Innovation-Driven Economic Development：A Multi-Case Study of Four US Cities

Abstract:In this paper, an introduction is made of the innovation-driven economic development patterns of four US cities including San Diego, Austin, Fresno and Littleton. On this basis, comparisons are made of their innova-tion-driven economic development patterns from following four dimensions: innovation resources, the innovation subject and network ties, innovation policies and mechanisms, and development achievements, so as to further iden-tify 15 key elements in the innovation-driven development pattern, and figure out the role positioning of govern-ments. According to comparisons, governments have not made too much intervention into regional economic deve-lopment activities, but performed functions in policy guidance, platform building, public services guarantee and ot-her aspects, so as to assume roles such as regional strategic planners, resource evaluators, network builders, and in-dicators optimizers and greatly stimulate the positive role of the market subject. Moreover, policy recommenda-tions are put forward for implementing regional (provincial) innovation-driven development strategies in China, in-cluding strengthening the top-level arrangement, integrating innovation resources, building innovation networks, opti-mizing and innovating policy mechanisms and creating an innovative environment.
