Abstract:This paper focuses on the development of policies and practices related to lifelong learning in the last 10 years in China. It gives a brief introduction of the vital societal changes and offers a review on outstanding achievements in school education, which can be regarded as the context and infrastructure of lifelong learning enterprise. It analyses in depth the relevant national strategies adopted by the central government, which have been the fundamental guidelines for the practice of lifelong learning. After exploring the flourishing lifelong learning activities promoted by the government, industry and other nongovernmental agencies, it finally discusses the state-led promoting model of lifelong learning in China.

Abstract:Since their introduction into China in the late 1970s, the concepts of lifelong education and lifelong learning have received enthusiastic responses from the Chinese authorities. Education reforms with a lifelong learning theme have been launched, while significant progress has been made through institutional, structural and technical changes. Having a clear objective that China should basically qualify as a learning society by 2020 (defined as one in which learning is a lifelong endeavour of the whole nation), the Chinese authorities have identified reinforcing pre-school education and continuing education as strategic points of leverage in developing a coherent system of lifelong learning encompassing early childhood education, initial education and continuing education. Having reached a point for further advancement, continuing education in China is presented with the strategic task of remodeling itself to become equipped with clearer goals and an operating system with a higher degree of functionality, reasonableness and robustness. To do so, partnership with stakeholders should be forged; informationalization of education should be pushed forward; and reforms on pilot basis should be carried out to explore workable solutions and strategies through on-going experimentation.

Abstract:Promoting the employment of the work force and the development of human resources is an important issue that needs to be resolved in China.It is also crucial to building a well-off society.Premier Wen Jiabao emphasizes the importance of vocational education in a speech delivered at the National Conference on Vocational Education.China's economic development and employment is facing two great changes: both employment of the work force and optimization of the industrial structure are in need of skilled workers.Therefore,China will have to devote great effort to developing vocational education.Developing lifelong vocational education plays an important role in promoting the development of human resources,the employment of labor force,the sustainable development and enhancing the country's competitive power.The idea of lifelong vocational education comes from the idea of lifelong education.It is a new perception of vocational education.It breaks the restrictions of time and space in the narrow sense of vocational education.According to the idea of lifelong vocational education,vocational education should run throughout one's life to provide help for one's whole career development and should be an integration of all kinds of vocational education in different places.Lifelong education has the features of continuation,integration,flexibility,openness and change.Developing lifelong vocational education is a complex work that needs social participation.The basic strategies for developing lifelong vocational education include law assurance,policy control,flexible fund raising,social participation and encouragement for lifelong learning.In law assurance,regulations for lifelong vocational education may be made according to the Vocational Education Act of the P.R.China and local acts may be enacted.In policy-making,there are many aspects as establishing and coordinating the institutions of lifelong vocational education,strengthening the functions of educational departments,building opening schools and providing learning holidays.In flexible fund raising,funding system that combines special grants from governments,funds from industries, funds from society and individual learning accounts may be established.In social participation,platform for participation can be set up and activities for creating learning organizations can be launched.The main forms of lifelong learning encouragement include providing opportunities for development,spiritual awards,economic benefits and qualification accreditation.

Abstract:Lifelong education has a history of more than 50 years. Since it was introduced into China, it has evolved about 30 years from an initial concept to an ideological trend, and even a national policy and legislative measure. A mature education policy will finally be legislated, as is no exception to lifelong education policy. Nowadays, under the background of accelerating the lifelong education and formulating its system, it has been an urgent issue on how to define and standardize the basic principles of lifelong education for the purpose of its legislation. However, to date, the national legislation of lifelong education has made no progress, like a castle in the air after the provincial legislation of Fujian, Shanghai, Shanxi from the year of 2005. Why has it happened? What problems have led to difficulties in legislating national lifelong education? This article reviews the national legislation, and interprets international legis-lation ideology, as well as the related important legislation terms. It also describes the drafting legislative ideology and framework of national lifelong education law. Based on the review and interpretation, recommendations are made for the reference of the legislation of national lifelong education.

Abstract:Lifelong education is a new form of education that has developed along with the evolution of an advanced productive society and on the basis of an extensively applied adult education practice.Lifelong education promotes the best practices of traditional education,yet avoids its many corrupt notions.Lifelong education allows communicability between all forms of education,ascertains the role and function of the different forms in their respective systems,and confers upon these forms a totally new and epochal significance.Based on the general research method of social science,this paper has studied historically the development of lifelong education practices and ideas,analyzed the social status and relationship between adult education and lifelong education,and proven that adult education has an important position in the lifelong education system.The conclusion,including views and suggestions put forward,has a high reference value for our country in establishing the format of adult education,in perfecting the system of lifelong education,and in building a learning society.

Abstract:In the 21st century, rapid technological development and changes in the times have made international competition increasingly fierce. The Finnish education system has been highly regarded for its excellent quality of teaching, unique education concepts, and innovative education policies. Through comparative analyses of the Finnish education system, this study finds that the key to its success lies in its unique 'all-inclusive' education system, flexible and reasonable education policies, and comprehensive financial aid system. Compared with Finland, China's education is developing continuously, but there are still many problems. For example, unequal distribution of education resources, uneven quality of education, and poor implementation of education policies are still prevalent. Therefore, this study needs to draw inspiration from Finland's successful experience to further improve China's education system and policies. Taking into account the Finnish experience in reforming the education system, China can carry out education reform by upgrading the links between vocational and academic education, formulating reasonable and flexible education policies, and establishing a sound system of relevant student subsidies.

Abstract:Over the past decade Finnish education has been praised worldwide for its students' amazing' results in the OECD PISA studies. Thousands of pedagogical tourists - including policy-makers, researchers and educators - have visited the country to find out about the reasons behind the success and to borrow, often uncritically and un-reflexively, Finnish practices that can help them to become good performers' too. This has resulted in what we call folk' comparative discourses on Finland. China is no exception to the rule. In this article we examine a range of books about Finnish education published in the Middle Kingdom (China) for a general rather than narrowly specialist readership. We are interested in how these volumes construct certain images and myths about it and what these tell us about how the authors view Chinese education but also current societal discussions about it. Our approach is based on critical and reflexive interculturality.
