Abstract:The administrative supervision is the earliest method of supervision on insurance contracts,and also an indispensable one.China has always emphasized administrative supervision on standard clauses of insurance products.The Contract Law,the Insurance Law amended in 2009,the Law of the People′s Republic of China on Protection of Consumer Rights and Interests,and many local regulations have promulgated on the subjects,contents,methods,principles and goals of regulation on insurance contracts.Together they form the fundamental framework for insurance regulation,and at the same time,have laid down the boundary for various regulatory bodies.

Abstract:We compare China's financial system to those of the developed countries, in particular, the US system dominated by financial markets, and the German system dominated by the banking sector. We examine financial systems' properties, including risk sharing, information provision, funding new and mature industries, financial crisis, corporate governance, and the relation between the financial and legal systems and economic growth. We find that there are many fundamental differences between China's financial system and the US system, and simply adopting the US system is not optimal. Understanding the German system and reform China's banking system should be as important as developing US-style financial markets. Our findings also suggest that China differs from most countries studied in the law, finance, and growth and comparative financial systems literature: Despite its poor legal and financial systems, it has the largest, and one of the fastest growing economies in the world. We find that there are effective, informal financing channels and governance mechanisms to support the growth of various firms in the economy. Therefore, it may be best for China to develop its existing financial system, and to ensure that the informal financing channels and governance mechanisms continue to work along with the development of the legal and financial systems.

Abstract:This article gives explanation on the nature of supervision on the new perspective of comparative institution analysis of"system feasibility curve"of government intervention,analyzing the differences and relations between supervision and market,supervision and law,supervision and tax subsidies policy,and supervision and nationalization.Based on literature review,we specify three categories of adopting supervision pattern and seven main aspects of supervision contents.Then,we analyze the construction of supervision system during the transition period of economic institution marketization.With marketization reform,the main players in the market transform from state-run enterprises as"the unity of government and enterprise"to independent com-mercialized enterprises.As to the management objects with different nature,we suggest that the government management mode should be adjusted correspondently,it should break the relation between internal coordination and administrative approval under the state-run system,and that the government should set up a supervision system adapted to market economy.Particularly,the government should pay attention to the design of supervision rule and supervise enterprises to implement,reinforce the supervision of cost,investment,price,product quality and market access of monopoly enterprises,regulate their behaviors,and maintain market order of fair competition.

Abstract:The purpose of this paper is to compare land supervision system with the system of urban planning inspection to present suggestions for the improvemnt of national land supervision system.The research conducted by means of document analysis,induction analysis and comparison analysis reveals that the organizational structure,regulatory mechanism and management of the urban planning inspection system can provide references for the national land supervision system.It is concluded that national land supervision system can be improved through strenghthening legislation,improving organization structure,developing social supervision,improving procedure of personnel selection and attaching importance to the supervision of Land Use Planning.

Abstract:OBJECTIVE:To provide reference for further improvement of law and regulation system of health products in China.METHODS:The differences of the concepts and the market supervisions of health products in the China,Japan,USA and EU were compared and analyzed.RESULTS CONCLUSIONS:The concepts of health products in the countries and areas differ from each other.Those countries and areas' opinions are in agreement about health products.The supervision models can be summarized into the approval system(China) and the recording system(USA).Our country lack of strong supervision of listed products,which result in low quality of health products,abuse of label and confuse propaganda behavior,etc.It is suggested to learn from Japan and USA to formulate comprehensive regulation on the production,operation,circulation of health products and their qualities.There are rules to go by in market behavior of enterprise and supervision behavior of government.At the same time,smooth development of market behavior and supervision behavior can be guaranteed by updating related regulations timely and avoiding contradictions and disjointing.

Abstract:This article presents a cross-cultural comparison in terms of instructional supervision conceptions and practices in higher education institutions. Supervision in American institutions attaches more importance to "supportive" role for teachers' instruction improvement. By contrast, Chinese supervision is more concerned with "judgmental" function and covers a wide range of responsibilities other than instructional supervision. Both Chinese and U.S. system regard evaluation as an important component of supervision since it provides valuable reference for later effective supervision. The commonly used evaluation approaches include class observation, scale rating and students' interview.

Abstract:Financing is the foundation of a social insurance system,and the selection of collection agencies for social insurance contributions is crucial for system design and construction.Two types of collection agency co-exist in China:local taxation agencies and social insurance agencies.The newly approved Social Insurance Law has failed to resolve the competition between the two.Why has this duopoly lasted for more than a decade? And which agency would better serve the development of social insurance programs? In fact,each has its merits.This paper argues that the main driver of competition between the two is the pursuit of collection-related power,funds,and staff positions.We examine the evolution of collection agencies at the provincial level and construct a panel database covering the ten years from 1999 to 2008.Our statistical analysis indicates that local tax agencies perform better in expanding social insurance coverage and increasing social insurance revenues.As an independent empirical study,this analysis will contribute to ending the decade-long debate over different types of collection agency.At the same time,the analytical framework of sectoral interests can be applied to the analysis of other government bodies.
