Abstract:In order to reveal the internal development mechanism of the industry chain in circular economy,we establish a closed-loop model of industry chain based on the characteristics of industry chain in circular economy.With the help of the Stackelberg game in the production processes,we analyze the inter-related mechanism among consumers,enterprises and the government,and further discuss the effects on the development of this closed-loop industry chain by their optimal decision.It indicates that the lower the environmental preference of consumers is,the lower the standard of Pigovian taxes will be made by the government,and also the narrower the range of the Pigovian taxes will be.Meanwhile,because of that,it will become more difficult for the enterprises to transfer from the traditional industry chain to the recycling industry chain.But the consumers will consume new products in order to compensate for their loss of environmental utility.Under the condition of the global optimal taxation made by the government,the enterprises in traditional industry chain still have the first-mover advantage over the enterprises in recycling industry chain in the horizontal competition.This situation will not change even if Pigovian taxes increase.The governmental economically optimal recycling rate of waste can guarantee the supply of the recycling resources in the recycling industry chain,but it only realizes the maximization of the consumers' utility and the gross production revenue at the consumers' tolerating level.Actually,sustainable development of economy requires the ecological optimization of the rate of waste recycling,which requiring the government to give up some economic benefits,implement more strict policies of the Pigovian taxes to limit the developing scale of the traditional industry chain,as well as promote consumers' environmental preference with the combination of public participation policies,in order to ensure the smooth operation of the closed-loop industrial chain in circular economy.
