurance and charitable aid as re-supplements, and ensures them to be effectively connected. Besides, we also consider that this system should be positive and effective by establishing database and information card as a main task to manage them by categories;by introducing social work into governance system to establish‘relieving difficulties in accessing medical services’ mechanism; and by building rural tiered medical system to make the primary medical and health institutions play roles.
